1. Regional planning in is ‘fuzz’ - as a shared conclusion of some of the speakers – a patchwork with some successes but even more failures (from the implementation view) 2. There is no planning on the level of a metropolis, even not on the level of the cityregion (agglomeration) 3. The is a major regional and national economic engine. 80 km inland, it is a uniquely situated sea port. It is the 2 nd largest port in Europe and the 5th largest in the world. TH E DEVELOPMENT O F TH E CITY In the 1950s the former Brialmont defence walls were dismantled to accommodate the Small Ring Road. Protests in the region prevented the completion of the Great Ring road and the 1960s Small Ring Road simply Barrier became ‘the’ Ring Road.

Further port expansions caused former port areas in the inner city to fall into decline and the new Ring road soon clogged with congestion.

Wilrica TH E DEVELOPMENT O F TH E CITY At the end of the 1980s, civil society organisation ‘City on the Stream’ strongly appealed to the city administration to take action, pressing for the renewal of neglected port areas such as Eilandje (‘Islet’), Scheldekaaien (‘the Scheldt quays’) and Nieuw Zuid (‘New South’).

An international design contest resulted in proposals by several designers. But time was not ripe and in 1994 the city cancelled the means in the city budget.

European funds UR B A N DEVELOPMENT IN ANTW ERP In the mid-1990s urban development in Antwerp reached a turning point. Europe and the Belgian and Flemish governments established funds for urban development. Antwerp took these opportunities with both hands, and mostly invested the acquired funds in ‘impulse’ projects with strong social aspects.

STRATEGICTOWARDS SPATIAL STRATEGIC STRUCTURE PLANNING UpPLA to N the mid-1990s, Flemish spatial policy consisted mainly of static zoning plans, but with the 1997 Spatial Structure Plan for Flanders (RSV), the Flemish government made a clear choice for structure planning. The Flemish provinces and municipalities were obliged to draft long- term visions for their own territory. STRATEGIC SPATIAL STRUCTURE ThePLA 2006 N strategic Spatial Structure Plan for Antwerp (s-RSA) (Bernardo Secchi and Paola Viganò) introduced a three-tier strategy for a renovatio urbis : the renewal of the city through punctual interventions in public space.

P O L I C Y ‘IM PULSE ’ PROJECTS (EXAM PLES ) Subsidised by Eu and Flanders, Prostitution houses in the Central Station Quarter were replaced with Designcenter Winkelhaak Gezondheidshuis Designcenter De Winkelhaak in 2002. The new ‘ Health House ’ for prostitutes has become a vital part of Sailor’s Quarter. An abandoned railway yard was transformed into Park Spoor Noord (2005-2009).

HARM ONIE PA R K HARMONIEPARK IS A 1.8-HECTARE PARK IN THE RESIDENTIAL HARMONIE QUARTER IN THE DISTRICT OF ANTWERP . I T IS SURROUNDED BY 19 TH -CENTURY TOWN HOUSES IN -BETWEEN WHICH APARTMENT BUILDINGS , A HOSPITAL AND THE PROVINCIAL HEADQUARTERS WHERE ADDED OVER TIME .
