1 INTRODUCTION OF THE CITY
1.1 REGIONAL SETTING
Jodhpur is the second largest city in the state of Rajasthan. It is located 335 km west from the state capital Jaipur and 200 km from the city of Ajmer. It was formerly the seat of a princely state of the same name, the capital of the kingdom known as Marwar. Being a place of princely palaces, magnificent forts as well as age old temples, this city of Rajasthan is among the famous tourist destinations in the state as well as India. Positioned in the Thar Desert's stark landscape, Jodhpur experiences a bright and sunny weather all through the year. For this, the city is also known as "Sun City".
It is also referred to as the "Blue City" due to the vivid blue-painted houses around the Mehrangarh Fort. The old city circles the fort and is bounded by a wall with several gates. However, the city has expanded greatly outside the wall over the past several decades. Jodhpur lies near the geographic centre of Rajasthan state, which makes it a convenient base for travel in a region much frequented by tourists.
Jodhpur city is one of the major cities of Rajasthan. It encompasses an area of 22,850 sq.km .It is well connected to the rest of Rajasthan by airways, road and rail links. This city basks in the golden history and heritage of the state and is located at the fringe of the great Thar Desert. The city was founded in 1459 A.D by the Rathore rulers.
Physiography
Jodhpur district is located in western part of Rajasthan, located between 26°00′ to 27°37′ North latitude and 72°55′ to 73°55′ East. Climate of Jodhpur remain extreme hot in summer season, extreme cold in winter season. Day and night temperatures increase gradually and reach their maximum values in May and June respectively. The temperature varies from 48oC in summer to 4oC in winter.
Regional Context
The city has well-established rail, road and air networks connecting it to other major cities of the country. Jodhpur railway station is the Divisional Headquarters of the North Western Railways (NWR). Jodhpur Airport is one of the prominent airports of Rajasthan. It is primarily a military airbase with a civil enclosure to allow for civilian air traffic. Due to Jodhpur’s strategic location, this airport is regarded as one of the most important ones for the Indian Air Force.

Road Linkages
Jodhpur is connected by road to all major cities in Rajasthan and neighboring states like Delhi, Gujarat, etc. Jodhpur is connected to the National Highway network with three National Highways and connected to the Rajasthan State Highway network with four state highways.
National Highways passing through Jodhpur:
NH-62, Ambala-Kaithal-Hissar-Fatehpur-Jodhpur-Pali
NH-112, Junction with NH-14 near Bar connecting Jaitaran-Bilara-Kaparda-Jodhpur Kalyanpur Pachpadra-Baloootra-Tilwara-Kher-Bagundi Dhudhwa-Madhasar-Kawas and terminating at its junction with NH 15 near Barmer.
H-114, Junction with NH-65 near Jodhpur connecting Balesar - Dechhu and terminating at its junction with NH-15 near Pokaran
State Highways passing through Jodhpur:
SH-58 connects Jodhpur with Bheem in Rajsamand district.
SH-61 connects Phalodi in Jodhpur district of Rajasthan with Mandal in Bhilwara district.
SH-63 connects Banar to Kuchera via Bhopalgarh
SH-68 connects Dangiyawas to Balotra via Kakelao, Khejarli, Guda Kakani, Luni, Dhundhara, Rampura, Samdari.
1.2 HISTORICAL BACKGROUND
The Jodhpur city is the administrative headquarters of the district. Jodhpur with strategic location is one of the important city of western Rajasthan famous as Sun City established on 12th May 1459 by Rao Jodha. Jodhpur is the second largest city in Rajasthan, after Jaipur, and one of the most visited. The city was the capital of the once great kingdom of Marwar - the most powerful of all the Rajput kingdoms and the Meherangarh fort rated as one of the mightiest castles ever built, anywhere. Jodhpur history revolves around the Rathore Clan. Rao Jodha, the chief of the Rathore clan, is credited with the origin of Jodhpur in India.

He founded Jodhpur in 1459. The city is named after him only. It was previously known as Marwar. Even today, the fort is an awesome sight, especially when seen from the old town.
Demography of Town – Growth Trends
Jodhpur is the second largest city of the state. It has registered 10 times increase in population during 1901 to 2001. During 1971-1981 there was phenomenal increase in population with 59.42 percent increase.

Master Plan of Jodhpur Area notified vide order no F-37/D.I.R (P)/13/Master Plan, using the powers conferred in sub- section (3) of section 23 of the Jodhpur Development Authority Act 2009 ( Procedure followed in relation to the formation and sanction of plans). Master Development Plan 2031 was prepared and approved in the meeting dated 24/09/13, to be effective from 27/09/13 in compliance with section 24.

1.4 ZONAL DEVELOPMENT PLAN
Zonal Development plan of a City is a comprehensive micro level detail plan document to guide the long term physical development of a particular specified area of the city. It needs to be viewed as an integral part of an overall regional city development strategy, i.e. recognizing the intrinsic and symbiotic relationship of the city and its functional region.
As Master Development Plan - 2031 (Jodhpur Region), main objective is to execute Master Development Plan in time bound in stages, it is proposed to prepare Zonal Development Plan.

Jodhpur Master Plan 2013-2031 is proposed for an area of 436056.53 hectare with 233 Revenue Villages & Jodhpur city. They are as below:

Delineation of Work area
As per Jodhpur Master Development Plan 2031, there are 4 Planning Zones. Out of these zones part of East Zone is already published. Part of zones West and South are assigned to WAPCOS LIMITED.

West Zone (W2) -Study Area Details
The extension of Preparation of Zonal Plan (W2) consists of west zone. Out of 58 Sectors of Jodhpur Master Development Plan 2031; there are 5 sectors in this area viz. 10,11,12,13 and 14 covering about 12258 hectares for W2.
The study area lies between Jaisalmer Bypass on NH-114 and Barmer Bypass on NH-112 and proposed Ring road. As the name suggests it lies towards west of city.
This area consists of villages - Mokalawas, Gangana, Basni Silawatan, Narnadi, Pal, Doli, Rohila Kalan, Rohila Khurd, Jhanwar, Chokha, Moklawas, Boranada,Khatarda
Master Plan Land use
Proposed Landuse in the Master Plan 2031 of the West zone includes majorly residential and partly reclamation area.
The other proposed land uses are tourist facilities, commercial center, Parks and Playgrounds, secondary and senior secondary schools, other community facilities, core facility and mixed landuse.
Industrial activities exist along Barmer road, and proposed transportation hub lies towards south of study area. Festival city, Artisans village & Tourism city lies towards north of study area.
Ring Road
The outer ring road with a right of way (ROW) width of at least 90 m would be a regional ring circumscribing Jodhpur master development plan area. In this study area, ring road connects the Regional roads like Barmer Road and Jaisalmer Road.
Mass Rapid Transport System (MRTS)
Mass Rapid Transport System (MRTS) is proposed by the Jodhpur Development Authority in two phases. First phase links Nagaur road, and Dangiyawas bypass, the second phase connects Paota bus stand to Barmer road (via corporate park upto Transport hub) lies along the study area. These routes shall be studied further to plan for metro network.

2 ANALYSIS OF WEST ZONE
2.1 PHYSICAL FEATURES
As the name suggests it lies in the west of city. West Zone lies between Jaisalmer Bypass on NH-114 and Barmer Bypass on NH-112 and proposed Ring road. Hilly and rocky area lies in north area of west zone in village Chokha. There is a gradual slope towards south in rest of the area. Golsani river flows from Umed Sagar towards south of west zone.

2.3 LAND USE ANALYSIS (AS PER EXISTING CONDITIONS)
Base Map and existing land use map has been prepared using Ground Survey by DGPS and TOTAL STATION with establishment of control points in project area and by using high resolution latest Satellite Imagery for digitizing all buildings along with their existing use, roads, railway lines, water bodies, culverts, bridges, high/low tension lines, parks, playgrounds, wetlands, important landmarks, heritage buildings, vacant lands etc.

Residential
Residential use accounts to 205.074 hectare of area, making it 27.51 % of the built up area of the West Zone W2 (Assigned work area). Additional residential area under approved commitments is 521.11 hectares. The commitments are mostly undeveloped.

Commercial
Commercial covers an area of 38.83 hectares, making it 5.21 % of the built up area of the West Zone W2 (Assigned work area). It is contributing to commercial development in the form of small shops, petrol pumps are developed along Barmer Road NH-112. Retail commercial shops are developed along Jaisalmer Bypass Road and along all major roads. Additional commercial area under approved commitments is 1.45 hectares.

Mixed Land Use
Mixed landuse is proposed along both sides of ring road and lower part of NH 112 but zone also has unauthorized commercial development in residences. Ground floor consists of commercial shops, showrooms, etc. and the first floors are residences.
Industrial
There are industrial activities in the west zone which includes a handicraft factory, wooden factory, tile factory, stone crusher, iron workshop, Engineering workshop, Agro Industries, glass and hardware industries, auto industries, steel industries, bearing industries and other small scale industries. These industries cover area of 23.11 hectares. Major industries have developed along the Barmer Road NH-112. This industrial area is also known as Boranada Industrial Area. Additional industrial area under approved commitments is 3.92 hectares.

Heritage
There is a single ASI protected monument on Dhayal Nagar Road in the Assigned work area of west zone.
Other Community Facilities
Police Station: At present there is no police station in the assigned work area of west zone. Cremation / Burial Ground: Cremation grounds constitute an area of 9.01 hectares. Safety management – Fire: At present there is no fire station in the Assigned work area of west zone.
Communication Services
There exists a post office near Barmer Road. It contributes to an area of 0.053 hectare.
B. Physical infrastructure
Public utilities account for 1.86 hectares of area which includes Electric Sub-Station, Power house, water works, community water tanks, etc.
Water supply
Currently water is supplied in the zone using tube wells and overhead tanks. There are 25 Ground Level Reservoirs and 10 Elevated Supply Reservoir for water supply in this zone.Other public utilities include water works, P.H.E.D office, and water pumping station. Whole of west zone is electrified with power distributed through L.T. lines. Electric Sub- Station is proposed in commitment.

There is no proper drainage system in the assigned work area of west zone.

This zone has some small parks, which are part of the commitment/scheme.
Transportation
Circulation is one of the important components, which comes under major land use category. This zone provides easy accessibility within the zones as well as others as zone is abutted. Jaisalmer bypass road, Jhanwar road, Gangana road, Doli-Bhujawad road, Narnadi Road, Dhayal Nagar Road, Doli-Khudala Road, Moklawas-Jhanwar road add to the improvement of connectivity. Existing roads consists of BT/CC roads, katcha rasta.

3 PLANNING PARAMETERS
For Provision of Physical, Social, Infrastructure and other facilities in Zonal development plans, the following norms dated 4th April 2019 order no:F18(35)UDD/Sector plan/2015(2967-3207) were set w.r.t URDPFI Guidelines issued by MoUD and as per Rajasthan Land Allotment Policy. For the approval of layout plan under Zoning Regulation and Township Policy, the provisions of facilities as per the above norms are necessary.

Guidelines for fire Station and other firefighting facilities: a) It is necessary to have a fire station located in an area so that fire service can reach site within a maximum time of 3- 4 minutes b) Fire stations may be located on the corner plot and main road and it is necessary to have two exit gates. c) Provision should be made for proposal of underground pipeline for fire hydrant in newly developed area d) In areas where it is not possible to set up a fire station (extreme dense area) necessary provision of fire hydrant and water pipelines should be made in the underground or on the site. e) It will be necessary to get approval from the fire office before the fire agency makes fire provisions.

3.4 PARKS & OPEN SPACES
a) Formulation of work plan to ensure development of 15% (minimum) green cover in cities.
b) The development of the park located in the urban area by the each urban local body to ensure dense plantation with public support at open sites. Reserved land for Parks/ open space proposed in Master Plan to be demarcated and developed on PPP model or other suitable methods and ensure dense plantation.
c) In urban areas, dense plantation along major roads and in median to be ensured.
d) Minimum one Children Park to be developed each year in every city.
e) Major Park situated in urban area to be developed as Central Park. Facilities for children and senior citizens should be ensured in the central park.
f) The parks available in schemes of urban areas to be listed and in each scheme at least on park per year should be developed for children and senior citizens with necessary facilities.

4 PROPOSALS- STRATEGIES AND POLICIES
Methodology Adopted in Plan-Making of Jodhpur Zonal Plan
While venturing to prepare the Zonal/Sector Plan for Jodhpur, basic studies were made in the form of a survey.Primary studies related to existing village population, site conditions, those related to water source like river, nallas /water table, forest land ,etc were also carried out.
On the selected area, a thorough analysis was made of the given assets and constraints .In addition to the above Proposed Master Plan roads and Land uses were studied.
4.1 LANDUSE PLANNING
The distribution of the land uses is a major phenomenon which controls the spread of the city as well as mobility within the city. This is the basis for Implementation of the Master Plan/Zonal and Sector Plan. Following is a general description of Land Use Classification

4.2 PROJECT- DEVELOPMENT STRATEGY
Development strategy
Development strategy is the process of formulating a strategy for bridging the gap between where the city is and where it wishes to go which depends entirely on the context and initiative of each city.
It consists of

The most important step for development is the provision of urban infrastructure, initially physical infrastructure.
Connectivity in the form of road network, provision of water supply, electricity triggers growth in any area. Road network would lead to development of economic activities further leading to development of settlements.
To enable easy development of upcoming areas, accessible and cheap public transportation plays an important role.
It is necessary to have excellent and cheap connectivity with mother city i.e., from private vehicle dependent city to public transport oriented development.

Planning Strategy for West zone Zonal Plan
Master Plan: The Master development plan for any town is a long term plan meaning thereby that the implementation will take a long period of 20 years. This document is also a generalized document and gives broad scheme of different land uses. Such proposals need to be detailed out so that these can be implemented in a phased manner. The detailing of such proposals and final implementation goes through different stages / levels of planning.
The planning levels can be
1) Preparation of Zonal Plans
2) Preparation of Sector Plans
3) Preparation of Schemes
Zonal Plans:
The Zonal Plan is a comprehensive plan conceived within the framework of current Master Plan, showing therein the existing and the proposed location and general layout of:
Residential areas
Commercial areas
Industrial areas
Public parks, playgrounds and other recreational facilities
Public and semi-public uses
Transportation Network
Other land uses which are necessary
Priority of selection of zonal plan is done in accordance with the phasing of Development as proposed in Master Plan.

Zonal Plans in context to Jodhpur Master Development Plan – 2031
The following were considered for East zone (already published) hence the same would be followed for west zone to maintain uniformity in the city.
As per proposals in Master Plan 2023 and 2031 the Zonal Plan would include and show the following:
1) Road network as proposed in master plan including corrections required in their alignment if any and also network of other proposed roads which are 24 meters or more wide. 2) A 30 m plantation belt on both sides along rivers with the provision of 30m wide road along plantation belt(as per provisions in Master Plan) 3) Provision of Safety corridor along High tension lines (11KV-400KV) as per guidelines/circular issued by UDH. 4) A 30 m plantation belt around large water bodies and 10m/30 ft all around small water bodies. 5) National highways and State Highways shall have 60 mts right of way with a plantation corridor of 30 mtrs width on both sides as per Master plan provisions .In addition a service road of 18 mtrs width shall be provided on both sides of plantation belt. 6) Mixed landuse of 250 m on either side of National (like NH-112 etc.), State highways and Ring Road 7) 9m wide Strip along both sides of large nallas, drains, etc. 8) Lands along Eco sensitive areas for restricted development.
This can be done only after detailed survey and its analysis like confirming and non confirming land uses their extent, existing social facilities, existing road network and other physical features, collection of revenue records, analysis of Government land ownership to know forest areas, lands under lakes, and identification of suitable lands for facilities etc.
The West zone is basically an extension of Jodhpur city hence land use analysis and demographic calculations are based on proposal of Master Plan 2031 and report of Master Development Plan-2031 Jodhpur region.

As per the Master Development Plan Jodhpur the population of Jodhpur the population of 2011 has been estimated as 17, 50,000 which includes the population of nearby villages which were included in the Jodhpur Development Authority region. The population growth has been estimated as 34.28% and 31.91% respectively for 2021 and 2031 period. The expected population by 2031 is about 31 lakhs. Thus the population increase expected is about 13.5 lakhs.
In the MDP 2031 document shows that the existing residential area is 8943.84 hectares. Whereas area proposed under residential use for 2031 is 41,178 hectares. Hence the increase is about 32234 hectares. The area proposed in this west zone is about 9164.00 hectares and out of this residential area would be about 7736 hectares. It is about 24 % of the total area under residential use. The population increase from 2011- 2031 is expected to be about 13.5 lakhs, 24% of this population is about 3, 24,000.
The population has been considered as 3, 24,000 by the year 2031 and this area will continue to densify over a period of time. Presently facilities have been calculated for the population of 3, 24,000

4.4 FACILITIES CALCULATION- BASED ON DEMOGRAPHIC CALCULATION
Social Infrastructure
Better social infrastructure offering shall be the prerequisite condition for development of a town. Development of physical infrastructure cannot usher in overall development at the desired level if the social infrastructure is not simultaneously developed. Education, Health, Social security, public entertainment etc. sectors has to be developed to ensure proper social infrastructure.
Social Development is usually referred to as the commitment towards realizing the vision of the city. The provision of infrastructure facilities such as educational institutes, health care facilities contributes in the socio-economic development of the city. Better social infrastructure played key role in development of Gurgaon.
Educational Facilities
Education decides the development pattern of any city, it exhibits how urbanize a city is through its literacy level and exposure to different education facilities. It is observed that people expects social infrastructure such as schools and primary and secondary clinics/hospital close to their residential facilities. However, generally people are ready to travel at longer distance for post-graduation and tertiary health care.
Strategies:
Emphasis on good quality education by providing primary, secondary, high schools, colleges and universities. Nursery and Primary schools preferably may be located within 1 Km. distance. Senior secondary school may be located on main roads for use of adjoining regions also. Provisions for higher education especially in the scientific fields to become an attractive place to stay. Provisions for medical and engineering colleges. Professional and vocational colleges need to be given importance for setting up employment development resources through education and training programs.

Health Facilities
Towns outside mother city lack emergency health care services at night. The citizens have to come to Jodhpur for accessing good health facilities in case of emergency.
Strategies
To reduce the dependency on the mother city for specialized services by providing for an all facility 100 to 300 bedded hospital. Provisions of city facilities such as Intensive Care Unit (ICU), Burn Ward, blood bank and a medical college. To promote Better Social infrastructure in terms of educational institutes and health care facilities
Recreational Facilities and Open Spaces
Recreation facility improves the quality of life. The URDPFI guidelines recommend that the cities should have provision of 10-12 sq.mt. Per person for recreation.
Water bodies are an integral part of city open spaces and at the same time it provides at time larger open space to the city. It also maintains eco-system. It provides immense potential to tourism in the city-Jojri river front development which can be considered.
Strategies
Create Recreation Facilities
Creating recreational facilities such as parks, maidan, playgrounds, botanical/zoological gardens or other multi-purpose open spaces.
Instead of small parks, if possible large parks may be promoted. These may be located to include the low lying areas so that the cost of leveling and soil disturbance is kept minimum. Some area can be developed in the lake catchment area as green space/parks as recreation.
Taking up a tree plantation program along the roads to make city a Green city.
To preserve and develop the large open spaces, water bodies.

Private sector participation in revitalization of the existing water bodies of the city to create amusement parks, etc. Provision for a sports complex in the Govt. land available. Protect or restore existing water bodies, so as to promote biodiversity. Set-up nurseries develop some areas as woodlands to effectively manage landscapes, so as to promote biodiversity. Enhance the landscape experience by providing amenities like drinking water facilities, toilets, seating, shaded structures and cafeteria (only in parks).

To promote connectivity roads of 18m, 24 m and 30m are proposed to interconnect Master Plan roads. The zonal roads proposed are to promote Neighborhood concept.

The facilities provided in Master Plan 2031, Commitment facilities and existing facilities were compiled and the gap analysis as to the need of land required for the calculated population of 3, 24,000 has been calculated.
As per these calculations Government Land available were located and some were earmarked for Hospitals, school and Socio cultural facilities.

Proposed Facilities:
Stadium is earmarked in Gangana in the proposed Master Plan Recreation area. Hospital, Police station and Fire station have been proposed in Narnadi. Hospital and socio cultural facilities have been proposed in Mokalawas, Narnadi, Jhanwar, Basni Silwatan.
In addition to this, West zone W2 consists of U2 area of 5253.20 hectares.
As per policy any scheme approved in U2 will have 10% facility area (525.0 hec) and 10% green area (525.0 hec) which would further add to zone facility area.
To conserve natural water bodies and hills following are proposed.
30 m Plantation buffer is proposed on both sides of Golasani River. 50m plantation is proposed along foot hill in Chokha and marked as hill conservation zone Khasra water bodies and some existing water bodies have been provided with 9m plantation buffer.

PHYSICAL INFRASTRUCTURE
Water Supply
Water supply at present is almost nonexistent and is only few villages in form of overhead and underground water tanks. Most of the development has come up without proper water supply network. Considering the proposed area, water supply network needs to be planned.
Community Rain water harvesting: At present it is mandatory to have rain water harvesting system in plots having area of 300 sq. mtrs or more. However most of the plots in the scheme are less than this size. It is therefore necessary that community rain water harvesting structures shall be constructed mandatorily in the colony park to harvest rain water. This can be made mandatory for khatedar or builder whose layout is approved.
At appropriate places such structures can also be constructed in the part of major roads 18 mtrs and above. Part of road like foot path or land reserved for road side plantation can be used this will also reduce cost of piping. However prior to this JODA may approve this location as well as type of structure to be constructed and ensure that its design wills strong enough.
Electricity
At present there is no electric substation. New substations would be required in the proposed zone area.
Drainage
There is no proper drainage network present in west zone. Natural slope is along Golasni River which flows from north to south in west zone. Drainage
Sewerage
The area is not serviced by sewer network.
Provision of Sewerage treatment plant (STP) in layouts or on community basis and use of treated water for plantation etc.:
At present it is feasible to have sewerage treatment plants even small colony layouts having 5 hectares land also. Such plants help to do away with large size sewers and the treated water can be used locally. For eg. the treated water can be used for road side plantation as well to maintain parks. This reduces spending of valuable fresh drinkable water and reduces depletion of ground water which otherwise would be used. In long run the ground water table will be stable. If it is not possible to have STPs in the small layouts then JODA can consider charging some money

towards construction from each developer or khatedar towards having small community STPs at different locations and same treated water can be used locally in parks, road side plantation.
ECO SENSITIVE ZONE
Eco sensitive zones are ecologically fragile zones present in regions. They are natural water bodies, forests, sanctuaries, etc. In west zone eco sensitive zone consists of Golasni River, natural water bodies and Hilly & rocky areas.
Dense human population in catchments, urbanization and various human activities has resulted in over exploitation of water bodies, leading to overall degradation Jodhpur has rivers like Golasni, Luni, Jojri.
Golasni River
The river Golasni is a seasonal river flowing on west side of Jodhpur from Northwest to Southwest direction, originating from Umed Sagar. Plantation of 30m is proposed on both sides of the river as per Master Plan 2031
Existing Problems
• Encroachment in River Flow area and over banks. • No defined banks & over flow from banks during heavy rainfall • Uncontrolled urbanization surrounding river.
Proposed Solution
• Removal of encroachment • Demarcation of river flow area and river channelization for passing flood discharge through river section without over toping banks • Abatement of pollution by construction of sewage treatment plants, Rehabilitation and extension of existing sewerage system and solid waste management. A 30 m plantation belt on both sides along rivers with the provision of 30m wide road along plantation belt (as per provisions in Master Plan)

Methodology for implementation:
1. Phase-I : River Channelization 2. W2: Abatement of Pollution • Re-sectioning and lining the existing river sections wherever required • To enhance water availability during lean season (October-May) through treated waste water, pumping of ground water and proposing anicuts to create series of storages within the river • To trap and intercept the drains discharging waste water directly into the river and diverting them to STPs by laying sewer lines • To ensure that only treated water discharged into the river by construction of STPs. o A 30 m plantation belt on both sides along river would require water for plantation which can be achieved by water treated from STP rather than using fresh water. o Rain water harvesting system to be developed along river.

Existing Circulation
The West zonal plan area consists of 2 major highways
1. Jaisalmer Bypass ( NH-114) 2. Barmer Bypass (NH-112)
The above highways makes the area easily accessible and well connected. In addition to these Jodhpur Master plan of 2031 has already given the Major road network of 30 m,48m and 60 m. Existing traffic movement is generally from the area to Jodhpur main city for work ,daily needs and vice versa. Other goods traffic movement is on main two highways .There is no bus terminal in the area.
Proposed Circulation in West Zonal Plan
Strategy
The following strategies have been identified:
Development of proper road hierarchy. Road hierarchy to be 48m, 30m, 24m and18m. so as to incorporate the future transportation needs. Development of a Public transportation system. Street design guidelines shall have emphasis on landscape and ground water storage. Major roads such as MDP roads and other sector roads should respond to the multitude of activities and functions. These streets also carry a number of infrastructure services such as water, sewer, storm water, electrical, and telephone lines. The design of underground utilities needs to be coordinated with the surface layout and functioning of a street. All the other streets should preferably be designed to have purely residential character.

Road Network (Hierarchical)
1. Planning of Basic road network:
Jodhpur Master Plan of 2031 has already given the Major road network of 30 m, 48m, & 60 m in width. After this it is necessary to ensure that the other new proposed roads should be complementary and such roads may have a width of 18 mtrs. Or more.
The basic road network has been planned with an idea that 18 mtrs. Or wider road is available within a walking distance of ½ to ¾ kms. Distance. Provision of such roads also ensures that social facilities can be easily located on such roads. Such larger roads also mean that group housing development may come up on such roads and thus higher densities can be expected along these roads in future.
Example: the area between 2 master plan roads either existing or proposed is taken as a unit which is further divided in smaller sectors by 30m or 24 m roads. These are further divided by 18m road network for formation of neighbourhood.
Transportation:
2. Accessible Public Transport: to promote the usage of public transport by making it accessible, within walking distance preferably within 1 km. However it may not be possible to run public transport to achieve this but in the longer run smaller buses or electric vehicles like E-rickshaws will help to give last mile connectivity.
Providing Interconnectivity within zone: providing of public transport on these routes shall provide connectivity within this proposed zone: a) On Jhanwar road, i.e. connecting Barmer road to Gangana road b) On Dhayal Nagar road, i.e. connecting Barmer road to Gangana road c) From DPS circle to south of west zone (till proposed Bus terminal) along the Barmer road (NH 112) These three roads shall ensure not only inter connectivity within this area but would also allow development to come up easily on these routes in first phase.
3. Compact Walkable Communities: to create livable and affordable communities, which are compact and walkable. For this self-sufficient neighborhood concept is proposed. Cluster of

neighborhoods will be able to support social facilities of larger scale. Once the area starts developing then public private mode of partnership may be useful so that schools, hospitals, community halls, etc. may come up followed by government level facilities like police stations and chowkies, Primary health centres, and large Govt. hospitals, essential govt. services like fire brigade, Grid sub-station, etc.

Phasing and implementation:
The Phasing of Development of West zone: The present development in the west zone is along Barmer road and Jaisalmer bypass road. In addition to this the development is contiguous to areas along Golasni River, near Villages touching exiting development in northern part of this sector. Therefore it is clear that in the first phase development should be limited to areas along Barmer road. And areas just adjacent to Jaisalmer bypass road. The connectivity to main city in the northern part is also important along with connectivity to work centers which are mostly located in the city.
Implementation: As already discussed the development shall come up along major roads and areas lying along Barmer road, Jaisalmer bypass, Gangana road and Jhanwar road therefore the first priority for development of infrastructure should give in this part. Road development, water supply and electric supply are three most crucial part of infrastructure. The development of these 3 services will attract the populace to settle and build their houses. This also needs to be supported by development of Public transport for connectivity to city and across this zone.
