General description of project activity A.1. Description of the project activity: Yunnan Province Luxi City Wanma River 2nd Level Hydropower Station (hereafter referred to as “the project”) is located upstream of Wanma River, in Zhongshan Town, Luxi City, Dehong Dai-Jingpo Autonomous Prefecture (hereafter referred to as “Dehong Prefecture”), Yunnan Province, China. It is a diversion run-of-river hydropower station, which is constructed and will be operated by Luxi City Qinrui Wanma River Power Exploring Co., Ltd. The installed capacity of the project is 18.9MW, and the new reservoir surface area at full water level is 0.02km2[1], and the power density is corresponding to be 945W/m2. The average annual utilization of the project is 5,080h, the average annual power generation is 96,010MWh, and the annual net power supplied to the grid is 83,590MWh. The electricity generated by the project should have been supplied by the South China Power Grid prior to the start of the implementation of the project activity, which is the same as the baseline scenario. The construction of the project activity mainly consists of dam, diversion channel and tunnel, pressure forebay, and power plant, which will employ three units of CJA475-W-130/2×13.5 turbines and three units of SFW6300-10/2150 generators matched with the three turbines. The electricity generated by the project will be transmitted to the Dehong Prefecture Grid via the Zhongshan Transformer Substation, then to the Yunnan Grid and finally to the South China Power Grid. The project will transmit renewable hydropower to the South China Power Grid, substitute for relevant generation from fuel-fired power plant of the South China Power Grid (main emission: CO2), and consequently reduce Greenhouse Gas emissions amount to 72,832tCO2e annually. Contribution to sustainable development: The hydropower is a renewable clean energy project without exhausting the fossil fuel. The development of the project is in compliance with the developing objective of the Chinese energy industry, and it will contribute to the sustainable development of the energy industry, especially that the electricity industry. Detail of physical location, including information allowing the unique identification of this project activity (maximum one page): The project is located in Zhongshan Town, Luxi City, Dehong Prefecture, Yunnan Province, China. The dam is about 160m downstream from the conjunction of Baishui River and Gantanxiang River, tributaries of Wanma River. The plant of the project is located 7,071m downstream from the dam, on the right bank of the Wanma River. The geographical coordinates of the plant is the latitude of 24°11'43''N and the longitude of 98°37'07''E. PROJECT DESIGN DOCUMENT FORM (CDM PDD) - Version 03 CDM – Executive Board page 5 The scenario existing prior to the start of the implementation of the project activity (the same as baseline scenario): The electricity should have been supplied by the South China Power Grid, dominated by electricity generated by fossil fuel fired plants, prior to the start of the implementation of the project activity, which is the same as the baseline scenario. The South China Power Grid is dominated by electricity generated by fossil fuel fired plants, whose by-products are GHGs. The project scenario: The scope of activities that are being implemented with the project activity is shown in Table A.1. Installed capacity multiple proportions coefficient of 16MW and 18.9MW fluctuate from 1.89 to 2.0, which is appropriate to this type of local power grid. Considering the actual hydropower indicators and according to the incremental utilization hours downward tendency analysis, 16MW and 18.9MW of installed capacity are more reasonable. For the comparison between 16MW and 18.9MW, the method of internal revenue rate of incremental investment is employed in the comparison. As the Table A.1 shows, it is rational that the installed capacity 18.9MW is recommended, since the IRR of incremental is higher than the benchmark of 10%. Total installed capacity of the project is 18.9MW. The project is run-of-river hydropower station. The new reservoir surface area is 0.02km2, and therefore the power density is 945W/m2, much more than 10W/m2. The project is a diversion run-of-river hydropower station, which mainly consist of dam, diversion channel and tunnel, pressure forebay, and power plant. It will employ three units CJA475-W-130/2×13.5 hydro turbines and three units SFW6300-8/2150 generators. The power generated will be transmitted to Zhongshan Transformer Substation and connected to the Dehong Prefecture Grid, then to the Yunnan Grid, and finally to the South China Power Grid. The project will employ 8 meters in the project area to measure the electricity supplied by the project and the electricity delivered from the grid to the project, and to finally obtain net electricity supplied by the project.
