Stephen Hawking Mission Possible: The True Story of Ukraine’s Comprehensive Banking Reform and Practical Manual for Other Nations Valeria Gontareva and Yevhen Stepaniuk Foreword This is an extraordinary book from an extraordinary person. Valeria Gontareva, the former Governor of the National Bank of Ukraine, is well-known in global central banking and policy reform circles, and in her country is an admired reformer – except to vested and corrupt interest that her actions often targeted. She presided over the overhaul of the central bank and the financial sector in 2014-2017, at the height of the biggest crisis facing her country since independence, with a collapsed economy and war with its powerful neighbour. During her tenure, Governor Gontareva had to draw up a strategy for and implement, macroeconomic stabilisation, a radical change in monetary policy, and banking sector reform in what most considered impossible circumstances. In the process, she had to nationalise or liquidate close to half of the country’s banks, and completely restructure the central bank. A banker by training, she also proved herself to be a skilful politician, working with alliances at home and abroad to help reforms succeed. This book is an insightful, candid and passionate account of her approach and policy experience. She has called it a “Practical Manual” for reforms – it is that but also much more: a historical record of reforms against all odds. It also testifies to her true leadership and deep dedication to her country and fellow citizens, despite risks to her own and her family’s safety. Governor Gontareva recently survived what was most likely an attempt on her life, and has defied several acts of intimidation to write this compelling book. For that we are most grateful. The book was written in collaboration with Yevhen Stepaniuk, while Governor Gontareva was in residence at the London School of Economics and Political Science, where she is a Senior Policy Fellow at the Institute of Global Affairs at the School of Public Policy.     Centre for Eastern Studies NUMBER 162 | 16.02.2015 www.osw.waw.pl Oligarchs After The Maidan: The Old System In A ‘New’ Ukraine Wojciech Konończuk There have been major changes in the balance of forces among the key Ukrainian oligarchs, rep- resentatives of big business with strong political influence, since the victory of the Maidan revo- lution. However, these changes have not undermined the oligarchic system per se. Over the past decade or so, the oligarchs have been key players in Ukrainian politics and economy, and they have retained this position until the present. One of the effects of the change of the government in Kyiv and the war in the Donbas was the elimination of the influence of ‘the family’ – the people from Viktor Yanukovych’s inner circle who formed the most expansive oligarchic group in Ukraine at the time of his presidency. The influence of Rinat Akhmetov, the country’s wealthiest man, has also weakened significantly; Akhmetov was one of the most influential people in Ukraine for more than ten years, partly owing to his close bonds with Yanukovych. Dmytro Firtash’s group has also lost a great deal of its influence since Firtash was arrested in Austria in March 2014. The elimination (‘the family’) or the reduction in influence (Akhmetov and Firtash) of what were until recently the most powerful oligarchic groups has been accompanied over the past few months by an unprecedented increase in the influence of Ihor Kolomoyskyi. The present governor of Dnipropetrovsk oblast has become Ukraine’s most powerful oligarch, and has am- bitions to expand his influence.
