Doutora Tânia Ganito Faculdade de Ciências Humanas Setembro 2017 2 RESUMO A presente investigação tem como objetivo analisar os motivos que influenciaram o silêncio das Mulheres de Conforto de nacionalidade coreana, sobre o prisma dos movimentos feministas coreanos que estudaram as atrocidades cometidas pelo Japão durante a Segunda Guerra Mundial (1939-1945). Através do estudo do período colonial japonês na península coreana (1905-1945) e da emergência do sistema de conforto, procedemos à análise dos fatores que motivaram os movimentos feministas sul-coreanas na mobilização de recursos para a defesa e apoio das Mulheres de Conforto após a democratização do país a partir dos finais de 1980s. Para o efeito, recorremos à análise de fontes secundárias e a uma visita a Seul para contacto direto com movimentos feministas que apoiam as Mulheres Conforto bem como para uma entrevista com uma sobrevivente do Sistema de Conforto estabelecido pelo Japão durante a Segunda Guerra Mundial. Esta investigação permite concluir que a mobilização dos movimentos feministas sul- coreanos influenciou positivamente a quebra do silêncio das mulheres que sobreviveram ao Sistema de Conforto e que têm conseguido conquistar atenção e espaço junto da sociedade coreana e internacional, utilizando as suas experiências como argumento de defesa dos direitos das mulheres no mundo. Palavras-Chave: Coreia do Sul, Mulheres de Conforto, Movimentos Feministas 3 ABSTRACT This research aims at explaining the reasons behind the silence of Korean Comfort Women by looking at the role played by the country´s feminist movements in studying and denouncing the atrocities committed by Japan during the Second World War (1939-1945). Through the study of the Japanese colonial period in Korea (1905-1945) and emergence of the Comfort Women System, we proceed to the analysis of the factors that motivated the influence of the feminist movements for the Korean Comfort Women to mobilize the necessary resources in order to break these women’s silence following the country´s democratization by the end of the 1980s. Therefore, we have proceeded to the analysis of secondary resources as well as a visit to Seoul for direct contact with feminist movements working with Comfort Women and an interview with a survivor of the Comfort System set by Japan in Asia during the Second World War. This investigation allowed us to conclude that the mobilization of the South Korean feminist movements has contribute to provide a positive influence in the end of the silence by women survivors of the Comfort System who have been able to conquer the attention and space in the domestic and international arena and use their testimonies to argue in favor of women rights in the world.     CHAPTER 8 Japan and the United States in the Asian Financial Crisis Management Not even the Asian countries, with their “miracle econo- mies,”could escape the µnancial turmoil of the twenty-µrst century.1 In 1997, Thailand, the Philippines, Malaysia, Indonesia, and Korea all experienced attacks on their currencies and stock markets, and their gov- ernments could not, on their own, manage these attacks or stabilize their economies. In response, the IMF, with the participation of Japan, the United States, and other governments, assembled international µnancial rescue packages in an effort to stabilize the international µnancial market. The com- bined total of aid committed through multilateral and bilateral channels reached more than $110 billion by the end of 1997. Japan’s involvement in the management of the Asian µnancial crisis2 presents a much more complex picture than its involvement in the series of Latin American crises analyzed in chapters 5 and 6. First, the Japanese gov- ernment’s actions and the style of leadership in managing the Asian crisis shifted over time from active and independent (early summer through fall 1997), to passive but cooperative (fall 1997 to mid-1998), to active with cau- tious independence (mid-1998 through 1999). Second, the Japanese govern- ment demonstrated ambivalence in cooperating with the United States and the IMF, by sometimes fully supporting their initiatives (e.g., in the second phase) and sometimes providing (or attempting to provide) alternative solu- tions to the crisis. This chapter analyzes the reasons for the variance in the Japanese government’s actions in Asian crisis management by applying the same theoretical framework as chapters 5 and 6: the importance of joint prod- uct and transnational linkages.

In his first press conference Wednesday, Suga stressed that combating the Covid-19 pandemic and helping the economy recover its consequences after a historic contraction will be his top priorities, signaling that he wants an orderly transition from the Abe administration. However, while Suga will likely enjoy a honeymoon period at the outset of his government, he faces a challenging policy environment and the new cabinet lineup, announced on Wednesday, could contain some potential liabilities. The most notable feature of the new cabinet is personnel continuity. Half of the cabinet – ten of 20 ministers – are holdovers from the Abe cabinet, with new Chief Cabinet Secretary Katsunobu Kato and new Administrative Reform Minister Taro Kono moving over from the Ministry of Health, Labor, and Welfare (MHLW) and Ministry of Defense (MOD) respectively. English-only policies are often seen as xenophobic and discriminatory. However, that may not be the case for South Korea’s Framework Act on Korean Language, which mandates the use of the Korean alphabet, Hangeul, for official documents by government institutions. Despite the resemblance between the Framework Act on Korean Language and English-only policies, the Framework Act should be understood differently than English-only policies because the Hangeul-only movement has an inverse history to English-only movements.

Under a zero interest rate regime, the BOJ shifted its tool for monetary easing from interest rates to quantity of money, thus providing the money market with much more money than it needs. It is difficult to find evidence that this monetary easing has contributed to the current economic recovery. What we can show is that this quantitative easing diluted the functions of interest rates in the money market, with the following consequences: quantitative easing hid the risks of the huge amount of fiscal debt and supported troubled commercial banks.

Pope A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy The University of Sheffield Faculty of Social Sciences School of East Asian Studies 27 May 2017 Abstract The thesis provides a detailed analysis of prime minister of Japan, Abe’s, political rhetoric. Adopting a critical realist approach to the analysis of political discourse,Shinzō the thesis aims to identify how Abe sought to legitimate the substantial changes to the state, its international conduct, and relationship with its citizens, including the reinterpretation of Article 9 of the constitution, Japan’s so-called ‘Peace Clause’. Abe returned to office in December 2012 promising to ‘bring back’ Japan, but under this aegis, the Abe administration has enacted wholesale changes to Japan’s social security, national economy and security agenda. While many of these changes are examined throughout, the thesis adopts depoliticization theory as an analytical tool and explanatory factor to discuss the changes in Japanese politics by parsing depoliticization into governmental, societal, and discursive forms. The analysis demonstrates how Abe relied on discursive depoliticization to legitimate changes by implementing a mixed-methods approach to discourse analysis using text-mining software to identify salient areas of speech, frame analysis to further characterize them, and critical discourse analysis for the micro- analysis of text. The thesis argues that Abe effectively depoliticized politically divisive issues by relying on the neoliberal account of globalization to justify substantial changes to Japan’s security agenda, economy and social infrastructure.

Ruback Abstract This Comment analyzes Japan’s effort to create a competitive securities market that is free, transparent, and reliable. Part I describes Japan’s regulatory environment, emphasizing the power and authority of the Ministry and its influence within the Japanese government and over the secu- rities industry. Part II details elements of the Big Bang reforms and describes the current political situation that will influence the effectiveness of the reforms. Part III addresses the probable effec- tiveness of the reforms in the context of Japan’s regulatory structure, past scandals and reforms, and current political environment. Finally, this Comment argues that the Ministry has the ability to control the reformation of the securities industry because of the Ministry’s extensive influence within the government and over the securities industry. In addition, this Comment argues that the reforms initiated by the Japanese government will be ineffective in changing the regulation of the securities industry because the reforms threaten to reduce the Ministry’s authority over the securities industry.
