About 12 to 12 The 12 to 12 Partnership Initiative brings together UN agencies, governments, employers’ and workers’ organizations, NGOs, municipalities and mayors, academic institutions, the artistic community and others in the fight against child labour and in the broader framework of human rights, productive employment and decent work for a fair globalization.

Within the framework of the 12 to 12 Partnership Initiative, the ILO works closely with other UN agencies in the area of human rights education. SCREAM constitutes and effective instrument to promote access to and delivery of quality human rights education for the implementation of the World Programme on Human Rights Education (WPHRE) Plan of Action, adopted by the UN General Assembly in 2005. In this respect, in countries where SCREAM activities are conducted, a close collaboration with the Ministry of Education is always established and single initiatives are mutually reinforced. At the international level, the implementation of the WPHRE Plan of Action is coordinated by the UN Inter-Agency Coordinating Committee on human rights education in the school system (UNIACC), of which the ILO is a member. The United Nations Office for the High Commissioner for Human Rights (OHCHR) provides the Secretariat for UNIACC.

Memoranda of Understanding (MOUs) have been signed with a number of partners who are committed to involve youth in the promotion of human rights and the elimination of child labour in particular and who use the SCREAM methodology in their activities:
