Sub:- Proposal for diversion of 6.278 ha. of forest land for non-forest pu{pose under Forest Conservation Act, 1980 for construction of S/C (Conductor) transmission line from 400120011321133 KV Grid Sub-station atLapanga to proposed RTSS at Rengali in (Proposal No.FP/OR/TRANS/3586112019, State Sl No.OR- 013 t2019 dt. 1 5 . 12.2019) .

The proposal for diversion of 6.218 ha. of forest land involved in Sambalpur Forest Division for construction of S/C (Conductor) transmission line from400l200ll32ll33 KV Grid Sub-station atLapangato proposed RTSS at Rengali in Sambalpur District along with required maps and documents is forwarded herewith in five (5) copies for consideration of approval by the competent authority under section 2 of the Forest Conservation Act 1980.

1. Brief Description: - Power Transmission Corporation Limited(OpTCl)is

primarily entrusted to construct, successful operation and maintenance of EHT Transmission lines and Grid sub-stations with a mission to facilitate effective transfer of power, to improve voltage

profile, to minimize interruption power supply, to enhance security/ reliability of power system, for strengthening of power system and to avail alternate power supply within and across the districts through villages of the Odisha state. This proposal is formulated to supply power from 40012201132133 KV Grid Sub-Station at - Lapanga to RTSS Rengali (East Coast Railway) in Sambalpur District, Odisha. This line is a 132 KV (2 SC Conductor) line, which emanates from 40012201132133 KV Grid Sub-Station at Lapanga and will be connected to Railway Traction Sub-Station (RTSS) at- Rengali (East Coast Railway)

This project will supply electric power to the Traction Sub-Station, which will result plying

locomotives through electric Power instead of conventional diesel fuel. This will save huge quantity of mineral oils and will help in preserving the depleting oil sources. The main advantages in the electric traction system are Ease in control, wide railge of flexibility in speed and control, high Power to weight ratio, less pollution, no use of non-renewable fuels, less cost in running and faster acceleration.

Further, electric locomotives use a unique system of 'regenerative breaking, where the kinetic energy of the train is converted during breaking to electrical energy and pushed back in to the system. Besides, supply at EHT Voltage will also ensure unintemrpted power supply to the Railway Station, which will prevent undesirable power supply outages and in conveniences to the passengers. uninterrupted power supply will also help railway authorities to provide better amenities in the station such as lift and escalators, purified drinking water system etc.

In the present proposal, for construction of l32Kv SIC (2Conductor) transmission line from 40012201132133 KV Grid sub-station at Lapanga (Latitude:2l041,05.4g,,N & Longitude:84001'40.60"E) under Rengali tahasil along with its'associated transmission line of 12.30g km (approx) to proposed RTSS at Rengali (Latitude: 21038'38.53,,N & Longitude: g4002,30.53"E) Sambalpur District. In order to achieve stability and to cater qualitative power in the transmission system of the State as well as to meet the increasing load demand. This line shall be passing through Rengali Tahasil in Sambalpur District.

The main thrust and emphasis is laid on the followins: 1. Improvement of voltage profile.

2. To minimize intemrption of power supply to consumers.

3. Enhance security / reliability of power system. 4. Strengthening of transmission system. 5. Availability of alternate power supply.

This system shall also fulfil the requirement of additional power to these areas. Therefore, the power transmitted through this line will boost the small industries and agricultural growth of the atea. The proposed 132 KV transmission line is passing through Forest Division of Sambalpur and Sambalpur District. The details of land required for construction of this project involves erection of tower & lying of 132 S/C transmission line, total land required 29.135Ha, out of which forest land is 6.278Ha.

2. Map: - The user Agency has submitted the following maps.

4. Flora & Fauna: - As per site inspection report, there was total 611 nos. of trees enumerated from which 341 nos. from forest land,151 nos. from non-forest land and 119 nos. from private land. There is no significant fauna noticed during the Site Inspection.

5. Wildlife Management: - There is no significant wildlife present in the applied area.

6. Tree Enumeration: - The details of the tree enumeration list is enclosed in the diversion proposal.

7. Compensatory Afforestation: - A degraded forest land has been identified in the Ghichamura-Phuljhar RF of Rengali Tahasil of Sambalpur Forest Division under Sambalpur District. The area is suitable'for ANR gap plantation @600 seedlings/per ha and need special protection and soil and moisture conservation measures. The compensatory Afforestation scheme duly signed by the Divisional Forest Officer, Sambalpur Forest Division with provision of maintenance of plantation for 10 years, 5%o for Entry Point Activities (EPA) in the fringe forest villages and20% escalation cost at the current wage rate has been submitted alone with the diversion proposal.

8. Environment clearance: - The copy of environmental clearance has been attached with the ploposal.

10. Cost Benefit Analysis: - The user Agency has not submitted the Cost Benefit Analysis as per guideline of the Ministry of Environment, Forests & Climate Change letterNo. 7-69/2011 dt.01 .08.2017 wherein the cost benefit analysis for all the categories of project involving forest area upto 20 ha. in not applicable. This case may be considered without cost benefit analysis. ..:.*, i . , ; . ' .' i ' :-... 11' Justification of the project over Forest area: - This project will supply electric, power to the Traction Sub-Station, which will result plying locomotives through electric power instead of conventional diesel fuel. This will save huge quantity of mineral oils and will help in preserving the depleting Oil sources.

This proposal is formulated to supply power from 40012201132133 KV Grid Sub-Station at Lapanga to - RTSS Rengali (East Coast Railway) in Sambalpur District, Odisha. This line is a 132 (2 KV SC Conductor) line, which emanates from 40012201132133 KV Grid Sub-Station at Lapanga and will be cormected to Railway Traction Sub-Station (RTSS) at- Rengali (East Coast Railway)

During walk over suryey of the routes, all possible alternatives has been explored to reduce the area of forest land. This Transmission line found of least forest land covering an area of 6.278 Ha revenue forest comparing to the other routes. No alternate suitable non-forest land is available for this project and while planning the barest minimum forest area requirement is taken in consideration.

12. Recommendation: - After examining of the project proposal ahd verifying the ground reality through field visit, it is convinced that construction of constnrction of S/C (Conductor) transmission line from 400120011321133 KV Grid Sub-station at Lapatga to proposed RTSS at Rengali in Sambalpur District is badly needed and a diversion of Forest

Land cannot be avoided. Hence the proposal may kindly be examined and forwarded to the proper quarter for needful action.
