Sennen Parish Council Held in the Churchtown Hall, Sennen on Friday 6Th November 2015 at 7.00Pm 6th November 2015 MINUTES OF THE MEETING OF SENNEN PARISH COUNCIL HELD IN THE CHURCHTOWN HALL, SENNEN ON FRIDAY 6TH NOVEMBER 2015 AT 7.00PM. PRESENT Councillors A Thomas (Chairman), Ms V O’Neill, A Tonkin, C Angove, D Angove, Z Nicholas and A Semmens. ALSO PRESENT Mrs A Male (Clerk). 16-59 APOLOGIES FOR ABSENCE Apologies were received from Councillors M Gwennap and T Gwennap. 16-60 DECLARATIONS OF INTEREST Councillor A Semmens declared an interest in any discussion about the mobile phone mast at Brew Farm and Councillor Ms V O’Neill declared an interest in Planning Application No PA15/09424. 16-61 DISPENSATION APPLICATIONS No applications had been received. 16-62 POLICE INFORMATION A Police Report was available which stated that three crimes had been reported during the period 9th October to 6th November 2015 compared to two in a similar period the previous year. These were one common assault, one case of an owner of a dog allowing it to worry livestock and one of malicious communication, ie sending treats by letter or text. Councillor Tonkin was informed about two cars parked on the highway close to Treeve that sometimes were outside the white line. He responded that, although not an offence, he would speak to the owners and ask them to pull in as tightly as possible. 16-63 REPORT FROM WARD COUNCILLOR Councillor Bill Maddern was not present. Concerns were expressed about the difficulties that Councillor Maddern’s illness were causing and it was suggested that some information could be relayed from James Hardy (CC) or Councillor Roger Harding. 16-64 MINUTES OF PREVIOUS MEETING The minutes of the meeting held on 9th October 2015 having been circulated, it was resolved that they should be signed as a true and correct record. 16-65 PLANNING Plans o PA15/09274 – Mr Cooper – Erect a PVCU conservatory to rear of property at Lyndhurst, Sunny Corner Lane, Sennen. It was agreed not to offer any objections. o PA15/09424 – Mr Geoff Pritchard – Addition of door and window along with internal alterations to provide self-contained annexe at Trevescan Farmhouse, Road from A30 to Trevescan, Trevescan, Sennen. It was agreed not to offer any objections. o PA15/09437 – Mr Evered Woodward – New dwelling proposed on empty side garden overlooking ocean at Trelogan, Sunny Corner Lane, Sennen. It was agreed not to offer any objections. o PA15/06735 – Mr and Mrs Richard and Tina Bettison – Erection of extension to workshop/store to provide garage at Cowloe House, Sennen Cove. It was agreed to strongly object on the grounds that it was out of keeping and overdevelopment in AONB 327 6th November 2015 o Pre-application re upgrading of mobile phone mast at Brew Farm, St Levan – It was agreed not to offer any comments. o PA15/06558 – Mr O Pownall – Variation of Decision Notice PA11/08732 dated 20.12.2011 To enable Little Rocks to be available for rent as short term holiday accommodation separate from North Rocks at North Rocks, Sunny Corner Lane, Sennen. This application was to be decided by West Sub-Area Planning Committee so it was agreed that the Chairman, Vice-Chairman and Councillor Semmens should visit the site and then inform the clerk as to who would speak at the meeting. Decisions and Appeals A list of decisions was read. Correspondence Councillors were reminded of the Paperless Plans Workshop on Thursday 26th November 2015, 6pm at Penwith College. It was discussed whether more might be learned by having some tuition using the WiFi at a local business. It was discussed that £100/£150 would be spent on the laptop and £200/£300 on a projector. The prices would be brought to the next meeting if necessary. 16-66 REPRESENTATIVE TO SENNEN SCHOOL BOARD OF GOVERNORS Councillor Ms V O’Neill was resigning from this position as of the end the present academic term because she had too many commitments. It was agreed to postpone this matter until the next month while Councillor Tonkin made enquiries about the post and the clerk asked about the possibility of the post being filled by a nominated or associated member. 16-67 PLAYGROUND It was reported that the tread plate had not been fitted yet and would cost about £150. The playground would have to be closed during the work and the school would be warned when this was about to happen. The seesaw was now working. There was to be a meeting with Cory on the following Monday about the emptying of the bin. 16-68 FOOTPATHS AND GRASSCUTTING Mike Peters (Cormac) had replied about the manhole cover close to the Tregonebris junction, saying that he had passed this to Cornwall Council’s Street Works Inspector. He also felt that ploughing back the base of the hedge to the stone on the A30 near Newshop would help the problem of flooding as it had about ten years ago so he was asking the area steward to arrange for this to be carried out. The repairs needed to the handrail on the first stile on footpath No17 had been passed onto his countryside colleagues who look after public rights of way. Finally, he had said that fly posting and graffiti removal was dealt with by Cory under Cornwall Council’s waste contract so he would pass the information about the footpath signage on for their attention. It was reported that the streetlights by the roundabout were out both on the Horizon Fields side and in Cove Road so the clerk was asked to report the matter. 16-69 FINANCE Payments of £120.00 and a transfer of £1000.00 into the Burial Committee Account were agreed. It was agreed to send The Poppy Appeal £50.00. 16-70 DEFIBRILLATOR It was discussed that Lands End had been donated a defibrillator so had passed the original on to the school so another was not immediately required but there was the possibility of 328 6th November 2015 perhaps putting one in the cove at a later date. In the meantime, it was agreed to write to Dr Adams to enquire about return of the defibrillator that had been donated to the village. 16-71 REPORTS FROM COUNCILLORS AND CORRESPONDENCE There was nothing to report and no correspondence to be noted. 16-72 ITEMS FOR INCLUSION ON NEXT MONTH’S AGENDA There were no additional items for the next month’s agenda. 16-73 DATE OF NEXT MEETING The date of the next meeting would be 4th December 2015 at Churchtown Village Hall. 16-74 SENNEN CAR PARK TOILETS It was reported that there had been a meeting between the Chairman, Vice-Chairman, Councillor Maddern and James Hardy (CC) when a few ideas had been put forward and James Hardy had said that he was looking for any help available. It was agreed that it was looking more promising. There being no further business, the Chairman closed the meeting at 9.00pm. Chairman 4th December 2015 329 .
