Appendix ………………………………...….50 Executive Summary The Barnegat Bay-Little Egg Harbor (BB-LEH) estuarine system located along the eastern shoreline of Ocean County, New Jersey contains ~ 75% of New Jersey’s known seagrass habitat (Lathrop et al. 2001). Eelgrass (Zostera marina) is the dominant species while widgeongrass (Ruppia maritima) is also common in lower salinity and shallow regions of the BB-LEH. An estuary wide survey was conducted in the summer of 2009 to measure the current extant of seagrass habitat across the BB-LEH system. Aerial imagery collected during the months of July and August 2009 was interpreted and mapped using an object oriented image analysis techniques, similar to techniques used in the 2003 mapping survey. A boat-based in situ dataset was collected concurrently with the aerial photography to assist the image interpretation and for an independent accuracy assessment. Comparison of the classified seagrass presence/absence map and the in situ validation dataset showed an overall thematic map accuracy of 87% while the four class seagrass density map (absent, sparse, moderate, dense seagrass cover) has an overall accuracy of 70%. Results of this work indicate that the overall amount of seagrass beds were similar in 2009 as compared to 2003 (5,122 ha in 2003 vs. 5,260 ha in 2009). -

FARNER | May 26, 2016 Bridge to Barnegat light ------ Standing at the base of Barnegat Lighthouse looking north across Barnegat Inlet, we can see Island Beach State Park. Google Maps tells us it is 50 miles away and will take over an hour to drive there. From a distance, the park looks like a time capsule of the Jersey Shore 200 years ago. 1 Few people on the Long Beach Island side of the inlet know Island Beach’s story or have even been there. Its history involves a secret military project, an environmental disaster cover-up, and the now common battle between conservation and exploitation. The first notice of the area appears in a letter from Samuel Grooms, surveyor general for the East Jersey Proprietors, dated Aug. 11, 1683. “The tenth of next Month is also appointed to treat with other Indians to buy other tracts of choice Meadowing and Upland – and when I have been up in the country towards and at Barnegat, and agreed with the Indians thereabouts for such lands as we may see occasion to purchase in order to settlement there … but also, for the sake of the Whale Trade, and other fishing trade; which is like to be there shortly.” At this time the area was in fact an island, separated from the rest of the Barnegat Peninsula by an inlet. By the time of the American Revolution, it was owned mostly by William Alexander, Lord Stirling, who would become one of George Washington’s most trusted generals. -

The U.S. Army Corps of Engineers, Philadelphia District (District), is proposing to dredge the Barnegat Inlet federal navigation channel within and beyond the existing jetties between Long Beach Island (LBI) and Sedge Island in Harvey Cedars, New Jersey for a period of ten years. The District is also proposing to beneficially place the material in the nearshore zone in the Atlantic Ocean offshore of Harvey Cedars. Barnegat Inlet is an authorized navigation channel that has been maintained by the District since 1940. The channel is 300 feet wide by 8 feet deep, measured at mean low water (MLW). The channel shoals significantly, approximately 100,000 cubic yards (cy)/year, and is typically dredged twice annually. The District also maintains a storm risk reduction (beach fill) project extending 18 miles along LBI. The area fronting the community of Harvey Cedars has been identified as an erosion “hotspot,” by the District. -

Significance: The Barnegat Peninsula, seen as ideal resort property, was developed in the 1880s as a result of the increased accessibility made possible by the railroad. The resorts on the peninsula vary widely, from elite, and exclusive communities such as Bay Head and Mantoloking, to more affordable and inclusive resorts such as Ocean Beach, and the amusement-based resort of Seaside Heights. The town of Seaside Park, now virtually a suburb of Seaside Heights, originated as a Baptist camp meeting, established during the post Civil-War revival of Christian enthusiasm for rustic retreats. History: The Barnegat Peninsula and Island Beach both refer to the barrier reef that reaches from Point Pleasant south to Barnegat Inlet. There is a sharp contrast between the intensely developed north half of the area--a sea of traffic, pavement, power lines, low-rise strip development, and row upon row of houses-and the south half, preserved long enough into the twentieth century to be acquired by New Jersey and opened as Island Beach State Park in 1959.l Today one finds there an unspoiled New Jersey shore, probably much like the one Lenni Lenape Indians knew before Europeans came.
