Greetings Mr. Luiz: The Town of Weston’s educational and municipal facilities are your most valuable physical asset. Optimizing their use makes great sense since they are serving one community that has common interests not competing ones. As Architects and Planners, we are committed to not only working alongside you to produce a realistic outcome or product but also to design and facilitate a credible and transparent process that builds consensus. We have found that with public projects a successful process validates the product and leads to overall community support.

Managing your physical assets requires reliable data, careful analysis, and imaginative foresight. The Town of Weston is at a critical juncture in determining the future of your facilities; there is a lot to consider and it will take an experienced team of professionals that know the complexities of assessing and planning community infrastructure to be successful.

We have assembled that team and we are fully committed to working with your leadership and the Facilities Optimization Committee to engage all stakeholders to ensure that a comprehensive and credible Optimization Plan is established from a clearly communicated, consensus , process. The firms and individuals who will be working on this project know the Weston Public Schools and are highly experienced in assessing and planning public .

We have successfully completed planning projects for similar sized communities including:  Greenwich Public Schools Master Plan (2019) – 15-year plan for 16 buildings totaling approximately $900M.  Darien Public Schools Master Plan (2016) – 5-year plan for all 8 buildings for $82.5M.  Yonkers Public Schools Educational Facilities Plan (2019) – Long Range Plan for 37 buildings serving 25,000 students totaling approximately $1.9 Billion. All three of these communities are using these plans as guidance moving forward and because of their satisfaction with the KG+D team, they continue to work with us to implement small and large portions of their plans. Our goal is to provide the Town of Weston with the same level of satisfaction by conducting an engaging and accessible process that answers Weston’s key questions about how best maximize the potential of your facilities.

INTRODUCTION

Our goal is to provide the Town of Weston with an excellent product that builds off your existing assessment and planning efforts to develop an achievable plan that is delivered through a high quality and effective process. We feel the best process for this type of engagement emerges from the initial meetings with you but have outlined our recommended approach in this proposal. We look forward to refining the design of the process to suit the specific needs of the Weston Community.

There is a reason that the first word of our firm tagline is “Listen.” We practice active listening with all our project stakeholders (clients, board members, community members, and end users) to understand their vision and create imaginative solutions for their design challenges. We build healthy, sustainable projects that embrace equity and celebrate the diversity within our communities and our region.

Our full response provides a detailed description of our approach and qualifications. Here it is in brief:

Approach

• Extract a detailed list of infrastructure and program improvements needed for maintaining/updating all facilities at their status quo with assigned realistic budgets and relevant priorities aligned into achievable projects outlining a 10–20-year continuation. • Listen, Look, and seek to understand both how municipal activities and instructional programs are best accommodated as established by Weston’s administrators and to gain a comprehensive knowledge of how the existing buildings are utilized and their current conditions and challenges. • In addition to reviewing and understanding the existing assessment and planning work, each site and building will be evaluated by architects with municipal and educational planning and design experience. The data gathered will be catalogued in the form of a model program of spaces and outline of performance specifications as well as a narrative description of existing conditions. • Test fit the model program into the facilities in a range of options to fully explore the “art of the possible” as it pertains to Weston’s specific buildings. • Analyze buildings slated to close for adaptive re-use for Town Administrative facilities or other identified uses for the Town of Weston. • We embrace the concept of generating multiple conceptual iterations to test ideas with design. We will explore “Good, Better, Best” design solutions for each challenge as they best support the Weston community. As architects specializing in public facility planning and design, we have found that exploring multiple options including both the blue-sky approach as well as the path not taken, leads to more wide- spread community support and the overall success of the selected design solution. • As architects, we realize that oftentimes the design process and project deliverables are not accessible or easily understood by those who are most affected by a project. Our inclusive process and open dialogue throughout the life of a project ensures that our clients and project stakeholders have a clear understanding and level of comfort at every step of the project.

• The process outlined above will be led by the FOC conducted in collaboration with Weston Public Schools and the Town of Weston. • We also advocate for a series of public forums once some baseline information has been developed to create an open dialogue on the process and the findings. The location, topic and frequency of these forums should be decided in collaboration with FOC/Weston leadership. We firmly believe that building consensus on the output of a process requires meaningful and authentic input during the early stages. We have also recently utilized e-mail questionnaires to attendees of virtual meetings and can also facilitate live polling during a Zoom meeting to get quantifiable and authentic feedback efficiently in a virtual setting. • We will present and package the Plan, so it is both a comprehensive planning resource and has embedded within it clear, accessible, actionable messages to assist in gaining support for the required improvements. • The final deliverable will include an 11” x 17” formatted pdf and print document with appendices and PowerPoint presentations that can “stand-alone” on a website or be used by the Town to share the plan. We are also willing to participate in videotaped presentations suitable for posting on a website. • Cost estimates and the overall fiscal plan & schedule will be embedded in the two deliverables above as well as provided in an “executable” or “live” Excel file. We have developed this customized programmable spreadsheet format over the course of several of our recent planning efforts and our clients have continued to use it after our engagement has concluded as their plans are implemented or as they are inevitably modified in scope or schedule. We can demonstrate how this interactive tool works at an interview or videoconference.

Team

Russell Davidson, FAIA – Russ will be the project executive and manager of the overall project. Russ has over 30 years of experience in K-12 planning and design and lead the planning process in Greenwich and Yonkers. He will also lead the communications efforts and facilitate the public forums. Russ has extensive public speaking experience and is well versed in facilitating both committee and public meetings in a calm, clear and credible manner. During his volunteer service as national president of the American Institute of Architects Russ facilitated a two-day National conference on community infrastructure including public schools and municipal facilities.

Erik Kaeyer, AIA, LEED AP – Erik will lead the assessment and design aspects of the plan. As a third- generation architect with over 20 years of experience in school design, Erik knows how to assess a school building from all perspectives. A nearby resident of Wilton, Erik has extensive knowledge of the Weston Public Schools facilities and has completed successful projects for the District.

Sarah Dirsa, AIA, LEED AP, NOMA – Sarah will work with Russ and Erik and focus on the Educational Adequacy aspects of the existing buildings. Sarah has volunteered on several National events and presented as part of an organization entitled, “Re-Imagine America’s Schools.”

Travis Schnell, AIA – Travis will focus on both the overall management of the plan and the building assessment process and will utilize his experience in assembling the Darien Master Plan to coordinate the full team.

Fred Wells, ASLA & APA -- Fred provides expertise in managing land planning, zoning and feasibility studies, traffic circulation and parking studies, and has a working knowledge of the regulatory requirements and environmental concerns that land development projects must negotiate. Fred is conversant in the municipal review and approvals process and coordinating the professional disciplines that make a successful project. Fred’s experience also includes the preparation of visual assessments, environmental impact statements, site master plans and support for litigation of land planning and environmental issues.

OLA Consulting Engineers – MEP/FP KG+D and OLA have worked together for over 30 years including the Master Plan for Greenwich, and the Westover project for Stamford. OLA has also served as Engineer for the New Haven Public Schools and will review HVAC, , fire protection and electrical systems. Assessments will include review of air conditioning and air filtration and the provision of fresh air. There is no doubt that in a post pandemic world there will be more focus on fresh, healthy, filtered indoor air. Firm Principal Jill Walsh, PE will lead the efforts for OLA consulting.

Tighe and Bond –Civil Engineering + Site Design Charles Croce, PE, Vice President of Tighe & Bond will provide civil engineering and site design for the Town of Weston’s planning project as required. They will review all site features and storm drainage measures as part of the existing conditions assessment. Tighe & Bond is located in Shelton, CT and KG+D has an excellent working relationship with their team. Our firms have collaborated with on projects for Yale University graduate housing, the new Carol Roberts Women’s Field and the planning and design of a new Golf Learning Center + Driving Range.

RUSSELL A. DAVIDSON, FAIA PRESIDENT

Russell A. Davidson, FAIA is President of KG+D Architects, PC where in the past 23 years he has led the firm through the planning and construction of projects valued at approximately $700 million. Russ joined KG+D’s predecessor firm, Kaeyer, Parker & Garment in 1986 as an Associate, and was Principal of the firm for six years before becoming President in 2000. With 31 years of experience planning educational, commercial, religious, and multi-unit residential facilities, he has extensive knowledge of the New York State and the region, educational planning requirements and trends, campus planning and effectively building consensus to gain public approval for funding projects.

Russ plays an active role in furthering the profession of architecture and the value of public achitecture. Russ has held leadership positions with the American Institute of Architects since 1999 culiminating in his role as National President of the AIA in 2016. Russ was elected to this position by the 90,000 members of the AIA served as it’s 92nd president

Education in it’s over 150 year history and was the first National President from Westchester County. As an AIA leader, he has advocated for policy reform on issues that are important to our • Masters of Architecture, clients including funding for social infrastructure projects specifically, schools and libraries. ERIK A. KAEYER, AIA LEED AP VICE PRESIDENT + PRINCIPAL

Erik A. Kaeyer, AIA LEED AP is Vice President of KG+D Architects, where he is the Design Principal responsible for a significant portion of the creative design work of the firm as well as for project management and overseeing the firm’s standard of design quality. He joined KG+D as an Associate in 1998 and was named Vice President in 2000.

A graduate of Cornell University, Erik began his career in architecture at Skidmore, Owings & Merrill in London and spent eight years in Chicago, first as a designer with Destefano & Partners and later as Senior Project Architect at McClier Corporation. At KG+D, he has led the design of award winning projects such as the new Seven Bridges Middle School in Chappaqua and the New York State Judicial Institute at Pace University Law School, the first facility of its kind specifically dedicated to the continuing education of judges and their staff.

SARAH W. DIRSA, AIA LEED AP NOMA PRINCIPAL

Sarah Weissman Dirsa, Principal of KG+D Architects, PC joined the firm in 2015 as a Project Manager. As an Associate and Associate Principal, Sarah took on a leading role in advancing the firm’s Next Generation educational facility design expertise and expanding the breadth of our corporate office portfolio.

Her leadership in some of KG+D’s key projects include the development of the new Pelham UFSD Hutchinson Elementary School as well as award-winning additions and renovations to Brewster CSD’s JFK Elementary School. Sarah has also developed dynamic and collaborative workspaces for Caremount Medical, Chappaqua Crossing and Nice-Pak Products. Sarah was the recipient of a 2015 Young Architects Award from the National component of the American Institute of Architects. Sarah recently represented the firm as an educational facilities design expert for a national program entitled, Reimagine America’s Education Schools where she participated in design to create pilot projects for • Bachelors of Arts in English educational facilities. Binghamton University Prior to joining KG+D Sarah served as the first ever Chair of Social Responsibility • Masters in Architecture & Masters in Urban Design for HOK, leading the firms social outreach efforts across 24 locations and 1,800 Washington University employees. In this role Sarah was a core member of the design team for the

Travis is currently leading the development of a sustainable new educational pavilion for the Wolf Conservation Center and a new fieldhouse for the Indian Mountain School. EDUCATION Ms. Walsh is the Principal in Charge of Mechanical Engineering Services for M.S. Mechanical Engineering OLA Consulting Engineers. In this role, Ms. Walsh oversees the technical Georgia Institute of Technology, and administrative aspects of mechanical engineering for the firm; including Atlanta, GA HVAC, plumbing, and fire protection disciplines. Ms. Walsh’s responsibilities include staff training, design standards, quality assurance, and overseeing B.S. Industrial Engineering work distribution among the mechanical design teams. In addition to this Pennsylvania State University, management role, Ms. Walsh remains very active with her clients in project University Park, PA management and principal in charge roles. JOHN BLOCK, PE, LS SENIOR VICE PRESIDENT John Block has 49 years of civil engineering and land surveying experience. STAMFORD HOSPITAL—STAMFORD, CT Served as the Principal-in Charge as traffic, parking and site engineering consultant to Stamford Health Systems since 1984. Over this twenty year period have advised on: parking expansions, traffic and parking impacts of constructing new buildings on the main campus, traffic and parking demand management including off-site parking and shuttle service for staff, traffic and parking demand estimates for and the design of the completely new Tully Center campus, traffic and parking studies associated with demolishing the existing St. Joseph Medical Center and constructing the Health Services Center, a 225,000 SF outpatient facility, and the constructing a new Specialty Care Pavilion.

YALE UNIVERSITY-INTERIM LANDSCAPE PLAN—NEW HAVEN, CT Served as Principal-in-Charge for design of site and utilities for an Interim Landscape Park adjacent to the 13th and 14th Residential Colleges occupying 0.50 acres located at the corner of Prospect Street and Sachem Street. Project included site storm drainage, rainwater harvesting, stormwater quality structures, site lighting, and plumbing systems.

YALE UNIVERSITY-FLOOD MITIGATION STUDIES—NEW HAVEN, CT Served as Principal-in-Charge of investigations of flooding at various Yale buildings as a result of large rainfall events. Project included preparing project base mapping form available Yale campus mapping, supplemented utility information with as-built and utility mapping obtain from Yale Map . Oversaw preparation of various flood mitigation options and conceptual storm drainage pump station sizing.

UNIVERSITY OF CONNECTICUT’S FINE ARTS CAMPUS Served as Principal-in-Charge for a comprehensive existing conditions campus utility infrastructure systems mapping throughout the Fine Arts Campus. The existing conditions utility drawings consisted of campus storm, sanitary, water, fire protection, steam, chilled water, electrical and tel-data systems. The proposed Master Plan identified various phases of construction including a 130,000 SF building adjacent to the Art Building and the Nafe Katter Theatre, and a full build-out scenario involving multiple proposed buildings.

HOUSATONIC COMMUNITY COLLEGE Served as Principal-in-Charge for schematic design, design development, approvals, and construction documents for the renovation of the building and site at a former 174,500 SF Sears, Roebuck, and Company retail store to expand the Housatonic Community College campus. Oversaw engineering for site drainage and stormwater management, on-site sanitary sewerage, utility connections to a point five feet from the face of the buildings, and sedimentation and erosion control.

EMMANUEL LUTHERAN SCHOOL—DANBURY, CT Acted as Principal-In-Charge of civil and environmental engineering services in support of renovations to convert the school from a private educational facility to a City of Danbury school for its Head Start program. Oversaw environmental site assessments, as well as asbestos and hazardous materials surveying. Responsible for civil engineering services including: design development, preparation of construction documents, and construction administration support. Obtained a floodplain management certificate, and provided engineering support necessary to move the project through the city approval process.

JOSEPH CANAS, PE, LEED AP, CFM PRINCIPAL ENGINEER Joseph Canas is a Principal Engineer who has expertise in various civil engineering disciplines, including: floodplain management and modeling, stormwater management and collection systems, roadway design, and construction administration. He has been involved in all phases of project execution from planning through design and construction. He is a CTDOT certified Hydraulic Engineer, LEED AP, and Certified Floodplain Manager.

REPRESENTATIVE PROJECTS

WESTOVER ELEMENTARY MAGNET SCHOOL—STAMFORD, CT EXPERIENCE Served as Project Manager for improvements to the Westover Elementary 25 Years Magnet School in Stamford, which was closed in Fall 2018 due to severe SPECIALTIES mold issues in the building. Investigated suspected site contributions to water Floodplain Management infiltration into the building, including grading, storm drainage system capacity, roof leader connections to collector systems, and underdrains. Stormwater Management Designed improvements, including new 60-inch and 42-inch culverts on each Civil/Site Engineering side of the school, grading improvements to increase the pitch away from the building and all new roof leader collectors. Also managed the design of three Site Development new playground areas with resilient surfacing and corresponding underdrains. Designed replacement for portion of existing fire loop around EDUCATION the building that was lowered due to regrading and replaced due to the Bachelor of Science deteriorating condition of the existing fire loop. Also coordinated soil Civil Engineering management services with the project team. University of Connecticut METRO GREEN / METRO TOWER—STAMFORD, CT LICENSES & Served as Project Manager for the development of one of Connecticut’s REGISTRATIONS foremost transit oriented and premier mixed-income communities consisting Professional Engineer of 350,000 square feet of Class A office, two parking garages totaling 650 CT #20873 spaces, and 238 units of residential housing, located adjacent to the existing NY #086159-1 Intermodal Transportation Center. Services managed include site design, Leadership in Energy and stormwater management, utility coordination, as well as off-site Environmental Design Accredited improvements including widening of Henry Street. Assisted in the Professional (LEED AP) development of interim phasing and parking plans. The project features sustainable development concepts, such as rainwater harvesting, and heat Certified Floodplain Manager reflecting rooftops. The larger residential components achieved LEED Gold #US-13-0791 certification. PROFESSIONAL RBS AMERICAS HQ BUILDING—STAMFORD, CT AFFILIATIONS Obtained a Letter of Map Revision (LOMR) for the Rippowam River as a Association of State Floodplain follow-up to a previously issued CLOMR for the RBS Americas HQ Building. Managers The building site was moved outside of the 100-year floodplain by Connecticut Association of Flood constructing a fill berm between the building and the river, filling an Managers, Chair ineffective portion of the floodplain. Prepared stormwater management plan updates for the reissued permit, effective July 1, 2017 for the communities of Trumbull, Darien, Farmington, Monroe, New Canaan, and Newington. Prepared annual reports for the Towns of Darien, Monroe, New Canaan, and Trumbull. Providing outfall sampling and screening services for Monroe, New Canaan, and Trumbull.

UNITY AND TWIN BROOKS PARKS—TRUMBULL, CT Served as Project Manager for improvements to ponds at both parks to allow for the Town to better manage resources, designed improvements to replace failing outlet control structures, dredging of ponds, and at Twin Brooks Park, developed a complex hydrologic model showing the interconnection of ponds to support the relocation of an existing roadway away from Booth Hill Brook to improve the riverine buffer. Prepared and supported applications to the Town of Trumbull Inland Wetlands Commission, CTDEEP for a 401 Water Quality Certification and USACE for a Connecticut General Permit.

FEMA LETTERS OF MAP REVISION—TRUMBULL, CT Provided floodplain engineering services to update hydraulic analyses to successfully revise the locations of the floodplain boundary for portions of Tributary A to Horse Tavern Brook and Tributaries F and J to the Pequonnock River. In all three cases, the flood boundaries shown in the Flood Insurance Study were inconsistent with local flooding observations, and/or did not reflect the current path of the watercourse. Prepare hydraulic models to modify the existing studies as appropriate to reflect existing conditions. All three revised models were submitted to FEMA in support of a Letter of Map Revision, and all three were approved.

UNITED ILLUMINATING COMPANY, MILVON SUBSTATION FLOOD STUDY—MILFORD, CT Investigated flooding at the Milvon Substation, analyzing the contributing watershed, and developing a hydrologic model that was calibrated to a one-year frequency storm event that caused significant flooding. Analysis indicated that the flooding was exacerbated by saturated and frozen ground.

Evaluated a series of alternatives to provide greater resiliency to the facility, including a protective berm around the facility, but determined that construction of an overflow culvert beneath the railroad to supplement the existing undersized culvert would be the most cost effective solution to maximize flood resiliency.

WALL STREET PARCEL 3 REDEVELOPMENT—NORWALK, CT Prepared an application for a Conditional Letter of Map Revision (CLOMR) on the Norwalk River to FEMA for the Street Parcel 3 Redevelopment project for the City of Norwalk Redevelopment Agency in CT. The request was based upon better topographic data and revised hydrology. FEMA approved the CLOMR application.

WOODSIDE CIRCLE VELOCITY DISTRIBUTION ANALYSIS—FAIRFIELD, CT Analyzed the velocity distribution of the Rooster River using both RMA2 and HEC-RAS analysis, with HEC-RAS used as the final model since this entire reach consists of supercritical flow. Prepared a velocity distribution mapping of the stream corridor, showing that the highest velocities were around the area of the retaining wall; used the velocity distribution to recommend and size riverbank stabilization measures to resist the erosive velocities of this section of the Rooster River.

PROJECT APPROACH

Weston Public Schools’ buildings and facilities are the Town of Weston’s largest and most valuable physical asset. As your community will support these facilities forever, the Town’s initiative to conduct a comprehensive facilities analysis and planning process will allow you to develop a clear path for the future that is practical for the sustaining Weston community.

We understand that the Town of Weston through its Facilities Optimization Committee requires professional services related to the development of a plan that explores and addresses the possible consolidation, expansion, closing and/or renovation of Town educational facilities and certain Town administrative facilities, and the relocation of municipal and school staff offices located in those facilities.

We understand that some of the FOC overarching goals for the plan include:

• Explore and determine whether it is feasible, given school population trends and expectations, for the Town to move from the four-school model to a three-school model at a reasonable cost and timeline. • Develop a plan to optimize the Town’s non-school facilities which would include the reorganization of the Board of Education Central Office, Annex, Bus Depot, the Historic property known as Jarvis and Town Hall. This plan should explore the possibility of repurposing the Bus Depot for Annex use and relocate the Bus Depot. • Improve learning environments and explore modifications and enhancements that include but are not limited to physical security, sustainability, health and safety, daylight enhancements and MEP improvements. • Explore renovations or alterations that would enhance students’ 21st Century Learning Environments including, but not limited to:

o Science classrooms o Performing arts spaces o Art classrooms o Life skills classroom area o Culinary arts classroom o Enhance F-Wing, G-Wing, H-Wing general classrooms and hallways o Enhance High School D and E wing general classrooms

• Ensure consistency with the Town’s Plan of Conservation and Development.

Furthermore, we understand that the Facility Optimization Committee has developed a shortlist of scenarios, which at their core encompass a change from a four-school campus to a three-school campus and consolidate the Town and School District staff offices. It is anticipated that these scenarios may be further developed, combined, or additionally explored against a comparative baseline consisting of the existing four school campus and current configuration for Town and School District Staff.

FACILITIES ASSESSMENT KG+D proposes to first implement a facilities assessment process. Our intent is not to repeat the survey or planning work that has already been completed, but instead we will review all available information, plans and drawings and utilize them as a starting point for establishing clear information for the basis of Weston’s planning project.

• Review existing drawings and reports and meet with the Town of Weston and Facility Optimization Committee and facilities staff for each campus/facility. • In addition to reviewing and understanding the existing assessment and planning work, each site and school building will be evaluated by architects with educational planning and design experience. The data gathered will be catalogued in the form of a model program of spaces and outline educational specifications as well as a narrative description of existing conditions. • Extract a detailed list of infrastructure and program improvements needed for maintaining/updating all facilities at their status quo with assigned realistic budgets and relevant priorities aligned into achievable projects outlining a 10–20-year continuation. • Each improvement line item has an associate construction cost estimate (based on regional construction cost data), and priority listing to determine the importance of the improvement and the planned year for replacement. • We will review the findings with the Town of Weston’s facilities staff and administrators including the list of improvements and assigned priorities.

• The observations and recommendations will be assembled into a detailed scope of work and realistic and achievable budgets for coordinated repair or capital projects. • Identified tasks will be prioritized to identify areas of urgent need and aid in the grouping of related tasks to create efficient and effective project planning. • Itemized cost budgets will be developed that are inclusive of project contingencies and a reasonable allowance for professional fees to specify each project. Once the budgeting process is complete, we will again meet with the Town of Weston to gather input into capital initiatives, prioritize projects and refine the scope of each project. • KG+D will present a final report to the Town of Weston and the Facility Optimization Committee and deliver a digital file of the report.

Using the information gained through existing reports, plans and evaluation, we will work collaboratively with you to complete a planning process that explores the two potential options for consolidation and address the reorganization and optimization of Town Administrative Facilities.

Facilities Optimization Plan In order to explore potential optimization of design solutions for the Town of Weston’s educational and municipal facilities, our team will lead a collaborative programming and planning process that will include the following steps:

Introduction, Gather Program Information • During the initial phase, in conjunction with district administration, city departments, organized committees and project stakeholders, the KG+D project team will become oriented to the project goals, define a strategy and finalize the schedule for completing the planning process. • We will work with school leadership to plan a series of stakeholder meetings with the appropriate KG+D team members and district staff to address each building and site under consideration. • Listen, Look, and seek to understand both how instructional programs are best accommodated as established by Weston’s school administrators and to gain a comprehensive knowledge of how the existing buildings are constructed and their current conditions and challenges. • This programming, review and evaluation phase of the project is accomplished in a highly interactive manner that requires access to staff and interviews with key personnel. It involves a deeper review of the programs, activities and spaces that are to be incorporated into the plan. • We will also consider key changes to educational programming and spaces as well as municipal office programming and spaces as they have been affected or changed by Covid-19. • Review your demographic and capacity information.

• We will analyze in detail the use of all spaces within each building to determine how best to realistically accommodate programs and create spaces that are flexible and adaptable to the full range of instructional needs. We will provide recommendations regarding maximum site sizes, possible school additions or new sites.

Analyze Data, Create Program + Explore Design Options • The data gathered will be catalogued in the form of a model program of spaces and outline educational specifications. Test fit the model program into the three facilities slated to remain educational buildings in each option in order to analyze the alternative layouts for consolidation and to generate a true functional capacity for all schools at each grade level. • Based on the information gathered through our evaluation and discussions with the Town of Weston and the Facility Optimization Committee, KG+D will further develop the identified scenarios and/or generate 2-3 new or modified design options. • Analyze buildings slated to close for adaptive re-use for Town Administrative facilities or other identified uses for the Town of Weston. • We embrace the concept of generating multiple conceptual iterations to test ideas with design. We will explore “Good, Better, Best” design solutions for each challenge as they best support the Weston community. • KG+D will conduct a meeting with the Town of Weston and the Facility Optimization Committee to review the design options and gather input and feedback. • Options will be updated to reflect the Town of Weston and the Facility Optimization Committee input and feedback. • Meet with the Town of Weston and the Facility Optimization Committee to review the design options to determine the best approach. • The exploration of design options is thorough and typically includes the following: 1. Conceptual site plan (in color) that illustrates major site improvements – building footprint, walkways, driveways, and parking lots. 2. Conceptual plans (in color) that depict the major program spaces, sizes and adjacencies. 3. Three-dimensional computer-generated massing models that generally show the size/ shape and how the concept ‘sits on the site.’ 4. A phasing plan with built in “swing space” is also considered as design options are explored. The open discussion of options typically leads to widespread support for the selected option.

Evaluate + Refine the Selected Design Option • After the preliminary design options are reviewed, KG+D will refine the selected design option based on input and feedback from the Town of Weston and the Facility Optimization Committee. • In addition to the documents created during conceptual design, a more detailed and refined set of drawings is assembled, and the designs are reviewed for all mechanical and electrical requirements.

• Develop a phasing plan for implementation. • Create a comprehensive project budget based on the selected design option and phasing. • Our planner will also research both funding sources and how school and municipal facilities are managed in similar communities in the region. • A draft of the Facilities Plan will be presented at a meeting the Town of Weston and the Facility Optimization Committee for review and comments, and your input will be incorporated into the final Facilities Optimization Planning Report.

Create the Final Report or Facilities Plan Document • Upon completion of the planning process, KG+D will prepare a final report for the Town of Weston. This is typically in the form of an 11” x 17” presentation book of the proposed comprehensive development plan. The report includes floor plan drawings and summarizes all work done during the study and preparation of the plan. • A draft of the plan is presented (1) to you for review and comments, and your input is incorporated into the final report. • The final report comprises our analysis of the existing program and space utilization, program requirements, development of proposed design alternatives, the recommended design solution and the proposed plan of action including phasing and costs. • KG+D will present the final report to the planning committee, which will comprise our analysis of the existing program and space utilization, program requirements, development of design alternatives, the recommended design solution, and the proposed plan of action including phasing and costs.

PUBLIC COMMUNICATION KG+D has been involved in many public information processes and has found that municipal leadership and educational administrators, board members and parents are most successful as leaders of the public information process. We will be available to act as a resource and to play any role that the Facilities Optimization Committee and the Town of Weston deems appropriate.

As part of the public information process, KG+D will provide relevant graphics and narratives, attend public meetings and presentations, and assist in preparing responses to specific concerns raised during public meetings. We will work alongside the Town of Weston and the Facilities Optimization Committee’s leadership during this planning process to effectively communicate both the needs and the appropriateness of the proposed plan.

• We also advocate for a series of public forums once some baseline information has been developed to create an open dialogue on the process and the findings. KG+D is currently assisting Yonkers Joint Schools Construction Board with the design and implementation of a four phase, 13-year project to rebuild all 39 existing public schools. The initiative is based on the $2.4 Billion Yonkers Public Schools Modernization Plan prepared by KG+D Architects. The board formed after Governor Andrew Cuomo signed legislation allowing Yonkers to create the nine- member board to help oversee the city’s Rebuild Yonkers Schools initiative.

KG+D are currently designing a new 95,000 sf community school. The building will house grades prekindergarten through 8th grade and include spaces for art, science, special projects, dual language curriculum, and computer science. The building is being designed as a true community school. The physical education wing, which includes a gym and stage, is designed to function as a stand-alone community center after school and on the weekends. The nurse’s office has been specifically enlarged and located near a separate entrance so it can function as a community health clinic after school and on the weekends.

JFK Elementary School - The project included a six-classroom addition that created flexible classrooms, a library addition featuring a stepped reading area, an auditorium renovation that incorporated a moveable wall dividing classroom and theater space and the development of the IDEA Center, which features moveable furniture and bi-fold that open to an interior . HH Wells Elementary School - The project included a 26,000 SF 3-level brick and block science classroom addition, a new library addition, new stair hall addition and front entrance canopy. Interior alterations to the existing building included the main office, guidance office, general classrooms, corridors, stair , window replacements and an entire roof replacement. Brewster High School Innovation Lab - The project involved the renovation of their existing library into a library/innovation lab that includes presentation and video area, small group learning spaces, large group learning spaces and a collaboration counter. The innovation lab features soft seating, “graffiti boards,” charging stations, break out areas, working lounges and different types of collaboration spaces.

We are flexible and willing to discuss adjustments to this proposal associated with modifications to scope and or level of detail. It is possible that some of the assessments already completed can suffice and if we are not obligated to do that work a reasonable credit to the fee can be discussed.

We have also attached a preliminary schedule based on the tasks in the RFP. KG+D is flexible and can work with the FOC to refine the overall schedule. We find that it is important to take the proper amount of time to complete a process as impactful as this one will be for Weston. It is also important to schedule important decisions when leaders and the community are engaged which often requires a pause during summer months.

Printing and delivery expenses would be limited to the costs for printing and the cost of express delivery services related to the project. There would be no invoices for typical in-house printing or plotting of documents, travel to and from the project site or proximity, meals or fax and phone use related to the project.

Project Scope: The design team collaborated with the Brewster CSD to complete key projects that transformed the JFK Elementary School into a Next Generation learning environment. The project included a six-classroom addition that created flexible classrooms, a library addition featuring a stepped reading area, an auditorium renovation that incorporated a moveable wall dividing classroom and theater space and the development of the IDEA Center, which features moveable furniture and bi-fold doors that open to an interior courtyard.

Project Scope: The overarching goal of the Scarsdale High School project was to maximize underutilized areas of the building in order to create dynamic learning environments and modern fitness facilities supportive of the High School’s Next Generation student. The project developed a new flexible suite of spaces including a Learning Commons in the building’s original gym, a Design Lab in the former Auto Shop and a Fitness Center in a grade level storage space with direct access to the playing fields.

Client: Bronxville Union Free School District

Project Scope: This project was a comprehensive alteration to a community performance space. More sophisticated than most school auditoriums, we collaborated with theater and acoustic specialists to transform this space into a multi-use high performance theater. Originally built in 1922, the auditorium has been restored to its original grandeur featuring modern and sophisticated upgrades designed to meet 21st Century standards. The multi-use, high-performing theater features new seating configurations, , new theater and HVAC systems, lighting and acoustic enhancements, restoration of the original and proscenium, and a new addition. The auditorium was designed to be energy efficient and has improved function, quality and accessibility.

Project Scope: KG+D lead the planning, design and approvals process for extensive renoations to the Rippowam Cisqua School upper campus. The planning process engaged administrators, faculty, staff the school community and surrouding community. The project included new science clasrooms, library/media center, an innovation lab that opens to an interior tiered courtyard, a new dining hall, a general classroom addition, renovated art classrooms, a new main entrance lobby and administrative offices and improved vehicular and pedestrian circulation.

Project Scope: KG+D completed a Facilities Assessment and Master Planning process for the Eagle Hill School. The Facilities Assessment process uncovered the priority projects and developed a phased implementation project and associated budget. The proceeding Master Plan identified the need for larger classrooms and a reorganization of student and faculty housing in addition to the repurposing of a campus building into administrative offices, the renovation of the main academic building and the addition of a new theater.

Project Scope: The new 27,000sf childcare and education center was thoughtfully oriented on the 2.5- acre site to optimize the views of the Hudson River. The Center includes nine classrooms, five toddler and infant , three outdoor play areas, a junior turf athletic field, staff and administrative offices, a multi-purpose room, a conference room and . The design solution blends traditional and contemporary approaches and creates a modern, progressive and nurturing learning environment while allowing the new building to fit within the aesthetic of the adjacent “cottage-like” office buildings on State Street.

Project Scope: KG+D collaborated with Trinity Pawling School on the new Smith Field House. The project included the addition of approximately 12,000sf with a new multi-use field house, main entrance and lobby space, an alumni room for gatherings and events, a space, new office space and a training room. The project also included the renovation of the existing Hubbard Gymnasium. A second phase of the project will renovate locker rooms and the squash courts and create a new fitness center.

Project Scope: A 69,000sf Alternative High School will create a permanent and suitable home for a significantly underserved county-wide student body. The programs currently located at the BETA rental site will be relocated and consolidated to the Salt Point Campus. The new facility is conceived as a community asset with a state-of-the-art conference center available to all component Districts and community organizations. YONKERS Yonkers, New York PUBLIC SCHOOLS District-Wide Facilities Planning

Client: Yonkers Public Schools

Project Scope: KG+D is currently assisting Yonkers Joint Schools Construction Board with the design and implementation of a four phase, 13 year project to rebuild all 39 existing public schools. The initiative is based on the $2.4 Billion Yonkers Public Schools Modernization Plan prepared by KG+D Architects. The board formed after Governor Andrew Cuomo signed legislation allowing Yonkers to create the nine-member board to help oversee the city’s Rebuild Yonkers Schools initiative.

KG+D has also developed facilities plans and subsequent updates in 2011, 2013, 2014 and 2016. This effort included the evaluation of building components and systems for the District’s instructional buildings totaling 3.7 million square feet, assessing the capacity of each building for projected student populations, and development of schematic plans and budget estimates to meet the identified needs and goals. Client: White Plains Public Schools Project Scope: This new high-performance 90,000sf replacement school earned an Energy Star rating of 100, operates 65% more efficiently than a building of standard design, and is reportedly the most energy-efficient public school building in New York State at the present time. The building was part of a $64.5 million District-Wide construction and infrastructure program. Sustainable elements of the project include geothermal heating and cooling, photovoltaic array, efficient building envelope, low-flow plumbing fixtures, extensive day lighting and advanced lighting controls, and the use of recycled materials.

Project Scope: This adaptive reuse of the former Arden Hill Hospital campus into a vibrant and inviting educational facility. Extensive renovations of the 200,000sf hospital included new building systems, reconfigured spaces to allow for the appropriate room size and program adjacencies, a new addition to connect East and North wings and major renovations to the building’s main entrance . As the school is a shared government facility, the kitchen was designed to serve the Orange Ulster BOCES community as well as produce and serve over 2000 meals per day for the county’s Meals on Wheels program.

The pool in the gymnasium has been the primary cause for the facades’ deterioration; as part of the project the team redesigned the pool’s HVAC system to properly ventilate and remove moisture to reduce vapor infiltration into the masonry cavity.

Situated between Johnson Field and Corral Field, the 5,900-square-foot facility includes locker rooms, a training room, a satellite coaches’ office, a team meeting space and a second-story observation roof featuring a glass-walled event space.

Shortly after 44 schools the start of the construction program, the school district established energy CONSTRUCTION COST and resource effi ciency as among their most important goals for the con- struction program. OLA helped to author the resulting New Haven Public $1.5 billion Schools High Performance Schools Design Requirements emphasize a range of architectural and engineering strategies and guidelines to improve build- ing performance.

As part of the Design Requirements, energy modeling of the schools utiliz- ing DOE2 energy analysis software was required to determine energy use savings and energy cost savings. OLA performs this modeling for all schools. The fi rst fi ve schools through the program averaged 75 kBTU/SF for a 25% energy savings; the fi ve latest schools averaged of 49 kBTU/SF for a 53% energy savings. The Hill Regional School is 175,000 square feet of schools approximately 95,000 square feet and the Roberto Clemente School is ap- proximately 80,000 square feet. CONSTRUCTION COST $7.8 million For the combined loads of 6300 MBH heating and 400 tons of cooling, utility plant options analyzed included a traditional chiller and boiler plant, a fuel cell combined heat and power plant, a micro-turbine combined heat and power plant, and an internal combustion engine driven combined heat and power plant. The analysis reviewed installation cost, maintenance, energy consumption, emissions and total life-cycle cost. Based upon the recommen- dations of the study, OLA proceeded with the system design and the central plant is currently operational serving both schools. The Utility Plant includes a fuel-cell combined heat and power plant with maximized heat utilization, absorption chiller, water-cooled chillers with thermal energy storage (ice), high effi ciency boilers, variable speed pumping, and condensing domestic water heaters. An energy analysis was done of the school 76,928 square feet including a study of a geothermal system that was considered at the onset CONSTRUCTION COST of the design. CLIENT SERVICES PERFORMED New Haven Public Schools Energy Modeling ARCHITECT PROJECT DESCRIPTION BL Companies New Haven Academy operates with a clear mission to “Think Critically; Be Responsible; Get Involved.” Aligned with the sustainability mission set forth PROJECT SIZE in the New Haven School Construction Program, the construction project for 72,000 square feet this Connecticut magnet school sought to go beyond standard design and construction parameters. CONSTRUCTION COST $40 million Designed to promote student collaboration, the 72,000 square foot, three-story building provides a permanent home for the college preparatory school. To do so, the facility features four new science labs, expanded media center, conference rooms, classrooms, and teaching stations.

OLA performed an in-depth evaluation of energy efficiency opportunities for the “renovate as new” construction of a school that has the ability to be operated and maintained in a highly efficient manner. The energy modeling analysis performed determined energy conservation measures in combina- tion produce over 50% energy savings relative to an ASHRAE 90.1 - 2007 Appendix G baseline building.

Energy saving measures that were implemented include chilled beams, wa- ter cooled chiller plant, high efficiency boiler plant, VRF units, and photovol- taic system. The building was designed to LEED silver equivalent and meets the CT High Performance Building Standards. SANDY HOOK ELEMENTARY SCHOOL NEWTOWN, CT

Tighe & Bond is working with KG+D Architects to identify water infiltration issues at the Site Engineering school, which was closed because of mold growth resulting from water Culvert Relocation entering the building. Grading Issues Tighe & Bond performed detailed reconnaissance of the site to identify drainage issues and potential impacts upon the building. The site reconnaissance also involved videotaping a 7’ x 3’ box culvert that runs beneath the existing building. We also performed a desktop review of previous studies and the site’s previous history. We complied this data to prepare a report documenting the issues, causes, and mitigation recommendations. We also designed the proposed mitigation measures, which included modification of on-site grades to slope away from the building, new drainage to work with the altered grading, replacement of roof leader collector pipes, and relocation of the box culvert from beneath the building. Tighe & Bond provided the Town of Guilford with environmental consulting, SERVICES demolition design and oversight services for the demolition of the Guilford High School. Environmental consulting services included Phase I and Phase I and Phase II Site Phase II Environmental Site Assessments to define site conditions. Assessments Demolition engineering was comprised of three major elements: Demolition Design and hazardous materials assessment, hazardous materials abatement design, Observation Services and demolition design. Hazardous Materials Assessment The hazardous materials assessment included a thorough inspection Hazardous Materials Abatement of the 175,000 square foot building to identify, quantify, and document Design and Monitoring hazardous building materials such as asbestos, lead paint, PCB- containing fixtures, caulk/glazing and equipment, mercury-containing equipment, and other potentially hazardous materials. Based on site conditions, additional assessment was required to define the extent of the hazardous materials identified in the building. Information gathered during the hazardous materials assessment was used to develop hazardous materials abatement specification and cost estimates which defined specific requirements for abatement of identified hazardous materials prior to demolition of the building. Tighe & Bond also prepared a Self-Implementing Clean-up and Disposal Plan which was approved by the EPA to address PCB-contaminated materials. Tighe & Bond also provided on-site monitoring and inspection during the abatement and demolition work. We observed hazardous materials management, required as a component of pre-demolition abatement work, and demolition activities to make sure that the work was conducted in accordance with the contract documents. This scope of work also included preparation of an Opinion Hazardous Building Materials of Probable Abatement Costs and technical specifications that were (HBM) Assessment and Abatement incorporated into the Bidding and Construction Documents. Design Tighe & Bond also prepared a Phase I and Phase II Environmental Site Phase I and II Environmental Site Assessments (ESA) of the former Cheney Technical School, and two Assessment (ESA) adjacent parcels including a former fire house, and a heating plant. Preparation of Technical Bid Information gathered during the ESAs was used to prepare a soil Documents management plan and technical specifications for site work completed Cost Estimates for HBM within the school’s athletic fields. Abatement and Soil Management In addition, Tighe & Bond assisted Town with technical support during both State and Local review of the renovation plans and contractor bidding process. Tighe & Bond provided site, traffic and environmental engineering for the new 340,000 square foot, 1,500-student capacity high school located on the existing high school campus. As part of the overall site design, Darien Public Schools retained Tighe & Bond to provide engineering services for three synthetic turf athletic fields. The first synthetic turf field installed at the school was the football field. This field was surrounded by a rubberized track. A portion of the proposed field was located within the regulated area of Stony Brook, a stream with a history of downstream flooding. Tighe & Bond coordinated with the synthetic turf field designer and landscape architect to design the drainage outlet of the field and to verify that the proposed field would not exacerbate downstream flooding conditions on Stony Brook. Tighe & Bond led the environmental permitting efforts for the work, which included upgrading an existing outlet to Stony Brook from 10 inches to 15 inches, and providing a riprap scour pad where none had previously existed. Due to the success of the football field, Darien Public Schools retained Tighe & Bond to provide engineering services for a varsity lacrosse synthetic turf field. This field was located in a portion of the site that was not within the wetland regulated area, however, a drainage analysis was required to document that the on-site drainage system could accept the SERVICES discharge from the field. Three Synthetic Turf Athletic Fields Most recently, Tighe & Bond also provided permitting and site engineering Football, Lacrosse & Baseball services for a $1.1 million varsity baseball field, which was the first of its kind in Connecticut. This field was located within the regulated area of Accessible Routes & Viewing Stony Brook, but also abutted the floodplain of Stony Brook, resulting Platforms in very tight environmental constraints. Tighe & Bond prepared a HEC- Drainage Analysis & Design 1 analysis of the baseball field and the Stony Brook watershed above Environmental Permitting & the site to demonstrate that the proposed development would have no Approval Processes negative impact upon downstream flooding conditions. Tighe & Bond also worked with Darien Public Schools to establish accessible routes Construction Observation and viewing platforms to satisfy ADA requirements. We led both the Planning and Zoning and Environmental Protection Commission approval processes.
