    Government of India Ministry of Finance LOK SABHA UNSTARRED QUESTION NO- 93 ANSWERED ON 18.11.2019/KARTIKA 27, 1941 (SAKA) KERALA BANK 93. ADV. DEAN KURIAKOSE: SHRI THOMAS CHAZHIKADAN: Will the Minister of FINANCE be pleased to state: (a) whether the Union Government has permitted the Government of Kerala to start a scheduled bank called ‘Kerala Bank’; (b) if so, the details thereof including the details of permission/clearance granted by the RBI in this regard; (c) whether the RBI has conducted any study to analyze the impact on primary cooperative banks due to the introduction of Kerala bank; and (d) if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI ANURAG SINGH THAKUR) (a) & (b): Reserve Bank of India (RBI) has reported that it has accorded final approval to the proposal of the Government of Kerala to amalgamate with the Kerala State Cooperative Bank Ltd, thirteen District Central Cooperative Banks (DCCBs) in Kerala (Thiruvananthpuram, Kollam, Alappuzha, Idukki, Ernakulam, Kottayam, Pathanamthitta, Thrissur, Palakkad, Kozhikode, Wayanad, Kannur and Kasaragod) that have approved the Scheme of Amalgamation (SOA) at least by a simple majority in their General Body Meeting. However, the said approval shall be contingent upon the Hon’ble High Court of Kerala upholding the validity of the amendment made to the provisions of Section 14A of the Kerala Co-operative Societies Act and Government of Kerala complying with certain conditions stipulated by RBI. The approval shall be valid for a period of six months till March 31, 2020. (c) & (d): RBI has reported that no study to analyse the impact on primary co-operative banks due to the introduction of Kerala Bank has been conducted by them.

New Delhi, May 26, 2014 Shri Narendra Damodardas Modi is the Prime Minister of India and he took oath as India’s Prime Minister on 26 th May 2014 after leading the Bharatiya Janata Party (BJP) to a decisive victory in the 2014 Parliamentary Elections. He was the 14 th and current Chief Minister of Gujarat. He resigned to take up the office of the Prime Minister of India. Shri Narendra Modi was a key strategist for the BJP in the successful 1995 and 1998 Gujarat State Election Campaigns, and was a major campaign figure in the 2009 Parliamentary Elections. He first became the Chief Minister of Gujarat in October 2001 after the resignation of his predecessor, Shri Keshubhai Patel, and following the defeat of BJP in the by-elections. In July 2007, he became the longest-serving Chief Minister in Gujarat's history, at 10 which point he had been in power for 2,063 days continuously. He is currently serving his fourth consecutive term as the Chief Minister. CHAIRMAN: Hon. Members, I have to inform the House that Shri P.K Kunhalikutty, an elected Member from Malappuram Parliamentary Constituency of Kerala has tendered his resignation from the membership of Lok Sabha. The Hon. Speaker has accepted his resignation with effect from 03.02.2021. _____ THE ARBITRATION AND CONCILIATION (AMENDMENT) BILL, 2021 THE MINISTER OF LAW AND JUSTICE, MINISTER OF COMMUNICATIONS AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI RAVI SHANKAR PRASAD) moved that leave be granted to introduce a Bill further to amend the Arbitration and Conciliation Act, 1996. SHRI BHARTRUHARI MAHTAB opposing the motion for introduction of the Bill, said: I take this opportunity to oppose the introduction of this Bill as it has many ambiguities. For example, Section 34 does not contain any express provision for setting aside an award or refusing its enforcement if the arbitration agreement or contract was induced by fraud or corruption. Similarly, Section 36 is not in consonance with Section 34. Thirdly, the mandate to unconditionally stay the enforcement in cases of corruption lacks logic or reasoning. This reverses effect of the 2015 amendments to the Act which had done away with automatic stay on enforcement of arbitral awards upon a challenge being made under Section 34 of the Act. The Government has given no reason for this major step back. This Bill omits the detailed criteria for accreditation of arbitrators introduced by the 2019 amendment to the Act.
