The health of an individual can be affected by factors extending from the environment to culture, and by interpersonal relationships with family and friends. In a way, we can conclude that achieving good health goes beyond making that personal choice, and any lifestyle change is best supported by a conducive environment. Healthy living is happy living – it is not only about being free from disease but also for one to have good mental health. 06 EXECUTIVE SUMMARY CHAPTER 1: SINGAPORE’S HEALTH AND SOCIAL LANDSCAPE 07 11 The Master Plan envisages healthy living as accessible, natural, and CHAPTER 1: effortless for all Singaporeans. Healthy Living – What Does Living Longer Mean To Us? This Master Plan is a living document and will continue to evolve as new approaches and ideas emerge in the future. 1 Like citizens in many developed nations around the world, Singaporeans are living longer. NCDs can affect daily living and pose long term health issues. According to the Singapore Burden of Diseases Study 2010, approximately 70% of the burden of deaths and ill-health are caused by NCDs. 3 To live long and to live well, we need to be free from NCDs. Only then we can be in good health to continue to pursue our goals and aspirations. 4 The leading NCDs in Singapore are largely influenced by a number of risk factors (ranging from lifestyle to Leading NCDs in Singapore dietary factors)4. Introduction Singapore was the first country in the region to officially articulate an aim to attract medical tourists and promote the export of health services overseas. In 2003, the Healthcare Services Working Group (HSWG) of the Economic Review Committee recommended that Singapore attract one million foreign patients by 2012. To achieve this goal, the Singapore Tourism Board (STB), along with the Economic Development Board (EDB) and International Enterprise (IE) Singapore, launched SingaporeMedicine in 2003, a multi-agency initiative that aims to promote, develop and maintain Singapore as an international medical hub. However, in recent years, the push for medical tourism has been muted. Sectiononeof this paper summarizes the Singapore context for a past medical tourism hub policy, followed by an overview of the health system, with policy implications for the system should medical tourism become a major growth area. The two plans were put to public consultation from 23 July 2002 to 22 October 2002. More than 35,000 visited the exhibition, and feedback was received from about 3,600 individuals. Appointment of Subject Groups 1.2 3 Subject Groups (SGs) were appointed by Minister of National Development, Mr Mah Bow Tan as part of the public consultation exercise to study proposals under the following areas: a. Subject Group 1: Parks and Waterbodies Plan and the Rustic Coast b. Subject Group 2: Urban Villages and Southern Ridges & Hillside Villages c. Subject Group 3: Old World Charm 1.3 The SG members, comprising professionals, representatives from interest groups and lay people were tasked to study the various proposals for the 2 plans, conduct dialogue sessions with stakeholders and consider public feedback, before making their recommendations to URA on the proposals. Following from the public consultation exercise, URA will finalise the proposals and incorporate the major land use changes and ideas into the Master Plan 2003.

    Two More Therapeutic Gardens Open to Improve Mental Well-Being With Singapore’s ageing population, the number of dementia-at-risk seniors and persons with dementia is expected to increase. The National Parks Board (NParks) has developed therapeutic gardens in public parks that are not only designed with elderly-friendly features, but also alleviate the onset of dementia through therapeutic horticulture. Seniors enjoying Therapeutic Garden @ Bishan-Ang Mo Kio Park On 19 September, NParks opened two new therapeutic gardens in Bishan-Ang Mo Kio Park and Tiong Bahru Park. Minister for Health Mr Gan Kim Yong, who was the guest-of-honour, officiated the opening of the two new therapeutic gardens at an event in Bishan-Ang Mo Kio Park, together with Mr Desmond Lee, Minister for Social and Family Development and Second Minister for National Development. Mr Kenneth Er, CEO of NParks, introducing Therapeutic Garden @ Bishan-Ang Mo Kio Park to Minister Gan Kim Yong and Minister Desmond Lee Minister Gan Kim Yong and Minister Desmond Lee touring Therapeutic Garden @ Bishan-Ang Mo Kio Park Woh Hup (Private) Limited, one of Singapore’s largest private construction groups, donated $500,000 through the Garden City Fund for the development of the Therapeutic Garden @ Bishan-Ang Mo Kio Park and its programmes. NParks will continue to partner with the community to develop a network of therapeutic gardens in parks across Singapore. This includes an upcoming garden in Choa Chu Kang Park which will be completed in 2018. In addition, NParks has developed customised therapeutic horticulture programmes, and will work with eldercare and senior activity centres to conduct these programmes in the therapeutic gardens.

The idea for a national garden was planted in 1822 when Sir Stamford Raffles, the founder of modern Singapore, developed the first Botanical and Experimental Garden at Fort Canning. In 1859, the Singapore Botanic Gardens was established at the Tanglin site and in the 160 years past, it has flourished from a pleasure garden for the colonial community to a place cherished by all Singaporeans, a botanical institution known internationally. Singapore’s greening journey took root in the 1960s when founding Prime Minister, Mr Lee Kuan Yew planted a Mempat Tree at Farrer Circus. This kickstarted a national effort for tree planting, sowing the seed of a green home where beautiful parks and green belts would be the birthright of every Singaporean. Today, the intricate lattice of greenery we have woven into the cityscape supports thriving biodiversity and provides residents with a quality living environment. This not only draws the appreciation and marvel of visitors, but has become a part of our national identity.

Caring for the Community The SingTel Touching Lives Fund continued to make a significant and positive impact on the less fortunate. During the year, S$2.3 million was raised for under-privileged children and youths. The amount collected exceeded our fund-raising target for the fifth straight year and will benefit 28,000 young people from five children’s charities, namely, the Autism Resource Centre, Fei Yue Community Services, Singapore Children’s Society, Students Care Service and Tanglin School. Under the banner of the SingTel Touching Lives Fund, fund-raising activities held during the year included a Charity Golf Game, Fold-A-Heart campaign and Charity Carnival organised by SingTel employees. Apart from direct donations to the Fund, SingTel also matched outright donations dollar-for-dollar. Since the launch of the Fund in 2002, S$10.3 million has been raised for 18 charities under the auspices of the National Council of Social Service.

HPB seeks to empower the Singapore public with knowledge and skills to take ownership of their health through evidence-based health information and programming support in the areas of physical activity, healthier eating, tobacco control, screening and follow-up as well as mental wellbeing. (See Appendix for examples of current efforts by HPB) 1.2. Integrated Health Information Systems (IHiS), as the health-tech IT agency of MOH, aims to improve the Singapore population’s health and support public healthcare administration by integrating intelligent, resilient, and cost-effective technologies with process and people. 1.3. Unless explicitly stated otherwise, HPB and IHiS will be collectively identified as the “AGENCIES” in this CFC document. The National Healthy Population (NHP) Joint Project Office or “NHP-JPO” refers to the Project Office comprising representatives from the Agencies, and other collaboration affiliates and partner organisations including but not limited to the MOH Office of Healthcare Transformation (MOHT), the Agency for Integrated Care (AIC), public healthcare clusters in Singapore, Sport Singapore (SportSG), Economic Development Board (EDB), Agency for Science Technology and Research (A*STAR) etc., which will work with the selected Respondent(s) in collaborative efforts under the NHP Project. 1.4.     Singapore Raptor Report Late Spring Migration, April-June 2020 Japanese Sparrowhawk, adult female, Baker Street, 4 April 2020, by Kelvin Leong. Summary: Only five migrant raptor species were recorded in the April to June period as most of them had already left for their breeding grounds. There were ten records of the Oriental Honey Buzzard, nine in April and one in June; nine records of the Japanese Sparrowhawk in the first week of April; one Chinese Sparrowhawk in April; two Western Ospreys, one each in April and June, and one Peregrine Falcon in April. Fourteen unidentified Accipiters were on migration over Henderson Waves in early April. Page 1 of 5 Sedentary Raptors For the resident raptors, the records of note are the two nestings of the White-bellied Sea Eagle, one at Sungei Buloh Wetland Reserve and the other at Fort Canning, where the chicks, two on each nest, were already almost as big as their parents. Two Crested Serpent Eagles were recorded at King Albert Park on 1st April, and one at Malcolm Road on 5th April. There was also a resident ernesti Peregrine Falcon at The Esplanade on 22nd June. The other resident raptors recorded were the Black-winged Kite, Brahminy Kite, Grey-headed Fish Eagle, Crested Goshawk, and Changeable Hawk- Eagle. A family of Buffy Fish Owls, with the fledgling on left, Yishun, 22 Jun 2020, by Jackie Yeo. Nocturnal Raptors There were breeding-related records for two species of owls. A family of Spotted Wood Owls comprising two adults and two chicks were spotted at Dover Road at the later part of June, with the chicks fledging on 25th June.
