The Evolution of a Common EU Foreign, Security and Defence Policy
Chronology: The Evolution of a Common EU Foreign, Security and Defence Policy March 1948: Belgium, France, Luxembourg, the Netherlands, and the UK sign the Brussels Treaty of mutual defence. April 1949: The US, Canada and ten West European countries sign the North Atlantic Treaty . May 1952: The European Defence Community treaty is agreed by the six ECSC member states. It would have created a common European army, and permitted West Germany’s rearmament. In August 1954, the French National Assembly rejects the treaty. October 1954: The Western European Union (WEU) is created on the basis of the Brussels Treaty, and expanded to include Italy and West Germany. West Germany joins NATO. December 1969: At their summit in The Hague , the EC heads of state or government ask the foreign ministers to study ways to achieve progress in political unification. October 1970: The foreign ministers approve the Luxembourg Report , setting up European Political Cooperation. They will meet every six months, to coordinate their positions on international problems and agree common actions. They will be aided by a committee of the directors of political affairs (the Political Committee ). July 1973: The foreign ministers agree to improve EPC procedures in the Copenhagen Report . They will meet at least four times a year; the Political Committee can meet as often as necessary. European Correspondents and working groups will help prepare the Political Committee’s work. The Commission can contribute its views to proceedings. October 1981: Measures approved in the London Report include the crisis consultation mechanism: any three foreign ministers can convene an emergency EPC meeting within 48 hours. -

Mr. Munir Akram is currently the President of ECOSOC, Ambassador and Permanent Representative of Pakistan to the United Nations. Ambassador Akram previously served as Pakistan’s Ambassador and Permanent Representative to the United Nations in New York for six years between 2002 and 2008, after serving as Ambassador and Permanent Representative to the United Nations in Geneva for seven years from 1995 to 2002. During his term at the United Nations, Ambassador Munir Akram served twice as President of the Security Council; President of the Economic and Social Council; Chairman of the Group of 77 and China (developing countries), and Facilitator on UN Administrative Reform. Ambassador Akram joined the Foreign Service of Pakistan in 1967, holding various positions in the Foreign Ministry as Additional Foreign Secretary and Director-General dealing with the United Nations. He obtained a Bachelor’s degree in Law and a Master’s degree in Political Science from the University of Karachi. Mr. Liu Zhenmin is the Under Secretary-General for the UN Department of Economic and Social Affairs. Prior to his appointment, Mr. Liu was Vice-Minister for Foreign Affairs of China. Among his various diplomatic assignments, he served as Ambassador and Permanent Representative, Permanent Mission of the People’s Republic of China to the United Nations Office at Geneva and Other International Organizations in Switzerland. -

09/10/2018 The Case For Fort Trump Couldn’t Be Stronger | Salvatore Babones Unknown date Salvatore Babones The Case For Fort Trump Couldn’t Be Stronger Poland’s President Andrzej Duda met with President Donald Trump at the White House Tuesday to talk defense. Poland’s defense. But then, Poland’s defense is Europe’s defense, and European defense has been a core U.S. foreign-policy mission for more than a century. Poland is crucial to European defense because it is the keystone of a NATO arch that runs from Norway in the Arctic to Turkey in the Caucasus. NATO’s northern ank is secure. NATO’s southern ank is in disarray as Turkey’s commitment to NATO comes under doubt. But it is in the center that any future conict will be won or lost. Germany used to be the bulwark of NATO’s central front, but today Germany’s defense spending is among the lowest in Europe and its operational readiness is abysmal. Just as important, the German public does not support NATO’s mission or America’s role in it. By a 42 percent to 37 percent margin, Germans want U.S. troops out of their country. Even more alarming is the fact that only 40 percent of the German public supports the use of German troops to defend another European country from a Russian invasion. The corresponding gure for both the United States and Poland is 62 percent. That’s right: Americans are more willing to send troops to defend a European ally than Germans are. -
Guntram Wolff
Guntram Wolff Director of Bruegel Guntram Wolff has been the Director of Bruegel since June 2013. His research focuses on the European economy and governance, on fiscal and monetary policy and global finance. He regularly testifies at the European Finance Ministers' ECOFIN meeting, the European Parliament, the German Parliament (Bundestag) and the French Parliament (Assemblée Nationale) and is a member of the French prime minister's Conseil d'Analyse Economique. Guntram Wolff is also a member of the Solvay Brussels School's international advisory board of the Brussels Free University. He joined Bruegel from the European Commission, where he worked on the macroeconomics of the euro area and the reform of euro area governance. Prior to joining the Commission, he was coordinating the research team on fiscal policy at Deutsche Bundesbank. He also worked as an adviser to the International Monetary Fund. He holds a PhD from the University of Bonn, studied economics in Bonn, Toulouse, Pittsburgh and Passau and previously taught economics at the University of Pittsburgh and at Université libre de Bruxelles. He has published numerous papers in leading academic journals. Guntram is fluent in German, English, French and has good notions of Bulgarian and Spanish. His columns and policy work are published and cited in leading international media such as the Financial Times, the New York Times, Wall Street Journal, Caixin, Nikkei, El Pais, La Stampa, FAZ, Handelsblatt, Les Echos, BBC, ZDF, and others. UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries. -

His Polish counterpart, President Andrzej Duda, suggested building a permanent U.S. base in Poland. Poland has openly proposed a permanent U.S. presence since President George W. Bush was in office. All significant political forces in Poland have been supporting this idea for years. -
