EXECUTIVE SUMMARY Work Plan (D.P.R), Integrated Watershed Development Programme Block-Badhpura Executive Organisation/ Soil Conservation Department Sambhal

The Sambhal (IWMP-VIII) Project is located in Badhpura Block of Sambhal District in Uttar Pradesh State . The project is a cluster of 03 micro-watersheds with 2B5A8a2a,2B5A8a2b,2B5A8a2c being their Codes. The total geographical area of the project is about 2591 ha out of which 2501 ha area has been taken to be treated under Integrated Watershed Management Programme (IWMP) year 2011-12. Each micro-watershed is given a name, the name and its code are given in the table below:

The Latitude and Longtude of project area falls between 78°23'9.756"E to 28°21'1.107"N and from 78°28'8.581"E to 28°17'30.837"N and Micro Watershed wise detailed latitude and logitude is given in the table 2.3. The project Sambhal IWMP-VIII is a cluster of 03 Micro Watershed consisting 24 , 21 Gram Panchayat (GP) with total Geographical Area of 7484.89 ha out of which 5310 ha area is taken to be treated with total project cost of Rs. 637.20 Lakhs under the Integrated Watershed Management Programme (IWMP) year 2011-12 .

The project area has been divided into five slope category i.e. 0 - 0.50%, 0.51 – 1%, 1 – 3% , 3-5% and >5%. Area under slope category 0.5-1% is 311 ha, 0- 0.50% is 622 , 1-3% is 1425 ha, 3-5% is 233 ha and more than 5% is 0 ha.

The Total Population within Project area is 52752, out of which 28051 male and 24701 Female. While coming to SC/ST the population is 5896 out of which male population is 3185 and 2711 are female.

The Land use pattern of the project is discussed in the DPR. In this project, out of 2591 ha of geographical area, Net area under agriculture is 2265 Ha, out of which 1494 Ha is Rainfed and 771 Ha is Irrigated. The average rainfall of the area in 2011 is 714 mm. The summer months May and June are the hottest with temp ranging 43-42 deg. Cent. and lowest temperature with 8 deg. Cent. are recorded in January/February months. Expected run-off is, worked out as ~30% of the average annual rainfall i.e 214.33 mm/year with an average soil loss 8-10 tonnes/ha/year. The present agriculture and other scenario is unable to provide enough employment opportunities round the year so it leads to unemployment and distress migration from the project area annually.

Integrated Watershed Management Programme (IWMP) is prioritized on the basis of thirteen parameters namely Poverty Index, Percentage of SC, Actual Wages, Percentage of small and marginal farmers, Ground water status, Moisture Index, Area under rain fed agriculture, Drinking water situation in the area, Percentage of the degraded land, Productivity potential of the land, Continuity of another watershed that has already been developed/treated, Cluster approach for plain or for hilly terrain. The Weightage Point of the project as per above parameters is 72.5.

House Hold Survey, PRA, PSA, FGDs and PIPs were conducted to assess the people’s/farmer’s needs/ preferences, problems thrust area of farming system, livestock production and their suggestions were also invited. After technical analysis the exercise of Participatory Net Planning (PNP) was conducted to finalize the proposed location for various activities using GPS under the head of Land Development (Afforestation, Horticulture and Agriculture), Soil and Moisture Conservation (SMC), Water Harvesting Structures (WHS) alongwith proposed intervention in the field of farming system, livestock production, micro-enterprises etc. After the whole exercise, Annual Action Plan (AAP) of Capacity Building, Livelihood Activities, Production System and Microenterprises, Watershed Development Works, Convergence have been prepared. The Watershed Committees (WCs) have been formed at Gram Panchayat level, SHGs (Shelf Help Groups) and User Groups (UGs) have also been constituted. Farmers were also informed about the amount/rate of contribution as per the category of farmers for various activities, user charges and Watershed Development Fund (WDF). Farmers were willing to participate in the IWMP Programme and ready to contribute accordingly for availing/sharing the benefits. Productivity of all the important crops under Kharif, Rabi and Zaid is proposed to be increased substantially.

The present average family income of assetless is Rs. 8000-10000/- per annum and for farmers Rs.25000-30000 /-, with the proposed intervention under the project, the income is expected to increase to Rs. 15000-20000/- and Rs.35000-40000/- respectively after completion of the project.

The NRM activities were proposed as per the need in all 03 micro-watersheds of the project. The total cost of these NRM activities amounts to Rs. 215.11 Lakhs , out of wihch the amount available from IWMP is 168.07 Lakhs, the remaining amount Rs. 47.05 Lakhs is proposed to bemet from various programs of Govt (MGNREGA, Horticulture). The details of budget from IWMP, Convergence, Phasing into 5 years is given in table below:

District Profile

1. 1 District Profile

Sambhal district is a district of Uttar Pradesh state in .The District headquarter is of and the District Court & Session Court of Sambhal District are established in Chandausi. The district was created by the state government on 23 July 2012 as one of three new in the state. At the time of its creation, the state government decided to name the new district "Bhimnagar" in honour of Bhimrao Ambedkar. However, massive protests broke out in Sambhal town and the adjoining rural areas against the move to give a new name to the ancient town. Sambhal had been known by the same name for over five hundred years, had been an important town in , and had never had any connection with Bhimrao Ambedkar, the icon. The protests against renaming the town were successful and the government had to revert to the old name of Sambhal. The district of Sambhal is part of the division Uttar Pradesh state. The town of Sambhal is its headquarters. The districts which adjoin Sambhal district are (clockwise from north) , Moradabad, Rampur, Badaun, and . The nearest major metropolis is New . Sambhal lies 158.6 kilometres (98.5 mi) due east from , past , and Hapur. The driving time from New Delhi is about 2 hours 40 minutes. Sambhal lies 355 km north-west from the state capital .

The Project Implementing Agencies (PIA) is selected by an appropriate mechanism by the State Level Nodal Agency (SLNA) for Integrated Watershed Management Programme (IWMP) in Uttar Pradesh. It is a committee that is constituted by Gram Sabha to implement the watershed project with technical support of WDT in the village. This committee is registered under society Registration Act 1860. The Gram Sabha of the village selects the chairman of the watershed committee with the secretary who will be a paid functionary.

Self Help Groups are motivated, small homogenous groups organized together through credit and thrift activities. Self help group initiative especially for women help uplift their livelihood. Generally self help groups include landless and poor women.

Chapter-8 Cost Estimation and Budget Monitoring and Evaluation:

Monitoring of the project will be done at each stage and dit will be carried out for both process and outcome. Some community members will be trained and will be involved in participatory monitoring of various parameters and processes and the crop yields. The intervention, expenditure and other information will be displayed in the micro watershed through wall writing, besides trained community members, PIA/DWDU will also monitor the physical and financial progress of watershed development programme. Frontier technologies viz. GIS and Remote Sensing techniques will be used by the PIA/DWDU for monitoring and evaluation. The PIA shall submit quarterly progress reports (countersigned by President of Watershed Committee (WC) to DWDU for further submission to the SLNA. About 1% of the total budget will be used on this activity. Plan for Evaluation Watershed development activities bring both tangible and intangible benefits. In order to quantity the benefits, impact analysis has been proposed.

Theme It is presumed that as a consequence of watershed development acitivities there will be noticeable change in socio-economic status of inhabitants, cropping intensity, ground water recharge, crop diversification, fuel and small timber availability, livestock composition and milk production etc. These indicators can be gauged over bench mark data both at the beginning and at the end of the project with in the watershed.

Observation The following indicators will be taken into account for quantative and qualative assessment. For the purpose, detailed questionnaires will be prepared and field observation will be carried out.

 Duration of availability of drinking water/irrigation and ground water recharge.  Irrigation frequency and area under irrigation.  Changes in cropping pattern and cropping system in the farmers fields alongwith productivity and incomes.  Soil health.  Satellite monitoring for vegetation cover and other parameters. 101 | P a g e

 Livestock composition and productivity.  Periodic pest and disease monitoring will be done in major crops.  Socio economic aspects including resource inventory.

Chapter-9 Capacity Building

Capacity Building is the process of assisting the group or individuals to identify and address issues and gain the insights, knowledge and experience needed to solve problems and implement change. There is a realization in the development sector that there is a need to appraise the success of development interventions by going beyond the conventional development targets and measures of success (e.g. in the form of commodities, goods and services) to take into account improvements to human potential. Capacity building of stakeholders is also increasingly viewed as an important factor in developmental projects that involve participation of stakeholders at all levels for effective implementation of projects.

Chapter-10 Monitoring and Evaluation

Monitoring (1% of the Project Cost) Rs. 3.00 Lakhs Regular Monitoring of the project have to be carried out at each stage:-

 On line monitoring as per format prescribed by the Government of India in the Department of Land Resources(DoLR) is to be done continuously. Monitoring will include process and outcome monitoring.  The Project Implementing Agency (PIA) will compulsorily submit monthly/quarterly Progress Reports countersigned by the member of Watershed Development Team to the SLNA and WCDC.  The WCDC will have one member exclusively for monitoring.  The WCDC will ensure uploading of monitoring data complete in all aspects to SLNA and DoLR as per Format and guidelines issued from time to time.

Budget provision for Monitoring:- Project Fund-There is fund provision 1% of the total Project Cost in the DPR.  Online monitoring must become a feature of all projects.  Monitoring should include process and outcome monitoring.  The PIA shall submit monthly/quarterly progress reports (countersigned by the Watershed Committee (WC) President) to the WCDC for further submission to the SLNA.  The WCDC will have one member exclusively responsible for monitoring.

Different streams of monitoring are proposed:-  Internal Monitoring by Project Teams (PIA/WCDC)  Progress Monitoring  GIS/ Web Based On-Line Monitoring  Self Monitoring by communities  Sustainability Monitoring 115 | P a g e

 Social Audits (atleast one Social Audit Event should be organized on Watershed Committee wise on yearly basis.  Independent and External Monitoring by independent agencies  Process Monitoring

Streams of Monitoring Different Streams of monitoring as prescribed by the Department of Land Resources, Government of India are to be

1) Internal monitoring by Project Team. The PIA and the WCDC must arrange adequate arrangement for internal monitoring of the Project. 2) Progress of the Quarter must be reported in time without delay and must be monitored so that the time schedule as per approved DPR is strictly followed. 3) GIS Web based On-line monitoring must be done as per laid down directives as well as instructions from SLNA and DoLR, Government of India issued from time to time. 4) Self Monitoring by Communities is to be done from time to time. 5) Sustainability of the outputs due to interventions in the project area should be monitored. 6) Arrangements for Independent and external monitoring as well as social auditing should be appropriately made. 7) Time to time monitoring of anticipated outcomes such as Soil Loss, Ground Water Recharge, amelioration of environment al parameters, Production enhancement,Income generation, Employment generation, increase in vegetative cover, status of Water Harvesting Structures, additional area brought under irrigation, etc. must be recorded and reported to WCDC/SLNA

Evaluation (1% of the Project Cost) Rs. 3.00 Lakhs 1) Evaluation will include physical, financial and social audit of the work done. 2) Panel of evaluating agencies. a. At Central Level there is a panel of evaluating agencies. A minimum percentage of evaluations and impact studies will be carried out by National Level agencies. b. There is a SLNA level panel of evaluators approved by the Departmental Nodal Agency at SLNA Level. This panel includes only institutions not individuals. c. The panel to be entrusted for evaluation of the project will not belong to the project area. d. Evaluators will evaluate the project work as per specific instructions of the Government of India as well as of the SLNA. e. The Fund release by Government of India on a favourable report from the evaluators. f. An amount of Rs 1% of the Project Cost is provided in the DPR for evaluation of the project.

Evaluation will be done on the completion of following phase :- I. Preparatory phase. II. Work Phase. III. Consolidation Phase.

Chapter-11 Consolidation and Withdrawal Strategy Success of the programme depends on various watershed interventions and sustainability can only be achieved through active participation of community. It will be on capacity building and empowerment of stakeholders. The WC, SHGs, UGs etc. will be on established, trained and strengthened to continiue development after withdraw of PIA. By building economic activities through CBOs community participation will be sustained. The PR&D approach alongwith demand driven interventions will reduce dependency on subsidies. Contribution from the community will be ensured for the entire acitivities to develop sense of belongingness and the contribution will be deposited to the account of watershed development fund (WDF). It will also be strengthening through donations from the individuals and institutions and the CBOs will be trained to run watershed as business model on sustainable basis. The tangible economic benefits alongwith empowerment by PIA will empower the CBOs to develop and sustain the watershed acitivities after withdrawal of the PIA. Community organization will withdraw the money from the WDF to maintain the assets created during the implementation phase.

The consolidation phase will also include:-

1. To prepare the project completion report. 2. Documentation of success stories. 3. Making films, leaflets, bulletins and the lessons learnt. 4. The expenditure will be done as per the common guidelines for watershed development projects. 5. The completion report will reflect the development on following aspects:- a. Productivity enhancement. b. Nutritional Security. c. Risk minimization (Integrated farming system, water harvesting and protected cultivation, value addition and improved marketing). d. Profitability. e. Livelihood security (skill enhancement capacity building, increased employment in agriculture and allied enterprises, reduction in migration etc.).
