The Town of Barnstable celebrates the July 4th holiday in grand fashion each year. It provides a wonderful opportunity for all of us to remember how fortunate we are to live in America. We celebrate in each of our seven villages in unique and special ways thanks to contributions of hundreds of dedicated volunteers. I thank the civic, village and business associations and each one of you who help make the July 4th holiday so special.

I hope that your busy schedule will allow you and your family to enjoy the myriad of events this month from our annual Fireworks Display to the many Arts and Cultural events happening in Barnstable. Don’t forget to put those new tags on your dog. All dogs need their new tags on as of July 1. If you have not purchased a new dog license – come on down to the Town Clerk’s office, or send your request and check by mail. Remember, beginning August 1, 2015, a new license will cost you more money due to a late fee of $5.00 on top of the cost of your license. So save your money and take care of this now!

Our office is gearing up for the fall elections. This year come on out to vote for the School Committee (3 seats), the Town Collector, the Housing Authority (2 seats) and in the odd number precincts you will be voting for your Town Council representation.

If you are a registered voter, hopefully you filled out your census this year because that form is a voter confirmation certificate as well. By the Federal law you must confirm annually that you are still at your residence.

That is one of the major reasons we send out the census/voter confirmation form. If you don’t return your census – it is assumed by our Central Voter Registry system that you are not there. Therefore, you can become inactivated. That means when you go to vote in November you may have to show current ID and fill out a form to prove you still live at that address (driver’s licenses are sufficient for the ID portion).

If you want to confirm your residency/voter status you can stop by our office or call 508-862-4044.

If you have moved, even within the town of Barnstable, you need to inform the Town Clerk’s office so we can update your voter information. Remember every vote does count, and we want to count your vote!

As a reminder, we still have some of the 375th celebration items for sale in the Town Clerk’s office, so stop on by to see us and perhaps purchase a few of the 375th items we have for sale.

2 Town of Barnstable’s 4th of July Activities

The following is a calendar of 4th of July events in the Town of Barnstable. The Town’s fireworks are being shot off a barge in Lewis Bay. This year’s fireworks are sponsored by the Town of Barnstable. Important parking information is included in this advisory. FIREWORKS DISPLAY: SATURDAY, JULY 4, 2015 (There is no rain date.) Shot off of a barge in Lewis Bay at dusk (approximate time 9 PM) by Atlas Fireworks of New Hampshire.

Viewing: The main viewing locations for this year’s fireworks will be Aselton Park, Bismore Park, and Veteran’s Park Beach. Kalmus Beach will be available for handicapped parking only.

Fireworks Parking (Barnstable): A Parking Ban will be in effect South of South Street (Ocean Street, Old Colony Boulevard, Gosnold Street and all streets running off of Gosnold Street) from 5 p.m. to midnight to allow for pedestrian access. Parking will be available in the North Street parking lots and Town Hall parking lot. Tow Zones Strictly Enforced. Carpooling suggested. Tune into 95.1 WXTK for the pre-fireworks show. It is also the official soundtrack to the fireworks during the display.

FRIDAY, JULY 3, 2015 Osterville – Parade starting at 11:00 a.m. Presented by the Wianno Club (Junior Activity) The parade route will begin on Washington Avenue, take a right on Webster Street; turn right onto Sea View Avenue; turn right onto Warren Street, and right onto Washington Avenue where the parade will end.

SATURDAY, JULY 4, 2015 Barnstable Village – Parade starting at 9:00 AM

Presented by the Barnstable Village Civic Association and the West Barnstable Civic Association The Barnstable-West Barnstable July 4th Parade and Celebration will commence at 9:00 AM at the County Complex on Railroad Avenue with an 8:30 AM gathering time; proceed down Main Street (Route 6A); left onto Mill Way and continue to the Village Hollow where it will end for various activities. This year’s Grand Marshals are Jim and Joan Ellis of Barnstable Village.

Centerville - Parade starting at 10:00 AM

Presented by the Bay Lane PTA at Centerville Elementary School and Centerville Civic Association The parade will form on the grounds of Centerville Elementary School and proceed up Bay Lane, take a right onto Bumps River Road; left onto Park Avenue; right onto Main Street; and continue to the Centerville Recreation Building where it will end.

Cotuit – Parade starting at 11:00 AM Presented by the Cotuit Civic Association The parade will begin at the Cotuit Post Office, proceed down School Street to Main Street; left on Main Street to the rear entrance of the Cotuit Elementary School, where it will end.

Hyannisport –Parade starting at 11:00 AM Presented by the West Beach Club The parade will begin at the Hyannisport Post Office on Longwood Avenue; left on to Washington Avenue; right onto Lafayette Avenue; left onto Winchester Avenue; left onto Scudder Avenue; and continue onto Dale Avenue to the West Beach Club, where it will end. Hyannis Harbor Boat Parade starting around 1:15-1:30PM Hyannis Marina invites all to a July 4th boat parade. The best viewing is along Ocean Street at Hyannis Harbor around 1:15-1:30 PM. If you are a boater and want to participate, the boats assemble off of Hyannis Yacht Club at 1PM and then head to the inner harbor to show off their red, white and blue! Hyannis – Parade starting at 4 PM Barnstable Celebrates the Star Spangled Salute Presented by Town of Barnstable 4th of July Parade Committee Hyannis Main Street – For the 17th year in a row, the Town of Barnstable will host the largest parade on Cape Cod. The parade route begins at the intersection of Ocean Street and Main Street and ends at Sea Street. This year, the Parade Grand Marshals are longtime Hyannis residents Joe and Delores Daluz. Civil rights advocates for over 50 years the Daluzes have made a huge impact as community leaders in affordable and equitable housing, human rights, community service and politics, as well as with the Cape Cod Chapter of the NAACP. This year’s parade includes the Barnstable High School Band, Pogo Dave and the Yarmouth Minutemen and parade favorites Mike Dumas & Platform Soul, Jo & Co, and Sara Leketa & the Problematics to help rock the route. Parade Parking: Parking Ban from 2 PM to 6 PM on Main Street, Hyannis. Main Street and South Street will be closed to motor vehicle traffic. Also all of Main Street; Old Colony Road and Ocean Street from South Street to Main Street will be closed to motor vehicle traffic beginning at 3 PM.

Special After Parade / Before Fireworks Concerts:

5-6:30 PM Parade float entrants will be judged and winners will be awarded ribbons immediately after the parade on the Hyannis Village Green. Barnstable Town Band will play a free concert on the Hyannis Village Green from 5:00 to 6:30 PM. 7-Dusk Jordan & the River will play in the parade and then carry their performance down to Aselton Park (corner of South and Ocean St) from 7:00 pm until dusk, when the fireworks display begins at 9:00pm. The fireworks are visible from beaches and locations facing Nantucket Sound.

Home Safety Training for Caregivers of People Alzheimer’s and Dementia July 14 12 – 1:30 p.m. RSVP-FREE Pre-Registration is required This free 1½ hour course will provide the basics of home safety for caregivers of people with Alzheimer’s or dementia-related illness. The course will include a brief overview of the stages of cognitive disease, and specific instructions for how to avoid injury and harm at all stages of the disease progression. Information will be tailored to meet the specific caregiving needs of each class participant, with much attention given to answering questions, problem solving, and strategizing.

This program is being offered through the Alzheimer’s Family Support Center of Cape Cod, a 501(c)3 non-profit dedicated to providing free supportive services to families and individuals dealing with Alzheimer’s and dementia-related illnesses on Cape Cod.

Community Meditation Group July 21- Sept. 29, 2-3 p.m. (T) RSVP-Free What happens in the brain during meditation versus casual resting? Meditating or resting your brain every day makes a huge difference in how you approach life, how personally you take things and how you interact with others. Relaxation will allow you to see things more clearly and create a sense of calm and centeredness in your life. There are also studies that show meditation can actually slow the progression of dementia and mild cognitive impairment. Take some time for yourself and de-stress. This class is made possible by grant funding from CHNA 27. Instructor is Kay Outwin.

7 News You Can Use An Update from the Assessing Department:

The month of July brings heat and humidity to the Cape but it also begins the period to apply for all the types of tax exemptions for Fiscal Year 2016.

The qualification date required by the elderly, blind and veterans exemptions is July 1 of the fiscal year, every year. Each exemption has its own specific requirements for qualification and the applications and qualification requirements are available on our assessor’s webpage on the Town’s website, at the Department of Revenue website or at our front counter. The residential exemption has a different qualifying date of January 1 prior to the fiscal year being applied for. For example, to qualify for the upcoming FY2016 residential exemption, if adopted by the Town Council again, you must first own and occupy your property as of January 1, 2015 and then file the application and documentation on or after July 1, 2015. All exemptions received and qualified by the Board of Assessors by the end of October will be reflected on your actual tax bill, normally issued at the end of December.

The issue that causes the most problems with qualifying for any of these exemptions is missing documentation that supports the application. In the case of the elderly exemption it is usually incomplete income and asset information that requires our staff to contact the applicant to request the missing information and that delays qualification and sometimes causes denials. So, if applying, be sure to completely read the instructions, fill out the applications and supply copies of the required information prior to submitting it to this office. Also, the blind, elderly and veterans exemptions require a new application every fiscal year while the residential exemption only has to be done once or until the ownership status changes. If you fail to apply within the statutory times outlined above in any one year, the Board of Assessors has no authority to grant the exemption for that year, regardless of otherwise being qualified.

If you have any questions when working with these applications, please call the Assessor’s Office at 508-862-4022 and we’ll be happy to answer them to ensure that you receive the exemption you’re entitled to in a timely manner.

HURRICANE PREPAREDNESS According to the Cape Cod Emergency Preparedness Handbook: “Of all the natural disasters that might affect Cape Cod, hurricanes have the potential to cause the most property damage and loss of life if adequate planning and preparation is not undertaken.” There is much you can do to better prepare yourself and your loved ones in the event we experience a significant weather emergency.
