CALL TO ORDER: Chair Haines called the meeting to order at 9:31 a.m.

APPROVAL OF AGENDA: Regular Public Works Meeting - September 15, 2020

Resolution Moved by Councillor Rawson to approve the agenda as presented with PW 20-174 the following additions: 12.1 Aspen Ridge Road 13.1 Section 21 (4)(d) - FOIP Act Motion Carried.

APPROVAL OF MINUTES: Regular Public Works Meeting - August 18, 2020

Resolution Moved by Councillor Griffin to approve the August 18, 2020, Regular PW 20-175 Public Works Meeting minutes as presented. Motion Carried.

BUSINESS ARISING FROM THE MINUTES: There were no Business Arising items.

DIRECTOR OF INFRASTRUCTURE SERVICES REPORT: Report - Director of Infrastructure Services

Resolution Moved by Councillor Willcott to accept the Director of Infrastructure PW 20-176 Services Report dated September 15, 2020, as presented. Motion Carried.

Resolution Moved by Councillor Bilsky to accept the Public Works Manager Report PW 20-177 dated September 15, 2020, as presented. Motion Carried.

Report - Infrastructure Services Foremen

Resolution Moved by Councillor Johnson to accept the Infrastructure Services PW 20-178 Foremen Report dated September 15, 2020, as presented. Motion Carried.

HAMLET ISSUES: Update - September/2020

Resolution Moved by Councillor Griffin to accept the Hamlet Update September PW 20-179 2020, as presented; and further, that the "Hamlet of Colinton" item be forwarded to the next Council planning session. Motion Carried.

NEW BUSINESS: Perryvale Community Hall Board Request - Cemetery

Resolution Moved by Councillor Rawson to approve the mowing request dated PW 20-180 August 23, 2020, for the Perryvale Cemetery from the Perryvale Community Hall Board; and further, that the Perryvale Cemetery be added to the County's small mowing program. Motion Carried.

Richmond Park Sign Request

Resolution Moved by Councillor Griffin to approve the installation of a regulatory stop PW 20-181 sign on Rge Rd 214 outside of the entrance to Riverside recreation facility. Motion Carried.

Resolution Moved by Councillor Armfelt that the signage request received from the PW 20-182 Richmond Park Community Hall Association be approved within the SW 21-68-21 W4 as presented in the Administration Report dated September 15, 2020; and further that the hardware and installation be provided by Athabasca County. Motion Carried.

DELEGATIONS/ PRESENTATIONS: Councillor Bilsky proclaimed a pecuniary interest and left the zoom meeting at 9:56 a.m.

ROHI Engineering - Ward Lake & Sawdy Road Projects Update

Glen Sandin, ROHI Engineering joined the virtual meeting at 9:57 a.m.

Chair Haines welcomed Glen Sandin, ROHI Engineering, to the virtual meeting and introductions were made at this time.

Mr. Sandin noted that the purpose of meeting with Council is to provide information and updates with respect to the Ward Lake and Sawdy Road construction contracts.

Mr. Sandin provided the following, but not limited to: • Contracts schedule updates; • Ward Lake project delays; • Clarification on amount of rain fall and days effected on Ward Lake project; • ROHI assistance and involvement with respect to the Ward Lake project; • Sawdy Road expectations and schedule.

Chair Haines thanked Mr Sandin for the update and information; an he left the virtual meeting at 10:14 a.m.

Councillor Bilsky rejoined the virtual meeting at 10:15 a.m.

Councillor Haines called a short recess at 10:16 a.m. Councillor Haines reconvened the meeting at 10:20 a.m.

NEW BUSINESS CONTINUED: Used Equipment & Vehicle Tender Results

Councillor Johnson proclaimed a pecuniary interest and left the virtual meeting at 10:20 a.m.

Resolution Moved by Councillor Willcott to accept the highest bids listed on the Used PW 20-183 Vehicle & Equipment Tender which closed on September 4, 2020. Motion Carried.

Resolution Moved by Councillor Griffin to forward "Policy 2200 - Disposal of fixed PW 20-184 assets" to the next Policy Review meeting for review. Motion Carried.

Councillor Johnson returned to the virtual meeting at 10:30 a.m.

Ward Lake and Sawdy Road Construction Projects (Verbal)

No further discussion was required.

Resolution Moved by Councillor Splane to accept the Ward Lake and Sawdy Road PW 20-185 Projects ROHI Engineering presentation, as information. Motion Carried.

Commercial Weights & Dimensions

Resolution Moved by Councillor Johnson to accept the Administrative Report - PW 20-186 Changes to Commercial Regulation for Weights & Dimensions dated September 15, 2020, as information. Motion Carried.

Wandering River Forest Road - FRD 590001

Resolution Moved by Councillor Rawson to direct Administration to write a letter to PW 20-187 the Government of indicating Athabasca County's rejection of the extension of FRD 590001 and the responsibility for this forest road; and further, to cc all relevant parties. Motion Carried.

BUDGET & FINANCE: Work Order(s) - PW903 to 905

Resolution Moved by Councillor Armfelt to approve the following Work Orders as PW 20-188 presented: • PW903 - Div 7 - NW 24-67-18 W4, new entrance (Zatorski) $2,500.00 • PW904 - Div 6 - NE 14-68-19 W4, install new C/L CMP (Zilinski) $3,000.00 • PW905 - Div 8 - Grosmont Road on Rge Rd 242 north of Twp Rd 672, install new C/L CMP $2,500.00 Motion Carried.

INFORMATION: 2020 Proposed County Construction Schedule Update

Boyle Lagoon Discharge Notice

Resolution Moved by Councillor Splane to accept the Boyle Lagoon Discharge PW 20-190 Notice received from the Village of Boyle dated September 10, 2020, as information. Motion Carried.

COUNCIL ITEMS: Recording of Council Meetings

Resolution Moved by Councillor Stewart that written requests pertaining to recording PW 20-191 of Council meetings be received prior to a decision being made regarding this matter. Motion Carried.

Temporary Mask Wearing

Resolution Moved by Councillor Splane to accept the temporary mask wearing email PW 20-192 request from Alberta Malcolm dated September 10, 2020, as information; and further, that Councillor Stewart respond to Ms. Malcom on behalf of Council that the County will not be enacting a bylaw at this time, but is continuously evaluating the situation. Motion Carried.

Athabasca University Convocation Greetings Request

Resolution Moved by Councillor Splane to provide a written greeting from Athabasca PW 20-193 County, via the Reeve, for Athabasca University's graduates during their upcoming virtual convocation. Motion Carried.

ITEMS ADDED TO THE AGENDA: *Aspen Ridge Road

Councillor Haines reported a safety concern with respect to Aspen Ridge Road conditions.

It was confirmed by Mr. De Wet that Aspen Ridge Road would be a part of the 2021 Rehabilitation Program, pending the 2021 budget approval.

Mr. Maier, Mr. De Wet, Mr. Poulin, Ms. Greene, and Ms. Green left the virtual meeting at 11:28 a.m.

Resolution Moved by Councillor Bilsky to go into "closed session" at 11:28 a.m. PW 20-194 Motion Carried.

Resolution Moved by Councillor Johnson to come out of "closed session" at 12:50 PW 20-195 p.m. Motion Carried.

It should be noted that Mr. Maier, Mr. Poulin, Ms. Green did not return to the virtual meeting.

Mr. De Wet and Ms. Greene returned to the virtual meeting at 12:55 p.m.

Councillor Griffin requested a recorded vote.

Resolution Moved by Councillor Griffin that Council upon reviewing the formal Code PW 20-196 of Conduct complaint against Reeve Armfelt, as per Section 17.6 of the Code of Conduct bylaw, is of the opinion that there are no grounds to conduct an investigation and therefore considers the matter closed. Motion Carrried For - 9 (Councillors Rawson, Willcott, Splane, Bilsky, Haines, Johnson, Stewart, Armfelt, Griffin); Opposed - 0
