Ref.: Amendment to Environmental Clearance accorded vide letter no. J- 13012/ r22 /2008-tA.ll(T) dated 07-04-2011.

Reference above, we wish to submit as follows:

1. The above 2x10 MW Captive Power Plant was established in Tatisilwai Ranchi with a view to ensure uninterrupted power supply 10 Company's steel wire and wire rope plant which is required to prevent breaka8e of wire to ensu.e internationally accepted quality of wire ,opes particuiarly for use in critical safety application. The Wire & Wire Rope Plant located in Tatisilwai, providing engagement to about 4400 workmen i5 dependent on the above captive power plant.

2. Environmental Clearance to the above project was accorded under tlA notification S.O. 1533(E) dated September 14, 2006 vide Ministry's letter No. l-130L2h22/2008- lA.ll(T) dated 07.04.2011 (Copy g1vs6 in Annexure - i). The Plant started its operation with commissioning of 1't Unit on 31.03.2012. The 2nd unit was commissionecl on 37.12.2012.

3. Specific Condition {i) of the EC stipulates as followsl

5. We consistently pursued with the Ministry of Railways for development of siding at Taiisilwai. However, Senior Divisional Railway Manager has informed that it is techno- economically Llnviable. ln this connection we also refe. to your letter dated 11.08,2015 add.essed to the Ministry of Railways enquirint about the factual position in respect to creatinB required facilities at Tatisilwai Railway Station. We are not aware of the response; you might have received from the Railways {Letters a.e attached in Annexure - vI)

Hon'ble Supreme Couft of lndia vide its judgment dated the 25th August, 2014 read with its order dated the 24'h September,2ol4 cancelled allocation of all coal blocks including that ofLOHARI Coal Block - which was to cater to the coal requirement of the above plant.

7. ln view of non-existence of required facilities for transportation of coal by Rail and cancellation of Lohari Coal Block requiring change in the source, we submitted proposal for amendment of Environmental Clearance vide our letter u M L/cPP/RANCH r/Ec/15/01 dared the 23'd Feb., 2015 (copy given in Annexure ll{a)) on the following three counts.

9. No EC amendment letter as recommended bythe Expert Appraisal Committee has been received. Vide your letter dated 11-08.2015, we were however, advised to submit detailed plan for sourcing and transportation of coal after expiry of 3 years. Extract of the said letter is reproduced below for your ready reference:-

"2. You are requested to provide detailed plan for sourcing and transpo.tation of coal after expiry of three years since this Ministry will not be in position to consider similar request time and again,"

Vide our letters dated 24.08.2015, 14.72.2075, U,A3.2016, A4.07.2076 and 13.08.2016 it was submitted that facilities for raiitransportation do not exist and Railways have not indicated their future plans for establishing such facilit;es.

10. Ministry had also approached Railway Eoard vide their letters 23.11.2015 and 20.10.2016 to ascertain plans for establishing facilities for coaltransportation.

11. At present, the company has been sourcing coal through E-auction from the mines of Central Coalfields ltd located within 200 Krn periphery ofthe plant. Central Coalfields Ltd has issued directive that lifting of coal for noncore consumers situated nearby collieries ofCCL shall be permit'ted byroadonly. Their circular dated 09.09.2014 was submitted (Annexure - V) to your good self and is enclosed on.e again for your ready reference.

AIso copy of some recent sale notifications for e auction of coal by CCL are enclosed (Annexure - Vl) wherein CCL specified condition of Road transportation of coal from their mines for nearby consumers.

13. The Ministry vide its letter no. J-L3012/722/2008-lA.ll (T) dated the 13th April 2018 sought information in respect to date of commissioning of the power plant, mode of transportation since commissloning, feasibility of transporting coal by rail and coal source. The company vide its letter UMVCPP/RANCHI/EC/18/06 dated 24.04.2018 submitted information as desired. ln connection with transportation of coal the company once again informed that:

(a) located at a distance of about 15/16 KM handles only outward coal (transported by road from nearby mines)traffic. lnfrastructure to handle inward coal rakes does not exist. A copy of letter no. O/PL/IIS/UML/15 dated 11.12.2015 from the office of the Senior Divisional Operation Manager, South Eastern Railway, Ranchi was also submitted.

(b) Tatisilwai Railway Station located at a distance of 1 KM does not have .oal handling facilities and no time line has been decided by the Railways for establishing such facilities. A copy of letter no. O/PLIRNC/Goods shed/IlS/78/286 dated 10.04.2018 from Senior Divisional Operations Mana8er was also submitted.

(c) As per policy of the Central Coalfields Ltd., aliotment of coal to nearby consumers shall be made by Road Mode only. Circular No. CCL/HO/C- a/S&M/FSA/Road Mode/9008-18 dated 09.09.2014 of Central Coalfields Ltd, Ranchi was also submitted.

74. ln view of ii) That, 2x10 MW Power Plant is captive source for power requirement of companv's wire and wire rope plant.

(ii) That, Coal requirement forthe power plant is only 0.183 MTPA equivalent to 500 tons per day involving transportation by 20 tippers (25 ton capacity) per day.

(iii) That, a study of impact of coal transportation from nearby mines has been carried once again. The study concludes that the existing road capacity, type and condition from mines to CPP are adequate to accommodate the additional traffic of 40 tippers (25 ton capacity) per day {to and fro).

(iv) That, Lohari block has been deallocated by the orders ofthe Hon'ble Supreme Coult andcoal at present is being sourced through e-auction andasperpolicy of Central Coalfields Ltd only Road Mode is pe.mitted in case of nearby customers.

We would request you to kindly grant approval for transportation of coal by road and accord permission for amendment of EC No.17302/72212008-lA.ll(T)dated 07,04.20L1 as follows: +

Public Hearing was conducted or, 17.06.2011 and the frnal EIA report was submitted to the Ministry on 18.10.2011. However, the same was not considered by the Ministry due to non- availability of firm coal linkage. Accordingly, the Project proponent (PP) had applied fo. fresh ToR for revised capacity of 26.+0 (4X660) MW, Stage I and also requested fo. exemption of Public Hearing (PH).

(ii) ToR for carrying out EIA study for Barethi STPP oI26'+0 (.+X660) MW was accorded on 25.07.2014, with PH cxemption as there was no chanBe in the location of pro.ject site and no TPP or any other industry came up within 10 Km radius from the project site Pase 1of 25 EC dated 19.02.2008 had expired on 18.02.2013, the PP was asked to apply afresh for ToR. Hence, the instant application was made.

(ii) The proposed CPP will meet the power requirement of the proposed ISP and will be instalied within the land already acquired for setting up the ISP- The land requirement for the CPP is 137 acres including ash dyke ard g.een belt. The site is in conformity with CRZ rcgulations (5O0 In away from HTL) and guidelines of distance (500 m) from HFL of River, Highway and Railway line- There are no ecologically sensitive areas within 10 km.adius of the site, no R&R issues and no litigations. The project cost is about Rs. 1,600 crores.

(iii) The coal requirement is 1.5 MTPA and is proposed to be sourced form ]chhapur coal block and tmnsported by Rai1. The raw water requirement is 698 m3/h and wiil be sourced form River Rupnarayan. Recirculating closed cycle cooling system with COC o15.0 shal1 be used. Zero discharge concept will be adopted for the effluent treatment.

2. ToR for preparation oI EIA/EMP for 660 MW (IPP) in the same location was accorded by the Ministry ot 7.1.2014 and the baseline data was collected dudng December, 2014 February, 2015. The PP rcquested for utilizing the same data for the preparation of the EIA/ EMP lor the proposed CPP. The Committee agreed for the same.

3. Based on the inforlnation prouided and the presentation made, the Cammitlee obseroed that these are tu)o different companies for ISP and CPP. Therefore, it cannot be considered as CPP. It tuould be considered as a separate poluer plant u)hich ttilL be supplging its Lohole electicitg to the steel plant. The committee reconrneflded. the follouing ToR in addition to the standard TORS (ds applicable) at A^nexu"e-Al far undetlaking detdiled EIA studA and preparation of EMP.

(l) Ceftificate frcm SPCB that no other deuelopmental actiuitg has taken place in the studg ared since the collection of base Line data i.e. DecembeL 2AI4 - February, 2015.

The PP informed that due to some unavoidable circumstances they are not in a position to come for presentation belore the Committee. It was decided that this proposal may be taken up in the next meeting.

2.7 Coal Besed Cspttve TherEal Power Pleat of 2x1O MW at Vlllage Tettstlvel, Distrtct Rarchl In Jh.rkha[d by M/s. Usha Mertln Ltd. - For Arrendmertt ofDC.

The PP along with their environmental consultant, Min Mec Consultancy Pvt. Ltd., New Delhi, made a presentation and inter alia provided the following information

(i) EC was accorded to the above CPP on 07 04 2011 and the same is under operation. As per the EC, the coal wl]] be obtained from captive lrhai coal block near Daltonganj in Jharkhand, which is about 200 km from the project. While obtaining EC, it was also submitted that the coal requirement shall be met through 1ocal market/E alrction as the coal linkage is in p.ocess by Ministt, of Coa1. The coal characteristics proposed $.ere GCV (2880 Kcal/Kg), sulphur (0.3 to 0.5%) and ash (,11.7%).

Pap,e 14 ol2s (ii) The first unit oI CPP (10 MW) was operational from 31.03.2012 and second unit of 10 MW was operational since 31.12.2012. However, only one of the units is in operation due to non availability ol JSEB GIid synchronization systems and thus only 10 MW Unit was in operation ti1l April, 2014. During this period, coal requirement of about 180 TPD was met through various mines like - Purradih (CCL), KDH, Ashoka Mines etc. through E auction and High GCV SIag coal Irom HeaW Engg. Corporation, Ranchi thrcugh Window sale which are at a varying distances of 22 to B0 Kms from CPP. This coal was transpofied by road in 20 MT trucks.

(iii) The Lohari coal block has been de-allocated by the Hon'ble Supreme Court along with all the coal blocks. However, the PP has now been allocated Bdnda-Sasai coal blocks in Chatra-Hazaribagh Districts of Jharkhand. The vesting older lor the same has been issued oL 22.44.2015. As the allocated coal block is yet to be deveioped, alld shall taLe considerable time for commencement of p.oduction and supply to the project, it is requested initially, minimum oI 3 years, be pemitted for procurement ol coal through E- auction from Ashoka Piparwar area and Skini Mines and transpoft to the CPP.

(v) The nearest milway siding is Tatisilwai (approx. 1 km from CPP). lt is a loading siding and no provision for unloading is therc. As per MOEFIS stipulation, the PP has pursued through various correspondence since 2011 for development of this siding. .Divisionai Railway Manager (DRM), Hatia has informed that there is no scopd for,coaL.handling at . Tatisilwai (as it is tech economicaly unviable)l For small :quantities of coal, iailways does not give rakes. Fufther, Central Coal fields Ltd. (COL) has issued letter dt- 09.09.2014 stating that-?on October, 2014 ontuards, the coaL dtotftetX uill be ade bA road mode or yl' for non..core consumers- A study, of eistihg. rail & 'road .aehrork b ngs ouf .that rca.d . tEnsportation needs to.be done in addition to the mil. transport and material handling. : .

(vi) A study ol impact of coal transportation by road lor the requisite coal 0. 183 MTPA ( 500 TPD) by 20 T trucks was car ed from the two sources of coal either in part or in tull, namely, Ashoka and Pipalwar mines (e-auction) of CCL or Sikni (purchase) or a combination of both. The distance from Sikini and Ashoka/Piparwar mines to the Plant is f06 Km and 84 Km respectively. The proposed routes aJe State Highways and maintained by the State Govt.

(\.ii) The study concludes that the existing road capacity, type and condition ftom mines to CPP are adequate to accommodate the additional traffic ol50 Tmcks/day (to & fro) for 500 TPD coal movement (ma-ximum of 2 trucks per hour). No botUe necks and issues were found at any location at the time of study & there were no trafiic jams obsened. When the Passenger Car Units (PCU) projections lor the luture percent utillzation were estimated, it was found that the carrying capacity (as per IRC 64 1990) at all Census points were within limits. However, at Bijupara needs attention as already 96.8% of the capacity is being utilized. The resultant concentrations of PMro. CO and NOx shall remain u.ithin limits after additional traific load. Environment protection measures were also suggested.

Page 15 of 25 (viii) Further, there arc tlpographical errors in the EC in respect of Land i.e. actual land proposed was 22.137 Acres instead oI 12.278 Acres mentioned in EC and ash content in coal proposed was .+1.770 instead of 3470 stipulated in Specific Condition (iii) of the EC. Hence, corrections in the EC are requested.

The PP made a prcsentation and inter alia provided the lollowing information

(i) EC was accorded to the above proposal by the Ministry on 14.05.2010. One of the Specific Condition of the EC is that, EC is subject to obtaining p or clearance lrom the NBWL under WL (Plotection) Act. 7972. Application for NBWL clearance was made on 03.06.2010 and was received an 22.04.2012 (26 mor.tlls). ln addition to the delays in .eceiving the approvals from the State and Central Govemments to start the project, the construction and schedule of the p.oject have been adversely affected due to Cllclone Phailin in October 20 13 & Cf,tclane Hudhud in October 20 14.

(ii) The Plant construction is 85% complete. The detailed progress ofvarious units/facilities along with photographs \\,as presented. The time .equired to complete the balance acti\.ities was also submitted. A mjnimum period of 20 months would be required for operation of the

Overview

The project area of UML-CSR, Ranchi is operational in 29 villages in and around the Captive Power Plant and covering three Blocks of Namely , Angara and Kanke. Usha Martin Ltd. Company’s CSR (Corporate Social Responsibility) is based on Total Village Management (TVM), which are multi-pronged activities interlinked with the values of ownership, transparency and improvement at every level. TVM’s 8 pillars together hold up the idea of achieving integrated, equitable and sustainable development through public-private-peoples’ partnerships or P4. The 8 pillars represent fields of work that are both separate and interlinked, converging into an integrated workable model. They are:

 Natural Resource Management  Health Hygiene & Sanitation  Education  Capacity Building  Livelihood  Renewable Energy  Resource Mobilization  Women Empowerment  Infrastructure

Natural Resource Management Activities:

• For promotion of organic farming we have promoted NADEP compost (14) & Compost pit (124), Low cost vermi compost (04) for organic manure, Fish tonic (02) an organic way for pest control. We have also promoted Azola pit to add nutrient value in cattle feed. • As an ongoing activity we are also repairing the existing Hand Pumps in the 29 villages and creating water user groups. For this we have trained twenty persons ( 20 ) from the village itself, as a result generating employment for them also. These mechanics have been provided certificates from KGVK and as and when demand comes the Mukhiya’s also call them and provide assignments.

Corporate Social Responsibility of Power Plant (for MOEF), Period April to September’ 2019 • We (Usha Martin) have repaired eighty one (81) hand pump for better access to safe drinking water. • SRI plantation has been the major Achievement in UML- CSR Area. Two Thousand Thirty Five farmers in 21 villages had done paddy cultivation, in 2016- 17 and we added 43 New SRI farmers. • We have Linked 43 Household cum farmers with Govt. Scheme for SRI and supported farmers through awareness, techniques and close monitoring of the whole process. We have also incorporated the Govt. Scheme in the villages. As this year the rainfall was timely and by seeing the paddy fields we expect around 1.5 to 2 times better production through SRI technique in compared to traditional way of cultivation. • SHG / Kisan Groups have been provided the paddy Treasures as well as weeding machine for making paddy cultivation and weeding easy. • Motivation to the beneficiaries and coordination with govt. officials has augmented the number of crops insurance in the villages. 04 training were conducted to aware for soil test. • Irrigation has been a serious problem for farmers and due to this reason; they were reluctant to do cultivation in summer season. Thus, Usha Martin has initiated the construction of 59 new Low lands well in the periphery of factory, which we aim to cover additional 120 Acres of land for Rabi crop cultivation. • Sixteen (16) Jal miner are being constructed in the TATI EAST, Tati West, Baram, chatra, masu, Jamuari and Chatra village for more than 320 households. • Crop Insurance is required for rainy day thus, we encouraged farmers for crop insurance to have compensation if any adversity happen to crop. 215 Farmers have done insurance for their crops. 2

Health

• During this six month period we have done 15 medical camps comprised of Eye test, General Health camp as well as Homeopathy treatment for the villagers. Such camp were held in Tati East, Haratu, Silwai, Chatra, Mahilong and others villages. If required for further treatment, patients were sent to Shalini Hospital for better treatment

• Thirty Eight (38) Adolescent girls group meeting has been conducted in 16 villages and make them aware about personal hygiene, communicable diseases, Anemia etc. Hemoglobin Test of adolescent girls has been done in villages to check the level and to make them aware about the curative measures. • Forty two (42) Home Visits has been for awareness about Anti Natal Checkup, Post Natal Checkup, Immunization etc. with the ladies who were present in Health due list of Sahiya. • We have organized only eight (08) school health session in government schools. The children are made aware about personal hygiene, hand washing techniques, prevention from different diseases etc. • As under Swatch Bharat Abhiyaan Toilet construction is going on in all CSR villages • We have conducted many sanitation awareness sessions in villages to make people aware about the ill effects of open defecation and also tried bring them out of old habits and also tried to develop self-respect. • Water is the main source for every good health. Through CSR, Safe drinking water training were conducted in the villages. All Fourteen (14) training were conducted. • Total Forty Seven (47) village Health committee meeting were attended and given suggested.

Training and Capacity Building Activities:

• In the villages Seventy Six (76) Gram Shabha were attended and given proper suggestion for effective meeting and thereafter activities.farmers were made aware about the organic way of farming . We have made farmers aware about NADEP compost, Compost Pit, Low Cost Vermi Compost, Fish To ni c,PANCHGAVYA, Inter Cropping, Mix Cropping, Relay Cropping etc.

• Village level meetings of VHC, VEC, and SHG was regularly organized in 29 villages .Regular Quality circle meeting are being held in all villages on problems like Water Logging, Alcoholism, Sanitation, Unsafe drinking water, Income generation alternatives, Illiteracy, Open defecation etc. The QCs are also been audited by Experts of Usha Martin Ltd.

• Since our stakeholders depends upon agriculture for their livelihood and income generation. Thus our focus were to train themselves about modern/ scientific way of harvesting. We have coordinated with Birsa Agriculture University (BAU) and RamKrishan Mission for imparting new idea and technology so far agriculture area is concerned. Total Seventeen (17) training were conducted during this six months period

• Integrated training trough Ramkrishan Mission were done – 26 Nos.Birsa Agriculture University (BAU) training- 05 Nos.

• Mushroom Cultivating Training- 04 Nos.

• Soil Test training- 04 nos.

• Fishery training - 40 nos.

Educational Activities:

• Usha Martin through its CSR initiative has been looking after one Gurukul School, which is situated at nearby factory. We take care of poor children and those who are unable to

give fee.

• Remedial School are running in Chatra, Silwaii and Angrag School. Approx 250 children’s are being benefitted by this activity and with this additional support are doing well in class. • Adult literacy campaigns have been organized in 05 villages in which around 35 women have learned to read and write, identify letters etc. • Edutainment classes by the education team are been organized in Government schools of Ara, Mahilong and Khatanga. • Sanitation Program in school has been conducted in the Baram, Ara, Mahilong, Tati, Silwai schools for awareness of hygiene, general health issues and others problems. • Nineteen (19) village Education committee meeting held for general discussion of the upliftment of school infrastructure and quality of education • Computer Education are going on in two villages namely Angara and Baram. • CSR team has been looking after the issue related to quality education and doing programs like speech, debate, slogan writing and other awareness program in the school. • Medical camp has been held in the school for general awareness upon eye, sanitation, seasonal diseases and keeping healthy.

Livelihood Generation Activities:

One of the prime objectives of CSR’s activity is to improve the capacity building of the communities. Through livelihood generation. Thus we have initiated the SRI (Systematic Rice Intensification) method of cultivation among the farmers community. Now the target is to encourage them to adopt a second Crop, and exploring various off-farm income avenues like mushroom, duckery, Backyard poultry, piggery, and fishery Few activities based of livelihood Generation:

• Mushroom Cultivation are with 50SHGs / women and its going on ( completed with 09 Families)

• Kitchen Garden with 269 Household for nutritious vegetable / fruits. • Fishery with 40 groups of farmers • Social Forestry in 04 persons/ groups • Artificial insemination of 58 Cattle belong to cow/ buffalo • Deep Irrigation-04 • Goatry training with 30 Household • Jal Miners with Solar Energy -16 Nos. • Certificate to SRI farmers- 08 Nos • Animal Health Camp has been organized through Govts. Support. • Social Forestry were promoted amongst villagers. • Seeds of cash crops like groundnut, Mung and Chana were distributed.

• As Govt. has started the drive for Laxmi ladli Yojana, Atal Pension Yojana, PMBSY, PMJJY we have conducted several rounds of meeting in villages to motivate farmers for towards opening their account in these schemes so to make them financially strong.
