From the date legislation commences, all children enrolling in an early childhood education and care service will need to be up to date with their immunisations or have a medical exemption. Conscientious objection will no longer be an exemption under the new legislation.

TOURISM AND EVENTS Great Ocean Road Regional Tourism (GORRT) • The next GORRT Board meeting is on 25 November 2015. It is to be held in Portland. • The draft brief for the Visitor Servicing Review has been released for comment by GORRT.

Festivals and events • The Lions Club 201V2 Convention is being held in Port Fairy from 6 - 8 November. It is expected that up to 400 people will be attending this convention. • St Patrick’s Port Fairy Santa Scamper is being held on 29 November.

Page 1 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 COMMUNITY & CORPORATE SUPPORT ECONOMIC DEVELOPMENT Great South Coast Small Business Festival, August 2015 The Summary Outcomes Report for the 2015 Small Business Festival has been released. The report is compiled using attendance figures and feedback from all event hosts and participants. This year, over 39,000 participants attended 440 events held across the state in August. The location of events was split evenly between metropolitan (48%) and regional Victoria (48%), with the remaining 4% of events taking place online.

Some individual statistics from attendees of the Moyne Shire events are:

Big Brekky for Small Business − 70% were business owners or managers. − Attendees were evenly spread between ‘sole-trader’ through to ‘20 or more’ employees. − 45% stated the event was excellent and better than they expected, and 45% stated it was very good and what they expected. − 85% agreed that the event was relevant to their needs and helped them to gain additional skills that they could apply to their business.

Page 2 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 SUSTAINABLE DEVELOPMENT STRATEGIC PLANNING Amendment C48 (Part 1) – Mortlake Urban Design Framework In accordance with Council’s adopted resolution at the February 2015 Ordinary Meeting, final amendment documents were lodged for formal approval of the Amendment with the Department of Environment, Land, Water and Planning (DELWP) on 8 July 2015. Discussions with DELWP have been productive and Council is now just awaiting formal acknowledgement of approval for the amendment.

Amendment C55 – Port Fairy Heritage Review This planning scheme amendment was submitted to the Minister for Planning for approval on 28 September 2015. Council is now awaiting confirmation from DELWP of the date this amendment will be formally gazetted.

Port Fairy Car Parking Strategy A draft version of the Port Fairy Car Parking Strategy was received by Council from the consultants on Monday 21 September 2015. The draft Strategy is currently being reviewed internally and Council will be briefed on its recommendations and further steps required to finalise this project at a November 2015 Workshop.

Amendment C60 - Port Fairy West Structure Plan The public exhibition of this amendment finished on 23 October 2015. At the time of writing, Council had received one submission. The outcomes of the exhibition process and the next steps to finalising the amendment will be reported to Council at the December meeting.

Amendment C61 - Mortlake Heritage Council was briefed at a recent workshop about the background and purpose of this amendment. This briefing was followed by a walking tour to inspect some significant heritage buildings and places in the centre of Mortlake. The next step for this project is the preparation of planning scheme amendment documents by Heritage Consultants, Context Pty Ltd which will occur in November and December this year.

Rural Housing and Settlement Strategy and Land Capability and Biodiversity Study On 22 September 2015 Council resolved to adopt the Addendum Report 2015 in addition to the existing adopted Rural Housing Settlement Strategy (RHSS) and Land Capability and Biodiversity Study (LCBS). Council also resolved to commence preparation of a planning scheme amendment to implement the recommendations of the Strategies and Addendum Report. Following these resolutions, work has begun preparing a tender brief to seek a consultant to translate the recommendations of the RHSS, LCBS and Addendum Report 2015 into planning scheme amendment documents. It is envisaged that the amendment documents may be completed in early 2016. Once these documents have been finalised, Council will be asked to resolve to seek Ministerial Authorisation from the Minister of Planning to prepare and exhibit the amendment.

Trustpower advised the Inquiry that it has committed to the requested Council road upgrades of a 6.2m wide seal and 0.5m gravel shoulders for the Woorndoo-Dundonnell Road (80m section) and the Woorndoo-Streatham Road (8.5km section from the Woorndoo-Dundonnell Road to the wind farm site entrance), should the project receive a permit and advance to construction. This is a good result for Council. Council’s submissions appeared to be well received by the Inquiry. The Inquiry now has 8 weeks to prepare a report for the Minister for Planning. The Minister for Planning does not have a regulated timeframe for considering the recommendations or releasing the report. Page 15 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 SUSTAINABLE DEVELOPMENT STATUTORY PLANNING Planning and Environment Amendment (Recognising Objectors) Act 2015 The Planning and Environment Amendment (Recognising Objectors) Act 2015 came into operation on 12 October 2015. This Act amends the Planning and Environment Act 1987 Sections 60 and 84B(2) to provide additional decision making guidelines to Responsible Authorities and VCAT.

The amendments aim to make clear that: − the number of objectors may indicate a significant social effect of a proposal; and − if so, the responsible authority and VCAT must have regard to that fact in considering whether the use or development may have that effect.

The amendments allow for the additional decision guidelines to be considered ‘where appropriate’.

Whether it is appropriate for the number of objectors to be taken into account in a particular case will be influenced by: − what the objectors have said in their written objections about the proposed use or development; − whether the issues raised in the objections are relevant planning considerations and relate to the reasons why the proposal requires a permit; − whether the issues raised in the objections point to a detrimental effect on the community which is supported by evidence.

This new decision guideline does not mean that a small number of objections will carry less weight. The relevance and significance of the issues raised by an objector will continue to influence how much weight (if any) is given to that objection.

An objection that specifically addresses the proposal and clearly and rationally describes how the objector would be affected will invariably carry more weight than an objection that raises issues in very general terms. Similarly, a few relevant objections will invariably outweigh a petition opposing a proposal on non-planning grounds or irrelevant planning grounds.

The application has been amended to propose alternate access via Rutledge Street. This removes any impacts on the Western District Pony Club.

The officers benefited from the experience.

A Microchipping Day was held on 24 October 2015 at the old Port Fairy Kindergarten in Bank Street, Port Fairy.

Emergency Management Municipal Fire Management Meeting and Emergency Management Meetings are scheduled to be held on Thursday 12 November. An emergency management table top exercise based on an incident at the Port Fairy Port will occur on Thursday 12 November. Moyne Shire Coordinator of community safety has a key role in developing and writing the exercise.

Hemlock was sprayed along Lake View Road Illowa and Jamieson Street Mortlake. Gorse was sprayed along fencelines at waste facilities in Caramut, Mortlake and Woolsthorpe. Blackberry was sprayed along sections of Heath marsh Road Panmure. An extensive patch of Cape Wattle was removed from beside a bridge on Willatook-Warrong Road Warrong.

Draft Roadside Weed and Pest Animal Control Plan 2015-2017 The draft Roadside Weed and Pest Animal Control Plan 2015-2017 was released for public comment with one submission received by the 19 October 2015 closing date. The draft plan should be before Council seeking endorsement at the November 2015 Ordinary Council Meeting.

Draft Avenues of Honour Tree Management Plan The draft Avenues of Honour Tree Management Plan was released for public comment following the September 2015 Ordinary Council Meeting. Almost 70 copies of the draft plan were posted to a range of stakeholders, community groups and interested individuals in the weeks prior to a public ‘drop in’ session in Mortlake on 20 October 2015 that was ultimately attended by eight members of the community. Submissions on the draft plan close at 5.00 pm on 5 November 2015.

Griffiths Island Fox baiting commenced in late September 2015 and is continuing until mid-April 2016. The Friends of Griffiths Island have had to cancel a planned lighthouse opening fundraiser over concerns about adequate public liability insurance cover via DELWP.

Battery Hill A new rusted metal style sign was erected at the entrance to Battery Hill near the Yacht Club in late October 2015. This replaces the previous timber structure that had irreparable decayed sections.

Koroit Botanic Gardens The posts of the D.S.Coto gates on the Garden/High Street corner received a couple of coats of paint. A small section of the nearby pedestrian walkway was top dressed with gravel to allow safer access/egress to the gardens from what is its main entrance.

Old East Beach Landfill The installation of four sections of Wattle & Wire erosion fencing at either end of the WEDS is scheduled to commence on 16 November 2015 when tide predictions are at their most favourable.

Page 29 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 SUSTAINABLE DEVELOPMENT ENVIRONMENTAL MANAGEMENT Maintenance of Beach Access Points Works are scheduled for late October 2015 to reseal existing pathways at Connolly Street, Manifold Street and Hanley Court. Accumulated sand will be relocated from walkways back onto the beach at Lakes and James Street Port Fairy in early November 2015.

Skenes Road Rotary Planting Grass around the base of each tree planted by the Port Fairy Rotary Club last month has been sprayed with herbicide.

Killarney Boat Ramp Vandals have destroyed two routed timber signs on the beach at the boat ramp. Replacements have been ordered and should be in place by Summer 2015.

COAST Coastal Climate Adaptation Plan • A Risk Workshop was undertaken with the Port Fairy Working Group, including representatives from Moyne Shire, State Government, Glenelg Hopkins Catchment Management Authority and Parks Victoria. • This workshop was a technical analysis to assess the risk level of specific areas or assets under threat along the Moyne Shire coastline. Results will be used to prioritise adaptation measure and resources in the final plan, following community feedback. • Risk workshop results have been included in the draft Coastal Climate Adaptation Plan - Discussion paper. The final draft is complete and will be reviewed at EMT on Monday 26 October. • The discussion paper will inform the community on the situation currently being faced in terms of coastal management in Port Fairy. • A community “Open House” will be held on Tuesday 2 February 2016. The open house will be attended by technical coastal experts.

Beach Monitoring Data - Port Fairy Coastal Group • The majority of the East Beach posts show consistency with the expected seasonal sand build up. Exceptions are at each end of East Beach with post 1 & 2 (south end of beach in front of houses and surf club), and posts 11 & 12 (near mills reef and the golf course). • Posts 11 & 12 show an unusually large loss of sand. At this time, there is no explanation for the large reduction in sand. It is expected that data over the next 6 months will provide some answers. • Sand is also slow to return at posts 1 & 2 while all other posts 3 to 10 show a positive lift in the beach profile. In particular, post 8 at the Council’s Old Landfill Site has improved across the range of profiles in the last 2 months. • The new web site with full beach monitoring results can now be accessed at www.pfcg.org.au

Page 30 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 SUSTAINABLE DEVELOPMENT ENVIRONMENTAL MANAGEMENT COAST Battery Hill Renewal • RDV request for funding variation to spend $110,000 on replicas and relocation instead of restoration was not approved unless we gain permit approval from Heritage Victoria. • Heritage Victoria’s response to Permit Application to build replicas with the original cannons to be displayed on site and to put original carriages in storage: - Guns to remain with carriages; - Guns and original carriages to remain fully accessible to public; - If new shelter to be constructed, drawings must be supplied. If existing shelter Heritage Victoria to approve; - Heritage impact statement (by Grieve Gillette heritage consultant) on relocation must be submitted with application. • RDV conclude that if all parties agree to a construction of a shelter over cannons in current location, they may then approve funding variation. • Peter Webster (artillery expert) to visit Port Fairy to undertake drawings to build replica cannons/carriages. • Ports department are replacing wooden handrail up the steps and on the hill, with a fencing contractor.

WASTE MANAGEMENT Killarney Waste Facility Upgrade All major construction works for the Killarney Waste Facility upgrade have now been completed. With access roads, signs and markings yet to be finished, it is anticipated that the facility will be open to the public in late October. This facility will provide the community with an increased amount of waste materials accepted, as well as reducing the volume of waste deposited within the sites inert landfill.

Envirolock Wheelie Bin Trial Windblown wheelie bins have continued to be a problem this year, especially near coastal and exposed areas. A new device has been released within the waste services market, which Moyne Shire Council has trialled this past month on the Port Fairy council office wheelie bins. The device has shown to be effective in strong winds and when being emptied into the contractors garbage trucks. The next stage will be making this device available to the Moyne Shire Community.

Cudgee There was no progress association activity in September. The next meeting of the Progress Association will be held on Monday 16 November.

Hawkesdale A range of follow up work has been undertaken in Hawkesdale in September. The new stage of the pathway and design work on the hall refurbishment is being finalised. The community recently held a highly successful family day at the hall. Plans for the hall refurbishment are also progressing. The next meeting of HADDAC is scheduled for Wednesday 4 November at the CFA Offices commencing at 7.30 pm.

Koroit The Koroit Working Group met in September and are finalising the details of a meeting of all community groups to be held on Tuesday 10 November commencing at 6pm. The aim of the meeting is for community groups to communicate with each other and let each other know what they are doing through ‘2 minute power blitz presentations’. This process will inform the Koroit Working Group on its presentation to Council’s annual budget session in February.

Macarthur MADA continue to progress a wide range of community projects. These include formation of a youth group in the town and a number of initiatives around the RV Friendly town project. MADA is also supportive of a local initiative to hold a “Music in the Vines” event the weekend prior to the Port Fairy Folk Festival to provide some entertainment to people who come to the region before that major event. The next meeting of MADA will be held on Wednesday 11 November at the Senior Citizens Clubrooms commencing at 7.30 pm.

The next meeting will be held on Monday 9 November at the Mortlake Golf Club commencing at 7.30 pm. Its Annual General Meeting is then scheduled to be held on Monday 30 November at the Mortlake Golf Club commencing at 7.30 pm.

Nullawarre Township Inc. have been actively exploring an amalgamation with the Nullawarre Hall Committee. The committee has also supported the future options for improvement works to the intersection and are exploring how to progress the other priority township project to fund construction of the walking path from the township to the school. The next meeting of Nullawarre Township Inc. is scheduled for Wednesday 28 October at the Nullawarre Hall, Nullawarre, commencing at 8.00 pm.

Hexham The Hexham Community Association is planning to draft a community plan from the work undertaken over the last three years. Plans to hold a community meeting have been set back by low numbers of people being able to attend. A further date will be set towards the end of the calendar year. Priority projects identified include upgrading the old school as a community hub.

Page 34 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 PHYSICAL SERVICES SMALL TOWNS COMMUNITY PLANNING Panmure Panmure Action Group successfully organised a range of activities around the Panmure Sprint which was part of the 100th Anniversary celebrations of the Melbourne to Warrnambool Bike Race on Saturday 17 October. The community has also been scoping out a design for the old pines area and how it might look. Design works on refurbishment works to the hall are progressing with options for community fund raising being explored. The next meeting of the Panmure Action Group will be held on Wednesday 4 November at the Panmure Mechanics Hall commencing at 7.30 pm.

Minhamite Discussions have commenced to progress a community planning process for the Minhamite community. A joint meeting of the hall and tennis committees, along with interested community representatives, has been scheduled for Sunday 22 November from 12.30 pm commencing with a community BBQ.

Woolsthorpe The Woolsthorpe Progress Association has decided to meet now on a bi monthly basis. The next meeting of the association will be held on Wednesday 18 November at the Woolsthorpe Hall commencing at 7.30 pm.

Peterborough Work has commenced on the Peterborough Arts and Community Centre with builders now on site. Work is also progressing to have a planning permit issued to undertake clearing and revegetation works along the foreshore area of Gap Reserve following some information activity from the community.

Page 36 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 PHYSICAL SERVICES RECREATION  Council will assist representatives from Regional Development Victoria to inspect projects that have been completed with funding from the Local Government Infrastructure Program. RDV are wishing to visit approximately 10 locations to view completed projects.  Preparations are underway to open the Mortlake Pool early November and then both the Macarthur and Hawkesdale pools in early December.  Council will assess a report requesting a financial contribution towards Bicycle Network for the Great Victorian Bike Ride as it stops over in Mortlake in November 2016.  Port Fairy Tennis Club has been successful in obtaining over $100K in grant and other funding in preparation for a project to reseal four tennis courts at Southcombe Park.  The Federal Governments Stronger Communities Program advises that the second round Program will open sometime early in the new year as yet to be determined (in January) and closes on 29 April 2016. Those applications that missed out in Round 1 that have recently been completed have been advised to reapply for the next round.  Broadwater Tennis Club is in the midst of resealing one of it courts with ‘plexipave’ courtesy of a grant from the Community Assistance Fund.  Sport and Recreation Victoria are sending a representative to inspect the locations for proposed funding applications including the indoor cricket facilities at both Southcombe Park and Mortlake Recreation Reserve, together with the proposed ‘skatepark’ at Koroit. Council will assist with the inspection with the aim of presenting each application in a positive manner in preparation for funding.  Pacific Hydro announced successful applicants at its annual funding presentation. Many of the successful applicants received funding from the Community Assistance Fund. Council works closely with Pacific Hydro to ensure free flow of information regarding grant applicants.  Council has completed internal audits of Council owned facilities as they prepare for the current cricket season.  Council has engaged a contractor to complete an audit on lighting towers at the Garden’s Oval, Victoria Park Koroit and Mortlake Recreation Reserve. This audit and the consequent report to Council should be completed by mid- November.

Page 37 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 PHYSICAL SERVICES RURAL ACCESS  The Rural Access Project Officer met with Moyne Youth Councillors recently to discuss disability, disability awareness and issues that impact on people with a disability. Rural Access will work with the Youth Council to assist in making events it organises accessible to and inclusive of all members of the community, including people with a disability.  In 2012 the Rural Access program launched ‘Footy4All’, which aimed to provide a sustainable football program for people with a disability. The subsequent successful development of the ‘Hampden Hurricanes’ football team has provided the impetus for the establishment of similar teams in Hamilton, Horsham and Ararat. On 14 October the ‘Footy4All’ program was announced as the winner of the 2015 LGPro (Local Government Professional) Aged & Disability Services Outstanding Program/Project Award (Non Grant Based) Award, against hot competition from nine other worthy projects from across Victoria.

YOUTH FReeZA • TBC FReeZA Funding for 2016 – 2018 We applied for the maximum grant of $73,500 over a three year period. • Focus for this funding round are as follows: - Five events per calendar year including one personal development training. - Support young people to plan and deliver FReeZA events. - Training of young people to plan and deliver FReeZA events. - Recognition and celebration of FReeZA volunteers.

Our PlaYce Youth Leadership Group • Based in Mortlake. • Involves seven young people in Year 9. • These young people will work with Abbeyfield House residents to establish a vegetable garden in planter boxes that can be placed in the library and other Mortlake locations. They will be accessible to community groups.

Change It Up! Initiative • Based in Mortlake. • Involves eight young people in Year 8. • This group of young people are looking at the Mortlake skate park precinct in Tea Tree Lake, focusing on the landscaping to make it a family friendly place. • We’ve engage a landscape architect from Ballarat to work with our youth to develop a concept map – as attached.

Verge Slashing • Verge slashing of sealed local roads commenced 26 October with the first cut programmed for completion mid-December.

Township Maintenance • Level 5 slashing of road reserves in all townships is to commence Monday 16 November and programmed for completion by end of November.

Township drainage • Irvine Street, Peterborough - Construction works have been completed. • William Street (east off William Street), Port Fairy - Soakage pit: materials have been ordered and construction in November.

Footpath Program • 2015/2016 Footpath program being finalised and Contract awarded to Actif Concretors Pty Ltd for the following locations: − Anzac Avenue, Koroit, East Side between Garden Street and Queen Street. Construction works have been completed. − Queen Street, Koroit, South side, between Anzac Ave and Horne Street. Construction works have been completed. − Burke Street, Mortlake, East side Between Dunlop St and Townsend St. − Webster Street, Mortlake, East side between Scott St and Dunlop St. − Dwarroon Road, Cudgee, West side between Bridge and Hallowells Rd. Construction works in progress. − Cox Street, Port Fairy, asphalt footpath, contract awarded to Fulton Hogan. Construction works in progress.

Township Street Rehabilitation • Heard Street Mortlake; Construction works have been completed. • Murray Street Koroit; Construction works have been completed. • North Street/Irvings Lane intersection kerb construction programmed to commence and works in progress.

Page 42 CEO Activities Report – November 2015 Edition For Public Distribution Published – 2 November 2015 PHYSICAL SERVICES OTHER WORKS/ISSUES Street Furniture • Picnic settings were recently replaced at Ellerslie BBQ/rest area and Battery Hill, Port Fairy. • A seat was installed in Campbell Street at the bus stop. • Port Fairy Mens Shed have been busy refurbishing a number of seats in the Port Fairy Township. • A similar program will take place with the Mortlake Mens Shed over the coming months.

Pea Soup Viewing Platform • Works have recently been completed at Pea Soup with the addition of a timber viewing platform at the end of the existing timber ramp structure. This is a great addition with a wonderful view.

Grassmere Hall • Building will be officially opened 6 November.

Peterborough Community Building • An initial induction/site meeting held and contractor to occupy site approximately 6 November.

Mortlake Pool Works • Finalising works to enable opening for 2015/2016 swimming season.

Childcare Extensions - Port Fairy Community Services Centre (PFCSC) • Works are progressing according to schedule. • Building and site works nearing completion.

Mortlake SES Headquarters • Council officers are working with the Victorian SES to agree on a final sketch plan layout.

Port Fairy Waterfront Project • Council project manager and CEO recently met with architects and Port Board to discuss the revised plan options. • Agreement was reached on the preferred plan with minor improvements to the layout. • Planning permit documentation is being written.

Merri Kindergarten Playground • Installation of the replacement edging will commence shortly, and will take place on Friday afternoons and Saturdays.

Mailors Flat Hall Playground • Edging and concrete path have been installed. • Playground equipment will be installed during the week starting 26 October. The nets may not be delivered until early the following week, but the playground will be ready and open for the official launch. • Playground tanbark will be installed by 2-3 November.

Heavy Vehicles • Council received an application for PBS access to the Hanson Quarry on Brians Road at Breakaway Creek, west of Macarthur. The combination was a 32.5m long belly dumper configuration that had an overall mass of 79 tonnes. Whilst Brians Road and Dawkins Road would have catered for the vehicle, Council refused access over Andrews Road, which is not constructed to cater for such a vehicle. We have advised the applicant that they will still be able to access the quarry with their Truck and Dog vehicle combinations.

Harvesting operations ongoing. Council has requested ABP undertake some road maintenance, and instigated a speed reduction in the interim. • Cowland Plantation (Dycers Road, Macarthur). Midway Limited will be undertaking harvest of this plantation on behalf of PF Olsen. At this stage they are expecting to commence harvest operations in January of 2016 unless something brings this forward. • Carlin Plantation (Moyne Falls-Hawkesdale Road, Hawkesdale). ABP have advised that they will be commencing harvest operations on the final coup of Carlin Plantation in the next few months. • Weatherly Plantation (Connewarren Lane, Mortlake). Harvesting operations are nearly concluded. • Connewarren Park Plantation, another plantation on Connewarren Lane, has commenced harvesting. • The Gums (Pallisters Road, Bessiebelle) harvest ongoing.

Speed Display Trailers • Deployment to Philip Street and Powling Street, Port Fairy has been delayed to allow accurate traffic counts to be conducted (without people slowing down because the trailers told them to). One trailer will be deployed from late October through to the end of November to cover these streets, the other will be deployed to cover the Moyne Cup, Koroit Show and Port Fairy Show.

Quarry • Sales progressing well for the financial year. Staff are really focusing on preparing stockpiles for the construction season.
