From a segregated sustainable operation in the beginning stage that only focused on one operational area at one time, nowadays, Chulalongkorn University lays emphasis on an integrated sustainable operation concept which is not solely limited to energy and environment, but also to the understanding of interconnections between society, technology, culture, and the viability of future campus development. In 2014, many sustainable projects and programs were initiated. -

THE BANGKOK MASSACRES: A CALL FOR ACCOUNTABILITY ―A White Paper by Amsterdam & Peroff LLP EXECUTIVE SUMMARY For four years, the people of Thailand have been the victims of a systematic and unrelenting assault on their most fundamental right — the right to self-determination through genuine elections based on the will of the people. The assault against democracy was launched with the planning and execution of a military coup d’état in 2006. In collaboration with members of the Privy Council, Thai military generals overthrew the popularly elected, democratic government of Prime Minister Thaksin Shinawatra, whose Thai Rak Thai party had won three consecutive national elections in 2001, 2005 and 2006. The 2006 military coup marked the beginning of an attempt to restore the hegemony of Thailand’s old moneyed elites, military generals, high-ranking civil servants, and royal advisors (the “Establishment”) through the annihilation of an electoral force that had come to present a major, historical challenge to their power. The regime put in place by the coup hijacked the institutions of government, dissolved Thai Rak Thai and banned its leaders from political participation for five years. When the successor to Thai Rak Thai managed to win the next national election in late 2007, an ad hoc court consisting of judges hand-picked by the coup-makers dissolved that party as well, allowing Abhisit Vejjajiva’s rise to the Prime Minister’s office. Abhisit’s administration, however, has since been forced to impose an array of repressive measures to maintain its illegitimate grip and quash the democratic movement that sprung up as a reaction to the 2006 military coup as well as the 2008 “judicial coups.” Among other things, the government blocked some 50,000 web sites, shut down the opposition’s satellite television station, and incarcerated a record number of people under Thailand’s infamous lèse-majesté legislation and the equally draconian Computer Crimes Act. -

Flowing 370 kilometers through Thailand, the Chao Phraya River is more than the nation’s lifeline. It was a principal waterway that largely determined the expansion of this former agricultural city. With the advent of industrialization, the focus shifted to the establishment and consolidation of man- made infrastructures such as roads and highways, leaving the waterfronts as large areas of underused land, deteriorated ports, warehouses, and informal settlements. -

Qualification of Applicants Applicants must have completed or presently be enrolled in their final year of high school, or the equivalent. 1.1. Applicants must submit all of the following three required documents and meet all three requirements. 1.1.1. Transcript of high school or the equivalent with a minimum GPAX of 2.75 1.1.2. A Short Account of the Rise and Fall of the Thai Technocracy Pasuk Phongpaichit* and Chris Baker** Thailand’s sustained growth from the 1960s to 1990s was often attributed to a strong technocracy relatively free of political influence. Members of the first cadre of technocrats, which emerged in the 1950s, were mostly educated in Europe. In the “American” era, more were educated in the United States and believed the role of government was to provide a safe and liberal environment for capital, mostly through a fixed exchange rate and balanced budget. After 1975 the technocrats had to manage a more complex environment because of internal political conflicts and external shocks. They became more powerful because their skills were in demand and because they had strong backing from international institutions. During the boom that began in the mid 1980s, their grip on policy diminished. After the finan- cial crisis of 1997, the technocrats were blamed for not adjusting to changes in the domestic and international economy. Keywords: Thailand, technocrat, development policy, financial crisis In the 1990s, it became conventional to attribute the extraordinary success of the Thai economy to careful and conservative management by technocrats. After World War II, Thailand had been one of the most backward economies in Asia, lacking even basic insti- tutions implanted elsewhere by colonial governments. For the next half century, the economy grew at a cumulative average rate of over 7% a year, without once coming even close to a year of the negative growth experienced by most other Southeast Asian coun- tries during the oil shocks. -

The military and civilian analysts and staff who comprise INSS and its subcomponents execute their mission by conducting research and analysis, and publishing, and participating in conferences, policy support, and outreach. I certify that this thesis contains no documents previously written or published by anyone except where due reference is referenced in the dissertation itself. i Abstract This thesis is a contribution to two bodies of scholarship: first, the historical understanding of the modernisation process in Siam, and in particular the role of sport in the gradual pacification of violent forms of behaviour; second, one of the central bodies of scholarship used to analyse sport sociologically, the work of Norbert Elias and Eric Dunning on sport and the civilising process. Previous studies of the emergence of a more civilised form of behaviour in modern Siam highlight the imitation of Western civilised conducts in political and sporting contexts, largely overlooking the continued role of violence in this change in Siamese behaviour from the pre- modern to modern periods. This thesis examines the historical evidence which shows that, from around the 1900s, Siamese elites engaged in deliberate projects to civilise prevalent non-elites’ aggressive conducts. This in turn has implications for the Eliasian understanding of sports and civilising process, which emphasises their unplanned development alongside political and economic changes in Europe, at the expense of grasping the deliberate interventions of the Siamese elites. -

King Chulalongkorn began to reform the old bureaucracy by managing revenues in 1873 and founding the State and Privy Councils in 1874. The King reformed the central administration into twelve ministries of the modern bureaucracy in 1892. Previous academic works about the creation of modern state focused on the causes of reformation, processes of reforms and problems after the reforms. Those works analyzed the policies, the structure of state modernization, and the difficulties of reformation. This article aims to examine the reformation’s effects on Siamese noblemen during the creation of modern state. The modern bureaucracy reorganized the royal court, including the government’s budget and tax collection. The nobles in the traditional bureaucracy had major duties in the manpower control and tax collection and earned the economic benefits from their duties, as opposed to officials in the modern bureaucracy who were professional and only paid salaries. This article examines how noble families in the Bangkok period adapted to be bureaucrats. The case study focuses on the Saeng-Xuto family, which ascended during the reign of King Rama I. -

The Search for Order: Constitutions and Human Rights in Thai Political History Thanet Aphornsuvan, Ph.D Faculty of Liberal Arts, Thammasat University, Bangkok Thailand. In 1997 Parliament passed the new Constitution of the Kingdom of Thailand B.E. 2540(AD.1997). The new Constitution reflected the crystallization of 67 years of Thai democracy. In this sense, the promulgation of the latest constitution was not simply another amendment to the previous constitutions, but it was a political reform that involved the majority of the people from the very beginning of its drafting. The whole process of constitution writing was also unprecedented in the history of modern Thai politics. Unlike most of the previous constitutions that came into being because those in power needed legitimacy, the Constitution of 1997 was initiated and called for by the citizens who wanted a true and democratic regime transplanted on to Thai soil. This popular demand, fueled by the latest uprising in May 1992 against the military- controlled government, led to the election of the Constitution Drafting Assembly to rewrite the new constitution according to the wishes of the people. To make this Constitution closer to the wishes and aspirations of the people, the Constitution Drafting Assembly organized public hearings to enable concerned citizens and groups to air their opinions on a variety of topics and subjects crucial to the working and efficiency of the Constitution. Finally the new and first popular Constitution was submitted to Parliament with strong support from people of all walks. Its submission was followed by long debates and objections from certain leading members of the House who feared it was overly liberal in its strong support of human rights and liberties of the people. -

It examines its underlying concept and mechanisms for conveying political power and social practice, along with the national and cultural identity that operates under an ideological framework. The study consists of two major parts. First, it investigates the monument as a political form of architecture: a symbolic device for the state to manifest, legitimize, and maintain power. The focus then shifts to an architectural form of politics: the ways in which ordinary citizens re-appropriated the Democracy Monument through semantic subversions to perform their social and political activities as well as to form their modern identities. Via the discourse theory, the analytical and critical discussions further reveal complexity, incongruity, and contradiction of meanings in the design of the monument in addition to paradoxical relationships with its setting, Rajadamnoen Avenue, which resulted from changes in the country’s socio-political situations. บทคดยั อ่ งานวิจัยชิ้นนี้ศึกษากระบวนการสื่อผ่านอำนาจอนุสาวรีย์ประชาธิปไตย
