The statistics For 1983 on Forms SD25, SD52 and SD52A will be distributed to health and local authorities over the next Few months. There are changes From previous years in the content, format and presentation of the tables. The major changes were outlined in a consuItation document, OPCS Circular (Stat) No U/1983, sent out last May. This article explains and illustrates the changes in more detail. The specimen tables are reduced in size from the standard computer print which will be sent to customers.

Pre-printed stationery will no longer be used; all parts of the tables, including headings and text, will be produced by computer. This makes for greater Flexibility if alternative forms of output, for example microfiche, are needed in future. Good quality single-part stationery will be used, producing an improved print. The paper will be narrower, moving to the 132- character width wnich is the standard For computer printing.

District Medical Officers, as -Jell as District Administrators, will be sent statistics for their areas.

SD25 - mortality statistics

There are changes in presentation. A line is printed for each of the 95 causes of death even when there are no cases. The consistent layout will enable easier comparisons to be made between DHAs and between years. The first of the Four pages is illustrated below:

SD52 - vital statistics

There are substantial changes in content and format Deaths of infants. The breakdown showing legitimacy is dropped. The former procedure for assessing the legitimacy at death of infants was not auffi- clently accurate. SD52A - birth statistics

The new SD524 replaces SD52A, D and F and consists of two tables. The left hand table combines the old SD52A and F, with a common age and parity breakdown; the right hand table is the equivalent of the SD520. In both tables the parity groupings are limited to '4 or more’. Statistics on tape

A tape containing the SD25, SD52 and SD52A statistics will be supplied on request to each RHA. It will have figures for England and Wales, standard regions, and each local and health authority The tape may be copied by the RHA to other health authorities within the region and can be supplied by OPCS to other organisations on repayment Information concerning the tape specification and cost can be obtained by writing to the Editor

Timetable

The target dates for despatching the paper copies are. SD25 - end April, SD52 - end May, SD52A - end May The tape for 1983 should be available at the end of July 1984; in later years it should be available in June

POPULATION ESTIMATES ANDPROJECTlONS

Final mid-19@1 and a retrospective, consistent series of mid-1971 to mid-1980 population estimates for DHAs (and local government areas) in England and Wales have recently been published in OPCS Monitor PPl 84/2. These particular estimates were 'all ages, both sexes’ aggregates, but figures by five-year age groups and sex are available The boundaries of the DHAs are those as at April 1982 Revised intercensal population estimates for the old health authori- ties will not be produced, but conversion lists, indicating how figures for the old areas could be derived from those for the new health and local auth- ority areas (and vice versa), are available

The mid-1982 set of population estimates are now being finalised and, along with the final estimates for mid-1983, will be published in a further Monitor in May or June The procedure of having ‘provisional’ estimates followed by a ‘revised’ or ‘final’ set will no longer apply as all the Census information required has now been incorporated

Population projections analysed by sex and 5 year age groups have been prepared for each DHA for 1981-2001 (inclusive). The 1981 populations used are the final DHA estimates mentioned above These projections were derived from those for metropolitan districts and shire counties by taking account of the age structure of each DHA’s 1981 population and the probable future trend of its population (in aggregate)’ They are thud slightly more approximate than the local authority area population proJections because the migration component is more important and yet less information IS available about it

These population estimates and projections, and figures on internal popula- tion movement as recorded at the National Health Service Central Register, are available from OPCS on computer tace as well as on paper

5 16 TRANSFERABLE DEATHS

Following consultations with members of the health service, OPCS has resumed the notification of transferable deaths starting with January 1984 registra- tions. The procedures are similar to those in operation up to the end of 1980, except that the area unit is now the district health authority. Inward transfers, that is deaths of residents of the area which are registered in other areas, are notified in the form of photocopies of the registration particulars. Outward transfers, that is deaths of residents of other areas which are registered within the area, are notified as a list of registration numbers. Notifications arising from a month's registrations are normally sent out about seven weeks after the end of the month. The identification of transferable deaths is carried out continuously during the monthly clerical processing of the death entries. The Area Coding Section of Vital Statistics Branch is responsible for postcodixg the usual residence of the deceased and for coding the type of institution in which death occurred. As an additional task the coders now provide a code for area of occurrence, as described below.

If the death occur?d at home or is otherwise 'non-transferable' because of the type of institution or length of stay (see 'Area coding of deaths' in Newsletter No 1) then no further action is required. If the death was registered in a registration sub-district which is wholly within a DHA, or occurred in an institution which is on the coders' lists, then the DHA code relating to that sub-district or institution is inserted on the death entry. Otherwise the address where the death occurred is postcoded.

As a second clerical operation, and ignoring the 'non-transferables', the postcodes of usual residence are translated into DHA codes using specially prepared lists. The few postcodes relating to address of occu==ence are translated at the same time. The two DHA codes, occurrence and residence, are compared; if they differ the death entry is photocopied and the entry number is listed under the DHA of occurrence.

The photocopies are sorted to DHA of usual residence and represent the 'inward' transfers. They are despatched, along with the lists of entry numbers repre- senting the 'outward' transfers, within a few days of completing the month's clerical processing.

RECENT DHSS PUBLICATION

In-patient statistics from the mental health enquiry for England 1979 (statistical and research report series no 25, February, HMSO f6.75 net, ISBN 0 11 320842 1) is the latest annual report on in-patient statistics from mental illness and mental handicap hospitals and "nits in England. Copies have been distributed to all health authorities and the hospitals and "nits concerned. The report contains detailed tables on admissions, discharges, deaths and resident patients and some information on trends from 1970. Statistics on the legal status of in-patients and for the Special Hospitals are included in separate sections of the report.

POINTS FROM LETTERS

Among the letters received there have been a number asking for further infor- mation. Questions and answers which may be of general interest include: 1. 'In the article on cancer registration (Newsletter No 2) reference is made to some work by Alder-son (1974). What is the full reference?' Answer: A list of all these references is available on request; we omitted the details to save space.

2. 'Will the new-style Congenital Malformations Monitors (Newsletter No 2) contain data at the DHA level?' Answer: Yes - though precise details of which malformations will be included are not yet decided.

3. 'What is the availability of back issues of Monitors? Some new DHAs do not have much material prior to 1982183' Answer: Monitors issued during i982 and later years are readily available; copies of some Monitors for earlier years are also available. In those circumstances only the tables for the specific output required ~111 be put to tape. e.g.' If only VS2 IS wanted then tables VS2/1, VS2/2 and VS2/3 wtllbe put to tape. If VSl and VS3 are needed then VS3. VSl/l. VS1/2 and VS1/3 will be output.

OGICAL DATA STRKl'URt .______-____-____-_--- The magnetic tape version of the tape will be set out as if the tables had been prepared using the OPCS tabulation utility TAU and the tape had been written using the TAU utility ALIENSAVE which saves tables in a format suitable for data interchange.

This means that the file is physically a file of fixed length 80 character records with a logical hierarchy of: FILE TABLE AREA COUNTS Textual labels will be provided down to the area level (narrative description of the file, table identity, area names) but stub and column labels and explanatory text will not be included.

If users have the TAU software and wish to use it to perform further analyses of the data, then they may be able to use the ALIENRETREIVE utility to read the data into the TAU system. To do this, users will need a copy of a TAU library file containing the appropriate TAU information to enable further analyses to be made. This additional file will have on it inter alia the appropriate stub and column text labels, but only in a form suitable for processing by TAU.
