Executive Summary

BESTECH was retained by Vale and Glencore to operate and maintain eighteen (18) SO2 monitoring stations in the Sudbury area. IDEAL EHS Systems, Ltd. (IDEAL EHS) was retained by BESTECH to perform data analysis and reporting on their behalf. Regular quality assurance checks, data analysis and monthly, quarterly and annual reporting to the Ministry of the Environment, Conservation and Parks (MECP) are key components of this assignment.

This annual report presents an overview of the SO2 concentrations observed at each of the monitoring stations and the meteorological conditions observed at STN77025 and Falconbridge MET for a one (1) year period from January 1st to December 31st, 2019. This report also includes an overview of the monitoring equipment inventory, site visits, audits and valid data collection performance parameters. These components provide a summary of the operational aspects of the monitoring network.

This report includes statistical analysis of the measured SO2 data for the eighteen (18) monitoring stations and meteorological data for two (2) met stations equipped with meteorological instrumentation.

BESTECH performs all field related activities, station maintenance and calibration, raw data retrieval, editing and storage. IDEAL EHS performs the necessary data quality assurance, statistical analysis and reporting functions.

All SO2 monitoring stations met the minimum performance criterion of 90% valid data availability as shown in Table 2. The annual valid data collection for the eighteen (18) monitoring stations was based on 8,760 hours.

1 Introduction

BESTECH was retained by Vale and Glencore to operate and maintain eighteen (18) SO2 monitoring stations in the Sudbury area. IDEAL EHS Systems, Ltd. (IDEAL EHS) was retained by BESTECH to perform the data analysis and reporting on their behalf. BESTECH and IDEAL EHS conducted this work from January to December 2019. This annual report is a component of the reporting requirements that Vale and Glencore must provide to the Ministry of the Environment, Conservation and Parks (MECP).

This report has been prepared following the guidance of the report issued by the MECP Operations Manual for Air Quality Monitoring in Ontario (MECP, February 2018). IDEAL EHS is responsible for reporting monitoring data while BESTECH is responsible for calibration and maintenance of the monitoring equipment.

This annual report summarizes the measured ambient SO2 concentrations at the eighteen (18) monitoring stations and the meteorological conditions from the two (2) meteorological stations (STN77025 and Falconbridge MET), located in Sudbury and Falconbridge, Ontario.

1.1 General Overview

There are currently eighteen (18) SO2 monitoring stations and two (2) meteorological stations situated in Sudbury and its surrounding area. Prior to April 2004, eleven (11) of these monitoring stations and one (1) meteorological station (STN77025) were owned and operated by the MECP. Since then, the ownership and responsibility for maintenance, calibration and data reporting have been transferred jointly to Vale and Glencore and the following changes have occurred:

th th • In 2007, two (2) new stations were added as the 12 and 13 stations (STN77230 and STN77231). • In May 2008, four (4) stations (STN77600, STN77601, STN77602 and STN77603) and one (1) MET station (Falconbridge MET) were included in the reporting for the Sudbury SO2 Monitoring Network. Glencore had previously reported them. • In December 2009, STN77201 (Mikkola) was relocated from 150 Patricia Street to 1 Mikkola Road and renamed STN77227 (Kinsmen). • In November 2013, STN77330 (Union) was added to the monitoring network as the 18th station. BESTECH was retained by Vale and Glencore to administer this monitoring network on their behalf. • In September 2017, Wind Speed and Wind Direction were added to the Falconbridge MET at 30 m elevation.

BESTECH has calibrated all of the eighteen (18) stations in accordance with the MECP Operations Manual for Air Quality Monitoring in Ontario (February 2018). BESTECH and IDEAL EHS Ltd. have carried out daily data checks, data editing and monthly data checks.

2 Summary of Overall Operations

2.1 Parameters Monitored

The parameters monitored at the Sudbury SO2 Monitoring Network stations are mainly SO2 concentrations, wind speed, wind direction, and ambient temperatures. Table 2-1 presents the parameters monitored at each of the monitoring stations.

2.2 Inventory of SO2 Equipment

The existing SO2 sampling equipment is based on pulsed fluorescence SO2 analyzers. For instrument calibrations, the span gas is drawn through an SO2 oven with an SO2 source and the zero gas is drawn through a charcoal source. Each analyzer is a self- contained, rack-mounted unit with associated sample conditioning system connected to an external sample port.

Table 2-2 lists each of the analyzer types, the age of the unit, measurement range and the station where it is located.

The SO2 and meteorological data is collected using the BESTECH data acquisition system that downloads station information to the BESTECH office in Sudbury. Additional details on the data back-up process are provided in Section 2.6.

2.3 Meteorological Measurement Equipment There are two (2) stations equipped with meteorological measurement systems to provide continuous weather data: the CKNC MET station and the Falconbridge MET station.

The STN77025 MET station is located at the MCTV transmission tower. It is a dedicated meteorological station that takes measurements of temperature, wind speed and wind direction at 12 m and 114 m elevations.

The second meteorological tower is designated as Falconbridge MET, which is a dedicated meteorological station that takes measurements of temperature at 2 m and 60 m elevations and wind speed and wind direction at 30 m and 60 m elevation.

Appendix A presents the overall summary of the equipment at both MET stations.

2.4 Summary of Site Visits – BESTECH During the period from January to December 2019, each monitoring station was calibrated once per month resulting in twelve (12) calibrations during the year for each station. Additional site visits were made for MECP audits and when the stations experienced instrumentation or server problems. Table 2-4 identifies the calibration dates at each of the monitoring stations.

There were (2) audits performed by the MECP at the eighteen (18) monitoring stations between January 2019 and December 2019. The audit at STN77012 (Skead) on June 19, 2019 did not meet the audit criteria. A 12% adjustment was made to data from May 29, 2020 to the audit date. All remaining audits recorded in the MECP Audit Reports met the MECP criteria. The audits indicate good performance at each of the monitoring stations.

2.6 Data Loss and Backup BESTECH maintains a back-up of the raw data for each station on the Programmable Logic Controller (PLC) using a compact flash card. Compact flash cards are exchanged at periodic intervals and maintained by BESTECH. The old compact flash cards containing past data are currently in storage at the BESTECH Lorne Street office.

The Sudbury SO2 network data is collected over high speed internet connections. When high speed internet connections are lost, a bank of dial-up modems is used to collect data until the high speed connection is restored. The systems database is continuously backed up via a SQL database replication bridge. Data is backed up to both staging servers. One is used for Vale ERP data and the other is used for Sudbury INO data. A fourth server known as the standby backup clone also receives replicated data and can be used for a primary server should the main server fail. Due to reliability of new computer hardware and stability of software, server swaps are no longer performed.

During this annual reporting period, there were few significant losses of data. Those that did occur were mainly the result of station calibrations and instrumentation problems.

A summary of incidents that resulted in data losses for each of the SO2 monitoring stations and MET stations is presented in Appendix B.

4 Annual Statistics

This section details the maximum hourly, daily, and annual arithmetic mean SO2 concentrations at each of the eighteen (18) SO2 monitoring stations.

The annual mean is calculated as the mean of twelve (12) monthly means and it requires the collection of 75% valid data (6,570 valid hourly means out of a possible 8,760 hours). A valid monthly mean requires at least twenty-three (23) valid daily means. A valid daily mean requires at least eighteen (18) valid hourly averages out of twenty-four (24) hours as described in the “Operations Manual for Air Quality Monitoring in Ontario” (February, 2018).

For further details regarding the monthly statistics, refer to the four (4) Quarterly Reports, which summarize the monthly SO2 and meteorological data statistics (issued in May 2019, August 2019, November 2019 and February 2020). This section also compares the annual data from 2019 with the annual data from 2018.

4.1 Hourly SO2 Concentrations Overview

The maximum hourly average SO2 concentration from January to December 2019 was found to be at STN77601 (Parkinson) with a concentration of 208 ppb in June 2019. The second highest maximum hourly SO2 concentration was found at STN77065 (Garson) with 195 ppb in June 2019. Table 4-1 illustrates the maximum hourly SO2 concentrations at each of the monitoring stations.

4.2 Maximum Daily SO2 Concentrations

The maximum daily average SO2 concentration from January to December 2019 was measured at STN77065 (Garson) with a concentration of 30.4 ppb in December 2019. The second highest maximum daily SO2 concentration was found at STN77601 (Parkinson) with 25.1 ppb in July 2019. 4.3 Summary of Measured SO2 Concentrations Above AAQC Vale and Glencore report exceedences of the hourly AAQC of 250 ppb attributable to their respective facilities to the MECP. During the period of January to December 2019, there were zero (0) hourly measured SO2 concentrations above the hourly AAQC reported by Glencore and Vale. There were no measured SO2 concentrations above the daily AAQC limit of 100 ppb. Table 4-3 lists the total measured SO2 concentrations above the hourly and daily AAQC limits for the reporting period.

4.4 Source Contribution Assessment for Measured SO2 Concentrations Above AAQC

As per the Operations Manual, each of the measured SO2 concentrations above the AAQC is to be evaluated by wind speed and wind direction data for source contribution assessment. There were zero (0) measured SO2 concentrations above the hourly AAQC limit in 2019 reported.

If any concentrations are measured above the AAQC limit, then the date and hour of the measured SO2 concentrations above the hourly AAQC limit, the station where it was measured and the corresponding wind speed and direction data for this assessment would be provided. In addition, the potential SO2 source as reported by either Vale or Glencore to MECP would be identified. The Vale Smelter and Glencore Smelter are assumed to be the major sources of SO2. However, Vale has significantly reduced the emissions of SO2 from its Sudbury area operations. Process changes and modernization of Vale’s Smelter Operations have resulted in an 85% reduction in SO2 emissions; mostly attributable to the diversion of converter off gas from the Superstack to be treated in a new Converter Wet Gas Cleaning Plant and the Acid Plant. Since January 1, 2019, the only emissions from the Superstack have been from furnace and roaster maintenance operations. These emissions will report to the new 450’ stacks by the end of 2020 and the Superstack will no longer emit any emissions. The Vale Nickel Refinery is typically a low SO2 emitter but under exceptional meteorological events may also contribute as a source if SO2 emissions are trapped under a low inversion.

The location of STN77025 (CKNC Tower) provides MET data that is closer in proximity (within five (5) kilometres) to the Vale Smelter site. The Glencore site is located approximately seventeen (17) kilometres from CKNC MET station (STN77025). The Falconbridge MET station (Falconbridge MET) is located on the Glencore site, northwest of the smelter. It is approximately twenty-one (21) kilometres from the Vale Smelter. The Vale Nickel Refinery is located approximately four and a half (4.5) kilometres southwest of the Vale Smelter.

4.5 Annual SO2 Average Concentrations Overview

The monthly average and resulting annual arithmetic mean SO2 concentration in 2019 for each monitoring station are summarized in Table 4-5. The annual average value is calculated by dividing the sum of the valid monthly mean SO2 concentrations for each station by the total number of valid months in the year.

The maximum annual mean SO2 concentration (1.7 ppb) occurred at STN77601 (Parkinson). The annual AAQC for SO2 is 20 ppb. Overall, the annual arithmetic means ranged from 0.1 to 1.7 ppb as illustrated in Table 4-5.

5 Annual SO2 Results Comparison

This section compares the monthly SO2 average concentrations from January to December 2019 (2019 data) versus January to December 2018 (2018 data). Figure 5-1 presents a graphical comparison.

Overall, the 2019 SO2 annual average concentrations are lower than concentrations recorded in 2018. Fifteen of the eighteen monitoring stations had annual average SO2 concentrations decrease from the previous year. Increases were observed at STN77013 (Hanmer), STN77230 (Spruce) and STN 77603 (Wahnapitae).

A comparison of each monitoring stations’ annual arithmetic means for the previous annual reporting period (January to December 2018) and this reporting period (January to December 2019) is shown in Table 5-1.

The maximum annual arithmetic mean SO2 concentration in 2018 was 2.04 ppb that occurred at STN77330 (Union). Overall, the annual average SO2 concentrations ranged from 0.18 to 2.04 ppb in 2018.

As illustrated in Figure 5-1, the average annual SO2 concentrations were lower at fifteen (15) of the eighteen (18) stations in 2019 compared to 2018.

The SO2 average annual concentration in 2019 was 0.79 ppb that is lower than the 2018 annual average (0.97 ppb). The largest decrease was seen at STN77012 (Skead) with a 0.49 ppb decrease from 2018 to 2019.
