ONE HUNDRED THIRTY-SEVENTH DAY Hall of the House of Representatives, Columbus, Tuesday, March 20, 2012, 9:30 a.m. The House met pursuant to adjournment. Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Pelanda was selected to preside under the Rule. The journal of the previous legislative day was read and approved.

INTRODUCTION OF BILLS The following bill was introduced: H. B. No. 488-Representatives Baker, Slaby. Cosponsors: Representatives Antonio, Boyd, Derickson, Foley, Gardner, Gonzales, Hagan, C., Letson, Stebelton.

To amend sections 109.91, 2743.70, and 2949.092 and to enact sections 109.921 and 2949.095 of the Revised Code to generally impose an additional court cost of $100 for a felony or misdemeanor in cases in which a person is convicted of a sexually oriented offense; to require the deposit of the additional court cost into the Rape Crisis Program Trust Fund administered by the Attorney General; to fund rape crisis centers out of the Fund; to increase to $50 for a felony and $15 for a misdemeanor the additional court cost that is charged to fund the Reparations Fund; and to add a representative of rape crisis centers as a member of the State Victims Assistance Advisory Committee.

Said bill was considered the first time.

REPORTS OF STANDING AND SELECT COMMITTEES AND BILLS FOR SECOND CONSIDERATION The standing committee on Rules and Reference to which was referred Am. S. C. R. No. 19-Senator Widener, et al., having had the same under consideration, reports it back with the following amendments and recommends its adoption when so amended. RE: FAA-SELECT OHIO AS TESTING SITE-UNMANNED AERIAL SYSTEMS AIRSPACE SYSTEM INTEGRATION Representative Adams, J. moved to amend as follows: In line 54, delete "requires" and insert "and the FAA Modernization and Reform Act of 2012, Pub. Representative Brenner moved that the House and Constitutional Rules requiring bills to be considered by each house on three different days be suspended as to the second consideration of House Bills and Senate Bills contained in the report of the committee on Rules and Reference. The motion was agreed to without objection. The report was agreed to. Said House Bills and Senate Bills were considered the second time and referred as recommended.

MOTIONS AND RESOLUTIONS Representative Phillips reported for the Rules and Reference Committee recommending that the following House Concurrent Resolution and House Resolution be introduced and referred to the following committees for consideration: H.C.R. Thus far in the 129th General Assembly, we have accomplished many great things on behalf of our constituents and the citizens of the great State of Ohio. In addition, I am inspired by all of the hard work that has been invested by my colleagues in this chamber.
