Minutes of the 613th Meeting of SEIAA dated. 21.05.2020 The 613th meeting of the State Level Environment Impact Assessment Authority was convened on 21.05.2020 at the Authority's Office in Environmental Planning and Co- Ordination Organization (EPCO), Paryavaran Parisar, Bhopal. Case No 6873/2020 Shri Manvendra Singh S/o Late Shri Indrapal Singh, R/o Katra Mohalla, Dist. Panna, MP – 488001 Prior Environment Clearance for Flag Stone Quarry in an area of 1.00 ha. (2,001 cum per annum) (Khasra No. 188P), Village - Dhauna, Tehsil - Sahnagar, Dist. Panna (MP). This case was recommended in 429th SEAC meeting dated 16.03.2020 and PP was called for presentation but PP could not present in the meeting for presentation hence, case is deferred for upcoming SEIAA meeting. 2. Case No. 6939/2020: Prior Environmental Clearance for Murrum & Stone Quarry (opencast semi mechanized method) in an area of 4.185 ha. (34,000 cum/year Murrum and 60,000 cum/year Stone) at Khasra No. 94, 95/1, 95/2, 98/3/1, 150/3, 151, 152/1, 152/2, 172/2KA/1), Village - Bela, Tehsil - Raghuraj Nagar, Dist. - Satna (MP) by M/s Sadbhavna Stone Crusher Pvt. Ltd, Ajay Bhavan, Ayappa Mandir Road, Bhandhavgarh Colony, Dist. - Satna, MP - 485001, Email – [email protected], [email protected], Mobile - 9039239148, 9425173303. This case was recommended in 431st SEAC meeting dated 18.03.2020 and it was recorded that.......... “------------The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’: PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 431st SEAC meeting dated 18.03.2020, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:- i. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP. ii. PP shall not start mining activity before execution of lease agreement. iii. The depth of the pit shall be as per the Approved Mining Plan. iv. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary. v. PP shall ensure the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season. vi. PP shall ensure to construct garland drain with settling tank all around the lease area and regular cleaning & maintenance shall also be carried out by PP. vii. PP shall ensure the controlled muffle blasting with arrangements of sand bags. (Anil Kumar Khare) (R.K. Sharma) (Rakesh K. Protection plan for nearby habitation should be prepared by PP. ix. Total 5000 saplings shall be planted by PP in first three year under plantation programme. Suitable tree species i.e. Mango, Kathal, Pipal, Bargad, Neem, Amaltas, Amla, etc. at mine lease boundary & approach road shall be planted by PP on priority. PP shall ensure to explore the possibity to plant trees in one chunk of village area. x. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP. xi. PP must ensure implementation of the following activities in nearby Bela village with separate budget provision of Rs 1,00,000/Year under CER: a) 1st Year: Arrangement of overhead tank (750 lit.) with water pump (0.5HP) for drinking water facility at Bela Primary School. b) 2nd Year: To provide fan and tube lights & other material at Bela Primary School. c) 3rd Year: To provide benches & table chairs in classroom of Bela Middle School. d) 4th Year: Maintenance of toilets and to fulfil other need base requirement of Bela PHC. e) 5th Year: Maintenance of hand pump of village common area and concrete it all around and maintenance of intake well. The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat. xii. PP should ensure to submit half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA. Hence, Prior Environmental Clearance is granted for Murrum & Stone Quarry (Opencast Semi Mechanized Method) in an area of 4.185 ha. (34,000 cum/year Murrum and 60,000 cum/year Stone) at Khasra No. 94, 95/1, 95/2, 98/3/1, 150/3, 151, 152/1, 152/2, 172/2KA/1), Village - Bela, Tehsil - Raghuraj Nagar, Dist. - Satna (MP) for the lease period to M/s Sadbhavna Stone Crusher Pvt. Ltd, Ajay Bhavan, Ayappa Mandir Road, Bhandhavgarh Colony, Dist. - Satna, MP - 485001. (Anil Kumar Khare) (R.K. Sharma) (Rakesh K. Case No. – 6319/2019 Prior Environmental Clearance for Stone Quarry (Opencast Manual / Semi Mechanized Method) in an area of 2.00 ha. for expansion in production capacity from 3,500 cum / year to of 21,647 cum / year at Khasra No. 351 at Village - Bamnora Kalan, Tehsil - Ghuwara, Dist. Chhatarpur (MP) by M/s Surya Minerals , Partner - Shri Shakti Bundela, Ward no. 10, Suryanchal Gadi Gram, Post - Ghuwara, Dist. Chhatarpur, MP – 471313. This case was recommended in 431st SEAC meeting dated 18.03.2020 and it was recorded that.......... “…………PP has submitted the response of above quarries same date vide letter dated 18.03.2020, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:” It is a case of expansion in production capacity from 3,500 to 21,647 cum/year, PP has submitted the earlier EC issued by DEIAA, Chhatarpur and compliance report issued by MoEF&CC vide letter no 149 dated 06/02/2020.
