1. Case No 6873/2020 Shri Manvendra Singh S/o Late Shri Indrapal Singh, R/o Katra Mohalla, Dist. Panna, MP – 488001 Prior Environment Clearance for Flag Stone Quarry in an area of 1.00 ha. (2,001 cum per annum) (Khasra No. 188P), Village - Dhauna, Tehsil - Sahnagar, Dist. Panna (MP). This case was recommended in 429th SEAC meeting dated 16.03.2020 and PP was called for presentation but PP could not present in the meeting for presentation hence, case is deferred for upcoming SEIAA meeting. 2. Case No. 6939/2020: Prior Environmental Clearance for Murrum & Stone Quarry (opencast semi mechanized method) in an area of 4.185 ha. (34,000 cum/year Murrum and 60,000 cum/year Stone) at Khasra No. 94, 95/1, 95/2, 98/3/1, 150/3, 151, 152/1, 152/2, 172/2KA/1), Village - Bela, Tehsil - Raghuraj Nagar, Dist. - Satna (MP) by M/s Sadbhavna Stone Crusher Pvt. This case was recommended in 431st SEAC meeting dated 18.03.2020 and it was recorded that...... “------The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’: PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 431st SEAC meeting dated 18.03.2020, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:- i. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP. ii. PP shall not start mining activity before execution of lease agreement. iii. The depth of the pit shall be as per the Approved Mining Plan. iv. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary. v. PP shall ensure the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season. vi. PP shall ensure to construct garland drain with settling tank all around the lease area and regular cleaning & maintenance shall also be carried out by PP. vii. PP shall ensure the controlled muffle blasting with arrangements of sand bags.

viii. Protection plan for nearby habitation should be prepared by PP. ix. Total 5000 saplings shall be planted by PP in first three year under plantation programme. Suitable tree species i.e. Mango, Kathal, Pipal, Bargad, Neem, Amaltas, Amla, etc. at mine lease boundary & approach road shall be planted by PP on priority. PP shall ensure to explore the possibity to plant trees in one chunk of village area. x. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP. xi. PP must ensure implementation of the following activities in nearby Bela village with separate budget provision of Rs 1,00,000/Year under CER: a) 1st Year:  Arrangement of overhead tank (750 lit.) with water pump (0.5HP) for drinking water facility at Bela Primary School. b) 2nd Year:  To provide fan and tube lights & other material at Bela Primary School. c) 3rd Year:  To provide benches & table chairs in classroom of Bela Middle School. d) 4th Year:  Maintenance of toilets and to fulfil other need base requirement of Bela PHC. e) 5th Year:  Maintenance of hand pump of village common area and concrete it all around and maintenance of intake well. The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat. xii. PP should ensure to submit half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA. Hence, Prior Environmental Clearance is granted for Murrum & Stone Quarry (Opencast Semi Mechanized Method) in an area of 4.185 ha. Case No. – 6319/2019 Prior Environmental Clearance for Stone Quarry (Opencast Manual / Semi Mechanized Method) in an area of 2.00 ha. for expansion in production capacity from 3,500 cum / year to of 21,647 cum / year at Khasra No. 351 at Village - Bamnora Kalan, Tehsil - Ghuwara, Dist. Chhatarpur (MP) by M/s Surya Minerals , Partner - Shri Shakti Bundela, Ward no. 10, Suryanchal Gadi Gram, Post - Ghuwara, Dist. Chhatarpur, MP – 471313. This case was recommended in 431st SEAC meeting dated 18.03.2020 and it was recorded that...... “…………PP has submitted the response of above quarries same date vide letter dated 18.03.2020, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:” It is a case of expansion in production capacity from 3,500 to 21,647 cum/year, PP has submitted the earlier EC issued by DEIAA, Chhatarpur and compliance report issued by MoEF&CC vide letter no 149 dated 06/02/2020. PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 431st SEAC meeting dated 18.03.2020, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:- I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP. II. PP shall not start mining activity before execution of lease agreement. III. The depth of the pit shall be as per the Approved Mining Plan. IV. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary and towards Pucca road West, North, South (Dense Plantation) directions. V. PP shall ensure that the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season. VI. If required, controlled muffle blasting shall be carried out with arrangements of sand bags towards canal (North-West direction). VII. Before commencing the mining activity, site demarcation should be done leaving 30m from water body (S- direction) as a “no mining zone”. The demarcation should be done by the Revenue Officials in the presence of Mining Officer, Chhatarpur. VIII. PP shall ensure to construct and maintained the approach road. Plantation will be carried out on both side of approach road.

IX. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing road & as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP. X. Total 2100 saplings shall be planted by PP in three years under plantation programme suitable indigenous tree species both side approach road, lease boundary, Nearby Bamnorkala primary school and gram Panchayat Bhawan, Panchayat Barren land. Plantation of Neem, Peepal, Bargad, Aam, Gulmohar,Amla, Kathal, drumstick, Guava etc. will be planted on priority. XI. PP must ensure implementation of the following activities with separate budget provision of Rs 0.50 lakh/ year under CER. (a) Organizing the traffic awareness program in the village every year. (b) Develop grazing land at village Bamnora Kalan. (c) 1st Year - Arrangement of overhead tank (750 liter) with water pump (0.5 HP) for drinking water facility at primary school Bamnora Kalan. (d) 2nd Year - Providing fan and tubelight and other material at primary school - Bamnora Kalan (e) 3rd Year - Providing furniture’s (Tables, Chairs, Benches ) in classroom of Middle School Bamnora Kalan. (f) 4th Year – Maintenance of toilets and fulfil other need base requirement of PHC Bamnora Kalan. (g) 5th Year – Making Pucca Chabutra for villagers in Bamnora Kalan. The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat XII. PP should ensure to submit half yearly compliance report and CSR activity report with photographs of plantation in MP-SEIAA. 4. Case No. - 5965/2019 Prior Environmental Clearance for Crusher Stone Quarry (Opencast Manual / Semi Mechanized Method) in an area of 4.50 Ha. for production capacity of 81,000 cum / year at Khasra No. 354/4, 355/1, 355/2, 356 at Village - Rehli, Tehsil - Hatpipliya, Dist. Dewas (MP) by M/s. Balaji Developer, Partner Shri Vekash Mittal, R/O 301, Pukhraj Corporate, Navlakha Dist. . (1) This is a project pertaining to mining of Stone Quarry in MLA of 4.50 ha The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National park and sanctuary etc. thus it is not attracted by the general conditions and considered under category ‘B-1” by virtue of its location and mining lease area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environment clearance for the project. It was submitted that this is a proposed mine with production capacity of Stone 81,000 cum / year. (2) As per the letter issued by District Collector office (OIC, Kanij Shakha) letter no. 71 dated 14.01.2019 (referring a letter signed on dated 11.01.2019 by Asstt. Tracer) informed that there are two more lease of 3.31ha and 1.8ha area respectively and total three mines with commulative area of 9.610 ha within the the 500 meters of this mine and forms a cluster of > 5.00 ha., and shall be appraised as per recent O.M. dated 12.12.2018 for conducting EIA & Public hearing (3) The Mining Plan with Progressive Mine Closure Plan has been approved under Rule 42 of Minor Mineral Rules 1996, by The Regional Head Geology & Mining Department , Indore vide his letter no. 2225/M.Plan/ Na Kra/2018, Bhopal Date 20.08.2018 (4) SEAC in its 430th SEAC meeting dtd 17.03.2020 has recommended the case with 39 special conditions for issuance of EC. (5) The proposed plantation programme was examined and it was found that 4510 sapling of tree species covering an area of 4.5 ha shall be covered under plantation. (6) It was noted that as per Deputy Forest Division Officer, Letter no. 1658 dated. 24.07.2018, the National Park/Sanctuary are not located within 10 Km., radius from the mining site. Hence, the General Conditions are not attracted. (7) It was noted that the water requirement is 3.5 KLD (1.0 KLD for Dust Suppression + 0.50 KLD for Domestic + 1.0 KLD for Mining Operation + 1.0 KLD for Green Belt) which shall be met from mine pit & Tankers. (8) It was also noted that the Public Hearing was carried out on 20.01.2020 at nearby mine site Village - Rehli, Tehsil - Hatpipliya, Dist. Dewas under Chairmanship of Upper Collector, Dewas. The major comments of applicants during public hearing are are water for irrigation, access on approach road, Controlled blasting, employment of local people, construction & maintenance of existing / approach road connecting the mine & main road, Plantation on road side, regular health check-up of mine workers & water sprinkling to suppress the dust emission.

After deliberation and site inspection, SEAC recommends additional four specific conditions for prior EC considering the proximity of lease with village habitation and perusal of recommendations of 430th SEAC meeting dtd 17.03.2020 , it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions: I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP. II. Plantation programme as mentioned in EIA/EMP and presented during presentation in SEIAA & SEAC shall be followed in content and spirit. III. PP shall demarcate a barrier zone of 7.5 m as no mining zone in the periphery of mining lease area and develop a green belt. Three row plantation shall be carried out in the greenbelt area in current year with proper watering arrangement. IV. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table approval of the Central Ground Water Board shall be obtained. V. The over burden and waste will be stacked for five years and then simultaneously backfilled in the mined out area where plantation will be raised on it. VI. Total 4510 saplings shall be planted by PP in three years under plantation programme suitable indigenous tree species both side approach road, lease boundary along the transportation road/ in premises, Plantation at Gurariya & Karnawad village. Plantation of Neem, Peepal, Amaltas, Bargad, Jamun, Amla, Mango, Drumstick Mahua , etc. will be planted on priority. VII. No overburden will be dumped outside the mine lease area. VIII. Regular air & water quality monitoring shall be carried out by PP before discharging it into the nearby agriculture fields from authorized laboratory in consultation with Regional Officer, MPPCB. IX. PP shall ensure generation of employment opportunities to nearby Village on priority bases. X. Payments of wages to the workers shall be done in consonance with the provisions in the labour laws. XI. Proper infrastructure with shelter, drinking water, toilet and first-aid facilities shall be provided for the laborers. A provision should be made to construct a pakka rest shelter along with toilet and drinking water facility. XII. PP should also carry out regular sprinkling of water in the mining lease area to arrest dust emission from mining activities affecting the nearby agriculture fields

XIII. Mining shall be limited to the area as shown in surface plan and as per the approved mining scheme. XIV. PP shall ensure proper water supply arrangements for plantation especially in summer season. XV. PP shall ensure proper implementation of plantation, dust suppression, construction of CC approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP. XVI. PP must ensure implementation of the following activities with separate budget provision of Rs. 5.0 Lakhs/ year under CSR as committed. (a) Providing pen, Pencil, School Uniforms, shoesand note book of students in the school nearby lease area. (b) Contribution in conservation of grazing land. (c) Organize Traffic Awareness camp in the village. (d) Planting trees in school. (e) Making availability of water filter in the school. (f) To organize of health check – up camp for villagers. (g) Providing fan , tables,black boards in schools, nearby lease area and construction of main gate of school. (h) Providing sport equipments for students in nearby school . (i) Arrangement of camps in villages for providing the knowledge about modern agricultural technologies or practices. (j) Free compulsory education for children of worker group. The Proposed CER activities will be carried out each year in the below mentioned village & same activities will be followed after 5 years ( Rehli, Karnawad, Hatpipliya, Gurariya & Borkhera). The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat XVII. PP should ensure to submit half yearly compliance report and CSR activity report with photographs of plantation in MP-SEIAA. Case No. 6879/2020: Prior Environmental Clearance for Soil Quarry (Opencast Manual/Semi Mechanized Method) in an area of 1.0 ha. for production capacity of 1500 cum per annum at Khasra No. 36/Min-1 Pvt. Land at Village - Jonsil, Tehsil - Sabalgarh, Dist. Morena (MP) by Shri Pappan Yadav S/o Shri Pankshi Yadav R/o Village & Post - Jonsil, Tehsil - Sabalgarh, Dist. Morena, MP, This case was recommended in 430th SEAC meeting dated 17.03.2020 and it was recorded that...... "------Vide letter dated 17.03.2020, PP has submitted the desired information, which was placed before the committee.
