NOTE TO AMENDED CRITERIA

Cycling Canada is carefully following the evolution of the coronavirus on the global and domestic level and how it may impact obtaining quota spots for the Tokyo Paralympic Games and/or domestic nomination of athletes for the Tokyo Paralympic Games. Unless otherwise required by exceptional and unforeseen circumstances related to the impact of the coronavirus, Cycling Canada will respect these Internal Nomination Procedures (INP) as written.

However, situations related to the coronavirus pandemic may arise that require this Internal Nomination Procedure to be modified. Any modifications will be made promptly and as often as required following developments that directly impact the Internal Nomination Procedure. In such circumstances, any modifications will be communicated to all affected individuals as soon as possible.

Further, situations may arise that do not allow this Internal Nomination Procedure to be modified or applied as written due to time constraints or other exceptional and unforeseen circumstances. In such situations, any decision, including nomination decisions, will be made by the individual(s) with decision-making authority, as stated in this Internal Nomination Procedure, in consultation with the relevant individual(s) or committee(s) (as applicable), and in accordance with the stated performance objectives and selection philosophy and approach as stated herein. Should it be necessary to make any decision in this manner, Cycling Canada will communicate with all affected individuals as soon as possible.

1. INTRODUCTION The XV Paralympic Games will be held in and around Tokyo, Japan, from Aug. 24 to Sept. 5, 2021.

As provided for in Clause 12 (Amendments and Unforeseen Circumstances), these criteria were amended on July 31, 2020, due to the postponement (see below). In the case of conflict with the original criteria, these amendments will prevail.

Para-cycling has been part of the Paralympic program since 1984, with Road cycling introduced in New York/Stoke Mandeville and Track being introduced to the program 12 years later in Atlanta.

There will be 51 medal events in cycling in Tokyo: 34 road, and 17 track.

The purpose of this Internal Nomination Policy (INP) is to set out the process and criteria that will be used by Cycling Canada to select athletes to the Tokyo Paralympic Games team.

The primary objective of the selection policy and procedures is to select the maximum number of medal potential athletes for the Tokyo Games. The secondary objective is to provide Paralympic competition opportunities for athletes identified as on a trajectory for future Paralympic Games as part of Cycling Canada’s high performance program.

Amendments on July 31, 2020

A range of factors have led to these amendments, including: • The Tokyo Paralympic Games have been postponed by one year due to COVID-19 pandemic • All domestic and international racing and rankings were suspended on March 3, 2020 • Qualification is not complete for para-cycling; according to the revised qualification guide published by the UCI in June, 2020, qualification will include: o All qualification events that took place up to March 3, 2020 o The first two para-cycling road world cups that will take place in 2021 • Cycling Canada’s current projected quota is 4 women and 5 men

• It is possible this quota will change based on the outcomes of the qualification events in 2021 • Pre-selecting athletes will allow them to focus on Paralympic preparation and not risk their health by travelling before it may be safe to do so, or by preparing for peak performance too early • Selection must take into account the possibility Canada’s quotas will change • There is an elevated health risk for many para athletes if they contract COVID-19 • Return to training and competition will vary by region • It is not known when it will be possible to resume international travel, particularly for athletes with elevated health risk • It is not known what quarantine requirements may be in place when travel resume

When drafting these amendments, Cycling Canada adopted the following principles: • Athletes’ health is a higher priority than Canada’s Paralympic quota • There are significant health concerns of obliging athletes to prepare for peak performance during the COVID-19 pandemic • Canada will only enter athletes in the first two world cups in 2021 if it is safe to travel and compete, and may not enter a full team. In order to avoid pressuring athletes to put their health at risk, the selection policy should limit the importance of performances at those world cups, and reflect the fact that Canada’s Games quota may be affected by the results from those events. • As such, Cycling Canada should select the majority of athletes based on performances in selection events prior to March 3, 2020, in such a way that selection can be adapted to whatever quota Canada earns for the Paralympic Games. • Nevertheless, it is possible for developing athletes to progress significantly during the one-year delay of the Games, and it should also be possible for such an athlete to be selected based on performances in 2021. • Cycling Canada will therefore create a ranked list of athletes based on performances up to March 3, 2020. • This list will form the basis of the Paralympic team nomination, while leaving one position per gender open for discretionary selection in the event of exceptional performances at the first two World Cups in 2021.

2. DECISION MAKING AUTHORITY The High Performance Director is responsible for developing and approving the selection process and procedures for the team that will be nominated to the CPC for the Tokyo Paralympic Games.

The national team coaches, in consultation with the High Performance Director, are responsible for the implementation of these procedures. All team nominations, including alternates and staff, will be ratified by the High Performance Committee.

During the actual competition period onsite at the Tokyo Paralympic Games, all final decision making authority will reside with the Team Leader. The lineup for all team events shall be determined on site by the coaching staff and will come from within the team complement.

3. INTERNATIONAL FEDERATION (IF) CRITERIA The size of Canada’s cycling delegation will be determined by the Paralympic qualification process drafted by the International Cycling Union (UCI), and the final quotas won’t be announced until June 14, 2021. Canada’s projected team size is between 8 to 10 athletes.

4. ATHLETE ELIGIBILITY In order to be eligible for nomination to the Canadian Paralympic Committee for Paralympic Team selection, an athlete must: o Be a Canadian citizen. o Be 18 or older on Dec. 31, 2021. o Have a valid Canadian passport that does not expire on or before Feb. 9, 2021. o Be in compliance with all relevant IF and IPC requirements for eligibility (see event-specific criteria below). o Sign, submit, and comply with the CPC Athlete Agreement and Organising Committee (OCP) Conditions of Participation Form no later than June 23, 2021. o Hold a valid UCI licence indicating nationality as Canadian. o Sign, submit and comply with the Cycling Canada National Team Agreement. o Have completed all relevant UCI, WADA and CCES anti-doping requirements. o Have raced in at least one (1) sanctioned, international UCI Para-Cycling competition between Jan. 1, 2018, and July 15, 2021; o Be internationally classified with a “Confirmed” sport class status or a “Review” sport class status with a review date after Dec. 31, 2021 (not applicable to Tandem pilots).

5. SELECTION CRITERIA The Specific Selection Criteria below are the criteria used to select athletes to events in each cycling sport. These criteria also make reference to the General Selection Criteria, which can be found in Appendix 1 of this document.

Process for selection The selection committee will create a ranked list of eligible athletes based on performances in selection events up to March 3, 2020, using the criteria detailed below.

Once Canada’s Games quotas are confirmed, athletes will be named to the Paralympic team in the order of their ranking on the list, with the final male and final female spot open for discretionary selection based on the criteria below.

The nomination order for the most likely quota scenarios are as follows:

These nominations will be submitted to the High Performance Committee for review before being submitted to the Canadian Paralympic Committee for final approval.

All results must be achieved during the qualification period (see Appendix 2 for a list of key events). Any ties will be broken by the Head Coach.

Minimum performance In order to be eligible for selection, athletes must achieve the following standards minimum performance standards during the qualifying period:

• Meet the A time standard found in Appendix 1 of this document; and • Achieve one or more of the following: o TRACK: Finish top 4 in the Individual Pursuit at the 2020 Track World Championships; Finish top 3 in the Time Trial at the 2020 Track World Championships. o ROAD: Finish top 8 and top half at the 2019 Road World Championships; Finish top 5 and top half at a road World Cup in 2019 or 2021.

Additional athletes may be designated as eligible for selection based on the expert opinion of the National Team Coach and the High Performance Director using: • The rider’s UCI rankings; • The rider’s performance and results in UCI sanctioned events; • The rider’s past performances at World Championships and Paralympic Games; and • Items mentioned in Clause 10.a of the General Selection Policy (see Appendix 1).

Selection criteria Ranked list:

The following athletes will be automatically named to the list: • Individual Pursuit World Champion at the 2020 Track World Championship in a non-merged class; • Individual Time Trial World Champion at the 2019 Road World Championship in a non-factored, non-merged event; • Road Race World Champion at the 2019 Road World Championship in a non-factored, non-merged event.

The remaining eligible riders will be named to the list based on the following: • The selected riders’ performances; and • The Other Factors, Extenuating Circumstances, and Other Selection Matters as set out in clauses 10 to 12 inclusive of the General Selection Criteria (see Appendix 1).

Discretionary selection:

Discretionary nominations will be based on the following: • Exceptional performances* achieved in the two World Cups in 2021 that are part of the Paralympic qualification process; • In the absence of an exceptional performance, the ranked list described above will be used for the discretionary nominations.

*Given the differences in depth of field in the various Para-cycling classes and the differing course conditions from one venue to another, the selection committee will determine whether a performance is considered exceptional based on their expert opinion. To be considered, the performance must at a minimum meet the time standard in Appendix 3.

Before their selection is confirmed, all athletes must demonstrate performance readiness as described below.

Alternates Up to three male and three female athletes will be named as alternates over all classes using the same process as team selection.

Performance Readiness and Injuries All selections made using these criteria are subject to an assessment of the athlete’s performance readiness.

“Performance readiness” is defined as the ability of the athlete to achieve equal or superior performance(s) onsite at the scheduled event, as compared to the performance(s) the athlete achieved in qualifying. The final decision on competitive readiness will be made by the relevant head coach, using all available information at his/her disposal including performance results and progress over the selection period, the suitability of the training and competition plan, fitness and other indicators, submitted medical documentation, consultation with the athlete’s personal coach, and any other relevant performance related information.

Athletes must agree to participate in any Cycling Canada designated camps related to this event. Failure to comply without prior agreement will lead to removal from the team.

Prior to the CPC nomination deadline all nominated athletes shall have their current performance status evaluated by the relevant Head Coach, and their injury/health status assessed by the relevant IST staff member(s). If, having completed these assessments, an athlete is deemed to be underperforming significantly as a result of injury or illness the relevant head coach shall decide if the athlete will be sufficiently recovered to be nominated to the Paralympic Team. Injuries or illnesses to athletes occurring after the nomination deadline will be dealt with similarly, and subject to the Late Athlete Replacement Policy.

Once selected, athletes who do not remain performance ready because of lack of fitness, injury, or illness may be removed from the team at any time. Following nomination to the CPC, any such removals are subject to the approval of the CPC Team Selection Committee. Athletes are required to immediately report any injury, illness, or change in training that could affect their ability to compete at their highest level at the Tokyo Paralympic Games. Notification must be sent to the relevant head coach and to High Performance Director Kris Westwood ([email protected]).

Removal of an athlete once selected Besides in the case of performance readiness outlined above, an athlete may be removed from selection under Clause 14 of the General Selection Criteria (see Appendix 1). Any such removal must be ratified by the High Performance Committee.

Cycling Canada will advise the affected athlete, in writing, of the decision.

6. CONFIRMATION OF ENTRIES By June 18, 2021, Cycling Canada shall determine the athletes (and alternate athletes) it proposes to nominate to the CPC for positions on the Canadian Tokyo Paralympic Team, subject to any revisions required by an athlete’s decision to decline a nomination to be a member of the Canadian Tokyo Paralympic Team, or by an athlete’s inability to participate at a competitive level due to a health related curtailment of activities.

Substitutions after Aug. 2, 2021 are subject to the Late Athlete Replacement Policy.

7. AMENDMENTS & UNFORESEEN CIRCUMSTANCES In situations where unforeseen circumstances do not allow the selection process to be fairly and objectively applied, the High Performance Director, in consultation with the High Performance Committee, reserves the right to rule on an appropriate course of action.

8. APPEALS Cycling Canada nominations to the CPC for the Tokyo Paralympic Games may be appealed in accordance with the procedures set out in the Cycling Canada Appeals Policy, published on the Cycling Canada website. Any dispute relating to the Cycling Canada Nomination Procedures for the Tokyo Paralympic Games must be brought according to said Policy, or may be brought directly to the SDRCC with the consent of all parties.

9. GENERAL Prior to publication, the Cycling Canada INP for the Tokyo Paralympic Games will be circulated to the Cycling Canada Athletes Council for feedback, published in draft form on the Cycling Canada website, and submitted to the High Performance Committee for ratification.

The final version of this INP will be published prior to Aug. 25, 2021. The INP will be circulated via email to

all 2019-2020 high performance program athletes and coaches and posted on the Cycling Canada website. All subsequent amendments to the approved INP will be circulated to all 2019-2020 high performance program athletes and coaches and posted on NSF Name’s website.

10. STAFF SELECTION (Coaches, Team Leaders) The High Performance Director has the sole discretion in selecting the support staff, including team leader, coach(s) for the Tokyo Paralympic Games. The support staff will be selected based on the principle of sending a team of specialists that is best capable of assisting athletes in achieving podium performances at the Games. All selections are subject to CPC approval.

APPENDIX 1 – GENERAL SELECTION CRITERIA

GENERAL SELECTION CRITERIA – PART A Part A of this Policy sets out the scope and purpose of the Policy, who it applies to, the decision making process, athlete eligibility, communication requirements for riders seeking selection, and how this Policy can be amended.

1. SCOPE AND PURPOSE OF POLICY a. This Policy is issued by CC to clearly set out the process and criteria by which riders will be selected to be members of the Canadian National Team Pools and Teams for the categories and programs and for the period defined in the specific selection criteria, subject to clauses 1.b and 12.d. b. Cycling Canada may decide at any time at its discretion not to select or enter a Team, or to vary the Team size. This decision may be made for any reason including, but not limited to, financial constraints of CC. CC will endeavor to notify individuals affected by such a decision as soon as practicable, with the rationale for the decision.

2. APPLICATION OF THIS POLICY a. This Policy shall take effect on the date set out in the Specific Selection Criteria document. b. This Policy applies to all riders wishing to be considered for selection to the Canadian national team.

3. DEFINITIONS a. The words used in this Policy shall have the following meanings: • Campaign: a National Team trip that encompasses two or more projects • Category: the category of riders as defined in the UCI regulations and specified in The Specific Selection Criteria document. • CC: Cycling Canada • CCES: the Canadian Centre for Ethics in Sport • Cycling Disciplines: The sub-categories of competition within the Cycling Sports. For example, the sport of is divided into Sprint and Endurance disciplines. • Cycling Sports: These include road, mountain bike, para-cycling, track, BMX, cyclo-cross and mountain bike downhill. • Eligible: a rider that has satisfied the requirements in Clause 5 of this Policy and the applicable requirements in the Schedule for the rider’s Category. • Event: the different events held at competitions for the cycling Sport. For example, the Road Sport includes both time trial and road race events. • HPC: CC’s High Performance Committee • HPD: CC’s High Performance Director (this title is interchangeable with HPO – Head of Performance Operations) • In Writing: communication in written form either as a posted letter or via email. • Major Games: Olympic Games, Paralympic Games, Pan American Games, Parapan American Games and Commonwealth Games. • National Coach: the person appointed as coach for the different cycling Sports. The Head Coach oversees other coaches in their sport. • Pool: the long list of riders from which a Team is selected.

• Program Coordinator: the person who makes logistical arrangements for National Team Programs under the direction of a Program Manager, National Coach or the HPD. • Program Manager: the person who manages the National Team Programs for the different Sports of cycling. • Program: a season-long National Team plan within a Cycling Sport that includes training camps and competitions for a defined group of athletes. • Project: a competition the National Team is doing. It may be part of a campaign. • Road Manager: Because Canada’s top road athletes are members of professional teams with their own coaching support, we instead employ a Road Manager whose role is to liaise with the athletes and their teams to coordinate planning and strategy. • SDRCC: Sport Dispute Resolution Centre of Canada. • Selection Committee: The individual or group responsible for selecting athletes for a given Campaign, Project or Program. • Selection Criteria: the criteria set out in Part B of this Policy and the Specific Selection Criteria set out in the Specific Selection Criteria document. • Selection Date: the date that selections made by the CC Selection Panel are announced, as specified in the Specific Selection Criteria document. • Specific Selection Criteria: the criteria listed in the Specific Selection Criteria document. • Sport Advisory Group: appointed experts who advise the National Team Coach and HPD on matters of team selection for all events other than world championships and major games. There is an SAG for each of the cycling sports: road, track, mountain bike, BMX and para-cycling. • Team: the group of riders that are selected to represent Canada in Events in each Category as defined in this Policy, also referred to as “Canadian Team” or “National Team.” • UCI Cycling Regulations: the regulations issued by UCI from time to time that regulate the sport of cycling • UCI: the International Cycling Union, which is the international association of national cycling federations of which CC is the national federation of Canada. • World championships: the UCI-sanctioned World Championship held each year in each of the cycling sports.

4. SELECTION COMMITTEE a. The relevant National Coach, in collaboration with the HPD, will have authority to act as selection committee for Pools and Teams for all events other than elite world championships and major games. b. The High Performance Committee (HPC) will have sole authority to approve selection nominations and rationale for elite world championships and major games submitted by the relevant National Coach and the HPD. The HPC may request additional rationale, information and clarification of selections, and may request the National Coach and HPD review their selection recommendations. However, the HPC does not have the authority to make its own nominations or selections. c. The Sport Advisory Groups will have the authority to advise the National Coach and HPD on selection to Pools and Teams for all Projects and Programs except world championships and major games.

5. ELIGIBILITY AND COMMUNICATION a. To be considered eligible for selection to a Canadian National Team campaign, project or program, each rider must: i. Be a Canadian citizen at the time of application for their UCI cycling licence unless specified otherwise in the UCI Cycling Regulations. ii. Have a current racing licence issued by CC or another federation affiliated with the UCI with the nationality designated as “Canada.” iii. Have read, signed, and returned to CC the CC Athlete Agreement by the due date set out in the Specific Selection Criteria document. It is a condition of this Agreement that the rider agrees to participate in and meet all competition, training and participation requirements as determined by the HPD or National Coach. iv. Comply with the communication requirements set out in Clause 5.b of this Policy. v. Comply with anti-doping rules, regulations and policies as set out by the UCI, CC, the Canadian Centre for Ethics in Sport (CCES) and the World Anti-Doping Agency (WADA). This includes complying with whereabouts requirements for out-of- competition testing. vi. The rider must not be under suspension or any other sanction by any recognized body for any doping or doping-related offence. b. Communication is critical for an effective relationship between CC and each rider considered for nomination. Expectations include: i. Communication will be directly between CC (National Coach and/or Program Manager) and the athlete. ii. Athletes may request their personal coach be included in communications. iii. In the case of athletes who are minors, their parent/legal guardian will also be included in communications. iv. The rider must share with CC full contact details for anyone who is expected to be included in communications. v. CC must inform the rider in a timely manner of any specific requirements related to the program, campaign or program in consideration, including but not limited to: • Self-funding obligations; • Training or preparation expectations; • Administrative requirements. vi. The rider must complete the CCES online anti-doping education and sign the CC Athlete Agreement prior to travelling with the Team. vii. The rider must provide the relevant National Coach with a YTP (Yearly Training Plan) and racing program that includes details of the planned preparation for Event or Project.

6. AMENDMENT TO THIS POLICY a. This Policy, including the Selection Criteria, may be amended or supplemented, particularly where matters arise that have not been provided for. All amendments must be approved by the relevant Selection Committee. If approved, the HPD will publish any amendment or supplement and will endeavor to give as much notice as possible to all affected individuals.

GENERAL SELECTION CRITERIA – PART B Part B of this Policy sets out the selection objective and general criteria for selection to Teams.

7. SELECTION OBJECTIVE a. The objective is to select the Teams to compete in the Events and Categories as specified in the Specific Selection Criteria document.

8. PRE-CONDITIONS TO SELECTION: a. In addition to the eligibility requirements (Clause 5), and subject to Clause 8.b (Exemption), any other pre-conditions to selection will be specified in the Specific Selection Criteria document. b. Exemption: A rider may be exempted from any pre-condition requirement in Clause 8.a only on approval of a written application to the HPD setting out the reasons for not meeting this requirement. This application must be made by the Due Date as specified in the Specific Selection Criteria document. The HPD will review the application and advise the rider of the outcome as soon as practicable and not more than seven (7) days after receipt of the request.

9. SPECIFIC SELECTION CRITERIA a. Any rider who is Eligible and has met the pre-conditions (Clause 8) and seeks selection to a Team must achieve the Specific Selection Criteria set out in the Specific Selection Criteria document in order to be considered for inclusion in the Pool and selection to the Team.

10. OTHER FACTORS THAT WILL BE CONSIDERED IN SELECTION a. In addition to the Specific Selection Criteria, selection will take into consideration any one or more of the following additional factors in selecting riders for any Team: i. Individual performances and/or results in international competition of the rider in the 12-month period prior to the selection to pool or team; ii. The rider’s potential to contribute to Olympic qualifying spots leading into the next Olympic / Paralympic Games; iii. The rider’s potential to compete at the next Olympic / Paralympic Games; iv. The rider’s potential to win a medal at the next Olympic / Paralympic Games; v. The rider’s potential to compete at future Olympic / Paralympic Games; vi. The rider’s technical ability; vii. The rider's tactical ability; viii. The rider’s physical ability / fitness; ix. The rider’s suitability for the course / venue / environmental conditions of the Event in consideration; x. The rider’s attitude, composure and behavior in high-pressure competitive environments; xi. The results of any of the rider’s sport science tests conducted by CC, including biomechanical and physiological; xii. The rider’s consistency and reliability in competition; xiii. The ability of the rider to contribute to a team result; xiv. The rider’s attendance, performance, attitude and conduct in training whilst a member of national team program (DTE, training camp or competition); xv. The rider’s level of communication with CC, including sharing training programs and reports with the relevant National Coach.

11. EXTENUATING CIRCUMSTANCES a. In considering the performances and results of riders at events, trials, training camps or other attendances required under this Policy, the selection committee may, at its discretion, give weight to extenuating circumstances in accordance with this Policy. b. For the purposes of this Policy, extenuating circumstances means an inability to compete, attend training camps or perform at an optimum level arising from any one or more of the following:

i. Injury or illness (documented at the time the incident occurred and accompanied by a certified medical explanation); ii. Pregnancy; iii. Travel delays caused by carriers. c. Riders unable to compete at events, trials, or other attendances required under this Policy must advise the HPD of the extenuating circumstances in writing of this fact and the reasons thereof, with as much advance notice as possible, ideally more than seven (7) days prior to the beginning of the events, trials, or other attendances upon which selection may be considered under this Policy. d. In the case of injury or illness, riders are required to provide a doctor’s certificate and/or undergo a medical examination by a medical practitioner/s nominated by CC and to provide the opinion and/or report of such practitioner to the HPD. A failure to agree to such request will result in the CTO being prevented from considering the injury or illness as extenuating circumstances. e. The determination of an extenuating circumstance will be made on a case-by-case basis. Such determination will be made by the HPD and will be documented accordingly.

12. OTHER SELECTION MATTERS a. Factors Pertaining to Team Size: Where a greater number of riders achieves the Specific Selection Criteria than is permitted by the maximum Pool or Team size specified in the relevant Schedule, the selection committee shall determine which riders are to be nominated for selection. For this reason, achieving the Specific Selection Criteria does not guarantee selection to a Canadian Pool or Team. b. Additional Riders: Additional riders (up to the maximum number of riders specified in the relevant Schedule) may be added to a Pool or Team after the Selection Date, at the discretion of the Selection Committee. c. Removal from a Pool or Team: A rider may be removed from a Pool or Team in accordance with Clause 14 of this Policy. d. Right to Vary or Not Enter Teams: CC reserves the right to enter a larger or smaller Team or no Team at all in any Category for any Event, regardless of the number of riders who have met the Specific Selection Criteria. CC will endeavor to notify individuals affected by such a decision as soon as practicable, with the rationale for the decision.

13. SELECTIONS FOR START LIST a. Once a Canadian Team is selected for any Event, the HPD and/or the relevant National Team Coach and/or their designate will have complete discretion to determine from amongst the Team, the riders to start in each event on the basis of the performances, fitness, and health of the riders and the nature of the course or Event. b. The maximum number of riders to start in each event will be in accordance with the permitted starting numbers/quotas set out by the UCI for each cycling Sport. c. CC reserves the right to not enter athletes in an event.

14. REMOVAL FROM CANADIAN TEAM a. The Selection Committee may recommend a rider be removed from a Canadian Pool or Team if he or she: i. breaches or fails to comply with this Policy or any term of the CC Athlete Agreement; ii. breaches or fails to comply with: • CC National team policy; • the rules established by the CCES;

• the rules of any event, competition or activity in which the rider has been selected to participate; • any reasonable instruction or request by the HPD or National Team Coach; iii. brings him/herself, another rider in a Pool or Team, the Pool or Team as a whole, an official, CC, or cycling generally, into disrepute; iv. has a significant illness or injury which in the opinion of the National team Coach and/or CC appointed coach will prevent the rider from continuing to meet the Selection Criteria on which he or she was selected to the Pool or Team; or v. fails to consistently maintain the level of performance and/or results, or to maintain any one or more of the other factors set out in the applicable Selection Criteria. b. Removal from the team is subject to the same approvals process as for selection.

15. APPEALS a. All appeals should follow CC “Appeals Policy” published on the Cycling Canada website. b. There is no right to appeal a rider’s non-selection to a Pool.

APPENDIX 3 – ROAD TIME STANDARDS

The standards for the Road time trial represent the average speed for every International event of 2019 (3 World Cups and 1 World Championship) per class. The average speed of the time trial is cumulated from the 1st, 2nd, 3rdand 10thplace. This speed is averaged for finishing position. The A standard represents the Bronze Medal average speed. Although time factors are revised yearly, they cannot get slower; a previous years’ time standard will stay the same if the class hasn’t gone faster in the current year. If there is an increase in the average time, the standard will change and increase.
