PARISH COUNCIL

Minutes of the Meeting of the Parish Council held at Dallimore Mead Hall Monday, 1st June 2015 at 7.30pm.

Present: Ken Lloyd (Chairman); Mesdames, Capstick-Dale, Ellis, Ramsay; Messrs Garrod, Hayden, Masters (part), Sadler.

In attendance: John Gould and Mike Storey (Avon & Constabulary); members of the public x 2.

The Chairman welcomed visitors to the Meeting.

1. Apologies for absence – None.

2. Declarations of Interest ‒ None declared.

3. Minutes of the Annual Meeting of the Parish Council 18th May 2015 Agreed as a true record and signed by the Chairman.

4. John Gould, Beat Manager for South, and Mike Storey, PCSO for Frome North introduced themselves and gave a brief account of their responsibilities. It was noted that they are best contacted by email or by calling 101 and leaving a call-back message, and that Frome police are currently located in offices on Marston Trading estate above Pizza Hut. Richard Masters arrived. Speeding, the primary problem for villages, was discussed in detail; it was agreed that Nunney would try once again to create an active Community Speedwatch team. Members agreed that John Gould place an advertisement in the local press. Farm Watch and school parking was also discussed.

5. Neighbourhood Watch John Gould gave provided information on the Neighbourhood Watch scheme which requires a minimum and maximum number of houses per coordinator. It was agreed that firstly the Council needs to find out who is interested, then if there are sufficient volunteers it can request an information pack. Action: Clerk. John Gould reiterated that all crimes should be reported (even if minor) as otherwise crime statistics will not be correct and resources will not be allocated.

6. Clerks Report & Items for Information – noted. Letter and emails ‒ As directed at the meeting 5-5-15. Allotments ‒ Fees for 2015-16 still awaited. Burial Ground ‒ Interment of cremated remains (Jacqueline Wiltshire). Vacancies ‒ Advertised on the village notice boards and Parish magazine; see Item 13. Bank ‒ TSB failed to complete the money transfer between accounts causing cheques to be returned and creating a lot of admin for the Clerk. Dates for Meetings 2015-16 ‒ Updated and circulated; hall booked and Postlebury News advised. Finger post ‒ Highways now advise that they can’t paint the finger posts or supply the paint; they advise against self-painting. Working groups and representatives for organisations ‒ List updated and circulated. Car Park at The George ‒ Complaints received from the public regarding the wall being built opposite The George. This is a permissible development; planning permission is not required. Annual Return for 2014-15 ‒ Internal Audit on 21st May completed successfully. Register of Members Interests ‒ Forms for Richard Masters and Clifford Garrod sent to Mendip.

Page 1 of 3 010615 …………………………Chairman Training session ‒ Councillors were asked to let the Clerk know if they wanted to attend a Councillors training session at Village Hall on 9th July (training is a Parish Council requirement ‒ see Standing Orders). VAT ‒ Reclaim of VAT paid in 2014-15 submitted to HMR&C.

7. Correspondence – noted. Rural Service Network ‒ Enewsletters forwarded to Councillors as available. Plunkett Foundation ‒ Enewsletters forwarded to Councillors as available. Somerset Community Foundation ‒ Enewsletters forwarded to Councillors as available. The Wildlife Trust (by email, forwarded to Councillors) ‒ Request to talk to the Council about their work mapping wildlife habitats, encouraging replacement of hedges and carrying out bat surveys in East Mendip. No comments. Somerset Association of Local Councils (SALC) ‒ Affiliation fees for 2015-16; see item 13 ii. Letter from a resident offering to paint the finger post in the Market Place. See Item 6.

8. Aerial Runway Mr Masters advised that he has moved the wire up a notch on the posts.

9. Bike Track Work is progressing and the area now looks like a bike track, but that a stack of empty pallets dumped on the south boundary is hindering work. The Clerk advised that complaints had been received that it is “too big”.

10. Market Place i) Further quote still awaited for work to the wall. Action: KL. ii) Quote also awaited for the shelter. Action: SE. iii) It was confirmed that Jeremy Gaunt will stay on the Market Place working group. iv) It was agreed to install a new litter bin. Style to be agreed Action: KL/Clerk. v) A seat to be donated by Robin Carr was discussed. Action: KL.

11. Transparency Code for Smaller Councils The Clerk gave details of the Transparency Code and how it affects Nunney Parish Council. It was agreed that the Council will publish information on nunney.org.

12. Website and Council’s Online Presence i) The Council’s online presence and a Parish Council website was discussed. It was agreed that using nunney.org is the best way of providing this, and that the Parish Council should “own” this domain. It was noted that the website is currently hosted (FOC) on AwardSpace”. It was agreed to approach other village organisations to see if they want to publish their information to this site too. But the Clerk said that although she is prepared to handle the Parish Council updates, she will not have time to do it all. It was agreed that the Clerk and Richard Masters will meet with Simon Forrester to make a plan of action. Action: Clerk/RM. ii) Mr Master confirmed that BT have installed a cabinet in Nunney for superfast broadband. However, it could be a year before it is connected. iii) The Clerk advised that as part of the Connecting Devon and Somerset project free training sessions are available to encourage everyone to get online. Whilst it was noted that mobile signals are not good in Nunney, the Clerk was asked to investigate what could be done.

13. Vacancies for Councillors x3 Two people have expressed an interest, but it was agreed to wait until July before finalising co- options. See also Item 6.

This was completed by Members and signed by the Chairman and Clerk (as RFO). ii) Accounts for Payment: The Clerk advised that a further invoice from John Horsey was being presented for payment. 15. Planning Approvals: MDC 2015/0391/FU0700/TCA TPO not required for works to and felling of trees x15 in a Conservation Area at Cherry Tree Farm, High Street for Mrs Jayne James.

16. Rights of Way The Chairman advised that the issue of overgrown hedges on the track from Berry Hill is ongoing.

17. Reports from Organisations and Associations i) NCA ‒ Nil. ii) Nunney School ‒ The head teacher is currently on sick leave. iii) Village Hall ‒ Ms Ramsay gave an update. iv) Quarry ‒ Recent smells may be from the lorry park near the sawmills ‒ Mr Lloyd will investigate. v) Church ‒ A right of way over land adjacent to the church has now been registered.

18. Items for Next Meeting Flood plan (FH); recreation facilities for older children (RS).

19. Staff Matters (strictly confidential) The Clerk addressed the Council on a personal matter, which was discussed and a resolution agreed.
