43 HOUSE JOURNAL First Regular Session of the Fiftieth Legislature of the State of Oklahoma Second Legislative Day, Monday, February 7 , 2005 Pursuant to Article V, Section 26 of the Constitution of the State of Oklahoma, the House of Representatives for the Fiftieth Legislature was called to order at 12:00 o'clock noon by Speaker Hiett. The roll was called with 101 Members present. The Speaker declared a quorum present. Prayer was offered by Pastor Jeff Burress, Wesley United Methodist Church, Shawnee. Pastor Burress is sponsored this week by Representative Steele. Upon motion of Representative Miller (Doug), Pastor Burress was confirmed as House Chaplain for this legislative week. The Journal for the last legislative day was approved. MOTION Representative Cargill moved that the Honorable Senate be notified by message that the House of Representatives is assembled and ready to convene in Joint Session, which was the order. JOINT SESSION The Second Joint Session of the First Regular Session of the Fiftieth Legislature assembled in the House Chamber on Monday, February 7, 2005, and was called to order by President of the Senate, Lieutenant Governor Mary Fallin. Senator Monson moved that the attendance roll call of the Senate be considered the roll call of the Senate in Joint Session, which was the order. 44 House Journal Representative Cargill moved that the attendance roll call of the House be considered the roll call of the House in Joint Session, which was the order. David Lyle Boren Was Born in Washington, D.C', April 21, 1941, the Son of Lyle H
David Lyle Boren was born in Washington, D.c', April 21, 1941, the son of Lyle H. and Christine McKown Boren. He graduated from Yale University Summa Cum Laude, receiving a B.A. degree in 1963, graduated with honors with a M.A. degree from Oxford University, England in 1965, and received his J.D. degree in 1968 from the University of Oklahoma where he was Class President of the College of Law. He was an outstanding law graduate and scholar and was selected as a Rhodes Scholar. In addition to his profession as an attorney, he was Chairman of the Division of Social Sciences and professor of political science at Oklahoma Baptist University. He was Company Commander, Oklahoma Army National Guard. He was elected to the House of Representatives in 1967 and served until his election as Governor in November, 1974. He was inaugurated on January 13, 1975. He is the father of two children, Carrie Christine and David Daniel. The governor made his home at Seminole before moving into the Governor's Mansion. He was elected to the U.S. Senate in 1978, and elected to successive terms through 1990. George Patterson Nigh was born in McAlester, Oklahoma on June 9. 1927. son of Wilbur R. and Irene Crockett Nigh. He attended public schools in McAlester and Eastern Oklahoma Agricultural and Mechanical College at Wilburton. Oklahoma. From June 1945 through September 1946. he served in the U.S. Navy. He was granted a Bachelor of Arts degree from East Central State College. Ada. Oklahoma in 1950. From 1952 to 1958.

Today’s drillers produce over 90 million barrels of oil worldwide every single day. Oil has become an imperative and with that imperative the people who provide that oil demand payment and control. The tradeoff is logical. However, what happens when the balance is out of whack? According to Maddow, “The oil and gas industry--left to its own devices--will mindlessly follow its own nature. It will make tons of money. It will corrode and corrupt and sabotage democratic governance. It will screw up and-in the end-fatally injure the whole freaking planet. And yes, it will also provide oil and gas along the way!” (p. 365). In reviewing the cover of Rachel Maddow’s new book Blowout, one would not assume that the State of Oklahoma is the subject of nearly half of the book. However, she compares it to petrostates such as Equatorial Guinea. The State of Oklahoma government is no match for Harold Hamm and big oil. News watchers will be familiar with the events that Maddow recounts but the way she strings them all together tells a story that doesn’t quite get told in Oklahoma media. Earthquake swarms started in Oklahoma in 2010 but it wasn’t until WKDWWKH2NODKRPD&RUSRUDWLRQ&RPPLVVLRQ¿QDOO\EHJDQWR restrain the actions of the oil and gas producers and their injection wells. It took longer than necessary to pinpoint the cause of the earthquakes because oil and gas producers resisted data collection.

Friends of the Capitol 2009-June 2010 Report Our Mission Statement: Friends of the Capitol is a tax-exempt 501(c)(3) corporation that is devoted to maintaining and improving the beauty and grandeur of the Oklahoma State Capitol building and showcasing the magnificent gifts of art housed inside. This mission is accomplished through a partnership with private citizens wishing to leave their footprint in our state's rich history. Education and Development In 2009 and 2010 Friends of the Capitol (FOC) participated in several educational and developmental projects informing fellow Oklahomans of the beauty of the capitol and how they can participate in the continuing renovations of Oklahoma State Capitol building. In March of 2010, FOC representatives made a trip to Elk City and met with several organizations within the community and illustrated all the new renovations funded by Friends of the Capitol supporters. Additionally in 2009 FOC participated in the State Superintendent’s encyclo-media conference and in February 2010 FOC participated in the Oklahoma City Public Schools’ Professional Development Day. We had the opportunity to meet with teachers from several different communities in Oklahoma, and we were pleased to inform them about all the new restorations and how their school’s name can be engraved on a 15”x30”paver, and placed below the Capitol’s south steps in the Centennial Memorial Plaza to be admired by many generations of Oklahomans. Owsley Archives & Manuscripts Unit Technical Services Section Date Completed: October 22, 1969 Accession Number: 1111 Location: I-H-1 INTRODUCTION The W. M. Adkins Account Books, 1909-1948, chronicle and reflect the operation of the general merchandise store of W. M. Adkins in Erin, Houston County, Tennessee. The collection was obtained through the agency of Miss Louise Davis, Children’s Museum, Nashville, Tennessee. The collection occupies 2.1 linear feet of shelf space and number 150 items and 12 volumes. There are no restrictions on the materials and single photocopies of unpublished writings may be made for purposes of scholarly or individual research. SCOPE AND CONTENT NOTE This collection of accounts and account books is for the general merchandise store of William M. Adkins in Erin, Tennessee, for the dates 1909-1948. It is composed of twelve volumes of account books and approximately 150 items. The volumes contain inventory lists, daily accounts of sales, and payments received in cash and produce. The account books reflect that the store carried a great variety of merchandise, examples of which range from hardware to groceries, dry-goods, ready-to-wear, wire and cheese. There are some bills, notes, and receipts that include accounts for the schooling of Hubert Fulton Adkins at the John Locke School which later became the Morton Elliott Junior College located at Elkton, Kentucky. Hubert graduated at the Morton Elliott Junior College in 1922. He attended, for a short time, Southwestern Presbyterian University, Clarksville, Tennessee. Some business and personal correspondence for the years 1915-1962 make up the remainder of the collection.
