EXECUTIVE SUMMARY

Englobe Corp. (Englobe) was retained by the Conservation Authority to complete a Phase I Environmental Site Assessment (ESA) of the property located at 70 Norwich Street East in Guelph, Ontario (hereinafter referred to as the “Site”, or “Property”). The Site is often referred to as the “Goldie Mills” property. Compass directions described in this report are referenced to "Project North", which runs parallel to the Speed River, located immediately east of the Site. The Site, subject to this Phase I ESA, is irregular in shape and is approximately 1.8 acres (0.7 hectares) in area. The Site is utilized as a park, with the northern portion of the Site being occupied by stone ruins and a tall brick chimney associated with the former mill. The southern portion of the Site is grass landscaped with gravel walking trails. The adjacent property to the north is occupied by the Guelph Youth Music Centre (75 Cardigan Street) and is utilized as park space, with an additional park (Joseph Wolfond Memorial Park – 139 Cardigan Street), located beyond. The Site is bordered to the east by the Speed River, with parkland and a parking area located beyond. The Site is bound to the south by a portion of Norwich Street East and a walking trail, with an apartment building and railway line located beyond. The adjoining properties to the west are occupied by the Guelph Youth Music Centre (75 Cardigan Street) and a railway line, with Cardigan Street located beyond. Based on information obtained as part of the Phase I ESA, it is understood that the Site was first developed in 1827 as a wood sawmill. Due to a fire, the sawmill was destroyed and later rebuilt in 1850 of stone. In 1953, a fire destroyed most of the structure. According to historical records, in addition to its use as a sawmill, the Site was utilized for various manufacturing activities including a foundry, a cooperage, a distillery, a piggery and a tannery.

This Phase I ESA was completed in accordance with the Canadian Standards Association (CSA) Standard Z768-01. It is our understanding that this report is required for due diligence purposes. It is also understood that filing a Record of Site Condition (RSC) with the MOECC is not required for the Property.

This assessment includes a review of historical archival information for the Site and surrounding properties, interviews with the Site representatives and regulatory personnel, a Site reconnaissance, and a final report on the findings of the assessment. No intrusive investigation or chemical testing (i.e. sampling or testing of air, soil, groundwater, surface water or building materials) was carried out as part of this Phase I ESA. In addition, this Phase I ESA did not include an assessment of biological features or related aspects of the natural environment. This assessment did not include a review or audit of operational environmental compliance issues, or of any environmental management systems, which may exist for the Site.

Based on the findings of the Phase I ESA, including the historical records review, Site visit and discussions with the Site representatives, the following potential environmental concerns were identified for the Site.

Site:

Fill Material: According to a previous subsurface investigation completed at the Site, fill material was identified above the native limestone bedrock, at depths ranging from 1.5 to 4.9 mbg. Based on a limited soil sampling and analysis program (soils collected from one borehole locations and submitted to a laboratory for select analyses), concentrations of select metal parameters were above the applicable site condition standards. The fill material at the Site is considered a known and/or potential environmental concern for the Site.

Historic Operations: Based on historic information the Site was first developed in as a sawmill, and was also utilized for various other manufacturing activities including a foundry, cooperage, distillery, piggery and tannery in the past. Additionally, according to a 1907 FIP, railway spur lines once extended onto the southern portion of the Site, which is likely associated with the current railway line located to the west of the Site.

Off-Site:

Nearby Surrounding Land Use: A railway line is currently located along the southwestern property boundary and extends in a north to south direction. Based on the historic records, the lands to the west and north have been utilized for commercial/industrial activities in the past and were listed as being generator of hazardous waste. Additionally, the Site representatives reported that buried waste debris has been identified along the edge of the Speed River on the Wolfond Memorial Park property (139 Cardigan Street), located approximately 50 m north of the Site.

Based on the findings of this Phase I ESA, an environmental subsurface investigation (Phase II ESA) is recommended by Englobe to assess the environmental quality of the soil and groundwater on the Site, in relation to the environmental issues noted above.

INTRODUCTION

Englobe Corp. (Englobe) was retained by the Grand River Conservation Authority to complete a Phase I Environmental Site Assessment (ESA) of the property located at 70 Norwich Street East in Guelph, Ontario (hereinafter referred to as the “Site”, or “Property”). The Site is often referred to as the “Goldie Mills” property. The location of the Site is shown on the attached Location Plan, Drawing 1 contained in Appendix 1. 1 SCOPE OF INVESTIGATION

Since neighbouring properties may affect or be affected by the property being assessed, the historical review also included the adjoining sites and surrounding properties from the Site, including the following:

 current and historical land use of the Site and neighbouring properties;

 known or potential contamination on the Site and on neighbouring properties; and,

 Site topography and groundwater flow direction which would influence the migration of contaminants onto or away from the Site. The information review of the Site and surrounding properties included the following sources of information:

 interviews/correspondence with the Site representatives, and regulatory and municipal personnel as summarized in Sections 3 and 4 of this report;

 a review of environmental source information including MOECC search databases and a review of an EcoLog ERIS report;

 a review of city directory listings for the Site and surrounding properties;

 a review of the Fire Insurance Plans in Ontario Collection document (if available); and,

 a review of physical setting sources including aerial photographs, topography, hydrology and geology maps, the presence of fill materials, water bodies and areas of natural significance, and water well records. A Site reconnaissance visit was completed on June 9, 2016, by Mr. Andrew Dunbrack, P.Eng., of Englobe, to observe the conditions at the Site and surrounding properties. The Site visit was intended to observe the following:

 hazardous materials – usage, storage, disposal, treatment and transport on the Property (if any);

 product handling, raw material storage/transportation, equipment cleaning, etc.;

 storage tanks and containers – above ground and underground tanks and containers;

 water supply – source of potable water;

 stained soil, pavement, concrete, floors and walls;

 general housekeeping;

 sewage disposal – pits, lagoons, septic systems and wastewater treatment;

 topographic, geological and hydrogeological features;

 watercourses, ditches and standing water; and,

 adjacent properties – adjacent land uses that might impact the Property. Key aspects of the Site were documented on photographs for future reference and are included with this report as Appendix 2.

2 RECORDS REVIEW 2.1 GENERAL 2.1.1 First Developed Use Determination Based on information obtained as part of the Phase I ESA, it is understood that Site was first developed in 1827 as a wood sawmill. Due to a fire, the sawmill was later rebuilt in 1850 of stone. The sawmill burned again in 1864 and James Goldie purchased the property in 1866, extensively enlarging the stone buildings in 1867. The sawmill continued to expand until sold in 1918. The mill operated until a spring flood in 1929 carried away the dam. Most of the structure was not used following a major fire in 1953.

According to historical records, the Site was utilized for various manufacturing activities including a foundry, a sawmill, cooperage, distillery, piggery and tannery.

2.1.2 Fire Insurance Plans Englobe reviewed a 1907 Fire Insurance Plan (FIP) of the City of Guelph for information relevant to the Site. Based on the 1907 FIP, the Site was occupied by the People’s Mill (James Goldie Co Ltd.). A building was located on the northern portion of the Site, which contained a coal storage shed, mill, storage areas, three boilers, mill, flume, tail race and elevator. A bridge extended across the Speed River, from the eastern portion of the Site, to an area also occupied by building structures associated with the mill. The Grand Trunk Railway extended along the western property boundary, with spur lines extending onto the southern portion of the Site. A lumber yard was located to the west of Cardigan Street.

The historic operations at the Site, including a sawmill and railway spur, are interpreted by Englobe to be potential environmental concerns for the Site. 2.1.3 City Directory Information Englobe visited the City of Guelph public library and contracted EcoLog ERIS to conduct a search of city directories for selected years to determine past occupancy for the Site and select surrounding properties. Based on historic land use and the close proximity of these properties to the Site, several of these operations conducted on these adjacent properties are interrupted by Englobe to be a potential environmental concern for the Site. 2.1.4 Previous Reports Englobe requested copies of all previous reports completed for the Site. The following report was made available to Englobe for review.

The purpose of the report was to complete a Ground Penetrating Radar (GPR) survey to identify potential subsurface voids, pipes and disturbed soils in the area of the chimney and to assess the existing soil and groundwater conditions at the Site. Based on the findings of the report when the former building structures (limestone blocks) were demolished, pieces of the limestone blocks were used as loose, un-compacted fill materials on the Site. According to the borehole logs, fill was identified above the native limestone bedrock, at depths ranging from 1.5 to 4.9 metres below grade (mbg). Based on a limited soil sampling and analysis program (soils collected from one borehole locations and submitted to a laboratory for select analyses), select metal and Polycyclic Aromatic Hydrocarbon (PAH) parameters were identified at concentrations exceeding the applicable site condition standards selected by CMT.

The fill material at the Site is considered a known and/or potential environmental concern for the Site. 2.2 ENVIRONMENTAL SOURCE INFORMATION A summary of information obtained from interviews with and/or written requests from regulatory agencies is provided below.

 MOECC Freedom of Information (FOI): An FOI request was submitted to the MOECC for information regarding any environmental concerns, orders, spills, investigations/prosecutions, Waste Generator Numbers/Classes and Certificates of Approvals related to the Site. On July 18, 2016, the MOECC reported that no records were identified for the Site.

 City of Guelph: An Environmental Records Inquiry request was submitted to the City of Guelph with respect to the historical land use information for the Site. On July 18, 2016, the City of Guelph reported that no records of environmental infractions, spills and/or related concerns for the Property. The Site was not identified as a brownfield site, cemetery or landfill.

 EcoLog Environmental Risk Information Services Ltd. (EcoLog ERIS): A records and regulatory agency database review was completed through a database search carried out by EcoLog ERIS. The EcoLog ERIS report includes a review of public and private database records for the Site and surrounding properties within a 250 m study radius from the centre of the Site. The report includes a site diagram and a summary, which describe records that relate directly to the Site and records found within the study area. The EcoLog ERIS report was reviewed in its entirety as part of the Phase I ESA information review. A copy of the EcoLog ERIS report is provided in Appendix 4. Based on the EcoLog ERIS report, no records were identified for the Site; however, several records were identified for the surrounding properties within a 250 m radius of the Site as presented in the table below:

Ontario Ministry of Natural The MNRF was contacted for information regarding Areas of Natural Resources and Forestry (MNRF) Scientific Interest (ANSIs) and Provincially Significant Wetlands (PSWs) that may be present on Site or within the surrounding properties. At the time of writing this report, we have not yet received a response to this request. Any relevant information which may be received from the MNRF will be forwarded as an addendum to this report.

YEAR SCALE COMMENTS The Site and surrounding properties generally appear similar to the 1964 aerial 1981 1:7,500 photograph; however, based on the scale and clarity of the aerial photograph, observations are limited. The Site and surrounding properties generally appear similar to the 1981 aerial 1995 1:7,500 photograph.

The Site contains the ruins of a building structure and tall chimney on the northern portion of the Site, of similar size and shape to the structures observed during the Site visit. The exterior ground surfaces on the southern portion of the Property are grass landscaped with a walking trial extending in a northerly direction across the 2010 1:3,000 Site. The adjacent property to the north of the Site is vacant land (grass landscaped). The Site is bordered to the east by a river (Speed River) and a roadway/trail to the south. A railway line and building are located on the adjoining properties to the west of the Site.

2.3.2 Topography, Hydrology and Geology A 2015 Ontario Base Map (OBM) showing the Property and surrounding area was reviewed for data relevant to the Site. The OBM indicates that the Property was vacant with a trail traversing the Site in a north to south direction. Vacant land is located to the north of the Site. The Site is bordered to the east by a river (Speed River). Vacant land and a trail are located to the south of the Site. The adjoining properties to the west of the Site are occupied by a railway line and building structure. Based on the topographic contour lines shown, the ground surface in the general area of the Site appears to slope downwards to the east. The Site appears to be at an elevation between approximately 316 and 322 metres above mean sea level (mASL). The OBM showing the Site and surrounding area is included as Drawing 4 in Appendix 1. The Site is located within the Physiographic Region of known as the Guelph Drumlins (Chapman and Putnam, 2007). The primary physiographic landforms for this area are Drumlins. Quaternary mapping indicates that this region consists of silt to sandy silt. Bedrock geology mapping provides that the region is underlain by sandstone, shale, dolostone and siltstone of the Guelph Formation. The localized shallow groundwater flow direction in the general area of the Site is expected to be generally to the east, towards the Speed River, which is located to the east of the Site and flows in a southerly direction. However, it should be noted that an intrusive subsurface investigation(s) would be required to confirm the groundwater flow direction on the Site.

2.3.3 Fill Materials Based on a previous investigation (refer to Section 2.1.4) when the former building structures (limestone blocks) were demolished, pieces of the limestone blocks were used as loose, un-compacted fill materials. According to the borehole logs, fill materials were identified above the native limestone bedrock, at depths ranging from 1.5 to 4.9 mbg. The fill materials of unknown soil quality have been identified as a potential environmental concern for the Site. 2.3.4 Water Bodies and Areas of Natural Significance The Speed River is located to the east of the Site. During the Site visit on June 9, 2016, no water bodies, streams, ponds, or wetland areas were observed on the Site. The MNRF was contacted for information regarding ANSIs and PSWs that may be present within the surrounding properties. At the time of writing this report, we have not yet received a response to this request. 2.3.5 Well Records Based on records reviewed from EcoLog ERIS, four water well records were listed as being associated with industrial use or not used. The soil stratigraphy in the records consisted of sand, gravel and silt. No water wells were observed on the Site at the time of the Site visit.

3 INTERVIEWS

Englobe completed a Site visit on June 9, 2016. Following the Site, Englobe contacted the Site representatives, Jessica Angers (June 29, 2016) and Samantha Lawson (June 27, 2016). Information gathered from the Site representatives and other individuals and/or regulatory agencies have been incorporated into various sections of this report (both previous and proceeding sections). The information provided by these individuals and agencies with respect to the current and historical on- and off-Site operations and/or occupants appears to generally agree with the overall findings identified during the Phase I ESA information review.

4 SITE RECONNAISSANCE 4.1 GENERAL REQUIREMENTS A visual survey of the Site was completed by Mr. Andrew Dunbrack of Englobe on June 9, 2016. The qualifications of the Englobe Site assessors are provided in Appendix 5. The Site reconnaissance took approximately one hour to complete and the weather conditions were sunny with clouds, with an ambient temperature of approximately 20 degrees Celsius. Photographs showing various areas of the Site and surrounding properties including written descriptions for each are provided in Appendix 2. 4.2 PHYSICAL IMPEDIMENTS The ruins were not entered. No other physical impediments were encountered during the Site visit on June 9, 2016. 4.3 OBSERVATIONS AT THE PROPERTY The Site is utilized as a park, with the northern portion of the Site being occupied by stone ruins and a tall brick chimney associated with the former mill. The southern portion of the Site is grass landscaped with gravel walking trails. The current Site features are presented on the attached Site Plan, Drawing 3 contained in Appendix 1. 4.3.1 On-Site Building The Site is occupied by stone ruins and a tall brick chimney associated with the former sawmill. Based on information obtained as part of the Phase I ESA, it is understood that Site was first developed in 1827 as a wood sawmill. 4.3.2 Site Operations Currently, the Site is utilized as a park with the ruins of a mill and tall chimney. Based on information obtained as part of the Phase I ESA, it is understood that Site was first developed in 1827 as a sawmill. Due to a fire, the sawmill was later rebuilt in 1850 of stone. Most of the structure was unused since a serious fire in 1953. According to historical records, the Site was utilized previously for various manufacturing activities including a foundry, sawmill, cooperage, distillery, piggery and tannery. The current Site features are presented on the attached Site Plan, Drawing 3 contained in Appendix 1. 4.3.3 Utilities and Mechanical Systems

4.3.3.1 Wastewater No wastewater is generated on the Site.

4.3.3.2 Water No potable water supply wells were observed on the Site during the Site visit on June 9, 2016.

4.3.3.3 Stormwater The stormwater at the Site infiltrates the ground surface or is directed towards the Speed River located to the east of the Site.

4.3.3.4 Electricity Based on observations during the Site visit, overhead electrical power extends along the southern property boundary.

4.3.3.5 Heating and Cooling No heating or cooling equipment was observed at the Site during the Site visit on June 9, 2016.

4.3.3.6 Hydraulic Equipment No hydraulic equipment was observed at the Site during the Site visit on June 9, 2016. 4.3.4 Waste Generation No waste is generated at the Site. 4.3.5 Aboveground and Underground Storage Tanks No ASTs or indications of USTs were observed on the Property at the time of the Site visit on June 9, 2016. According to the Site representatives, to the best of their knowledge, no existing or former AST or USTs are or have been present at the Site. 4.3.6 Floor Drains No floor drains were observed during the Site visit on June 9, 2016. 4.3.7 Chemical Storage and Handling

4.3.7.1 Storage of Products and Wastes Based on discussions with the Site representatives and observations during the Site visit, no chemicals are used or stored at the Site.

4.3.7.2 Compressed Gas Storage No storage of compressed gas was observed on the Site at the time of the Site visit on June 9, 2016.

4.3.7.3 Unidentified Substances Englobe did not observe any unidentified substances at the Site at the time of the Site visit on June 9, 2016.

4.3.8 Spills and Staining The Site representatives reported that no significant spills or releases have occurred at the Site. At the time of the Site visit, no significant stains were observed on the ground surfaces of the Site. 4.3.9 Railway Lines A railway line is located to the west of the Site. Based on a review of the 1907 FIP, a railway line bordered the western property boundary, with spur lines extending onto the southern portion of the Site. Englobe did not observe evidence of railway lines or spurs on the Site during the Site visit on June 9, 2016. 4.3.10 Air Emissions No sources of air emissions were observed by Englobe at the Site during the Site visit on June 9, 2016. 4.3.11 Hazardous Materials No evidence of hazardous materials was noted at the Site during the Site visit on June 9, 2016. 4.3.12 Special Attention Items

4.3.12.1 Radon Gas Radon is a naturally occurring gas produced by the decay of Uranium-238 that is commonly found in geological formations of granite, sandstone, coal, phosphate and uranium deposits. Radon is colourless, odourless and tasteless and may percolate up through soil and accumulate in basements of buildings through foundation cracks and joints. Because the generation of radon is dependent upon regional geological factors, it is generally not a site-specific concern. The Ontario Building Code identifies these areas of Ontario (Elliot Lake, Township of Faraday in Hastings County, and Township of Hyman in ) where special measures must be taken with regards to allowable concentrations of radon gas.

Based on the geology of the area, radon gas accumulation is interpreted by Englobe not to be a significant environmental concern at the Site.

4.3.12.2 Microbial Contamination (Mould) and Indoor Air Quality The growth of mould in indoor environments can produce adverse health effects and is typically due to a moisture problem related to building envelope or mechanical systems deficiencies or design. There is no practical way to eliminate all mould and mould spores in the indoor environment. The way to control mould is to control moisture.

No visual evidence of the presence of mould was identified.

4.3.12.3 Electromagnetic Frequencies (EMFs) Electrical currents induce electromagnetic fields. No scientific data supports definitive answers to questions about the existence or non-existence of health risks related to electromagnetic fields.

A pole-mounted transformer was located to the south of the Site. No other high-voltage transmission lines or electrical substations, which could generate significant electromagnetic fields, were identified on or adjacent to the Site.

4.3.12.4 Noise and Vibration The effects of noise and vibration on human health vary according to the susceptibility of the individual exposed, the nature of the noise/vibration and whether exposure occurs in the working environment or in the home.

No major or persistent sources of noise and/or vibration were identified to be present on or adjacent to the Site at the time of the Site visit. 4.4 OBSERVATIONS AT SURROUNDING PROPERTIES The neighbouring properties surrounding the Site were observed during the Site reconnaissance from publically accessible locations.

These properties are illustrated on the attached Site and Surrounding Land Use Plan, Drawing 2 contained in Appendix 1 and is summarized in the table below.

5 CONCLUSIONS

Based on the findings of the Phase I ESA, including the historical records review, Site visit and discussions with the Site representatives, the following potential environmental concerns were identified for the Site.

Site:

Fill Material: According to a previous subsurface investigation completed at the Site, fill material was identified above the native limestone bedrock, at depths ranging from 1.5 to 4.9 mbg. Based on a limited soil sampling and analysis program (soils collected from one borehole locations and submitted to a laboratory for select analyses), concentrations of select metal parameters were above the applicable site condition standards. The fill material at the Site is considered a known and/or potential environmental concern for the Site.

Historic Operations: Based on historic information the Site was first developed in as a sawmill, and was also utilized for various other manufacturing activities including a foundry, cooperage, distillery, piggery and tannery in the past. Additionally, according to a 1907 FIP, railway spur lines once extended onto the southern portion of the Site, which is likely associated with the current railway line located to the west of the Site.

Off-Site:

Nearby Surrounding Land Use: A railway line is currently located along the southwestern property boundary and extends in a north to south direction. Based on the historic records, the lands to the west and north have been utilized for commercial/industrial activities in the past and were listed as being generator of hazardous waste. Additionally, the Site representatives reported that buried waste debris has been identified along the edge of the Speed River on the Wolfond Memorial Park property (139 Cardigan Street), located approximately 50 m north of the Site.

Based on the findings of this Phase I ESA, an environmental subsurface investigation (Phase II ESA) is recommended by Englobe to assess the environmental quality of the soil and groundwater on the Site, in relation to the environmental issues noted above.

6 STATEMENT OF LIMITATIONS

It should be noted that this Phase I Environmental Site Assessment was focused on observed environmental or waste management practices that have or potentially could have an adverse impact on the Property located at 70 Norwich Street East in Guelph, Ontario. It was not intended to be a detailed audit of past and present operations and no intrusive investigations were carried out.

More exhaustive examinations including hydrogeological or subsurface investigations may encounter conditions not apparent at the time of this assessment. This assessment is subject to any restrictions placed by physical obstructions, precipitation, denied access, inaccessible areas including occupied tenant areas, time constraints, cost constraints, readily available documentation, safety considerations, confidentiality, and availability of knowledgeable individuals for interview purposes.

A reasonable site evaluation may not identify latent or hidden contamination or features. Information in this assessment may also change with time and thus only be accurate on the collection date.

NOTES : 5 RESIDENTIAL 1-The Site, subject to this Phase I ESA, is irregular in shape and is approximately 1.8 acres (0.7 hectares) in area. JOSEPH 4 WOLFOND JOSEPH 2-The Site is utilized as a park, with the northern portion of the Site being MEMORIAL WOLFOND occupied by stone ruins and a tall brick chimney associated with the PARK former mill. The southern portion of the Site is grass landscaped with 3 MEMORIAL PEARL STREET gravel walking trails 139 PARK ARTHUR STREET NORTH 3-The Site is located within the Physiographic Region of Southern Ontario 2 known as the Guelph Drumlins (Chapman and Putnam, 2007). The primary physiographic landforms for this area are Drumlins. Quaternary mapping indicates that this region consists of silt to sandy silt. Bedrock 1 geology mapping provides that the region is underlain by sandstone, GUELPH shale, dolostone and siltstone of the Guelph Formation. YOUTH 206 0 MUSIC 4-The localized shallow groundwater flow direction in the general area of CENTRE the Site is expected to be generally to the east, towards the Speed River, which is located to the east of the Site and flows in a southerly direction. RESIDENTIAL RESIDENTIAL However, it should be noted that an intrusive subsurface investigation(s) MITCHELL STREET would be required to confirm the groundwater direction on the Site. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. rr-EBR-bb Environmental Registry: Provincial EBR The Environmental Registry lists proposals, decisions and exceptions regarding policies, Acts, instruments, or regulations that could significantly affect the environment. For example, if a local business is requesting a permit, license, or certificate of approval to release substances into the air or water; these are notified on the registry. Today, a business either registers itself, or applies for a single approval, depending on the types of activities it conducts. Businesses whose activities aren't subject to the EASR may apply for an ECA. A single ECA addresses all of a business's emissions, discharges and wastes. This database contains the registration number, company name and address of registered generators including the types of hazardous wastes generated. It includes data on waste generating facilities such as: drycleaners, waste treatment and disposal facilities, machine shops, electric power distribution etc. This information is a summary of all years from 1986 including the most currently available data. Some records may contain, within the company name, the phrase "See & Use..." followed by a series of letters and numbers. rr-MNR-bb Mineral Occurrences: Provincial MNR In the early 70's, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the plan metric (X and Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy. rr-NEES-bb National Environmental Emergencies System (NEES): Federal NEES In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). ENVIRONMENTAL COMPLIANCE AUDITS Marine Atlantic Inc.(MAI) – Phase I ESA & Regulatory Compliance Audit, Marine Atlantic Ferry Terminals in North Sydney, NS and Port aux Basques, NS, $40K (April 2016) Environmental Baseline Study of its commercial ferry terminal facilities. The study was required to supplement preparation of an Environmental Management Plan for the sites and for environmental due diligence purposes in relation to a potential site ownership transfer from Transport Canada to MAI. The environmental compliance audits were designed to assess MAI’s level of compliance with environmental statutes, regulations, local by-laws and other identified criteria. A review of MAI operations at the Site was conducted through a combination of review of previous environmental reports, interviews with persons familiar with current and historic site operations, and review of environmental source information. The Phase I ESAs were carried out concurrently with the Compliance Audits, so that information for both objectives could be collected seamlessly and supplement the deliverables of both studies. Loblaw – Compliance Audit, Loblaw Onsite Wastewater Treatment Facility, Upper Tantallon, NS, $3.5K (March 2016) Environmental Compliance Audit of an on-site wastewater treatment facility to ensure operations were being conducted in accordance with the site specific operating Approval issued by Nova Scotia Environment (NSE). Englobe reviewed the NSE Approval in detail to develop a scope of work that ensured that our review and site inspection captured all operating conditions identified in the Approval. Our scope of work involved a detailed review of more than 5 years of quarterly compliance data and results to verify if the compliance data satisfied the operating objectives in the Approval. The corporate name and municipal address of the facility are confidential. Mr. Trudell served as the lead auditor on this assignment and completed all facets of the audit. The review was conducted in addition to a Phase I Environmental Site Assessment (ESA) of the property. Department of Fisheries and Oceans, Fuelling Facility Compliance Audit, Site Decommissioning Study, Experimental Lakes Area Field Station, District of Kenora, $7.5K (2014) The Experimental Lakes Area consists of a tract of land 50 kilometres east of Kenora, Ontario encompassing approximately 270 square kilometres, and upon which are located 58 inland lakes and associated drainage basins. The ELA Field Station consists of an approximately 11.5-hectare tract of developed lands, upon which are located 22 buildings/structures. The Department of Fisheries and Oceans Canada planned to cease its operations at the ELA Field Station. Mr. Trudell served as lead auditor. The specific objective of the audit was to establish the status whether fuel storage/handling facilities on the site were in compliance with applicable federal and provincial statutes/regulations and guidelines. A checklist was prepared which identified relevant/applicable codes/standards. A field inspection was conducted by staff under the direction of Mr. Trudell, following which a report was prepared and reviewed under my direction. An audit follow-up was conducted to confirm preparation and implementation of corrective actions/measures. Environmental Regulatory Compliance Review, Palmerston Grain Facility, 6108 5th Line, Town of Minto, Ontario, $5.5K (2014) An Environmental Regulatory Compliance (ERC) review was completed of the grain elevator facility. The property consists of an approximately 2.4 hectare (6 acre) parcel of land which the Client occupies and upon which is located a grain handling facility and associated buildings and other facilities. The scope of work consisted of a preliminary review of the operations conducted on the Site by the Client for compliance with environmental regulations. The ERC review was required for due diligence purposes in relation to a potential financial transaction. The ERC review was conducted in addition to a Phase I Environmental Site Assessment of the property. Mr. Trudell was lead auditor and project director. He managed all other facets of the audit, including audit plan preparation, on-site audit work (including records review, management interviews, and visual observations of activities and conditions), verification of audit evidence with supporting documentation, report preparation, and review of the findings and recommendations. The ERC Review was required for due diligence purposes, in relation to a financial transaction which includes the subject property and the facilities and operations conducted on the Site. Mr. Trudell was lead auditor and project director. He managed all other facets of the audit, including audit plan preparation, on-site audit work (including records review, management interviews, and visual observations of activities and conditions), verification of audit evidence with supporting documentation, report preparation, and review of the findings and recommendations. ONCAP, Environmental Regulatory Compliance Review of Various Manufacturing Facilities located internationally, $22K (2014) An Environmental Regulatory Compliance (ERC) review was conducted of the manufacturing operations at twelve sites for compliance with applicable national/state/municipal environmental regulations. The twelve industrial manufacturing facilities (agricultural tillage equipment) were located in Canada, United States, Spain, Columbia, Brazil, and India.

Agribrands Purina Canada Inc., Environmental Regulatory Compliance Review, 127 Zimmerman Avenue, Strathroy, Ontario, $6K (2012) An Environmental Regulatory Compliance review was conducted for due diligence purposes of the animal feed manufacturing facility. The ERC review was conducted in addition to a Phase I ESA of the property.Mr. Trudell served as lead auditor and conducted/managed all facets of the audit described hereafter. The scope of work included the following: review information made available by the client in advance of the site inspection (copies of permits/approvals, previous environmental reports, in-house environmental audit reports, external environmental audit reports, site assessment reports, etc.); inspect plant operations, interview plant management responsible for operational matters, and identify and review environmental aspects including wastewater/stormwater generated and discharged, air/noise emissions generated and discharged outdoors, waste management, hazardous materials and chemical products management/storage. A detailed analysis of all information obtained was completed in order to assess for environmental impacts and determine whether there exists evidence of actual or potential environmental regulatory non-compliance. A detailed report was prepared containing relevant conclusions and recommendations. Environmental Regulatory Compliance Review, Cargill Thunder Bay Grain Terminal Facility, 140 Darrel Avenue, Thunder Bay, Ontario (2013) An Environmental Regulatory Compliance (ERC) review was conducted of the operations at the Cargill Grain Terminal Facility located at 140 Darrel Avenue, Thunder Bay, Ontario. This site encompasses an area of approximately 21 acres. The ERC review was completed in addition to a Phase I Environmental Site Assessment (ESA) of the site, for due diligence purposes, in relation to a potential transaction. A detailed analysis of all information obtained was completed in order to assess for environmental impacts and determine whether there exists evidence of actual or potential environmental contamination or regulatory non-compliance. A report was prepared containing conclusions and recommendations. Also included was preparation of a corrective action program. Autotrans Corporation Ingersoll Plant, Environmental Regulatory Compliance Review, 17 Underwood Road, Ingersoll, $3K (2012) An Environmental Regulatory Compliance (ERC) review was conducted of Autrans Corp.’s Ingersoll plant operations, for due diligence purposes, in accordance with Autrans Corp.'s environmental policy. The objective of the environmental review was to evaluate operations carries out by Autrans Corp. at the subject property, for compliance with applicable municipal environmental by-laws, and provincial and federal environmental statutes and regulations. Mr. Trudell served as lead auditor and conducted/managed all facets of the audit described hereafter. The scope of work included the following: review available information pertaining to the site (in-house audit reports, external audit reports, copies of permits/approvals, previous environmental reports, etc.);site inspection, which consisted of an examination of plant operations; interviews of plant management/staff responsible for environmental matters; identification of environmental aspects including wastewater/stormwater generated and discharged, air emissions generated and discharged outdoors, waste management, hazardous materials, chemical products management/storage; assessment of potential impacts; a close-out meeting, at the completion of on-site field activities; and preparation of a report documenting the findings of the environmental regulatory compliance review.

EACOM Timber Corporation, Review of Forestry and Environmental Statutory and Regulatory Requirements, Ontario Forestry (Woodland), Ontario Operations, $6K (2010-2012) A review was conducted of the Forestry (Woodland) Operations for EACOM Timber Corporation in relation to the environmental compliance to Provincial and Federal regulations. The environmental related statutory requirements for forest management operations are managed in a unique way in the Province of Ontario; the provincial government has primary jurisdiction over the control of environmental issues related to forest management. Mr. Trudell served as lead auditor and conducted/managed all facets of the audit described hereafter. This assignment did not consist of an audit of the forestry operations of EACON. Rather a review was conducted of EACOM Timber Corporation’s Ontario Forest Management Operations guidelines and a comparison was made to applicable Provincial and Federal Regulations, outlining the regulations that apply to such operations. Both an initial review was conducted in 2010 and thereafter, a review was conducted semi-annually over a period of two years ending 2012.

ENVIRONMENTAL SITE ASSESSMENT AND DECOMMISSIONING Public Works and Government Services Canada (on behalf of Department of Fisheries and Oceans Canada) - Environmental Site Decommissioning Program, FOC Experimental Lakes Area Facility, Kenora, Ontario, $450K (2012-2013) Project Manager responsible for providing senior engineering technical support. As such, Mr. Trudell was responsible for the planning and coordination of the budget, schedules, and field work, as well as reviewing all deliverables and liaising with the client. In conjunction with the proposed divestiture of the Experimental Lakes Area (ELA) Facility, Englobe (formerly LVM) was retained to establish the financial cost to decommission the ELA Field Station Facility. The ELA encompasses an approximate 270 square kilometres of area upon which are located 58 inland lakes and an 11.5 hectare field station facility upon which are located 22 buildings/structures. The work conducted by Englobe Corp. included: conducting a review of previous reports and background information; conducting a site reconnaissance in order to update previous environmental site assessment work and assess the need for additional work; conducting soil and groundwater sampling/analysis for targeted contaminants at locations on site; not previously assessed; conducting a geophysical survey to identify the locations of underground utilities (electrical power, water supply, sewer lines) at the field station site; conducting additional sampling/analysis of building materials for hazardous substances; and preparing Class B cost estimates to decommission the field station facility (including all buildings and infrastructure and environmental work) taking into account various site decommissioning options (e.g. demolition of all locations and disposal of demolition materials; dismantling/relocation of building facilities; crushing/recycling of concrete rubble for aggregate); Preparation of Contract Specification and Tendering for Site Decommissioning work. CXT Railway Property – Phase I and Phase II Environmental Site Assessment and Soil and Groundwater Assessment - Phase I ESA – July to Oct 2007, Phase II ESA - Oct 2009 to Feb 2011, Phase I ESA, $25K and Phase II ESA,$390K Mr. Trudell was the Project Manager during the entirety of this project and has also provided senior engineering technical support. Englobe was retained by the Municipality of Chatham-Kent and CSX Transportation Inc. to conduct a Phase I and Phase II Environmental Site Assessments ("ESA") of the CSX Transportation Inc. (CSXT) ‘Sarnia Subdivision’ railway property which extends from the City of Chatham to northwest of the Town of Wallaceburg, in the Municipality of Chatham-Kent, Ontario. The subject property is reported to encompass a total area of approximately 63 hectares (155 acres) and includes one (1) railroad belt line, which extends northward from the main line in Dresden and one (1) railroad belt line which extends southward in Wallaceburg. Phase I and Phase II ESA were commissioned for due diligence purposes, in conjunction with the proposed acquisition of the subject property by the Client. The Phase I ESA was conducted in 2007, and the Phase II ESA during the period of October 2009 to February 2011. The scope of work included the following: Phase I ESA (i.e., site visits, interviews, review of site history and record, review of relevant site records from federal and provincial environmental databases); and Phase II ESA (i.e., Remedial Options Review; Remediation Method Cost Estimates; Detailed Work Plan Development; Project Scheduling and Coordination; Field Work and Laboratory Analyses; Report Preparation; QA/QC Program and Soil Screening). Phase I ESA evaluated whether the historic operations and occupancy have environmentally impacted the subject properties and determined if additional ESA work was required to investigate or mitigate the impacts. the findings of the Phase I ESA. It included the evaluation of the potential occurrence of soil/groundwater contamination; characterization of the subsurface conditions with a view to establish the nature and extent of soil/groundwater contamination that may be present; and establishment of the spatial extent of any such contamination on the subject property. And at locations where contamination is identified, the additional objectives were to conduct a preliminary review of potential options/approaches to remediate the identified contamination and/or to manage associated risks (remedial options evaluation); and recommended general types of remedial work, risk management work or risk assessment work, where applicable, and roughly estimate the cost thereof. DND – Phase I and II ESAs at Various Facilities, Southern Ontario (2007) Project Engineer. Mr. Trudell managed Phase I ESAs at 17 DND Armoury, Rifle Range, Reserve Barracks and Marina facilities. At several of the facilities, he also conducted Phase II ESA and Supplemental Phase II ESA work, including geophysical survey work and soil/groundwater testing for contamination. SNC-Lavalin Profac – Phase II ESA at Burtch Correctional Centre, Brant County, Ontario (2006-2007) Senior Environmental Engineer. In 2006 and 2007, he managed Phase I ESA, Phase II ESA and Supplemental Phase II ESA work at the former Burtch Correctional Centre in Brant County, Ontario. Work consisted of geophysical survey work and soil/groundwater testing for contamination. SNC-Lavalin ProFac, on behalf of Ontario Realty Corp., Ministry of Natural Resources Fish Culture Station, Twp. of Chatsworth, , Ontario (ESA: $7.5K Nov. to Dec. 2006, EA: $2.5K Dec. 2006) A Phase I ESA was completed by Englobe to evaluate whether the historic operations and occupancy at the property had a potential for causing environmental impacts and whether additional activities should be recommended to investigate and mitigate significant environmental impacts, if any. Englobe completed an ORC Consultation and Documentation (C&D) Report for the property, as part of the Class EA. Englobe incorporated information provided by ProFac and external stakeholders to address the cultural heritage and socio-economic issues, as well as incorporating the findings of the Englobe Phase I ESA report to address the environmental issues.

UST DECOMMISSIONING Agribrands Purina Canada Inc. – Underground Storage Tank Decommissioning, Remediation and Soil/Groundwater Assessments, 2009 – 2013, $400K Mr. Trudell was the Contract Manager during the entirety of this project and has also provided senior engineering technical support. Englobe conducted a decommissioning in-place of a large underground fuel oil storage tank (UST) at an industrial property, including a soil and groundwater assessment of fuel oil impacts from historic operation of the UST system, and is currently conducting remediation of off-site impacts on abutting railway lands owned by CN Railways. Englobe conducted a remedial options evaluation and recommended use of a Multi-phase Vacuum Extraction remediation system to remediate a localized area of separate liquid phase fuel oil floating on the groundwater and fuel oil impacted groundwater located on the railway lands. Englobe subcontracted components of the project including use of a licensed petroleum equipment contractor to clean and decommission in-place the UST, and a remediation contractor to supply a remediation system, on a turnkey rental basis, which was subsequently assumed by Englobe for continued operation. Steelback Brewery Inc. – Environmental Site Assessment and Decommissioning at Bruce Energy Park, Tiverton, Ontario (2011) Project Engineer. Englobe conducted Phase I ESA, Phase II ESA, environmental site decommissioning and demolition work at a former brewery, to prepare the facility for a change in property use from industrial to institutional (a trades training school). Englobe responsibilities included: preparation of contract specifications for site decommissioning work; tendering the work; evaluating bids; complete contract administration; inspection of site decommissioning and facilities demolition work. All site decommissioning work was completed on budget and on schedule (within 90 days).

The project included contracting of the decommissioning of a grease interceptor tank of the sanitary sewer system. The project also included coordination and subcontracting the decommissioning of environmental test wells. Cargill Limited – Environmental Site Assessment and Decommissioning, Mt. Elgin, Ontario (2008) Lead Environmental Engineer. Englobe conducted Phase I ESA, Phase II ESA, Supplemental Phase II ESA, environmental decommissioning and demolition work at a former grain elevator and agricultural crop inputs facility. The project included: a remedial options review; a risk assessment review; a pre-demolition survey for designated substances and hazardous materials; prepare specifications for demolition of buildings and structures, tender and sub-contract the demolition and conduct inspection/monitoring of the work; conduct sampling and testing of building materials for decommissioning of two former agricultural crop protection chemicals warehouse buildings; soil remediation by excavation and off-site disposal; coordinate and subcontract the decommissioning of environmental test wells.

ENVIRONMENTAL REMEDIATION AND MONITORING Environmental Remedial Work – Coldstream Garage Facility, 10227 Ilderton Road, Middlesex Centre, $314K (October 2012 to March 2013) Senor Reviewer. The project involved four tasks relating to demolition of a Maintenance Garage building, and the environmental remediation of petroleum-impaired soils and groundwater remaining in the area of the Maintenance Garage building. The tasks which Englobe completed included Pre-demolition Preparation Work, Contract Administration Work and Building Facility Demolition Work and Environmental Remediation Work. DCC, Assessment of CVOCs in Soil, Groundwater, Soil Vapour & Indoor Air, HHRA and Remedial Options Evaluation - ATESS Refinishing Facility – CFB Trenton, ON, $685K (2011-2014) Project Manager and Prime Contact for this SOA with DCC for the Province of Ontario responsible for the overall coordination of the budget, schedules, project work and subcontracts, as well as reviewing all deliverables and liaising with the client: Englobe was retained by Defence Construction Canada (DCC) to:  develop an Investigative Work Program (IWP), in multiple stages, based on the findings of Phase I ESA work (i.e. records review including review of previous Phase I ESA information, site reconnaissance and, interviews), and reporting findings as a GAP analysis (all completed by Englobe);  conduct a Detailed Site Investigation (DSI), i.e. Phase II ESA, in 2011-2012;  conduct a Supplementary Site Investigation (i.e. Phase III ESA) in two stages spanning a two-year period in 2012-2014; and,  conduct a Vapour Intrusion and Human Health Risk Assessment in 2012-2013. The objective was to assess and determine the spatial extent of soil and groundwater impacts attributed to Chlorinated Volatile Organic Compounds (CVOCs) and Petroleum Hydrocarbon Compounds (PHCs) and, based on the findings, to assess the human health risk to occupants of on-site buildings in the core area of the contaminant plume, arising from the presence of such compounds. DCC – Halocarbon Phase-Out Plan, National Defence, ASU London, Southern Ontario, $12K (2013) As part of its national strategy, DCC (on behalf of DND) commissioned Englobe to develop a Halocarbon Phase-Out Plan for DND facilities that are part of ASU London. The plan was developed in accordance with Federal Halocarbon Regulation 2003 and Ozone Depleting Regulation 1998. Specifically, Englobe completed the following tasks: review previously published documents and equipment inventories; categorize types of halocarbons in service, and prioritize which halocarbon-containing equipment is to be replaced; conduct information research on alternatives for replacement of ODSs and halocarbon-containing equipment;

summarize information on costs and prepare a generic list of purchasing criteria; and prepare a report documenting findings, conclusions and recommendations. Mr. Trudell was the Project Manager for this project and also provided senior engineering technical support. DCC – Remediation and Decommissioning of Underground Storage Tank at DND Sarnia Armoury, Sarnia, Ontario, $42K (2011 – 2012) Project Manager for this project and also provided senior engineering technical support. As such, Mr. Trudell was responsible for the planning and coordination of the budget, schedules, and field work, as well as reviewing all deliverables and liaising with the client. During paving construction work by a contractor for DCC, an out-of-service fuel oil underground storage tank (“UST”) was identified. The tank had a capacity of 10,000 litres and Englobe was mandated to provide remediation and construction phase services to DCC in support of decommissioning the UST. The objectives of the project were to: Assess site conditions during a first response site visit and provide recommendations for the next steps to address regulatory compliance and due diligence and potential environmental impacts relating to the UST system; Develop a detailed remedial work program (specifications) and cost proposal for the consulting activities necessary to complete the decommissioning of the UST; Implement the work program, including preparation of UST decommissioning specifications, inspection services to witness and document the UST decommissioning activities contracted by DCC, completion of verification sampling of soils in the excavation (following removal of the UST and petroleum impaired soils, if any), and preparation of a supplementary work program to investigate soil and groundwater impacts beyond the limits of the UST excavation; and prepare a final report to document the UST decommissioning work. DCC – Detailed Site Investigation – Aerospace and Telecommunications Engineering Support Squadron Refinishing Facility – CFB Trenton, $206K (2011 – 2012) Project Manager for this project acting as the direct point of contact with the client. In addition, he provided his senior level expertise relating to the analysis and comparison of different remediation technologies. Englobe was retained by Defence Construction Canada to carry out a Detailed Site Investigation at the Aerospace and Telecommunications Engineering Support Squadron (ATESS) Refinishing Facility located on 17 Alert Blvd at the Canadian Forces Base (CFB) Trenton, Ontario. The general objective of the Department of National Defence Canada, is to understand and manage the extent of the environmental risk to human and ecological receptors associated to the presence of soil and groundwater contaminated by chlorinated compounds and petroleum hydrocarbons. The project included fieldwork, sampling and monitoring, analyses and comparison to applicable standards, soil and groundwater characteristics, extent of soil contamination, extent of groundwater contamination, and analysis and comparison of different remediation technologies. DCC – Environmental Site Assessment, Remedial Action Plan Development, and Risk Management at DND Highbury Complex, ASU London, Ontario, $177K (Initial Work: $35K; Supplementary Work: $142K) (2007 – 2008; 2011 – 2013) Project Manager during the entirety of this project and has also provided senior engineering technical support. As such, Mr. Trudell was responsible for the planning and coordination of the budget, schedules, and field work, as well as reviewing all deliverables and liaising with the client. In terms of technical support, he provided input into the Remedial Action Plan designs, NSC and ERE scoring work sheets, and the risk management strategy, as well as communicated with the various stakeholders involved to ensure the successful completion of this project.

Englobe reviewed all previous reports; prepared preliminary RAP to address contamination with CVOCs; completed the scoring worksheets for the Federal Contaminated Sites Action Plan (FCSAP) and National Classification System for Contaminated Sites (NCSCS) to reclassify the site; completed an Ecological Risk Evaluation (ERE) scoring worksheet; and finalized the ERE following review and comments by Environment Canada. Prior to demolition in 2012, Englobe updated the previous reports review; prepared a work plan; and provided recommendations for risk management activities. Englobe conducted a supplemental groundwater sampling and analysis investigation program, in two phases, and developed a remediation and risk management strategy for environmental restoration work prior to property transfer. DCC – Wolseley Barracks, Environmental Assessment and Remedial Work, London, Ontario (2011) Mr. Trudell managed supplemental environmental assessment and remedial planning work for an area of residual petroleum hydrocarbons (gasoline and diesel) contamination that remained following remediation work completed for construction of a new building. The residual area of contamination extended onto the adjacent municipal roadway property occupied by a major 4-lane artery city street. Responsibilities included: negotiations with the City of London to obtain an access permit to conduct the sampling work in the busy city street; groundwater sampling to obtain data for evaluation of a monitored natural attenuation remedial option and to define changes in conditions subsequent to previous sampling events; a remedial options evaluation; design of a remediation approach and preparation of a comprehensive Remedial Action Plan document; communications with the City and the Ontario Ministry of the Environment including obtaining comments from both stakeholders on the proposed Remedial Action Plan; completing scoring worksheets for the Federal Contaminated Sites Action Plan (FCSAP) and National Classification System for Contaminated Sites (NCSCS) programs; preparation of a detailed statement of work for tendering of the remedial work. Parks Canada – Annual Groundwater Quality Monitoring Program, Point Pelee National Park, Leamington, Ontario , $10K/Year (2011; 2012) Project Description: In the vicinity of three former unofficial landfill sites, the environmental quality of groundwater is monitored on an annual basis, to assess whether such landfills are impacting on groundwater quality and presenting a human health risk. Englobe conducted sampling/analyses of groundwater at existing groundwater monitoring wells in order to define concentrations of inorganic (heavy metal & nitrogen) and organic (petroleum and volatile compounds) contaminants; to determine if such contaminant concentrations are changing over time; to evaluate contaminant concentrations against applicable federal (CCME) and provincial groundwater quality criteria; and to assess for future potential risks to human health. Project Responsibilities: Mr. Trudell was the Project Manager during the entirety of this project and also provided senior engineering technical support. As such, Mr. Trudell was responsible for the planning and coordination of the budget, schedules, and field work, as well as reviewing all deliverables and liaising with the client.

ASBESTOS, MOULD, DESIGNATED SUBSTANCE AND HAZARDOUS MATERIALS SURVEYS Asbestos Management Plan Updates-Various Scotiabank Branches in Ontario, $13K (January 2014 to present) Senor Reviewer. The project involved conducting the asbestos management plan updates, which involved a review of existing asbestos management plans and asbestos survey reports (if available) for each branch location (20 sites); a site inspection including a Designated Substance and Hazardous Materials Assessment to visually assess the current physical condition of asbestos-containing materials (ACMs) previously identified by others (both confirmed through laboratory analysis, and assumed ACMs); the preparation of a letter report detailing our observations with respect to the physical condition of the ACMs; and any general recommendations for managing the ACMs. The removal and repair work was conducted by others and was not inspected by Englobe; however, Englobe recommended that ACMs materials be managed in accordance with Regulation 278/05 of the Ontario Occupational Health and Safety Act (O. Reg. 278/05). The TDL Group Corp., Designed Substances and Hazardous Materials Surveys and Asbestos Management Plans, Tim Hortons Restaurants, Various Locations in Ontario, $12.4K (June to July 2014) Senior Reviewer. The project involved conducting Designated Substance and Hazardous Materials Surveys in accordance with Ontario Regulation 278/05 for each of the eight structures mentioned above, and provided an Asbestos Management Program if Asbestos Containing Materials were present. Englobe also conducted a non-destructive visual inspection of accessible areas. The surveys were limited to the inspection of areas which were accessible and visible without dismantling or damaging walls, ceilings and other construction materials or equipment, including roofing materials. All laboratory analytical work was carried out by independent accredited licensed laboratories experienced in conducting such work in accordance with all applicable regulations pursuant to the Ontario Occupational Health and Safety Act. First Lobo Baptist Church, Designated Substances and Hazardous Materials Survey, 22907 Nairn Road, Komoka, Ontario $2.2K (January to February 2014) Senor Reviewer. The project involved completing a survey of the 1800s-era Building and circa 1970s Building Addition, located at 22907 Nairn Road, Komoka, Ontario for designated substances and other hazardous materials. The Survey was completed in accordance with the Ontario Occupational Health and Safety Act in order to ascertain if workers involved in such work could encounter designated substances. Council of Catholic Schools of the East-Central: Re-Annual Inspection – Asbestos and Inventory and Management Plan for Designated Materials, , Canada (2013) Senor Reviewer. Annual renewal of the inspection and the revaluation of 28 schools designated by the school board including the development of a management program for the asbestos-containing materials and the preparation of plans and specifications for the asbestos removal work. An update of the inventory of designated substances has been carried out in 28 schools. This program has allowed the client to comply with the regulations in force. County of Middlesex, Asbestos and Mould Abatement Work, Middlesex County Health Unit Building, London, Ontario (2012) Senor Reviewer. Englobe prepared contract specification for asbestos and mould abatement; coordinate and direct site meeting with abetment contractors; tender and review bids; inspect/supervise abatement work; conduct indoor air testing for airborne fibers prior to, during and following completion of the asbestos abatement work; provide a visual inspection of mould and asbestos abatement work; final air clearance sampling for airborne fibres; commissioning the analysis of such samples by accredited laboratories, interpreting the analytical results; preparing a post-abatement findings report, summarizing the work conducted, including a summary of the indoor air testing results. Englobe was retained to provide consulting services in conjunction with the recommended asbestos and mould abetment work. Goodwill Industries, Ontario Great Lakes, Phase I ESA, Groundwater Sampling and Designated Substance and Hazardous Materials Survey, 1340 White Oak Road, London, Ontario, $10K (October 2012 to March 2013) Senior Reviewer. The project involved completing a Phase I ESA at the property for due diligence purposes, in conjunction with the potential purchase and financing of the subject property. The Phase I ESA comprised a site visit, records review, interviews, and preparation of our report with findings. Based on our findings, additional sampling and analysis of groundwater was recommended for targeted compounds, specifically PHCs, VOCs, Metals and Other Inorganic Parameters, in order to establish the current environmental condition of groundwater on the subject property. A Designated Substance and Hazardous Materials Assessment was also completed prior to demolition/renovation activities in the building. The Survey included an inspection of areas which were readily accessible and visible at the time of the field work, sampling, analysis and report preparation. University of Guelph, Designated Substance and Hazardous Materials Survey, Tender Document Preparation, Contract Admin and Abatement Inspection, Kemptville Campus Facility, Kemptville, Ontario, $50.5K (June 2010 to May 2013) Senior Reviewer. The University of Guelph Kemptville Campus comprises approximately 60 buildings. For over three years, Englobe has been providing Designated Substance and Hazardous Materials Surveys of the campus buildings, preparing tender documents, administering the abatement contract, and following up with inspections ensuring the abatement was completed. Also in 2012, Englobe updated the ACM Survey for the entire Kemptville Campus facility that we had completed in 2010. In 2013, Englobe completed a survey of certain areas of Fraser Hall and Parish Hall for designated substances and other hazardous materials, and prepared the work procedures and contract specifications for the abatement work. The scope of work included review of previous reports, conduct a survey to update the previous surveys for findings of the hazardous materials/designated substances and document the findings of the survey in report format. Englobe reviewed existing reports provided by ProFac and made inquiries with external stakeholders to address the cultural heritage and socio-economic issues referenced in the C&D Report, as well as incorporating the findings of the Englobe Phase I ESA and DSS reports to address the environmental issues.
