Remembering the Sixties: A Quartet Only now, in retrospect, do I wonder what would I be like, and what would I be doing if I had been born ten years earlier or later. Leaving home and moving into the sixties wasn't quite like living through the French Revolution, but it sure explains why I took so many courses on the Romantics. And what if I had chosen to do a degree in Modern Languages at Trinity College, as I had planned, instead of going to Glendon College and doing one in English and French? Glendon, with a former diplomat, Escott Reid, as principal, was structured in terms that prefigured the Trudeau years, as a bilingual college that recruited heavily among the children of politicians and civil servants. And every year, the college pro- vided money to the students to run a major conference on a political issue. In first year I met separatists (which is how I know that René Levesque was as short as I am and that he could talk and smoke at the same time. Probably, I didn't understand a word he said.) I learned I was anglophone. In second year I met Native people for the first time in my life to talk to. I demonstrated against the Liberal White Paper introduced in 1969. (Harold Cardinal summed up its position: "The only good Indian is a non-Indian.") I learned I was white. In first year I wore miniskirts, got my hair cut at Sassoon's, and shopped the sale racks at Holt Renfrew. -

National Fate and Empire: George Grant and Canadian Foreign Policy by Scott Staring A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Scott Patrick Staring 2010 National Fate and Empire: George Grant and Canadian Foreign Policy Doctor of Philosophy, 2010 Scott Staring Department of Political Science University of Toronto Abstract This study examines the foreign policy views of the Canadian thinker, George Grant. It focuses on the years between Mackenzie King’s re-election in 1935 and the Liberal party’s return to power under Lester Pearson in 1963. During this period, Grant argued, Canada was transformed from a British dependent to a satellite of the United States, a process that he believed had been accelerated by the continentalist economic and security policies of successive Liberal governments. As a young man during World War II, Grant admired the United States of F. D. Roosevelt. But as he began to contemplate the threat that a postwar Pax Americana posed to the societies of the Old World, and, ultimately, to Canada, his misgivings grew. His attempts to understand the emerging order led him to a critical study of modern liberalism, which he believed provided the chief philosophical justification for America’s expansion. Unlike Marxists who saw liberalism as simply an ideology of ii individual greed, Grant claimed that it succeeded largely by appealing to our hopes for social progress. These hopes found their loftiest expression in the belief that liberalism’s internationalization would produce the conditions for the overcoming of war within and between nations. -

However, a quarter-century since the end of the Cold War, NATO’s purpose is far from clear. Despite this, many of those involved in Canadian foreign and defence policy – including governments, opposition parties, academics, think tanks, commentators and the public – frequently question the means of Canadian involvement in NATO, but not the ends. Much of the literature, and certainly most of the media coverage, focuses on Canada’s failure to meet its two per cent of GDP defence spending target. Indeed, questions of burden sharing within NATO have taken on a new urgency since Donald Trump’s election as president. However, rarely does anyone ask if NATO is good for Canada. The government’s recently published 2017 Defence Policy Review, entitled Strong, Secure, Engaged, mentions the term “NATO” over 60 times.1 The document explains that leading or contributing to NATO efforts is a “core mission” of the Canadian Armed Forces.2 It also claims that “NATO provides significant benefits to Canada’s security and its global interests,”3 especially because of the deterrence it provides (implying against Russia).
