2 Introduction

The Legislature through the Ohio Department of Transportation (ODOT) created the Maritime Assistance Program (MAP) to assist water Public Port Authorities established under Chapter 4582 of the Ohio Revised Code. These Port Authorities must own active marine cargo terminals located on the shore of , a Lake Erie tributary, or the Ohio river.

The program invested $23 million; leveraging over $90 million in Water Port infrastructure across 13 projects within 5 Public Port Authorities on the and Ohio River to repair, rebuild, and revitalize maritime transportation systems.

The capital investments span Fiscal Years 2020 and 2021 for projects supporting maritime cargo transportation infrastructure. Applications were awarded on a competitive basis to projects that will have a significant local and/or regional impact on Ohio’s logistics supply chain. The selected MAP funding projects support dock walls, transloading equipment, roads, mooring cells, sediment processing facilities, ore tunnel extension and intermodal transportation infrastructure.

The programs selection criteria evaluated the overall readiness for construction, the ability to move new or greater volumes of cargo, meet an identified supply chain need, benefit Ohio firms that export goods to foreign markets, or import goods to Ohio for use in manufacturing. Projects included a business justification, schedule and minimum 50% match to the request for funding.

Cleveland Dock 24 & 26 Master Modernization & Rehabilitation Cuyahoga LOCATION: General Cargo Terminal County Port Authority PROJECT DESCRIPTION: This project will raise and keep Dock 24 in service for the next 20+ years and Dock 26W for the next 50+ years while also restoring berth discharge capacity. In addition, this project will install structural pavement to accommodate heavy cargo, raise and reconstruct the deteriorated ship to rail spur at Dock 24 and includes the completion of a fiber-optic communication loop within the Terminal building off of investments made at the main gate to improve communications and data collection allowing cargo to be more efficiently processed from within the terminal. CUY-Ore Tunnel Extension Phase B LOCATION: The General Cargo Terminal and the Cleveland Bulk Terminal

PROJECT DESCRIPTION: The Cleveland Bulk Terminal’s Ore Conveyance Tunnel Extension project will expand the existing ore conveyance tunnel from 362’ to 802’. This is the optimal length to accommodate 1000’ inbound shipments of taconite while minimizing diesel equipment dependent re-handling activities, install infrastructure to segregate and blend two grades of taconite, improve worker safety and working conditions, update the outdated mechanical and electrical infrastructure.

Columbiana Parsons Terminal Co. LTD County Port LOCATION: East Liverpool Terminal Authority PROJECT DESCRIPTION: The Parsons Terminal project will include a dock pad extension with full depth heavy cargo concrete to increase capacity for loading and unloading river barges along with transloading equipment.

The Toledo- Dock Face/Intermodal Project Lucas LOCATION: General Cargo Facility #1 County Port Authority PROJECT DESCRIPTION: This project will reconstruct and upgrade the existing Facility-1 dock face, to address states of degradation and to introduce the infrastructure for liquid transloading facility—both of which are the foundation of a 10-year master plan to upgrade current connections from multi-modal to an integrated intermodal port transportation network.

Cleveland US Customs Border Patrol Facility Cuyahoga LOCATION: Port of Cleveland’s General Cargo Terminal County Port Authority PROJECT DESCRIPTION: The project provides funding to construct a permanent U.S. Customs and Border Protection (USCBP) Cargo Facility within the Port Authority’s General Cargo Terminal to maintain and increase a diversified mix of cargo, specifically containerized cargo. CUY-Ore Tunnel Extension Phase B LOCATION: The Cleveland Bulk Terminal

PROJECT DESCRIPTION: This award provides additional funding to expand upon the first round selection for the ore tunnel extension. In addition to extending the length of the tunnel, the project installs new conveyance infrastructure and infrastructure to segregate, blend, and weigh the two grades of taconite at the terminal. This project funds additional alternatives which will reduce facility emissions, increase safety and improved cycle time of critical ore shuttles to the ArcelorMittal steel mill through the construction of a reclaim conveyor on the north side of the tunnel (Add Alternate 2). Additional work includes the construction of a concrete barrier wall north of the newly constructed tunnel to keep the railroad right-of-way protected from taconite encroachment and keep critical tunnel egress clear of cargo and readily accessible for emergency response and maintenance (Add Alternate 3). Sediment Processing & Management Facility CDF LOCATION: North of Burke Lakefront Airport

PROJECT DESCRIPTION: This project will construct the next lift of permanent retention berms on the surfaces of CDF 12 to accommodate forecasted dredge sediment. Resurface the existing roadway network and haul routes. Harden the sluiceway spillway structures. Adjust elevations of critical water management infrastructure and increase the site’s ability to hold more dredge process water.
