In fact, its focus on legal and social issues reflects thoughtfulness, empathy and conscience on the part of the organiser in championing the rights of women and children—two vulnerable groups of human beings whose needs and rights are often times relegated to the back seat, in certain world communities, for reasons only known to them. Truly, an enterprise borne of a noble intent to alleviate the suffering and predicament of women and children is one which should be given unequivocal support. This is especially significant as the international community has taken special interest in addressing issues surrounding women and children. Hence, these issues can no longer fall exclusively within the ambit of domestic affairs of any one country, in particular for countries which have signed, ratified or acceded to the Convention on the Elimination of All Forms of Discrimination Against Women 1981, and the Convention on the Rights of the Child 1989, each of which affords protection to women and children, respectively. In this context, it is hoped that ICWC2016 will provide the needed platform from where participants are able to discover new knowledge, recover lost information and uncover hidden facts about matters that have a bearing on the well-being of women and children today and in the future. Thus, I wholly commend the initiative undertaken by the faculty to address issues of common concerns which affect women and children globally, particularly so, concerns brought about by human greed and the scourge of society, the likes of human traffickers, warlords and extremists. On this score, I must say that I have great faith in the legal community, including conference participants, to persist and resist in their quest to seek justice for women and children, in the face of transgression against their basic rights to lead a protected life, wherever they are, whatever their station in life. I am also hopeful to see the end of this inaugural conference leading up to the beginning of fresh efforts to form research collaborations the outcome of which will translate into deliverables to further strengthen the legal protection afforded to both women and children, in diverse aspects of their existence. On a final note, I would like to wish all participants two days of insightful experience through a journey to bring about change and a better future for women and children of the world. To participants who are guests of the country: I wish you a memorable stay in Malaysia and a safe journey home. The objectives of organising ICWC 2016 are to provide an excellent platform to gather all academicians from both local and overseas, government and institutional regulators, non- governmental agencies, institutions and organizations, stakeholders in the private sectors, legal practitioners, students and other interested parties to discuss and to exchange opinions concerning legal and social issues relating to women and children. In addition, this conference provides opportunities to all participants to build linkages and to deliberate on ways to strengthen the legal protection afforded to women and children. I sincerely hope that this conference will give opportunities to all participants to engage in meaningful intellectual discourse that highlights a myriad of legal and social issues relating to women and children.     14/03/2004 Permulaan baik buat BN (HL) KUALA LUMPUR: Barisan Nasional (BN) mendahului 21 kerusi dalam pilihan raya umum ke-11 apabila menang tanpa bertanding bagi 14 kerusi Parlimen dan tujuh Dewan Undangan Negeri (DUN) pada hari penamaan calon semalam. Ini adalah jumlah kedua tertinggi BN menang tanpa bertanding dalam sejarah pilihan raya umum sejak 1955. Pada pilihan raya umum 1974, BN yang turut dianggotai Pas ketika itu, menang tanpa bertanding di 47 kerusi Parlimen dan 43 DUN. Antara calon BN yang menang semalam ialah Ketua Menteri Sarawak, Tan Sri Abdul Taib Mahmud, yang kini memasuki penggal kesembilannya, bagi kerusi Parlimen Kota Samarahan dan Ketua Puteri Umno, Datuk Azalina Othman Said yang baru pertama kali menjadi calon, di Pengerang, Johor. Pengerusi BN, Datuk Seri Abdullah Ahmad Badawi, menyifatkan perkembangan itu sebagai isyarat awal untuk BN mencatat kejayaan besar pada pilihan raya umum Ahad depan tetapi menegaskan, jentera parti perlu terus meningkatkan usaha memastikan kemenangan.     Not an offence to refuse 90 days’ maternity leave, MEF tells ministry BY YISWAREE PALANSAMY The Malay Mail Online17 December 2017 MEF executive director Datuk Shamsuddin Bardan said that while the Federal Constitution is indeed the supreme set of laws, it does not enforce any legal provision allowing for a 90-day maternity leave, pointing out that Putrajaya therefore cannot penalise employers. KUALA LUMPUR, Dec 17 — The Malaysian Employers Federation (MEF) told the Human Resources Ministry that private corporations cannot be punished if they do not provide 90 days’ maternity leave as there is currently no legislation requiring it. MEF executive director Datuk Shamsuddin Bardan said that while the Federal Constitution is indeed the supreme set of laws, it does not enforce any legal provision allowing for a 90- day maternity leave, pointing out that Putrajaya therefore cannot penalise employers. “Basically of course what the deputy minister has said has no legal basis. There is no legal basis for him to make that kind of statement because the Constitution, yes it’s an overarching provision, but it doesn’t say specifically on maternity leave and things like that. “I don’t see how companies’ refusal to give 90 days, when the law says 60 days, can become an offence. So I would say what the deputy minister said is a figment of his own imagination and it’s too far-fetched,” he told Malay Mail when contacted. In his ministerial winding up speech during the debate on the 2018 Budget in Parliament, Human Resources deputy minister Datuk Seri Ismail Abd Muttalib reportedly said that private sector employers can be investigated and charged should they fire female staffs who take 90 days’ maternity leave.

    Lau Zheng Zhou is Research Manager of the Economics and Business Unit at IDEAS. His research interest is in the intersection between markets and institutions, such as government-linked companies (GLCs) and corporate welfarism, and also global value chains, China’s Belt and Road Initiative, and financial sector development. Lau obtained a First-Class Honours in Business Economics from the University of Nottingham and a Master’s degree in Political Science and Political Economy from the London School of Economics.
