1 Introduction

1.1 Background Ove Arup & Partners Ltd (Arup) is preparing a Transport Assessment on behalf of Jersey Future Hospital in support of a planning application for the development of a new hospital and associated works in St Helier, Jersey. The development site includes land partially occupied by the existing Jersey General Hospital. Following discussions with the Department for Infrastructure (DfI) Transport Policy it has been agreed that a series of technical notes would be submitted for comment prior to the submission of the outline planning application, providing opportunity for a number of the technical matters to be resolved. The proposed technical notes will consider the following topics:  Technical Note 1: Background Growth;  Technical Note 2: Trip Distribution;  Technical Note 3: Base Transport Study;  Technical Note 4: Base Junction Models;  Technical Note 5: Trip Generation; and  Technical Note 6: Mitigation Proposals. This Technical Note, Base Junction Models (TN4) details the methodology and results of the junction assessments undertaken in the base year 2016. Junction assessments have been undertaken for 14 junctions over 12 models, using LinSig for signalised junctions, ARCADY for , and PICADY software for priority junctions. Junction models and output files have also been made available to DfI Transport Policy. To obtain traffic flow data, classified traffic turning count surveys were all undertaken on 19th October 2016 aside from the following:  Esplanade/Kensington Place priority junction was surveyed on 30th November 2016;  Gloucester Street/Seaton Place/Patriotic Street Signalised Junction was surveyed on 7th February 2017. Signal specification sheets were provided by the Department for Infrastructure for each of the signalised junctions and used to directly inform the staging and phasing within the LinSig models. The junctions that have been tested within this note have been previously agreed with DfI Transport Policy, are detailed in Table 1 and illustrated in Figure 1.

1.2 Note Structure The remainder of the Technical Note will be structured as follows:  Section 2 sets out the signalised junctions that have been assessed using the software programme LinSig;  Section 3 includes the assessment of the roundabout located within the study area using the software programme ARCADY;  Section 4 provides an assessment of the priority junctions using the software programme PICADY; and  Section 5 provides a summary of the results.

2 LinSig Assessments

2.1 Junction 1/8/12/3: The A1 Esplanade with Gloucester Street/Patriotic Street/Kensington Place/Peirson Road/St Aubin’s Road All four junctions have been modelled together in a LinSig network model. The Kensington Place junction has recently been improved with a right-turn signal from the Esplanade onto Kensington Place. This improvement has been incorporated into the model however it should be noted that the junction count was undertaken prior to the installation of the right-turn signal. The stages used for this section of the junction were amended from the Esplanade/Kensington Place Signal Plan to replicate on site observations. This meant that eastbound traffic and the westbound were run in stage 1 and all other phases were run in Stage 2. An overall cycle time of 120 seconds was used for the AM model, and 90 seconds for the PM model. The results of the baseline situation are include in Table 2.

The analysis indicates that in the AM and PM peaks, all three signalised junctions operate below their theoretical capacity. The Practical Reserve Capacity (PRC) for the network is 17.5% for the AM peak, and 31.2% for the PM peak scenario. The link with the highest degree of saturation is Gloucester Street in the AM peak and Esplanade (westbound) in the PM peak, at 75.1% and 68.6% respectively.

2.2 Junction 4: Elizabeth Place/Rouge Bouillon/ Savile Street Junction 4 operates with a cycle time of 90 seconds in the AM peak and PM peak, with a double-cycle for stages operating the mainline flow (Rouge Bouillon and Elizabeth Place) and the pedestrian phase, with the side (Savile Street and Parade Road) running every other cycle.

It is considered that drivers are more hesitant to join the traffic in reality which is why the observed queues are slightly longer than the modelled queues. The model was then calibrated using the observed queue data, shown in Table 3 for comparison. Adjustments made to the model junction included reducing the saturation flow on Savile Street to 1700 PCU/hr and Parade Road to 1750PCU/hr

The analysis indicates that with the queuing as close to observed as possible, that the junction operates near to its theoretical capacity in the AM peak. The highest degree of saturation was found to be on Parade Road at 87% in the AM peak, and Savile Street at 90% for right turning traffic in the PM peak. Whilst observed and modelled queue lengths at this junction are considered to be acceptable, the PRC and Degree of Saturation suggests this junction is operating over capacity. The operation of this junction will therefore be monitored in the future year scenarios. However it should be noted that the potential for mitigation at this junction is considered to be limited due to the constrained siting of the junction. Whilst there could be potential to finesse signal timings, more significant capacity improvements may impact pedestrian amenity and therefore not be considered acceptable.

2.3 Junction 5: The Parade/Union Street junction The junction is operating on a 70 second cycle time, with a double-cycle for the pedestrian phase and traffic phases alternating after the pedestrian phase.

Following the calibration of observed queue lengths, the results show that Union Street is nearing theoretical capacity at both the AM and PM peaks. It is therefore proposed to monitor the operation of this junction in the future year scenarios. However due to the constrained nature of this junction, capacity improvements may be limited to minor alterations to signal timings.

2.4 Junction 13: Gloucester Street/Seaton Place Pedestrian Crossing The junction runs with a cycle time of 75 seconds in the AM peak, and 60 seconds in the PM peak, as per the signal specification. Seaton Place operates on give way control. Traffic from Seaton Place (Arm 4) was routed to the middle lane of Gloucester Street (Arm 5) south bound, since it is unlikely that these vehicles would not turn left at Esplanade (which is downstream from this junction) as they would have made this turn before reaching this junction. Traffic from Gloucester Road south bound (Arm 2) which would be turning left at Esplanade, was routed into the left most lane at the traffic signals, which is in line with current road markings.

The roundabout is operating close to capacity, with the highest Ratio of Flow to Capacity (RFC) value on the A1 South arm of 0.88 in the AM peak. Queuing shown by the model is low at around seven vehicles maximum during the PM peak. Calibration of the model was undertaken using data from the queue length survey. It is noted that this junction is approaching capacity and will therefore be assessed in future year scenarios, subject to the results of the percentage impact assessment. It is considered that there should be potential for a mitigation scheme at this junction, potentially involving signals.

4 PICADY Assessments

4.1 Junction 7: St Aubin’s Road/Kensington Street/ Peirson Road The analysis of this junction was undertaken in two parts due to the complexity of the streams of traffic through the junction. Junction 7a evaluates the Peirson Road junction with the spur from Kensington Street. This junction has give way lines on both entries and therefore neither entry has priority. Given it is not possible to model this bespoke arrangement within PICADY, the model has been created so traffic on the spur from Kensington Street gives way to vehicles on Peirson Road. Junction 7b assesses the St Aubin’s Road/ Kensington Street priority junction.

The results show that both junctions are operating below capacity and with little queuing. The model has been calibrated using the available parameters within Junctions 9 however these are limited. It should be noted that works are proposed at this junction in order to accommodate the largest vehicles associated with the demolition and construction phase of Jersey Future Hospital.

The results in Table 9 show that the junction is operating well below capacity, with little to no queuing. The pedestrian crossing on Arm C has not been modelled because within PICADY software (Junctions 9) the major arm cannot block traffic with a pedestrian crossing at the junction. The absence of the pedestrian crossing and associated data should not impact the junction model results significantly. Calibrating the model was difficult due to limited scope for changing junction parameters within the Junctions 9 software, however, observed queue lengths are also relatively small for both AM and PM peaks. It is noted that queuing does occur on St Aubin’s Road in the peak hours, however it is not possible for the junction model to replicate these conditions.

4.3 Junction 11: St Johns Road/Old St Johns Road/West Park Avenue/Cheapside The analysis of this junction was undertaken in two parts due to the complexity of the streams of traffic through the junction. Junction 11a evaluates the Cheapside/St Johns Road/Old St Johns Road priority junction, and Junction 11b assesses the Cheapside priority junction with the link from St John’s Road and West Park Avenue.

Calibrating the model was difficult due to limited scope for changing junction parameters within the Junctions 9 software, however, model queuing was calibrated where possible. Guidance for the assessment of priority junctions states that visibility should be measured 10m back from the stop line, however due to the poor visibility from Arm B, it was more realistic to consider this parameter closer to the stop line, where visibility is improved to (220m) and no obstructions are in drivers line of sight. It is noted that capacity problems are forecast on the St John’s Entry to this junction. As a result, it is proposed to monitor the operation of this junction in future year scenarios subject to the results of the percentage impact assessment.
