LandVest, Inc. 2021 Listing #NH0598 LOCATION & ACCESS Groton, New Hampshire is a small rural town in southern Grafton county New Hampshire, a region known for its numerous lakes, ponds, and recreational opportunities. The college town of Plymouth (pop. 6,800±) is in close proximity to the property, and the larger city of Concord (pop. 43,000±) is an hour to the south. Portsmouth and Boston are both within a 2-hour drive. Primary legal access to Jewell Hill is via the Edgar Albert Road, off of the North Groton Road. This town- maintained road enters the property from the north, then becomes a series of gravel roads that provide interior access to most of the property. An abutting landowner to the northwest has a legal ROW across portions of this internal road system, known locally as the Palermo Mine Road. Additional access is via the Brock Lane to the east, as well as Powers Hill Road from Sculptured Rocks Road at the south end of the property. SOILS & TOPOGRAPHY The land is comprised of several prominent peaks with a small valley running between them. The property’s namesake, Jewell Hill (elev. 1,940 feet±), lies in the easternmost portion of the property. It has a long east-west ridgeline that drops gradually to the north and more prominently to the south. Opposite Jewell Hill on the western side of the ownership is a series on unnamed peaks that abut Cardigan Highlands, a 5,100-acre state and federally funded conservation project on private lands. At an elevation of 2,060 feet± these granite capped peaks, afford sweeping views to the east, and would certainly provide numerous spots to place your off-grid solar cabin or yurt. A smaller peak (elev. 1,420 feet±) lies at the southern end of the property and has a south and west aspect. Two small spring-fed tributaries run through the lowland, one flowing north to Halls Brook and the other to the south into the Cockermouth River. The soils found across the property are variable and characteristic of a property of this size and topography in this region of New Hampshire. They range from deep rich soils suitable for growing high-quality timber, to shallow to bedrock soils near the higher elevations. The latter are less suitable for commercial timber production, but provide habitat for a broad range of unique high elevation flora. Of particular note is a small historic feldspar-mica pegmatite mine (Rice Mine) located near the western boundary of the property.     Atlantic salmon EFH The proposed EFH designation for Atlantic salmon includes the rivers, estuaries, and bays that are listed in Table 31 and shown in Map 105, which exhibit the environmental conditions defined in the text descriptions. Smaller tributaries not shown on the map are also EFH for one or more life stage as long as they conform to the proposed habitat descriptions. All EFH river systems form a direct connection to the sea, but EFH would not include portions of rivers above naturally occurring barriers to upstream migration or land-locked lakes and ponds. The oceanic component of EFH is to a distance of three miles from the mouth of each river. The new designation includes six new drainage systems not included in the original list of 26 rivers that were designated in 1998. All of them are in the Maine coastal sub-region (Chandler, Indian, Pleasant, St. George, Medomak, and Pemaquid rivers). All told, 30 river systems in nine New England sub-regions are designated for Atlantic salmon EFH. The new map includes a more continuous series of bays and areas adjacent to river mouths that are within three miles of the coast. Designated EFH in Long Island Sound has been reduced to small areas where the Connecticut and Pawcatuck Rivers empty into the sound, rather than taking up the entire sound. Also, there are a number of improvements in the text descriptions which make the habitat requirements for each life stage more specific and applicable to three separate juvenile life stages (fry, parr, and smolts).     I. INTRODUCTION & VISION Groton’s Master Plan (the “Plan”) is the cornerstone of the community’s growth and land management strategy. An underlying assumption of this Plan is that residential1 growth will continue to occur in Groton and that business uses2 will require Special Variance and Site Plan review before any activity is undertaken. The over-arching goal of this Plan is that all development, whether residential or business, only occur in the locations and patterns that support the Vision and Principals of this Plan while avoiding the negative impacts that can be associated with unwanted and unmanaged growth. This Plan, then, is a policy document for planning, now and for the future. It sets the framework for the implementation of specific policies, regulations and zoning, along with the granting or denial of applications under consideration by the Planning and Zoning Boards and the Selectman. As town officials execute their respective duties, they should address if their decisions are in keeping with the letter and spirit of the Visioning Statement, the Principals, the Goals and Objectives, and the body of the Plan. The Plan is also a reference document. It contains charts (based on resident survey responses), documents and maps (please refer to Appendices A – __ ). With the supporting text in the body of the plan addressing such topics as: future development, environmental, cultural, and historical preservation, community tax base and roads, it is intended to help our community meet change responsibly, guiding its growth in an orderly, constructive manner.
