WITH THE EXCEPTION OF LB658 AND LB662, EACH OF THE BUDGET BILLS WILL HAVE A WHITE COPY COMMITTEE AMENDMENT WHICH WILL BECOME THE NEW BILL. BEFORE DISCUSSING LB658, I WANT TO GIVE THE BODY A SUMMARY OF THE OVERALL BUDGET PICTURE. THE APPROPRIATIONS COMMITTEE BUDGET RECOMMENDATIONS PROVIDE FOR AN ANNUAL AVERAGE SPENDING GROWTH OF 3.1 PERCENT FOR THE BIENNIUM, WHICH IS THE LOWEST AVERAGE GROWTH IN THE LAST 15 BIENNIUMS OR 30 YEARS, OUTSIDE OF THE 2003 AND 2009 BIENNIUMS WHEN THE STATE WAS BATTLING SIGNIFICANT RECESSIONS. UPON THE PASSAGE OF THIS BUDGET, THE STATE OF NEBRASKA WILL MAINTAIN A STRONG CASH RESERVE, SEE INVESTMENTS FOR CONTINUED GROWTH, AND WILL HAVE A BALANCED BUDGET IN ACCORDANCE WITH THE STATE'S CONSTITUTION. THE DECISIONS IN THIS BUDGET PACKAGE RECOGNIZE THE PRIORITIES OF THIS LEGISLATURE, REFLECT THE VALUES OF NEBRASKANS, AND RESPONDS TO THE NEEDS OF OUR COMMUNITIES ACROSS THE STATE. THE APPROPRIATIONS COMMITTEE PARTICULARLY FOCUSED ON PROPERTY TAX RELIEF, K-12 EDUCATION AND HIGHER EDUCATION, ECONOMIC DEVELOPMENT, AND INVESTING IN UNIQUE PRIVATE-PUBLIC PARTNERSHIPS, AND ADDRESSING ISSUES SURROUNDING OUR DEPARTMENT OF CORRECTIONS. THERE'S A STRONG DESIRE OF THIS LEGISLATURE AND A MAJORITY OF OUR CONSTITUENTS FOR ACTION TO BE TAKEN TO REDUCE PROPERTY TAX BURDENS. THE BUDGET RECOMMENDATIONS BEFORE YOU INCLUDE THE TWO-YEAR BUDGETARY MEASURES AVAILABLE TO DO JUST THAT. WE HAVE INCREASED STATE AID TO EDUCATION THROUGH TEEOSA AND BOLSTERED THE PROPERTY TAX CREDIT PROGRAM WITH AN INFUSION OF $120 MILLION OVER THE BIENNIUM, INCREASING THE APPROPRIATIONS COMMITTEE PRELIMINARY RECOMMENDATION AND MATCHING THE RECOMMENDATION IN GOVERNOR RICKETTS' BUDGET PROPOSAL. COLLEAGUES, THIS WOULD BE THE LARGEST INCREASE TO THE PROGRAM SINCE IT WAS CREATED IN 2007. IN ADDITION TO DIRECT PROPERTY TAX RELIEF THE COMMITTEE'S BUDGET RECOMMENDATIONS INCLUDE FUNDING INITIATIVES IN BOTH K-12 AND HIGHER EDUCATION. APPROPRIATIONS FOR THE UNIVERSITY OF NEBRASKA, STATE COLLEGES, AND COMMUNITY COLLEGES HAVE ALL SEEN A MODERATE INCREASE OF 3 PERCENT, THE SAME LEVEL INCLUDED IN THE GOVERNOR'S BUDGET RECOMMENDATION. THE COMMITTEE'S RECOMMENDATION INCLUDES SEVERAL OF THE UNIVERSITY OF NEBRASKA'S ECONOMIC COMPETITIVENESS INITIATIVES AND COMMUNITIES ACROSS THE STATE WILL SEE A BOOST IN SUPPORT FOR THEIR REGIONAL ECONOMIC DEVELOPMENT AUTHORITY. THIS BUDGET INVESTS IN VISIONARY PUBLIC-PRIVATE PARTNERSHIPS THAT BRING IN FUNDING FROM NEBRASKA'S PRIVATE SECTOR TO GROW NEBRASKA, SHARING RESPONSIBILITY, AND FOSTERING THE POTENTIAL TO BRING IN HIGH RETURNS FOR OUR STATE, INITIATIVES SUCH AS: THE GLOBAL CENTER FOR ADVANCED INTERPROFESSIONAL LEARNING WHERE OVER 75 PERCENT OF THE FUNDS WILL COME FROM THE PRIVATE SECTOR, THE YEUTTER INSTITUTE FOR INTERNATIONAL TRADE AND FINANCE, AND THE OUTDOOR VENTURES PARK PROJECT OF THE GAME AND PARKS COMMISSION. WHILE THESE ECONOMIC DEVELOPMENT INITIATIVES LOOK TO THE FUTURE, THIS BUDGET ALSO INCLUDES MEASURES TO ADDRESS PROBLEMS THE STATE IS FACING FROM POLICY DECISIONS MADE BY THE PREVIOUS ADMINISTRATION. WHILE WE LOOK FORWARD TO A FULL TRANSITION OF LEADERSHIP IN THE DEPARTMENT OF CORRECTIONAL SERVICES AND THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, THE APPROPRIATIONS COMMITTEE CHOSE TO INCLUDE SPECIFIC APPROPRIATIONS TO ADDRESS CHALLENGES IN BOTH OF THOSE AGENCIES. OUR RECOMMENDATION INCREASED SECURITY STAFFING, FUNDING FOR CRITICAL VIOLENCE REDUCTION PROGRAMS, AND BEHAVIORAL HEALTH SERVICES IN THE DEPARTMENT OF CORRECTIONAL SERVICES, AND A ONE-TIME INFLUX APPROPRIATION FOR THE DIVISION OF CHILD AND FAMILY SERVICES IN AN ATTEMPT TO END THE PRACTICE OF PAYING THIS YEAR'S CHILD WELFARE BILLS WITH NEXT YEAR'S APPROPRIATION. THE COMMITTEE HAS MADE RECOMMENDATIONS THAT ALSO INCLUDE A NEEDS ASSESSMENT THAT'S REQUIRED FOR BOTH THE PLAGUED ACCESSNEBRASKA SYSTEM IN HHS AND BEHAVIORAL HEALTH STUDY AVAILABILITY IN THE DEPARTMENT OF CORRECTIONAL SERVICES. THE DECISIONS WITHIN THESE BUDGET RECOMMENDATIONS PROPOSED TO THE FULL LEGISLATURE TODAY ARE A RESPONSIBLE BALANCE OF STRATEGIC INVESTMENTS, FULFILLING THE STATE'S OBLIGATIONS, AND HOLDING THE LINE AT ONE OF THE LOWEST SPENDING PERCENTAGE GROWTHS IN THE LAST 30 YEARS. THE CASH RESERVE FUND REMAINS STRONG AT A LEVEL NEAR 16 PERCENT OF ANNUAL NET RECEIPTS. THE APPROPRIATIONS COMMITTEE IS HELD TO THE PRACTICE OF UTILIZING THE CASH RESERVE FUND FOR ONLY ONE-TIME PROJECT ITEMS AND NOT FOR 4 Transcript Prepared By the Clerk of the Legislature Transcriber's Office Floor Debate April 30, 2015 ONGOING SPENDING OR ONGOING TAX RELIEF MEASURES. HAJJ SAYYAH: FASHIONING A SELF BY EXPLORING THE WORLD The Iranian world-traveler Hajj Sayyah was unique in many ways. After trotting the globe for some sixteen years, he arrived in the US, and was the first Iranian to become a US citizen in 1875. He kept travel journals while traveling, two of which, his European and domestic travelogues, and some fragments of his travels in the Middle East, are already published.1 The present author has had the privilege of preparing the manuscript of Sayyah’s travel diaries in the US for publication.

Fox · (510) 642-0365 · [email protected] BAMPFA Mounts Sweeping Abbas Kiarostami Series National Touring Series Marks Iranian Auteur’s First Major Posthumous Retrospective Five-Month Program Includes Guest Appearances by Ahmad Kiarostami and Visiting Scholars (Berkeley, CA) May 8, 2019—A touring series of films by Abbas Kiarostami opens at the UC Berkeley Art Museum and Pacific Film Archive (BAMPFA) this August, marking the first significant retrospective of the director’s work since he passed away in 2016. Presented in partnership with Janus Films, the five-month screening series encompasses all extant films directed by Kiarostami. A version of the retrospective is set to open at New York’s IFC Center on July 26, followed by a national tour organized by Janus Films. Together with a focused Kiarostami survey that runs concurrently at the Roxie Theater, the program marks the most significant retrospective of Kiarostami’s films ever mounted in the San Francisco Bay Area. A towering figure in the Iranian film community and one of the preeminent world cinema auteurs of the past three decades, Abbas Kiarostami (1940–2016) was the recipient of numerous international honors—including the prestigious Palme d’Or at the Cannes Film Festival for Taste of Cherry (1996)— along with accolades from fellow directors such as Akira Kurosawa, Jean-Luc Godard, Martin Scorsese, and many others. Abbas Kiarostami: Life as Art comprises twenty-one features and eleven shorts directed by Kiarostami, as well as films directed by other filmmakers that are in dialogue with his work. Concurrent with the retrospective, BAMPFA is mounting a five-week lecture-screening series as part of its popular In Focus program, in which prominent scholars of Kiarostami’s work are invited to present remarks and lead discussions in conjunction with screenings of his films.

The story is that I wanted to make a movie for children, about children, about pocket money - money they usually get from their parents. Everything was ready for us to go to a school and start filming on a Saturday morning. I remember that I'd read an article in the newspaper that Thursday, an interview with someone who had impersonated a filmmaker.

Her journey is comprised of ten conversations with various female passengers—including her sister, a hitchhiking prostitute and a jilted bride—as well as her imperious young son. As Kiarostami’s “dashboard cam” eavesdrops on these lively, yet heart-wrenching road trips, a complex portrait of contemporary Iran comes sharply into focus. Kiarostami on TEN Sometimes, I tell myself that TEN is a film that I could never make again. You cannot decide to make such a film... It’s a little like CLOSE-UP. It's possible to continue along the same path but it requires a great deal of patience. Indeed, this is not something that can be reapeated easily. It must occur of its own accord, like an incident or a happening... At the same time, it requires a great deal of preparation. Originally, this was the story of a psychoanyalyst her patients and her car, but that was two years ago... I was invited to Beirut in Lebanon last week, for a film workshop with students. One of them told me, “You’re the only one who can make such a film because of your reputation. If one of us had made it, no one would have accepted it.” I replied that, as his teacher, I owed him the truth: making something simple requires a great deal of experience.

Abbas Kiarostami: Image Maker, a three-part exhibition of film, photography, and installations, on view from March 1 through May 28 at MoMA, and February 11– April 29, 2007, at P.S.1, includes a retrospective of 33 short and feature-length films, along with new photography and media works being exhibited for the first time. Kiarostami is one of the world’s most critically acclaimed directors and has been largely responsible for the high profile of Iranian cinema in the past decade. The director will introduce the opening night film, Ta’am-e gilas (Taste of Cherry, 1997), on March 1 at MoMA. Abbas Kiarostami: Image Maker is organized by Jytte Jensen, Curator, Department of Film, and Klaus Biesenbach, Chief Curator, Department of Media, The Museum of Modern Art, in collaboration with The Iranian Art Foundation. This exhibition presents different aspects of the artist’s career. Today, I’d like to discuss the current problem with reading education in the primary grades in the majority of our Vermont schools which the bills before this committee are trying to address. What are some of the potential causes of the problem? What is the impact not only on our children, but also on Vermont’s economy? I’d also like to give the committee more information about our current reading instruction methodology, Balanced Literacy, and the science behind the Structured Literacy proposed in the bills before this committee. But more importantly, I want to discuss the polarization caused when science outcomes do not match one’s beliefs.

    Transcending Cinema: Kiarostami’s Approach to Filmmaking Maryam Ghorbankarimi Born and raised in Tehran, Iran, Maryam Ghorbankarimi ([email protected]) completed her PhD in film studies at the University of Edinburgh and her dissertation was published as a book entitled A Colourful Presence: The Evolution of Women’s Representation in Iranian Cinema. As well as a scholar, Maryam is a filmmaker and has made some award-winning short films in both formats of short documentary and fiction. As an artist, photographer, and filmmaker, Abbas Kiarostami masterfully continued experimenting with medium, style, and storytelling throughout his long and fruitful career. This paper will look at his film oeuvre as a whole and will focus on his style of filmmaking, which can be characterized by the osmosis of formalist and realist elements and his move beyond the restrictions of genre. When watching Kiarostami’s films and considering the vast amount of scholarly literature about his work, we come across one unifying theme: the use of realism. He has been described as the master of bridging fact and fiction, walking the thin line between documentary and fiction storytelling.1 Realism in film can be explained as a style of filmmaking that attempts to duplicate the objective reality by using authentic locations, long shots, and lengthy takes. Some of the most significant elements of realism in cinema evident in Kiarostami’s films are the use of natural lighting, location shooting, employing non-professional actors, and minimal editing, which are all employed in an attempt to convey the illusion that the constructed film world is a mirror image of the real world.
