provided to IDPs both inside and outside the evacuation centers. Further, medical services, intensified disease surveillance and psychosocial debriefing are continuously being conducted by DOH, DSWD and PNRC in various evacuation centers;

• The NDCC is still prioritizing the delivery of food and NFIs for the IDPs; improving WATSAN in evacuation centers; fastracking the repair/reconstruction of damaged schools and implementing systems for the resumption of classes and/or continue holding classes in evacuation centers; provision of psychosocial intervention; and ensuring disease surveillance is in place;

• For the safe access and delivery of much needed humanitarian aid to the IDPs, the NDCC advised that appropriate coordination with OCD Regional Offices X, XII and ARMM should be made. Further, NDCC partners are enjoined to optimize the coordination and reporting mechanisms with the DCCs and Government Cluster Leads through OCD Offices in Regions X, XII and ARMM which will serve as the principal coordinators for the delivery of humanitarian assistance with the AFP at the conflict-affected areas;

• DSWD deployed the Quick Response and Social Welfare and Development (QR/SWAD) teams to undertake data generation, relief distribution, operation/ management of evacuation centers, community kitchens, supplemental feeding to children, crisis counseling, etc. in coordination with the LGUs, other government agencies, and local and international NGOs.

A. IDPs/Evacuation Centers /Total Served (Details on Tab A)

• IDPs:

 ECs established has increased from 107 to 123 due to newly opened evacuation centers in , Datu Piang, Datu Saudi Ampatuan, and Talayan;

 IDPs INSIDE evacuation centers increased from 11,442 families / 56,522 persons to 14,048 families / 69,450 persons due to additional evacuees in Kauswagan, Lanao del Norte; Datu Anggal Midtimbang, Datu Piang, Datu Saudi Ampatuan and Talayan in , despite the decrease in number of evacuees in Mamasapano and Shariff Aguak;

 IDPs OUTSIDE evacuation centers had also increased from 48,689 families / 240,412 persons to 51,258 families / 253,255 persons due to increase in the number of evacuees in Kauswagan and Maigo, Lanao del Norte;

 TOTAL NUMBER of IDPs served both inside and outside ECs increased from 60,131 families / 296,934 persons to 65,306 families / 322,705 persons.

F. Response/Concerns by Cluster

Health, WASH and Nutrition

• The number of consultation based on the five (5) leading causes in Munai, Lanao del Norte with age ranging from 0-15 yrs old is 647: fever -259; cough – 333; skin rashes - 32; LBM - 33; and body pain - 5 • In Munai - there were existence of suspected measles cases, severe pneumonia and dehydration. One of the concerns is the lack of health workers (doctor and 1 nurse) to service 18,158 individuals • In Tangkal – aside from the lack of health workers with only one nurse, the following concerns were identified: lack of latrines in ECs with the ratio of

latrines to individual is 1:50 • The following activities are the ongoing actions on the above identified issues: isolation of measles cases and continuous monitoring, referral of severe cases of pneumonia and dehydration to referral hospitals, continuous construction of latrines, augmentation of health manpower by members of inter-local health

zones, provision of psychosocial process and health teaching among IDPs

• The following are the findings in some evacuation centers

 Water - adequate for Riverside National High School in Kolambugan, in Kulasihan Elementary School, 500 meters water pipe is needed for 8 bunk houses  Latrines – need to construct more latrines  Existing garbage disposal  Drainage - existing  Vermin control - existing among evacuation site • Health Services - on going mop up immunization of 15 years below ,1500 beneficiaries (1,500 below 15 yrs old) • Provision of education on maternal and child care

4 Food and Non Food Items (NFIs)

• DSWD CO provided the required emergency relief needs of the IDPs in 3 regions amounting to Php16.76 Million: Regions X (Php3.262 M), Region XII (Php10.538 Million) and ARMM (Php2.96 million) • DSWD X distributed 664 packs of canned goods and 480 food packs to Tangkal, Lanao del Norte. There were 992 food packs in the warehouse of Tangkal. Tangkal Vice Mayor Sedic will distribute said food packs today, September 19, 2008 • DSWD X also distributed 1,472 food packs to Tangkal, each pack stock piled containing 3 kilos rice, 3 tins sardines, 1 pack biscuits, 1 pack powdered juice and 1 tin fruit cocktail • The Act for Peace Program was able to distribute food to 3,215 IDPs in the region comprising of coffee, sugar, salt, dried fish, monggo and Non-food items such as: blankets, sleeping mats, laundry and bath soaps and water containers • WFP, DSWD, ICRC, CFSI and PIA distributed rice assistance to some 5,000 evacuees in Midsayap and Aleosan, North Cotabato who sought refuge in Datu Piang, Maguindanao • NDCC released 1,000 sacks of rice to Governor Jesus Sacdalan • Nutrition - provision of low salt, high protein, high carbohydrates diet among IDPs, provision of special diets for post partum, pregnant women and sickly • Oxfam distributed hygiene kits, sleeping mats, malong and water jugs to IDPs from Datu Piang, Datu Saudi, and Mamasampano in Maguindanao. • ICRC, with the PNRC Central Mindanao Relief Operations distributed food and NFIs to IDPs from Mother Kabuntalan and Datu Odin Sinsuat, Shariff Kabunsuan and Mamasampano, Maguindanao.

Emergency Shelter

• DSWD-10 will soon start the construction of temporary rooms at Gymnasium, used old Public Market and the old Municipal Building for the transfer of IDPs staying at Banisilon Elementary School and Madraza School, Tangkal, LDN. Materials are ready for the construction of bunkhouses, 2 units with 34 rooms in Munai and 1 unit with 60 rooms in Tangkal • On going construction of bunkhouses: with completion rate of 70% in Kolasiahan, Kolambugan; 5% for additional 30 rooms at Kulasihan, 15% in Kauswagan • Ongoing construction with completion rate of 35 % in Tangkal and 70% in Munai

Security and Protection

• The AFP augmented its troops to secure highway, business centers, major infrastructures and vital installations in the region • CHR X OIC’s team conducted an investigation on human rights violations and monitoring of the human rights situation in three (3) evacuation centers: Don

5 Mariano, Lluch Badelles Auditorium in Kauswagan; Riverside High School and Kulasihan Elementary School in Kolambugan all in Lanao del Norte. The team also visited 17 centers in Ozamiz City and Tudela, Misamis Occidental

• The CHR –X monitoring team’s findings are as follows:

 Evacuees are free to move in and out of the evacuation centers. During daytime, most of the evacuees would work in their fields and seek refuge in the evacuation centers at night  Proliferation of SMS message of another attack cause panic and fear among residents  Schools are open and classes resumed. Young children are given stress debriefing by their school teachers  There are complaints of not having equal access and assistance such as psychosocial and food assistance  Presence of humanitarian from the government organizations, and international organizations (ICRC and UNICEF)  Availability of medical-dental services thru medical-dental caravans  Inadequate facilities in evacuation centers specially on sanitation, toilets and access to water  Shelters are being constructed and some needs to be repaired  No report of trafficking of IDPs  No reported incidents of sexual abuses within the evacuation centers

• CHR Team’s Recommendations

 Need to institutionalize and strengthen the cluster approach in disaster management system and a close coordination between the cluster leads at the regional, provincial, city and municipal levels  To improve humanitarian response to the affected civilians and a need to gather disaggregated data at ground level  Info assessment sheet must reflect the disaggregated data on sex, ethnicity, physical conditions and other key indicators (pregnant women lactating mothers, newborn infants elderly and persons with disability)  Humanitarian workers must conduct their data gathering in a culturally sensitive manner, in most cases those who are delivering assistance are coming from the same community  There must be equal access to assistance and service as well as participation in related activities, of all affected population especially the vulnerable groups  Safe and habitable shelter must be installed. Gender sensitive and child friendly facilities  There is a need to install a mechanism to efficiently track the movement s of IDPS to prevent human trafficking  The UNGPID was observed at ground level and there is a need to pass a law both national and local to strengthen the protection to IDPs and to

6 provide for a concrete mechanisms for the rehabilitation of affected localities and affected population

Education

• LDN Asst. Schools Div. Supt. Myrna Maruhom reported that ten (10) damaged schools in the interior municipalities have yet to be assessed for the extent of rehabilitation needed; principals and teachers of these schools have not yet reported to their stations due to the critical situation. • On going reconstruction/repair of burned school buildings in Lanao del Norte, Kulambugan CS (50%; Manga ES (20%); Kauswagan CS (25%); Kawit Oriental ES (12%); Napo ES Linamon (15%) • DepEd in coordination with Universal Peace Federation will hold the Global Peace Festival Mindanao 2008 starting on 19 September 2008 at Pryce Plaza Hotel, Cagayan de Oro City and will end on September 21, 2008 relative to the observance of UN International Day of Peace

Livelihood and Early Recovery

• RDCC X and PDCC Lanao del Norte will conduct a joint meeting to discuss the indicative rehabilitation plan of Lanao del Norte • DSWD X submitted its Indicative Rehabilitation Plan for Lanao Del Norte to its central office copy furnished NDCC for funding. The plan targets 4 municipalities namely Kolambugan, Kauswagan, Linamon and Maigo with a budgetary requirements amounting to P6,199,000.00: DSWD (Php5,674,000.00) and LGUs (Php525,000.00) for the following projects:  Shelter Assistance Project - for 35 families in Kauswagan and Kolambugan whose houses were burned  Food for Work/Cash for Work - for 1,000 persons in 4 municipalities  Supplemental Feeding - for 350 underweight children served inside and outside evacuation centers  Tindahan Natin Program - 10 Tindahan Natin Outlets (TNO) each 4 municipalities • DA’s proposed recovery and budgetary requirements in Regions X, XII and ARMM is P34 Million: Rice P10.055 M; Corn P1,761 M; HVCC P.703 M; Livestock P18.265M; and Fisheries P3.663 M for the purchase of fertilizers, vegetable seeds, seaweeds, fishing gear, carabao and cattle
