Demais condições e especificações estão contidas nos Anexos I a X deste edital, conforme item 2.2.". No entanto, existem questões que mereçam ser corrigidas, sob pena de irregular os termos da contratação pela administração. *. V "• ..www.avansys.cornJbr. ..' •- Bahia - Sergipe - Distrito Federal Ou seja, segundo a descrição editalícia, caberá ao arrematante, para a demonstração da sua capacidade técnica, a apresentação de diversos atestados, os quais, segundo a própria consignação no Editai, serviriam a "garantir que a licitante possua capacidade e porte suficiente para atender ao objeto desta contratação". Mas não é só. No item 9.3 do certame, a Administração é expressa em indicar se inadmissível o somatório de atestados no quesito qualificação técnica. É o que se depreende: 9.3. QUALIFICAÇÃO TÉCNICA, comprovada mediante apresentação de: 9.3.1. Comprovação de aptidão para o desempenho de atividade pertinente e compatível, em características, quantidade e prazo, com o objeto desta licitação, através do fornecimento de atestado(s), em nome da empresa, emitido por pessoas jurídicas de direito público ou privado. 9.3.1.1. Para aferição das características, quantidades e prazos do obieto dos atestados, os mesmos serão considerados unítariamente. e não em somatório. 9.3.1.2. Além da comprovação de qualificação técnica contida nos itens anteriores, a licitante obriga-se ainda, a comprovação contida no item 11 do Termo de Referência. Todavia, tais previsões precisam ser adequadas, sob pena de evidente cerceamento à concorrência e direcionamento do certame. Vejamos. Corno se vê, são apenas 12(doze) os atestados exigidos pelo TJ/Ba, através dos quais se pretende demonstrar a capacidade técnica do iicitante para a prestação do serviço a esse E. Tribunal. Todavia, fato é que, ao se concentrar diversas especificações em um mesrno atestado, e sem a permissão da denominada 'soma de atestados' não obstante algumas tecnologias constantes em um mesmo atestado sequer sejam necessariamente compatíveis, a Administração está a comprometer o caráter competitivo do certame. De fato, existem diversas incoerências nas exigências formuladas, porquanto se exige uma concentração de especialidades/ em um único atestado, embora tais tecnologias sejam incompatíveis ou necessariamente não estejam vinculadas. Mudando o que se tem de mudar, as exigências técnicas indicadas no editai impõe que, através de um único atestado, e sem a possibilidade de soma, por exemplo, urn o arrematante demonstre possuir aptidão técnica para a construção de casas e viadutos e pontes e prédios comerciais, simultaneamente. The decision of making this study was based on the fact that there is a lack of comparison tests between the most popular PHP frameworks. Visiting the official websites of these frameworks, the first thing to notice is the slogans that have been made by the core teams. The majority of these slogans contain quality attributes like speed and high performance. As a developer looking for performance in your next project, choosing the right PHP framework by these slogans is not that easy. Therefor, the performance of these frameworks is put to the test. And to do that, three experiments are conducted in which five functionally equivalent PHP applications are developed and used as targets. One version of these applications represents the plain PHP and the other four represent the four mentioned frameworks. The experiments are conducted in two sessions. The first session deals with the execution time and the stack trace measurements while the second one is covering the measurement of the memory usage consumption. The result outcome of these experiments has been analyzed and interpreted in order to expose the performance of the targeted frameworks. The experiment results prove that the targeted frameworks perform differently compared with each other and the PHP stack. Plain PHP and Phalcon are performing well while the other three frameworks have both mediocre and low performance.
