In the Energy Community Reinvestment Act, makes changes to provisions concerning the Energy Transition Workforce Commission, Energy Transition Community Grants, and the Displaced Energy Workers Bill of Rights. Repeals the Energy Transition Act, the Energy Community Reinvestment Act, the Community Energy, Climate, and Jobs Planning Act, and the Illinois Clean Energy Jobs and Justice Fund Act 24 (rather than 14) years after the effective date of the Act.     2019 U.S. Political Contribution and Expenditure Policy and Statement The Company’s policy is to participate in public policymaking by informing government officials about our positions on issues significant to the Company and our customers. These issues are discussed in the context of existing and proposed laws, legislation, regulations, and policy initiatives, and include, for example, commerce, intellectual property, trade, data privacy, transportation, and web services. Relatedly, the Company constructively and responsibly participates in the U.S. political process. The goal of the Company’s political contributions and expenditures is to promote the interests of the Company and our customers, and the Company makes such decisions in accordance with the processes described in this political contribution and expenditure policy and statement, without regard to the personal political preferences of the Company’s directors, officers, or employees. Approval Process The Company’s Vice President of Public Policy reviews and approves each political contribution and expenditure made with Company funds or resources to, or in support of, any political candidate, political campaign, political party, political committee, or public official in any country, or to any other organization for use in making political expenditures, to ensure that it is lawful and consistent with the Company’s business objectives and public policy priorities. The Company’s Senior Vice President for Global Corporate Affairs and the Senior Vice President and General Counsel review all political expenditures. Background: After appropriations are made and services are provided, each state agency sends bills to the Comptroller for payment. However, if vouchers for payment are held at the agency level due to a lack of appropriation or processing delays, these liabilities remain largely hidden from the Comptroller. The state’s Prompt Payment Act, which assigns a 1% per month penalty to bills that are 90 days past due, applies to a currently unknown number of the bills being held by the agencies.

Dalianis spoke about a number of aspect regarding TIFs. Dalianis described the life of a TIF District, pointed out that TIF districts are primarily concentrated around Cook and the surrounding counties, and gave example of suburban towns with TIF districts raising tens of millions of dollars. Dalianis cited a report from the Cook County Clerk’s Office indicating that TIFs accounted for about 8% of 1 property taxes in Cook County, up from prior years.
