Answer: Major League Clubs select in reverse order of their records at the close of the preceding season, without regard to League. Some transfers of selection rights from one Club to another are made as compensation to Clubs that lost certain types of Major League free agent players after the previous season. Additional selections are also awarded to Clubs that lost certain types of Major League free agent players after the previous seasons. Question: How many rounds are there? Answer: Up to 40 rounds. Each Club continues to select until it makes its selection in the 40th round. A Club has the right to “pass” instead of making a selection in a round. Question: Who is eligible for the draft? Answer: A player who is a resident of the United States or Canada and who has not previously contracted with a Major League or Minor League Club, so long as the player is eligible to sign under the High School, College or Junior College Rules contained in Major League Rule 3. For purposes of Rule 4, the term “United States” means the 50 states of the United States of America, the District of Columbia, Puerto Rico, and any other Commonwealth, Territory or Possession of the United States of America. Players attending high school, college or junior college in the United States or Canada are considered residents of the United States or Canada for purposes of draft eligibility. Question: What are the basic eligibility rules contained in the High School, College or Junior College Rules in Major League Rule 3? Answer: High School — Generally, only those high school students in the United States or Canada who have completed their fourth school year following the date that the student’s class entered its freshman year of high school (i.e. ninth grade). College — Generally, a student at a four-year college is eligible after completion of their junior year or if the student is at least 21 years old. Junior College — All junior college students are eligible for selection. The applicable Major League Rules are more specific than this general answer. Players with specific questions about eligibility should consult a Major League scout or Office of the Commissioner of Baseball. Question: When may a selected player sign? Answer: Generally, a selected player with college eligibility remaining may sign with the Club that selected the player from the time of the selection until the second or third Friday of July. For the 2016 signing season, the deadline is Friday, July 15th at 5:00 p.m. (ET). Question: When may a selected player who has utilized all of his potential college eligibility sign? Answer: A selected player with no college eligibility remaining may sign up until the start of the Closed Period. The Closed Period begins at 12:01 a.m. (ET) on the seventh day prior to the start of the MLB Draft. The applicable Major League Rules are more specific than this general answer. Players with specific questions about eligibility should consult a Major League scout or Office of the Commissioner of Baseball. 2 2016 MLB DRAFT Question: May a player who was not selected in the MLB Draft still sign? Answer: Generally, yes, so long as the player is eligible under the High School, College, or Junior College Rules in Major League Rule 3. Such a player may sign with any Club until the start of the Closed Period. The Closed Period begins at 12:01 a.m. (ET) on the seventh day prior to the start of the MLB Draft. Question: How do I search the MLB.com Draft Tracker for a college? Answer: The schools are listed in the fashion they were submitted to the Major League Scouting Bureau. If you can’t find your school under its alphabetical listing, try searching under the letter “U”, for “University of.” Question: How many rounds are held each day during the three-day Draft? Answer: There are 77 selections on day one of the Draft, which includes 34 selections in round one, seven selections in Competitive Balance Lottery Round A, 29 selections in round two and seven selections in Competetive Balance Lottery Round B. Day two of the Draft begins with round three and continues through round 10 for a total of 239 selections. Day three begins with round 11 and continues until the completion of the Draft in round 40. MAJOR LEAGUE BASEBALL 3 FIRST-YEAR PLAYER DRAFT OFFICIAL RULES The Major League Baseball Draft is held every year in June. Day one of the Draft is broadcast live while days two and three are conducted by conference call among the 30 Major League Clubs. The Clubs take turns selecting in reverse order of their won-lost record at the close of the previous regular season. The order of selection is without regard to League. The Major League Rules govern which players are eligible for selection in the Draft. These Rules are detailed, but the basic eligibility criteria can be described as follows: Generally, a player is eligible for selection if the player is a resident of the United States or Canada and the player has never before signed a Major League or Minor League contract. Residents of Puerto Rico and other territories of the United States are eligible for the Draft. Also considered residents are players who enroll in a high school or college in the United States, regardless of where they are from originally. Certain groups of players are ineligible for selection, generally because they are still in school. The basic categories of players eligible to be drafted are: • High school players, if they have graduated from high school and have not yet attended college or junior college; • College players, from four-year colleges who have either completed their junior or senior years or are at least 21 years old; and • Junior college players, regardless of how many years of school they have completed. A Club generally retains the rights to sign a selected player until the signing deadline, or until the player enters, or returns to, a four-year college or junior college on a full-time basis. A player who is drafted and does not sign with the selecting Club that may be drafted again at a future year’s Draft, so long
