The United Kingdom has been a world leader in recognizing the criticality of positioning, navigation, and timing (PNT) from Global Navigation Satellite Systems (GNSS) signals to critical infrastructure, national and economic security. The report by London Economics on the economic impact of GNSS signal disruption your government sponsored, and your follow-on Blackett review are references and examples for every nation.

Our non-profit advocates for policies and systems to safeguard and reinforce these critical signals from space. We have used your reports to help communicate these issues to officials in the United States government.

One of the outcomes of our efforts is Congress’ recent passage of the National Timing Security and Resilience Act of 2018. This act requires the Secretary of Transportation (the lead in the US for civil PNT) to establish a high-power terrestrial timing signal as a complement and backup to GPS. Already, $10M has been appropriated for a technology demonstration.

As the United Kingdom contemplates its way forward with satellite navigation, you have a unique opportunity create a leading-edge integrated system better than any in the world today. Doing so will help maintain the UK’s world leadership in PNT and create a new UK-led tech industry. All while greatly improving domestic critical infrastructure resilience, national and economic security.
