1. INTRODUCTION

A snapshot survey of remnant vegetation sites on Bella-Vista was undertaken on 11th May 2020 to identify, prioritise and recommend future eco-restoration works and recommended management actions to be conducted on the property as part of Green Skills and Gondwana Link Program: https://greenskills.org.au/ and http://www.gondwanalink.org/

The land owner of Bella-Vista is Angus McLaren, the Lessee is Wayne Pech. The area of property surveyed is situated on several separate land titles, located in Wansbrough and Cranbrook, mainly within the Shire of Broomehill- Tambellup with a smaller southern portion of the property within the Shire of Cranbrook (see Map 1). The whole property is approximately 4674 hectares (Landgate, 2020).

Bella-Vista extends from Pootenup Road in the north to Salt River Road on the southern boundary. It is bounded by Balicup Lake Nature Reserve to the east and private property and wetlands to the west. A separate portion of Stirling Range National Park abuts the south western boundary of the property and the larger area of Stirling Range National Park is directly adjacent to the southern property boundary. Besides these reserves, the land surrounding the property is predominantly farmland and wetlands with small pockets of remnant vegetation (see Map 1 & 2).

Bella-Vista has predominantly been cleared for agricultural activities and the remaining remnant vegetation, wetlands and waterways are recommended to be retained, restored and fenced to exclude stock for conservation purposes.

In 2002, it was estimated that 9.5% (11,265 hectares) pre-European vegetation remained in the Shire of Broomehill- Tambellup and that 37.7% (123,063 hectares) pre-European vegetation remained within the Shire of Cranbrook (Shepherd et al., 2002).

The property lies between 235 and 304 metres above sea level in the Pallinup catchment area. In the Pallinup-Stirlings subregion, there is a broad system of lakes north-west of the Stirling Range including a series of floodplain wetlands associated with the Pallinup River. The North Stirlings Wetland Group includes large areas of internal drainage in the south-west corner of the Pallinup catchment, knows as the Balicup wetland suite. There are numerous lakes on the property which form part of the Balicup wetland suite. This group of wetlands are remnants of an ancient watercourse believed to be a former channel of the Pallinup River. Rising sea levels filled the valley with marine sediments and created the chain of basins found today. The wetlands include many mainly dry and intermittent lakes and some permanent lakes including Tom South, Munrillup, Horse Shoe, Balicup, Anderson, Cheepanup, Camel and Salt Lakes (South Coast Rivercare, 2008).

The Pallinup River is one of the one of the largest rivers in the south coast region. The headwaters begin south of Katanning and travel through the Shire of Gnowangerup, Wellstead and Boxwood Hills districts to eventually reach the Beaufort estuary within the Shire of Jerramungup and some 250 kilometres downstream (South Coast Rivercare, 2008). The average annual rainfall within the Pallinup River catchment ranges from 400-600 millimetres.

Bella-Vista is within the Interim Biogeographic Regionalisation for Australia (IBRA) region and Katanning IBRA sub-region (Atlas of Living Australia, 2020). The major remnant vegetation association contained on the property is defined as Medium woodland; Yate and Paperbark (Melaleuca spp.) (Vegetation association 963) referred to as Riparian Yate woodland in this report. Smaller areas of the property are classified as Medium woodland: Wandoo and Yate (Vegetation association 967) referred to in this report as Wandoo woodland; Low woodland: Jarrah (Vegetation association 975) referred to in this report as Jarrah woodland; Shrublands: Tallerack Mallee-heath (Vegetation association 47) referred to in this report as Mallee-heath and Succulent steppe: Saltbush and samphire Page 5 of 79

(Vegetation association 325) or Succulent steppe with open woodland & scrub; yate over teatree & samphire (Vegetation association 2093) (Beard et al., 2013) which was present around the majority of the lakes on the property.

The vegetation extent and status of Medium woodland; Yate and Paperbark (Melaleuca spp.) (Vegetation association 963) within the Avon Wheatbelt IBRA region is 37% (1428.17 hectares) remaining with 8.3% (320.51 hectares) of its current extent protected in reserves for conservation purposes (Government of , 2019).

The vegetation extent and status of Medium woodland; Wandoo and Yate (Vegetation association 967) within the Avon Wheatbelt IBRA region is 15.23% (26,637.79 hectares) remaining with 0.22% (376.49 hectares) of its current extent protected in reserves for conservation purposes (Government of Western Australia, 2019).

The vegetation extent and status of Low woodland: Jarrah (Vegetation association 975) within the Avon Wheatbelt IBRA region is 33.74% remaining with an unknown percentage of its current extent protected in reserves for conservation purposes (Government of Western Australia, 2019).

The vegetation extent and status of Shrublands: Tallerack Mallee-heath (Vegetation association 47) within the Avon Wheatbelt IBRA region is 41.98% (1619.77 hectares) remaining with 19.7% (760.16 hectares) of its current extent protected in reserves for conservation purposes (Government of Western Australia, 2019).

The pre-European extent of some of these vegetation associations remaining in the Avon Wheatbelt IBRA regions and Katanning IBRA sub-region is near or less than the threshold of 30% of the pre-clearing extent of the vegetation association below which species loss appears to accelerate exponentially at an ecosystem level (EPA Position Statement No. 2, December 2000). It is, therefore, important to conserve these vegetation associations in a local, regional and national context.

None of the vegetation associations identified on the property are recognised as Threatened or Priority Ecological Community (TECs or PECs) on a national or state level.

The closest weather station to the property is North Stirlings Weather Station (Station no. 010708) which reports an average annual rainfall of 387.7 mm for all years recorded from 1958 to 2016. The most current complete set of annual rainfall observations was recorded in 2015 with an average annual rainfall of 351.2mm (Bureau of Meteorology, 2020). The recommended management actions within this report have been developed by Green Skills for consideration by the landowner and Lessee

3. SURVEY METHODOLOGY

A snapshot vegetation survey was undertaken on Bella-Vista by the Survey team assessing a range of core attributes for numerous remnant vegetation sites and lakes. Approximately 97 remnant vegetation sites and 60 lakes were identified on the property, of which the majority were surveyed.

Core attributes selected and assessed included vegetation type, vegetation condition, size and perimeter of the remnant vegetation, presence of Threatened, Specially Protected and/or Priority flora and fauna species, presence of wetlands or waterways, connectivity to other vegetation and observed or potential disturbances and threats. Some wetlands and remnant vegetation sites were connected to other areas of remnant vegetation on the property and across adjacent properties.

The sites containing remnant vegetation were assessed for their vegetation condition. The vegetation condition assessment was adapted from the Keighery Condition Scale (Keighery, 1994) based on a rating of 1 (Very degraded) to 5 (Excellent) (see Appendix 1: Vegetation Condition Scale).

Vegetation types were assigned based on Beard vegetation associations (Beard et al, 2013).

Subsequently, a priority rating was assigned to each site ranging from Very High to Low for future eco-restoration works and management actions based on a subjective review of each site’s overall core attributes.

Management recommendations and reasons for priority ratings were attributed to each site (see 5: Summary of Survey results and Management recommendations).

Each remnant vegetation site and lake on the property was mapped (see Map 3) and photos were taken for each site assessed (see 5: Summary of Survey results and Management recommendations).

Data collected was recorded on vegetation survey sheets developed by the Survey team for this assessment (see Appendix 2: Snapshot Vegetation Survey - 2020 Site Data Form).

Proposed future fencing and restoration or revegetation projects identified as a priority for the property were also mapped (see Maps 4-7)

10 Lakes have been designated as Priority 1 for lake foreshore fencing. 11.49km would be required to fence them off enclosing 97.2 ha of which 67.1ha is actual lake area. (Table 2)

6 Lakes have been designated as Priority 2 for lake foreshore fencing. `0.9 km would be required to fence them off enclosing 163.1 ha of which 123.9 ha is actual lake area. (Table 3)

31 Lakes have been designated as Priority 3 for lake foreshore fencing. 15.7 km would be required to fence them off enclosing 65.4 ha of which 34.9 ha is actual lake area. ( Table 4)

Altogether it is estimated that it would take 38.18 km of fencing to protect the 47 currently unprotected lakes on Bella Vista from sheep grazing. This would conserve a total of 225.9 ha of salt lake area and 325.7ha of salt lakes and foreshore area. (Table 1)
