About 70% of the total population depends on agriculture. Average annual rainfall of Kendrapara is 1556 mm in 52.96 rainy days, out of which 80% rainfall occurs in monsoon season (June to September). Kendrapara district is situated in central coastal plain zone of the Odisha and the Bay of Bengal lies in the eastern part of the district. Kendrapara District lies in the river delta formed by the Brahmani and Baitarani & branch rivers of Mahanadi. District is blessed with plenty of water resources, but due to lack of sufficient irrigation infrastructures, water logging and salinity problem are the major concern. Hence under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), District Irrigation Plans (DIPs) is being proposed for planning and implementation of the both for short and long term projects. This scheme has four programme components, namely, Acclerated Irrigation Benefit programme(AIBP), Har Khet Ko Pani (HKKP), Per Drop More Crop (PDMC) and watershed development. This DIP comprises of 5 chapters as mentioned in the template. Chapter-I: Introduction, Chapter–II: District Water profile, Chapter-III: Water availability, Chapter-IV: Water requirement/demand and Chapter-V: Strategic Action Plan for Irrigation in Kendrapara district under PMKSY The domestic, livestock, irrigation and industrial requirement of water for the district is 0.996 BCM. But at present there is only 0.989 BCM of water is available from both surface and groundwater resources. By end of 2020 the requirement may increase to 1.96 BCM. Hence an additional potential of 1.01 BCM is to be created by 2020 through various means. The consolidated budget from 2016-17 to 2020-21 for the district is Rs.29449 lakh under PMKSY and Rs.38327 lakh under State Plan& Other Schemes making a sum total outlay of Rs.67776.98 lakh during this five year. The block wise and component wise strategic plan is presented in this document. Planning is made for 24045 projects at an estimated cost of Rs. 67776.98 lakhs to increase the irrigation potential by 0.57 lakh ha along with improving the available facilities. This will increase irrigated area from present level of 56% to 96.6%. A Long Term action Plan (for 20 years) is also proposed to construct a barrage at the village Forad of Kendrapara block with command area of 2500 ha at an estimated cost of Rs. 2000 lakhs. Three numbers of Mega lift points are also to be constructed under Cluster XI- NABARD assistance near river Kharasrota at Dimiripal of Aul block, Deulatara of Rajkanika block and over river Luna at Gobardhanpur village in Mahakalpara block. The total budget for Megalift Project is estimated at Rs.20624 lakh. Similarly Rs. 4500 lakh budgetary provision is given under Externally Aided Project (EAP) such as Mahanadi Chitrotpala Island Irrigation Project (MCIIP) (Tranche -2). 9 Chapter I INTRODUCTION 1.1 District profile A lush green patch of land crisscrossed by network of rivers, myriads of rivulets with unique biodiversity, splendid wild life, diverse flora and fauna is the district Kendrapara which is carved out of the erstwhile Cuttack district on 1 st April 1993 after re organization of the districts. The district was a sub-division under Cuttack district during through British regime. The district spreads over 2640 sq. Km. is situated in the Central Coastal Plain Zone, existing from 22º 21' N to 20º 47' N latitude ,86º 15' E to 87º 03' E longitude on the Eastern Coast of Odisha. The district is located in the deltaic region of major river system like the Mahanadi, the Bramhani, Baitarani, Kharasrota. Luna, Karandia. Thus the district has the deposits of sediments and mainly consists of alluvial soil. It is surrounded by Bhadrakh district in the north, Jagatsinghpur district in the south, Bay of Bengal in the east and Cuttack district in the west. The block wise demographic details with male and female population, scheduled caste and scheduled tribe population and household figures are presented in Table 1.2. About 94% of population lives in rural areas in Kendrapara. The literacy rate of district is 55.37 percent. There are 1540 villages out of which 1407 villages are inhabited and 133 villages are uninhabited. Two urban bodies of this district are Kendrapara Municipality and Pattamundai NAC having a geographical area of 10.77 and 2.54 sq.km with 7208 and 6233 households respectively. Mohakalpara block is the most populous CD block in the district with a total population of 212463 followed by Rajnagar with a total population of 170, 110.
