1. INTRODUCTION:

1.1 Background:

This Project complementation report covers the progress of CARE Community Support Programme II (CARE-CSP) from April 2012- Feb, 2014. The programme is funded by the Department for International Development (DFID). The report reflects the major achievements against the annual plan of CARE-CSP.

CSP II mainly focuses in providing access of the poor and excluded communities on basic services .These include schools, health facilities, drinking water, irrigation, rural energy, bridge and culverts and community building/market centre. The programme also supports the community by enhancing the capacity of the community members to sustain and garner long term benefits of the improved infrastructures built by the project. Additionally, the programme promotes income generating activities and vocational/skill development trainings for women and disadvantaged households. Awareness raising activities to increase the knowledge of these women about their rights, good governance and advocacy skills are integral components of the programme. This has resulted in a significant increase in the participation of women at decision making positions and claiming their rights from the concerned authorities. The representation of women in the CBOs is 65% while the representation of poor and excluded communities in user committees/CBOs is 64%.

Participation, community led initiatives, inclusive delivery, transparency, sustainability innovativeness and complementarities are guiding principles of CSP. Communities and district level stakeholders have very much appreciated the approaches and strategies adopted by CSP.

With an objective to provide the access of poor and excluded people on basic infrastructure facilities, CSP facilitated and provided materials and technical support for the construction/maintenance /renovation of 25 infrastructure projects during this reporting period. Of these 23 no. projects have been completed while 2 projects are due to be completed by 10th March, 2014. Among the total infrastructure support provided during this period 5 were school building construction & 5 School furniture supports, 2 health facilities, 1irrigation facilities, 1 Bridge/culverts-, 1.6 km , 1 foot trail improvement, 2 community buildings, 5 small scale mitigation projects & 3 drinking water supply schemes. The Right based training, social inclusion and public auditing training facilitated by the project has fostered a sense of ownership in the communities and mobilising local resources effectively at the local level.

1.2 Project's Goal, Purpose and Outputs

The goal of the programme is "To reduce poverty and promote social inclusion." The purpose of the programme is to improve access to community-based development opportunities by poor and excluded people

CSP focuses its efforts to reach the poor and excluded who have been deprived of most development opportunities. There are six outputs to attain the purpose and goal of the programme, which are as follows:

Output 1: Improved disaster resilient basic service infrastructure and its increased access by communities, including women and girls.

Output 2: Strengthened capacity of poor and excluded communities, including women and girls, to lead social actions to claim their rights, thereby generating sustained income.

Output 3: Local government (DDC/VDC) community planning, monitoring and accountability processes significantly improved, informed by CSP good practices.

Output 4: Increased climate and natural shocks resilience of vulnerable communities including women and girls.

1.3 CSP’s Principle of Programme, Implementation Strategies and Approaches:

Principle of programme:

1. Participation: CSP promotes the participation of all stakeholders, especially the beneficiaries (communities), in the process of project identification, planning, execution, monitoring and evaluation.

2. Community led initiatives: CSP supports activities that are identified and initiated by the rural communities.

3. Inclusive and equitable: Intervention should be as equitable as possible, ideally benefiting the whole community, and aim to reduce tensions within a society. However to reach particularly poor and excluded groups, CSP supports specially focused interventions.

4. Transparency: CSP practices and promotes public auditing that is relevant and pragmatic at the community level.

5. Sustainability: After the completion of the project and withdrawal of CSP support, benefits need to be maintained or increased by developing pragmatic maintenance strategies.

6. Innovativeness: CSP promotes interventions that deal with community development issues in novel ways and that have a clear benefit over traditional or existing approaches.

7. Complementarily: CSP support should serve as complementary activities to the already existing programme and help to contribute towards a synergetic impact on the lives of poor and excluded communities.

sanitation activities and software part skill vocational training, sustainable training, LIP Support, system management training, awareness social campaign for ODF and CLTS in communities. Linkage Coordination & Collaboration, DDC VDC and other Development organization relief & rehabilitation support.

2 BRIEF NOTES ON PROGRAM IMPLEMENTATION

CSP program has been mainly focusing on the activities like physical improvement of school, health post, bridges, irrigation, foot trail, water supply for improved basic service infrastructure, increased access by communities, and provide safe drinking water and sanitation activities and software part skill vocational training, sustainable training, LIP Support, system management training, awareness social camping for ODF and CLTS in communities. Linkage Coordination & Collaboration, DDC VDC and other Development organization relief & rehabilitation support.

Five schools building construction, three Drinking Water supply schemes have been, 2 health institution construction (1 repair maintenance and 1 new construction), 5 small mitigation schemes, one foot trail, one irrigation scheme, one Bridge/culvert project, 5 school furniture support, has been completed. The software activities like RBA/SI/PA training, CAC formation, IPC, UCPA and VDRMC Training at VDC level have been completed as per targeted.

 CSP-II Dailekh has been success extends its services to 12 VDCs of Dailekh.  Mobilization of 5 LDRMCs/VDRMCs, 10 CBDRMCs.  10 School Contingency Plans.  10 hazard maps final installation at community site.  5 Events LSGA, resources leverage training.  Run 12 CAC ( 32 weeks classes)  2 ODF VDC rewarded  25 infra sub-project completed.  2 events LSAR training to 10 CBDRMCs  1 time field visited by PSMC members (mini joint monitoring visit)  1 time field visited by DFID evaluation of external consultant team  2 events relief support to landslide and flood victims  CSP-Dailekh has been contributed of pre ODF campaign throw DWASH CC to conduct WASH conference in Dailekh.  20 events street drama demonstrated.  20 events quiz contest conducted.  5 events pre construction training completed.  3 event post construction training completed.  25 events RBA/SI/PA training completed.  4 events final Public audit completed of all completed infrastructure projects.  1 attempt field visited by documentation team of CARE.  1 attempt field visited by Technical team of CARE Region.  1 attempt field and organization verification completed by Finance team of CARE Region.  2 events IPC training completed.  2 events UCPA training completed.  5 VDRMPs revised.  6 event PSMC meeting.  16 DRR Massage boards installed.

3. PROGRESS OVERVIEW A total of 25 Infrastructure activities had been planned for this extension period in . Among them 5 are schools building construction, 5 school furniture supports, 1 health birthing centre building and 1 SHP Paduka repair & maintenance, one Irrigation cannel, 2 CAC communities building, one Foot trail and one wooden bridge supports, 5 small scale mitigation sachem, 3 drinking water systems. Similarly total 12 new CACs were running up to June coordinating with LGCDP. A well environment and coordination has been created with Community, DDC, other district line agencies for smoothly running the ongoing program and preparing this report. Geographical Coverage CARE-CSP Dailekh has covered 12 VDCs of Dailekh among 55 VDCs & 1 Municipality. The total population of the program area is 38762 according to the census of 2001 AD.

3.1 Geographical Coverage Dailekh is one of the five district of in Mid Western Region with medium literacy rate, gender discrimination, lack of employment opportunities, traditional agriculture systems, geographical remoteness and seasonal migration to India in search of food and employment. CSP-II program has implementing its program in 12 VDCs in Dailekh district. It takes one days to reach in Seven VDC from the district headquarters and rest of Five VDCs takes more than one day to approach there. Looking at the total number of community initiatives supported by programme, most of the activities are from distant VDCs and very few are from near to district headquarter VDCs (Do not ensure it is right statement for your district case). More than 50 % activities were supported in the remote community located at 1-2 days walking distance from district headquarter. Programme has supported about 55 % activities in remotest area where it took at least 2- 3 days. The focus of this program are those people who are poor and excluded, marginalized and vulnerable especially Dalit, Women, Janajati and conflict affected people of the district. There is great challenging on hygiene and sanitation as only 50% of the population used toilet where as only 12 % water schemes are functioning out of 80% availability of drinking water supply system throughout the district. Peace initiative activities are being implementing in different VDCs and especially women's and child rights has been claiming through the women and child group at the community level. On the contrary, political conflict between the parties is being rising day by day which has obstructed the developmental activities here in Dailekh. CSP aims to reach out those VDCs in the programme districts which are needy, isolated and conflict-affected community. CARE/CSP is extended its programme in 12 VDCs (21.81%) out of 55 VDCs. Looking at the total number of community initiatives supported by programme, most of the activities are from distant VDCs and very few are from near to district headquarter VDCs. 3.5 COORDINATION AND COLLABORATION

During this reporting period we had been made close coordination & collaboration with different institutions at district level, which are mentioned as follows; For LRP ToT we had been coordination with 12 CAC for selected active facilitator as a participant for that ToT. We had been coordination with Chief District Officer of District Administration Office & LDO of District Development Committee for 2 days Update DPRP District level Workshop. We had been coordination with VDC Secretary of 12 VDCs. Similarly for WCF member training, Remaining 7 VDCs we had been coordinate for implement infrastructure like School building, Birthing centre, Foot track, food bridge, CAC building & Irrigation project. Although, we had made close coordination with 10 CBDRMCs and 30 different taskforces for implementation planned activities for risk reduction which is occurred during disaster.

Similarly, we have in close coordination & collaboration with DAO and other like-minded agencies who are working in sector of disaster inside district for provide relief support to victims of landslide & flood. At this reporting period, we have supported Nrs. 47,712/- food items to victims families of Dailekh district with the requisition of District Disaster Risk Management Committee.

3.6 RESOURCE SHARING During this reporting period we had provided Nrs. 40,000/ to Pipalkot and Bhairikalikathum VDC Reward for ODF VDC collaboration. Pipalkot is our working VDC (DRR program VDC) and VDC is accepted some support from CSP. CSP-II program has been collaboration some amount of matching fund for infrastructural development sector and social camping Communities awareness centre from VDC/DDC/and other orgination.CSP program from VDCs/DDC -Nepal which is Rs 100000 of total project budget for the first program fiscal year 2012 to 2013 in this District.CSP program has been playing their coordinating role very significantly. In the case of resource sharing we have contributed Nrs. 24,150/ to District level WASH conference held on dated 11 & 12 June, 2013.

4. PROGRESS AND ACHEIVEMENT

CSP has established regional offices at Nepalgunj in the Mid-western region. Regional office is headed by the Team Leaders and supported by a Finance Officer, Monitoring and Evaluation Officer, Infrastructure Development Officer, Social Mobilization and Capacity Building Specialist, DRR Specialist and other support staff. Staffs based in regional offices are responsible for providing management, financial and technical support to the Partners organization in district level and district team and other community based organizations such as LDRMCs, CBDRMCs, user committees and Citizen Awareness centers. Similarly, there are district offices in all 8 working districts;

Literacy rate of this district is 62.35. Among them female literacy is 56.41 & male literacy is 81.14 (Above 6 Years age group) & female literacy is 42.36 & male literacy is 69.47 (Above 15 Years age group).

Gradually the government's schools are maintaining and provide quality education as well as private boarding schools. Among them some schools are poor in physical status till now. District Education Office, Poverty Alleviation Fund, Nepal with CARE Nepal has been implementing owns infrastructure projects in this district. In this reporting period, we have been made agreement with 5 User Committees under School support Activity. Goganpani Primary School Building of Salleri-1, Mastha Lower Secondary School Building of Rawatkot-2, Mahadev Lower Secondary School of Badalamji-8 completed Sarswoti Secondary School of Dandaparjul-8 & Bhairav Lower Secondary School building work of Sinhasain-8's also completed. Similarly, under school support program, 5 schools of working VDCs has been supported furniture. Kalika Higher Secondary School of Sinhasain-7, Dip Secondary School of Pipalkot-2, Sarswoti Primary School of Dandaparajul-1, Nepal Rastirya Lower Secondary School of Bhairikalikathum-7 and Shivashakti Secondary School of Salleri-2 has been completed all the work of furniture support in this reporting period. Altogether, CSP Dailekh had been completed 10 school support program in Dailekh district in program period from April 2012 to February 2014. 1.2 Health Institution Support Programme

Condition of Dailekh district is poor in health service due to lack of proper infrastructure of health institutions. Till date in this district 1 District Hospital, 3 Primary Health Centre (3 beds) 6 Health Post, 50 Sub-Health post, 1 Eye Treatment Centre & 2 Ayuarbeda Hospital are providing health services. 34.36 birth rate, 10 mortality rate, 64 Child mortality rate & 4.15 Maternal mortality rate is recorded by District Hospital. In this reporting period, CSP-II has been made agreement with User Committee of Badalamji Birthing Centre. This birthing centre construction work has been completed in 10th July, 2013. In total 1 health post were supported for building construction along and Pit-latrine support of Badalamji sub-health post in Badalamji VDC. The community contribution is Nrs. 78376 in this health post support. Now condition of this health post is very poor and hazarded. This health post had been completed. Till date 80% of population has been providing pure drinking water through drinking water supply scheme, Rain water Harvesting Tank, Source protection scheme. District Drinking Water & Sanitation Sub-division Office, Rural Village Water Resource Management Project Phase II (RVWRMP-II), Water Resource Management Project (WARM- P/Helvetas), Poverty Alleviation Fund, Nepal (PAF, Nepal) as well as CARE Nepal have been working in district for safe drinking water supply service. SNV, DDC, VDCs also working for sanitation activities in this district. Till Date 28 VDCs has been declared ODF with support of different partner agencies. Some VDCs also preparing for declared ODF. Dailekh is one of the mid hilly district of Mid-Western Development region of Nepal. Many more water resources are lie in this district like spring, river etc. Till date 25% of population has been benefited from irrigation project with irrigating 35% fertile land. For providing Irrigation system to the people of remote areas of Dailekh district with the support of CARE Nepal CSP-II also proposed to implement 1 project for this running year agreement. Simpani Irrigation Scheme of Awalparajul-2 has been completed in this reporting period. This project has been irrigated 3.2 hector fertile land. Irrigation canal Construction in Awalparajul VDC Total one irrigation canal at Simpani and the total 24 HHs beneficiary population 81 UM & 103 UF in that pound irrigation system all HHs have been directly benefited. In total approved cost is RS 328827.48 from CSP-II, VDC Collaboration of found RS 100000 & Community contribution of RS 10790. This irrigation system can be irrigated 3.2 hector. All the construction part & financial part had been completed & final complication had been completed.

In total 1 km foot trial were supported for new trial construction and cutting & filling of trial support of Sakindhara Foot trial in Seri VDC .the VDC contribution of RS 0 in this trial support. For providing easy access to the people of remote areas of Dailekh district with the support of CARE Nepal CSP-II also proposed to implement 1 project for this running year agreement. In this reporting period Foot bridge construction work has been completed at Salleri VDC-3 named Ghattekhola foot bridge project. 1.7 Micro Energy Support Programme

NA 1.8 Community Building or Market Centres CAC building in Ghiyatitu Dailekh is one of the mid hilly district of Mid-Western Development region of Nepal. Many more market centres are situated in this district. Till date Practical Action, District Agriculture Development Office, Safe Motherhood & Reproductive Health Project as well as CARE Nepal has been working in district for develop market centres & community buildings. For developing market centres and construction community building in this district with the support of CARE Nepal CSP-II also proposed to implement 2 projects for this running year agreement. Most of the infrastructure projects have been implemented jointly with other supporting agencies. CSP contributed 4538811 (85%), where as community contribution was 795 293 (15%). Similarly, contribution by DDC/VDC and other supporting agencies (GOs, INGOs, and NGOs) was around (10%). The community contribution was provided in kinds for collecting local materials, transportation and unskilled labour where as other supports were largely for the purchasing of materials, equipment and skilled labour cost. 1.9 Design and implement small scale mitigation works In this reporting period, 5 small scale mitigation projects have been completed. “Community Case -3 No more Risk of Disaster Based Disaster Risk Management Committee- Dailekh is one of the 15 districts of Mid- Western region lied at the mid hill area. Most of the VDCs among 55 VDCs and a municipality of the district are remote. In spite of being reach in culture, religion and resources, it is back in development due to lack of optimal utilization of resources. Salleri is one of the 55 VDCs of Dailekh situated at the North-East part of the district.This is one of the five VDCs selected as the most prone to disaster area in the district selected by Community Support Program. Now, Local disaster risk management committee, community based disaster CBDRMC” consisting of 11 members with the risk management committee, various social support of Community Support Program. They soladirities are active to mitigate the vulnarability of prepared community action plan and had a regular discussion on the plan in collaboration disaster through awareness, and good prectice use in local governance. Jarikhana village is at ward no. 9 of Salleri VDC which is highly prone to the disasters. Low productivity of the soil itself and the effect of drought, flood, and landslide made the lifestyle of the people more difficult. People were forced to leave their shelter during rainy season. Deforestation was the main reason for the flood and drought. People were unknown to the effect of deforestation and they with school teachers and students. As a result were ignorant to the solution of their problem. they decided to have a mitigation work neared to Meanwhile, Community Support Program school which is highly prone to disaster. Disaster occurred at this spot may damage the Chhepadi community of Sinhasain VDC-1, Gayanodaya primary Rakam -9 and Jarikhana commnity of Salleri VDC-9. For gabion works Community Support Program and community contribution they completed the gabion work. Similarly, Jarikhana CBDRMC community, Khidkijula CBDRMC, Omkana CBDRMC, Nauli CBDRMC also done same activity for disaster risk reduction of small scale mitigation work completed in this

Figure 4 Khidkijyuala Mitigation Project After the competition of work community people are sensitized on disaster risk reduction and minimize the losses due to disaster. The head master of Setibada School says “Our school was highly prone to landslide and rainy floods but now it is quite safe after constructing gabion and we are planning for additional gabions in collaboration with CBDRMC and VDC”. We had prepared the School Contingency Plan-SCP and in coming days we are going to form task forces (Light, Search And Rescue, First Aid and Early Warning) among the students. The president of CBDRMC Mr. Bal Bdr Sijapati says “We had a bitter experience of disaster a year ago which cause losses of humans, animals and property of setibada community and at that time we are unable to cope with disaster since we were not well prepared, equipped and we do not have any idea of disaster and its preparedness”.

1.10 System Management Training to user group/management committee

Major activities carried out under this output are summarized as follows: Construction Management Training – Prior to beginning the construction works, a 3 days’ long Construction Management Training has been organized to the UCs. In training the roles and responsibilities of entire water users and the UC were discussed in depth. The contents of the training included; the quality of the local construction materials (sand, aggregate and boulders), importance of public auditing, cost estimates of the proposed system, elements of cost sharing by the project and the users, curing of cement concrete work, supervision for quality work and the preparation of an action plan for the actual construction of the system. There are total 3 number of training events have been completed in this reporting period and total participants were 36 Out of which 13 are from women 4 are from Janajati and 18 are from dalits. System Management Training- A 3 days long System management Training has been organized to the UCs of Simpani Irrgation Project of Awalparajul-2, Rotikhola DWSS of Awalparajul 7 and Ramnikatiya DWSS Rakam-4. In this training the roles & responsibilities of entire water users and the UC's were discussed in depth. There are completed three events of training in this reporting period and total participants were 36 out of which 13 from women & 4 Janajati.

1.12 Conduct training on rights based approach, GESI, DRR and public audit training Social Inclusion/RBA and Public Auditing Training - Public auditing has emerged as a strong tool for keeping project operations transparent and has been appreciated by all stakeholders. Thus project has trained UC members and the partner staff as necessary in the public auditing processes. CARE has developed a system for public auditing of all activities carried out by the community groups. The UC were trained for maintaining and sharing all the records and the information periodically with the beneficiaries and others alike. During this reporting period we have completed the RBA/SI/PA of 5 School building project, 5 school furniture support, 5 mitigation project, 3 drinking water supply schemes, 2 health institution support, 1 foot trail, 1 irrigation, 1 bridge, 2 community building projects. Public Auditing at community level Provision of public auditing is mandatory for - all CSP activities. CARE CSP provided site based training to the user’s committee/management committee on Pre- construction, Right Based Approach, Social Inclusion and Public Audit. During this reporting period, 9 such trainings events were conducted at the field level. Total, 120 users/management committee members including 40 (32.5%) women oriented on rights, public auditing/good governance and social inclusion. Such training enhanced knowledge on PA process and its importance among the user's committee members. Till this reporting period we have completed 3 events internal PA in all 23 projects & 1 event external PA in 9 projects. Proportion representation of women in leadership positions of CBOs and UCs by caste and ethnicity: Representation of poor, excluded and women in users committee has significantly increased. The table below shows 46% representation from women and 64% representation from poor and excluded communities in user committees/CBOs. It shows there is a positive change in taking leadership positions by women and ethnic groups.

Governance within User Committees CSP has been implementing the school support program and health institution support activity through School Management Committee (SMC) and Sub Health Post Management Committee (HFOMC) respectively. These committees were formed as per the governmental act. For other activities, the users have formed the users/construction committee in places where there are no committees. CSP has worked with 3 numbers of SMC, 1 HFOMC and Users Committee during this reporting period.

Output 2: Strengthened capacity of poor and excluded communities, including women and girls, to lead social action to claim their rights thereby generating sustained.

2.1 Formation of Citizen Awareness Centres

Formation of Citizen Awareness Centres (CAC): CARE CSP introduced and initiated an approach to promote peace in the communities by organizing and bringing people together into a common platform, namely ‘Citizen Awareness Centre (CAC).

During the first half of the reporting period, CARE CSP facilitated for the formation of 30 CACs in line with its second phase target in its working districts. Additionally, CARE CSP also facilitated for the formation of 12 CAC which are planned in the second extended phase of the project. Since some of the CACs are recently formed and LRP training has to be organised, only 42 CACs have been operated. The rest will be operated after the LRP training.

Altogether 1092 participants are regularly participating at 42 CACs. Out of them 82% are women. Among the total members 58% are Dalits and 42% belong to the disadvantaged and Janajati community

2.2 Conduct TOT to CAC facilitator. ToT to CAC facilitator had been conducted at district level from 30 Nov, 2012 to 5th Dec, 2012 at Panchakoshi Hotel. Support social actions initiatives

In this reporting period, we have share Nrs. 25,000/ for joint with DWASH-CC for District level WASH conference held on DDC hall Dailekh on dated June 11 & 12, 2013. In this reporting period, we have celebrated 16 days campaign against women. At 25th November, 2013 as a opening day of campaign lighting candle at Devekota chowk of Dailekh Bazar as well as VDC level. Campaign was lead by Women & Child Office, Dailekh with other district level stakeholders I/NGOs. Women & Child Office, District Development Committee, , District Police Office, Social Service Centre (SOSEC), Women Empowerment Forum (WEAF), Aawaj Dailekh, FEDO, CARE Nepal, Action Aid Nepal are collaborated to success campaign at Dailekh district. Ward level orientation, District level interaction, VDC level interaction, Radio jingle board caste, signature of commitment are the activities conducted during 16 days campaign. Closing ceremony of 16 days campaign end over by lighting candle in same place where opening campaign. Sixteen Days of Activism against Gender-based violence is an international campaign running from 25th November (International day violence against women) to December 10th (International Human Rights Day). This campaign aims to raise awareness about gender-based violence as a human right issue at a local, national and international level. Through this campaign, local work around violence against women can be strengthened. Joint working also creates a forum where organizers can develop and share new strategies to address the problem. In coming together, they create solidarity of women around the world fighting against women violence. The campaigning also creates tools to pressure governments to implement promises made to eliminate violence against women. In Dailekh, for celebrating sixteen days campaign violence against women pre plan meeting was held with the lead of Women & children Office Dailekh at district headquarter with participation of DDC, District Police Office, Narayan Municipality, CARE, Nepal, Action Aid, Nepal, SOSEC, Women’s Empowerment Action Forum (WEAF), Feminist Dalit Organization (FEDO), AAWAJ, on Friday 26th November, 2013. Day of Opening On 25th November 2013 local NGO’s, government offices, and individuals stood together to march through Dailekh Bazaar and make a stand against gender-based violence. This event marked the beginning of the International Sixteen day of Activism. From peace in the home to peace in the world, this campaign aims to end violence against women.

As per given information related stakeholders were presented at invited place at 5:30 PM. Campaign was started with burning candles with decided pre meeting. SOSEC Dailekh had been also support in District level interaction program related with campaign. 2.6 Support to on and off farm income generation activities Support to on and off farm income generation activities:

During this reporting period, CARE CSP supported 84 poor and excluded households for income generation activities (goat raising, pig farming, vegetable farming, tea stall, bee keeping, Rickshaw, and grocery shop). The income generation activities were supported on the basis of their Livelihood Implementation Plan (LIP) and market analysis 16 business plans (80%) are related to livestock rearing while rest of them are related to vegetable farming, grocery shop and Rickshaw pulling enterprises. CARE CSP provided the fund and technical skills to prepare the business plan. The CACs channelized the fund to the selected persons. The assessment was done on the basis of wellbeing ranking and the people belonging to the lowest strata received the support. Additional 60 LIP has been selected and approved by region and fund has been released Nrs. 80,000 for every CACs for 5 persons. This amount has been invested as per made plan by CACs.

2.7 Sub sector analysis training

Improved Local government (DDC/VDC) planning and monitoring processes based on CSP good practices. 3.1 Conduct planning meeting of development initiatives with DDC/VDCJoint planning meeting of development initiatives with DDC/VDC on trimester basis (events) has been conducted: CSP facilitated the formation of Project Selection and Monitoring Committee (PSMC) in Dailekh district. The Local Development Officer (LDO) is the Chairperson of this committee while the district sectoral line agency representatives are its members and CSP District Programme Officer its Member-Secretary. This committee finalizes the plan of the project and also conducts periodic monitoring of the activities. During this reporting period, a total of 6 events of planning meeting were conducted in Dailekh districts. Community demands were evaluated by a committee comprised of local bodies'

representatives, line agencies and programme staff. These PSMCs are functioning well and supporting programme planning and monitoring effectively in each programme.

Two PSMC meeting also held with the chairmanship of LDO for updated CSP-II extension phase progress & achievement. 3.2 Support participatory planning process of VDCs using underlying causes of poverty analysis (UCPA) tools. (VDC)

CARE Nepal has been adopting Underlying Causes of Poverty Analysis (UCPA) as a context analysis and power analysis tool in most of its projects. It is a very effective and participatory tool to identify poverty pockets and work against the discriminatory and exclusion practices. Planning and strategies of particular VDCs being developed based on social analysis using UCPA tools.

As per the project document, there is a plan to conduct UCPA in one VDC in each working district. After conducting UCPA and widely sharing its process and outcomes with DDC and district level political parties in Dailekh, they realized its importance as a tool for the planning process. They also requested to conduct UCPA analysis for another VDC from next year program. The programme also receiving requests from LDO to conducts UCPA in other VDCs of the districts. Due to resources’ (time and money) constrain, the programme is requesting for resource sharing with DDC and VDC to replicate UCPA in other VDCs. In 17-22 December, 2012 1st year UCPA of Rakamkarnali VDC and 2-7 December, 2013 UCPA of far western VDC Pipalkot has been completed. Social Development Officer of DDC Dailekh Mr. Dil Bahadur Shahi was the chief gust of closing ceremony conducted at Pipalkot VDC.

3.3 Conduct joint monitoring visits In this program period, 2 event joint monitoring and 1 event field monitoring visit of PSMC members has been conducted. LDO, DEO, PM&AO, Representative of DAO, DHO, DADO, Political parties, journalist, executive board, DPC, DPO are participants of that monitoring visit. In 1st year Joint monitoring visit was completed and visited working areas of CSP. 24-25 March, 2013 JM was conducted at Rakamkarnali, Paduka, Badalamji and Rawatkot VDC. PSCM members, Journalists, Political parties representatives had been visited CSP working VDC and observed activities and program. 3.4 Conduct training to IPC (Integrated Planning Committee) on social mobilization and inclusion, right base approach, DRR and public auditing.

2 events IPC training on social inclusion, right base approach in development and public auditing were conducted to Inclusive Integrated Planning Committee members and other stakeholders closely working with VDCs. It also works as a planning body in the absence of elected local bodies at Village Development Committees. This is a committee comprised of different civil societies, minority groups, women and political parties who have less knowledge and skills on planning processes and rights, social inclusion and good governance. It is also lined with the 14-steps planning process of the government. The total 26 participants which included 9 women and 13 persons from poor and excluded communities benefited from the training event conducted at Rakamkarnali for Sinhasain and Pipalkot VDC in 1st year (2013). The training was also coincided with the planning process for the upcoming fiscal year. 18 male, 8 female, 7 Dalits and 2 relevant elite marginalized pupils (altogether 8) to representatives of Integrate Planning Committee (IPC) have been trained in RBA, Social Inclusion, Public Auditing and VDC planning process. Participants made their common understanding about concept of RBA and Social Inclusion, Public Audit and Good Governance. Each participating VDC (IPC representatives) prepared 5 years visioning and 2 years action plan. Participants practiced and became familiar with the basic techniques of context analysis tools: Prioritization, Power analysis and Stakeholder analysis. There were a total of 24 persons present in the training inclusive of the VDC Secretaries and other line agencies. Total 8 female, 3 dalit 2 and relevant Janajati participated in the training. The disaggregated participant details are presented in that training. The training became very fruitful in general. Participants' expression shows, the training was more relevant in present context. RAB being a challenging issue for all in development activities, it is necessary to strong willingness and commitments to implement RBA and inclusion concept in VDC planning process. The participants' commitment to carry out RBA and inclusion strategy implementation in their 5 years visioning and 2 years action plan shows the training could achieve its objective. Regarding the critical observation of the facilitator, work load and elderly aged participants (party representatives) were some constants of the training. Overall Recommendations As per the suggestions of the participant and observation from the facilitators following recommendations is to be considered;  It should be better if VDC secretaries in the training  Training venue arrangement of the training in the working area is to be consider for the next events, out of working area would be more effective. Allocation of time (3 days) for the training was quite insufficient; at least 5 days time for the training would be sufficient.

Public Auditing Institutionalization practice in 2 VDCs of Dailekh District

CSP-Dailekh has initiated to inbuilt Public Auditing practice with institutionalization under Governance Program Framework (GPF) in 2 VDCs i.e.: Rakamkarnali and Salleri from 21st VDC council. The VDC secretaries of aforesaid both VDCs accepted to institutionalization it. At the same time, a small group of professional journalists captured all the things and agreed to lead on follow up action plan made with collecting issues raises during the implications in the VDCs with taking special initiation.

It was conducted at Badalamji VDC's Birthing Centre Hall. There were participated selected IPC members of Rawatkot & Badalmji VDCs. This training was conducted at 26-28 Nov, 2013. This training was facilitated by Saligram Kalathoki. This training's opening ceremony was held at birthing centre hall of Badalamji with the chairmanship of VDC secretary Mr. Bhakti Ban Sanyasi and chief guest Program Officer of DDC Dailekh Mr. Samsher Bahadur Shahi. Disaster preparedness Plans of 10 schools were prepared. These plans will then be linked with the community action plans so that schools and communities can collectively respond when natural disasters occur. In this reporting period, 25 of Disaster preparedness plan had been prepared in DRR program VDCs of Dailekh district. Among them 5 LDRMP, 10 community contingency plan and 10 school contingency plans has been prepared. The meeting participants have discussed/planned to collect seeds from another forest for their landslide areas and planned the date for dry cannels (two) construction. The Emergency Equipments were not properly stored/managed by the community. We suggested them to manage first items and stretcher by FA group and Rescue items by Search and Rescue group and Mike by Early Warning system group etc. The taskforce group members demonstrated their search and rescue and first aid skill in front of the community people. There are total 10 school contingency plan had been prepared with muck drill in this period. # Community volunteers trained (Light Search & Rescue) to respond to disasters; - 30 community volunteers trained for early warning and 60 volunteers in First Aid had been trained till date to respond to disasters. Among 90 participants 35 form dalit, 12 from Janajati and 10 from excluded community. As per the mutual agreement between Social Service Center (SOSEC) Dailekh / Community Support Programme/Care Nepal and Dev Prasad Gautam of Nepal Red Cross Society, Branch Surkhet the Light Search And Rescue Training for the representatives of Community Based Disaster Risk Management Committees of VDCs (Tilepata, Rakamkarnali & Sinhasain) participated in the 5 days training. The training was conducted in Shree Janajyoti Higher Secondary School, Rakamkarnali-7, Kundanda of Dailekh from 8th to 12th May 2013. The training was managed by the SOSEC/CSP Dailekh. The aim of the training was to familiarize the participants on the concept, principles, equipments, knowledge and proper use of local resources on Light Search and Rescue at the period of disaster. Community Support Programme is designed in March 2010 with the purpose of improving access of poor and excluded groups to community-based development opportunities empowering the DAG by assessing the underlying causes of poverty analysis to identify discriminated and deprived groups at the lowest strata from among the poor and excluded people of 44 districts of the far-west, mid-west and eastern development regions of Nepal. The overall goal of CSP phase II is to reduce poverty and promote social inclusion in 44 districts of the above mentioned regions. The training was successfully completed. Participants were actively involved in every activity of training with keen interest with innovating newer ideas. Facilitators tried to cover the related issues, which were raised by all participants during the expectation collection as well as session delivery. Training objectives, content and methodologies were matched to the level of participants. These training were very effective which was reflected in the training as well as trainee evaluation.

The overall objective of the training was evoking consciousness of community on disaster. Another objective of this training was to provide properness, knowledge, skill and sefty with first aid on search & rescue during disaster to CBDRMC LSAR taskforce.

SPECIFIC OBJECTIVES:

At the end of the training participants will be able to: 1. Able to prepare per plan for search and rescue during disaster. 2. Able to search & rescue of victim of disaster. 3. Able to use emergency equipment and local resources during disaster. 4. Able to first aid to victim. 5. Clear on their role and responsibilities. 6. Actively mobilize for search and rescue. Major contents included in the training were as follows; Major Contents:  Existing Disaster at community level and trend of rescue and search.  Disaster background in Nepal  Preparedness & family safety during disaster.  Search & rescue management  Essential equipments for personal safety.  Flood and Landslide  Emergency Rescue  Search & rescue Equipments  Mass victims management and triyaz  Fire  Check up of disaster victim  Re-active of Lung & heart  Artificial respiratory  High Blooding & Hopeless  Transportation of disaster Victims.  Concept of Disaster management in local level (For the detail content outline please refer annex 3) The training sessions were conducted in participatory approach and participant centred methodologies were used. Expectations from participants were collected before delivering the training sessions. An open environment was created to provide the participants maximum opportunity to involve in practical sessions and to receive feedback for improvement. Most of the discussions were held in VDC based issues, examples and experiences so that the participants could actively involve in the discussions. Main methods, which were used during the training was brainstorming, short lecture, games, PowerPoint presentation, small group discussion, buzzes group discussion, storytelling, problem posing, small group work and case study discussion. Outcomes of the training The immediate outcomes of the training are as follows: 30 male 15 female, 15 Dalits (altogether 60) to representatives of Community Based Disaster Risk Management committees Light Search & Rescue Taskforce have been trained in Light Search & Rescue. 4.3 Formation/strengthening of LDRM committee

5 DRR VDCs had been completed formation of LDRMC in respective VDCs. Periodic meeting of LDRMC has been conducting on the chairmanship of VDC secretary in all DRR VDCs in this reporting period. Till date 5 LDRM committees had been formation under CSP, Dailekh in DRR VDCs (Tilepata, Rakamkarnali, Sinhasain, Salleri & Pipalkot). 167 no of participants had been took part in LDRMC formation in 5 DRR VDCs. Among them 104 female and 63 male had been participated. UC 64, RD 34 and Dalit 69 are in executive committee in LDRMC. In 5 LDRMC there are 44 UC, 13 RD and 32 Dailt in executive committees. 4364 no of Households have been covered by 5 LDRMCs in their catchment area. Among them UC 2796, RD 469 and Dalit 1099 are covered.

4.4 Mobilize communities from high risk location to develop community action plan.

In working areas of CSP Dailekh, there is 10 no. of high risk communities. Among them 10 action plan of community level had been so formed in this reporting period. Some of the activities of CAP have been implemented by communities in this reporting period. Plantation, small mitigation schemes have been completed by communities on their lead.

4.8 Prepositioning of emergency equipment at VDC and District. Dailekh is one of the Hilly district of Mid westeern resion. There are in high risk of disaster. Landslide, flood, fire, drought, epidemic are the most common disasters of Dailekh. Community Support Program Phase II (CSP II) is supporting in most vulnerable VDCs and communities of Dailekh for the preparedness against disaster risk. Disaster preparedness activities are conducting through Local Disaster Risk Management Committees (LDRMCs) and Communities Based Disaster Risk Management Committees (CBDRMCs) of Five VDCs of Dailekh ( Salleri,Rakamkarnali,Pipalkot,Sinhasain Pipalkot and Tilepata). CSP II has supported the emergency equipments to District Disaster Reduction Committee (DDRC) and tem CBDRMCs of five VDCs. The equipments will be used during the disaster. Objectives: The main objectives of the distribution of emergency equipments are as below:  To minimise and devlop capity and coping power of the community level disaster risk reduction.  To enhance the coping capacity of the community.

Distribution Process:  The PSMC meeting was called in DDC, The meeting was chaired by Local Development Officer Mr. Biswa parkash Arayal. The Information about emergency equipment and objectives of distribution was shared.  The DDRC meeting was called in DDC, Dailekh The meeting was chaired by Chief District Officer, Mr. Homnath thapaliya. The Decision made to distribute the equipments.  Chief District Officer, Homnath Thapaliya handed over the equipments by Nepal Red cross socity ofthe , District Branch office Mr Dipa khadka he is excutive member of NRC Dailekh.  The equipments were handed over to district police office for the security and effective utilization during disaster.

After present MOHA documentary, LDO Mr. Bishwa Prakash Aryal has been presented about LDRMC. Then another documentary named One day in Haiti has been presented on this hall. DRR specialist Mr. Rishi Bhattari has been presented his presentation on HFA & Flagship-4 and facilitated to the participants on disaster related misunderstanding. Mr. Lilaram Neupane District Program Coordinator/CARE Nepal has been presented his presentation on 9 minimum characteristics & indicators for Disaster resilience community. 20 events of street dramas and 20 events quiz contest in school and community level has been completed in this reporting period. In school level quiz contest 2631 students was directly benefited. Among them 755 Dalit students, 1358 girl students also directly benefited from 20 events quiz contest. Similarly, 20 events street drama has been demonstrated at community level with the support of CSP-II Dailekh. Mainly, Disaster risk reduction was the theme of street dramas. Actors of street drama have been demonstrated preparedness, action during disaster and support before disaster at community level. 4.21 Celebrations of ISDR and Earthquake day. In this reporting period, CSP-II Dailekh team has been celebrated ISDR Day at 3 VDCs. Due to festival District level Day celebration was affected.

4.22 Relief support to disaster affected families 1 attempt landslide and flood victim has been supported small scale relief support. By setting aforementioned objectives, District level support team with the coordination of Assistant Chief District Officer, representative of SOSEC Board and CSP, Nepal Red Cross Society, Nepal Police has been arrived at incident areas. They have been taken data of victims and small scale relief support has been provided to concern persons. The detail about aforementioned activities has been described as following. 3.1. Among them, child population is 71 in there. On behalf of the relief distribution team District Administration Office has been supported cash and SOSEC/CSP, Dailekh has been supported food items to victims. From SOSEC/CSP, Dailekh has been provided 5 days food support (Rice, Dal, Oil, Salt) as per SPHERE PROJECT norms to 28 HHs of flood victims at Tallo Dungenshowar of Khadkabada. CSP provided food items support at the cost of Rs 37512.00 immediately for 36 flood disaster affected families in Khadkabada VDC, Tallodungeswor in coordination with NRCS Dailekh and DDRC.

4.23 Rehabilitation support to disaster affected families

Collaboration with LGCDP in social mobilization and harmonization component

LGCDP Programme Coordination Unit (LGCDP/PCU), DFID and CARE Nepal held a meeting on January 19, 2013 for developing a coordination mechanism on social mobilization and harmonization. The meeting also developed a Memorandum of Understanding (MoU). Following the MoU signed by the LGCDP National Programme Director and CARE Nepal Country Director, series of cluster level meetings were held among the CARE CSP and LGCDP Cluster Coordination Unit in CARE CSP’s three clusters. CARE Nepal facilitated one event of 4 days training to LGCDP's National Service Providers (NSP) about the process and tools of Underlying Causes of Poverty Analysis and REFLECTS methodology in Dailekh district.

Participants from DFID, LGCDP/PCU and CARE Nepal discussed the harmonization and coordination for the social mobilization component before the MoU signed and agreed on the following points:

Monitoring and Further Coordination: i) The Citizen Awareness Centre will report its activities to Ward Citizen Forum and it will have the opportunity to be represented in the same (as an invitee member) established through LGCDP. 5. COORDINATION AND COLLAORATION CARE CSP works closely with government agencies and other development actors at the local and national level for better synergy and effectiveness. During the reporting period, a number of activities were implemented in collaboration with other developmental organizations such as DDC, VDC, DHO, DEO, DDRC, DWSSO, DWDO, I/NGOs etc. During this reporting period, CARE CSP and DDC/VDC jointly funded the construction of CSP joined hands with DDC, VDC, DWSSO, and Oxfam to support “Open Defecation Free” campaign. 6. MONITORING AND EVALUATION

Programme Review meeting: Three events (programme review meetings) were organized; one event in each cluster office to share the progresses and problems faced by the project staff and partners during implementation. The meeting was attended by CARE CSP staff, partner’s staff, Impact Monitoring and Learning Manager, Communication and Personal Relation Manager, Programme Coordinator and Country Director of CARE Nepal.

Preparation of Monitoring and Evaluation Plan: The Monitoring and Evaluation plan of the project has been prepared based on the milestones and targets illustrated in the log-frame.

Also, following documents have been produced during this reporting period—

i. Monitoring and Evaluation Plan ii. Communication strategy iii. Updating of Public Audit Book Conducted Baseline survey of CSP II: Baseline Survey format relating to outcome indicator #6 & 7 for DRR data collection have been developed and sent to 4 working districts of CARE CSP MWR after one time orientation to DPC, DPO and Social Mobilizers of respective districts (Dailekh, Jumla, Mugu and Pyuthan) for the data collection purpose and completed timely all the related data collection, tabulation in computer software Access programme and analyzed as per requirement in Country Office, Kathmandu.

7. PROGRAMME MANAGEMENT Staff Transition:

CSP follows the approach with the underlying principle of Do No Harm to ensure safe and effective development. CARE CSP is working with DFID, partner RUDEC and RMO to ensure transparency, impartiality and accountability across all of its activities. Most of the CARE CSP staff and partner staff participated in the 5 days SED training organized by RMO. CSP has produced/developed a Contingency Plan, SOP etc as per the requirement/ changing condition /situation with close coordination with RMO. CARE CSP has done SED analysis and the report has already been submitted to DFID. 9. Lesson Learned  It is easy to work with those communities who heartily felt program work for them.  Installation of hazard boards/massage boards can improve copping capacity of community on disaster risk reduction.  Work can be visible if doing with collaboration of likeminded agencies.  CSP Dailekh is identified hard & fast implementing project (DRR/Good Governance/Transparency) in Dailekh.  Internal transparency & transparency on activity regularize inside organization & projects/programs as an implementation style of CSP.  Access of target groups increase to implement activities like CSP.  Guidelines make easy to work at community level (LIP guideline, CAC implementation guideline etc.) 10. Challenges to face  Challenge has been seemed on institutionalize of CBDRMC & LDRMCs.  Lack of human resources (problem on making construction & implementation).  High demand from the community as per budget allocation.  Delayed in external material transportation such as plan set for construction site.

Conclusion and Recommendation This project is highly appreciated project by people of the community. People of community felt this project is for us. People of community said that we must support to all activities of this project. Community Support Program II (CSP) implemented by CARE Nepal, since March 2010 in Dailekh, is one of the model programs reduce poverty and to promote social inclusion in this district. The strategies applied by the program are unique, that are fully dedicated in the prosperity of the community. The program now covers the 5 VDCs of Dailekh; Salleri, , Pipalkot, Tilepata & Sinhasain for Social inclusion, good governance with Disaster Risk Reduction prospective and Seri, Goganpani, Awalparajul, Badalamji, Paduka, Bhairikalikathum & for Social Inclusion, good governance prospective. This program has been supporting to target communities on basic services, livelihood support activities, social inclusion, public auditing, public hearing, Civil Awareness Centre formation & mobilization, Infrastructure construction in the community. The community seems enthusiast & optimist to the program for the reduction of the poverty rooted in the community & upliftment of the community.
