"Hold and Secure" is used to secure the school due to an ongoing situation outside the school that requires all persons to remain in the building. Examples may include a bank robbery or domestic situation near a school. The school continues to function normally, with the exterior doors locked until the situation is resolved. Staff member posted near each entrance to ensure no one leaves the building. All movement in and out of the school is restricted. Notification of situation may come from local law enforcement or school employees. "Shelter in Place" is used for an environmental, or weather related situation, where it is necessary to keep all occupants within the school for their protection. This response may be recommended by Police, Fire Department, EMS, etc. Examples may include chemical spills, blackouts, explosions, or extreme weather conditions.

INTRODUCTION This engineering report describes the results of a study and analysis to determine the locations of federally-licensed (FCC) microwave and fixed station radio frequency (RF) facilities that may be adversely impacted as a result of the construction of the Great Pathfinder Wind Energy Project in Boone and Hamilton Counties, Iowa. This document describes impact zones and any necessary mitigation procedures, along with recommendations concerning individual wind turbine siting. All illustrations, calculations and conclusions contained in this document are based on FCC database records1. Frequently, wind turbines located on land parcels near RF facilities can cause more than one mode of RF impact, and may require an iterative procedure to minimize adverse effects. This procedure is necessary in order to ensure that disruption of RF facilities either does not occur or, in the alternative, that mitigation procedures will be effective. The purpose of this study is to facilitate the siting of turbines to avoid such unacceptable impact. The Great Pathfinder Wind project as currently planned involves the construction of up to 74 wind turbines just southeast of the city of Stratford, in northern Boone County and southwestern Hamilton County, Iowa.

The Commission’s sponsorship identification laws protect consumers and promote fair competition by requiring that the sponsors of paid programming material be clearly identified. Those laws are based on the principle that listeners and viewers are entitled to know who seeks to persuade them. The disclosures required by those laws provide listeners and viewers with information concerning the source of material in order to prevent misleading or deceiving those listeners and viewers. Enforcement of the sponsorship identification laws also protects fair competition among advertisers. We seek to prevent sponsors from gaining unfair advantage by paying stations to present promotional messages without appropriate disclosures, while their competitors observe the rules and present their content as properly acknowledged commercial advertisements. 3. The Bureau investigated a complaint that the Station broadcast announcements supporting a hydro-electronic energy project in New Hampshire without disclosing the identity of the company that sponsored the announcements.
