I.-GENERAL.

County Council Representatives. FOLKESTONE EDUCATION COMMITTEE .--The Committee recommend the County Council to recommend Col. Penfold for re-appointment by the Borough Council of Folkestone as a member of the Folkestone Education Committee. .5 GRAVESEND EDUCATION COMMITTEE.-The Committee recommend the Conntv Council to recommend Mrs. Ernestine E. Wilks, of " Kenmore," Old Road, Gravesend, and Mr. 7.'hoinas Rhodes, C.C., for re-appointment by the Borough Council of Gravesend as members of the Gravesend Education Committee. SOUTHLANDS HOSPITAL.-The Committee recommend the appointment by the 10 Council of Mr. H. C. Leney, as a Representative Trustee of this Charity. The appointment is for a term of four years, made at a meeting convened and held according to the ordinary practice of the appointing body, or in case of need or doubt, according to rules made or approved by the Charity Coinmissioners. The Chairman of the meeting shall forthwith cause the name of the person appointed to 15 be notified to the Trustees or their Clerk or Secretary. The pe-i•son ahl)oi.uted need not be a member of the appointing body. TUNBRIDGE WELLS EDUCATION COMMITTEE.-The Committee recommend the County Council to recommend Mr. T. Houghton Watson, B.A., for re-appointment by the Town Council on the Borough Education Committee. 20 Offices. The Committee, having been informed that the new County Offices will be ready for occupation by the Committee in the beginning of September next, have decided not to exercise the option obtained by them for the extension of the lease of their present Offices to half-quarter day in November, 1913. 25

IL-FINANCE.

Section 18 (1) (a) of the Education Act, 1902. In Appendix 1, page 86, is shown a schedule of amounts chargeable on various districts in respect of Higher Education Loan Charges, under Section 18 (1) (a) of the. Education Act, 1902, and the Committee recommend that in each case the 30 charge be borne by the parish or arishes as shown in the Appendix 28/7/13 P . 43rd Report. 66

Section 18 (1) (c) and (d) of the Education -.iiict, 1902. Committee submit in Appendix 2, pages 87 to 93, a Schediil - of Amounts of Loan Charges, Capital Expenditure and Rent in respect of Elemer tary Education chargeable 'to School Districts under Section 18 (1) (c) and (cl) e the Education Act, 1902, and recommend that in each of the cases shown the c: rge 5 be borne by the parish or parishes respectively concerned, such charges to ,-,ver the portion (if any) of Establishment Charges which must be levied ^_. the respective districts.

Section 14 (2) of the Education (Administrative Provisions) Act, 907. The Committee submit in Appendix 3, page 94, a statement of amount- ,,711icl,10 they recommend should he recovered from. the respective parishes in co_ nXion with expenres incurred by the Committee in providing means of convey^, ;^e for teachers or children; attending public elementary schools.

Expenditure. ELEMENTARY AND HIGHER EDUCATION.-The Committee submit in Appeit '.1x 13, 15 pages 117 and 118, their Returns of Expenditure on Maintenance Account ',)r die quarter ended 30th June, 1913. The expenditure in respect of Elen-rent•ary Education arnounted to £74,57:; Is. V. as against an amount available of 3,74,060, and in the case of Higher Eci :cation the expenditure was £29,889 lls. Od. as against an amount available of £.31.291). 20 With reference to t4e.expeiiditure in connexion with Elementary Ed::catiofi which:is S,513 4s. 4d. in excess of the estimate, it may be mentioned that part, of this difference is amounted for by the fact that steps have been taken to expedite the payment of charges in , connexion voth rates and gas and water accounts It is possible that the over-ex.penditure in this respect will be adjusted in siibsequent 25 qtfa:trters,ancl in.t4e same way it is expected that the excess expenditure under other heads of account will be counter-balanced by decreased expenditure during subsequent quarters of the year. 'CAPITAL ExPENDITURE.-The -Committee submit, in Appendix 13, pages 122, to 127,-a return of expenditure in connexion with Special Votes and Loans during the 30 quarter ended 30th June, 1€113, under -the heads of botli Elementaz•y aaid Higher 'Education. , GENERAL.-The Committee recommend that they be empowered to spend during the qu4rter ending 31st December, 1913, any amounts unexpended in the previous quarter under-the various heads, including the amounts then brought forward. 35

Estimates-Maintenance. ELEMIINTAItY ;EDUCATI0ON.-The I Committee submit i it Appendix 113, page 117, =linder the head of Elementary Education, their estimate of expenditure for the quarter ending 31st December, 1913, amounting to £80,455. 1ilQxE.R EDUCATION.-The Committee submit in Appendix 13, page 118, iulcler 40 the head of I3igher- Education, an estitnate of their expenditure for the quarter endIng:.31et Dece1pber, 1913, amounting to £37,360.

Estimates-Capital. ELEMENTARY EDUCATION.-The Committee submit in Appendix 13, page 119, a statement of cases in which they are asking the County Finance Committee to 45 recommend the Council to raise loans. With reference to the supplemental loan of £350 for the erection of a Cleansing Station in connexion with the '.CONBRIDCIE, SUSSEX ROAD Boys COUNCIL SCHOOL, it n1<<, V ,b.^_.4ecessary at a later date to apply for a further loan, as.it has been suggested t(lat, it might be convenient to add a Clinic to this station. 50 2sj7jis 67 43rd Repo`r.t.

As regards ,'the special vote for which the Committee are asking in connexion with drainage works at Wye, the Committee gave instructions for this work to be Proceeded with in anticipation of the sanction of the County Council, the matter being one of extreme urgency, owing to the discontinuance by the Local Sanitary Autfiority of their practice of clearing out the cesspits. 5 The Committee also show in the same Appendix, page 120, an estimate of their requirements in respect of Capital Expenditure in connexion with which they do not recommend the raising of a loan. As regards t',e suggested loan for iznt_,rove- lnents to. offices at WESTWELL COUNCIL SCHOOL, the approval of the Board of Educatio nn haa not yet been received to the plans of this work, but inasmuch as it is azvatter of 10 saaitation, the itern has been included in anticipation of the Board's approval. HIGHER EDUCATION.-The Committee submit in Appendix 13, page 121, similar estimates in respect of Higher Education. '->upplemental Loans are required, it will be noticed; in connexion with the ;gection-of the new T ECHNICAL INSTITUTE at Ashford, the erection of the Boys' SCHOOL 15 at De!VER, and the erection of the GIRLS' SCHOOL at ToVBRIDGE. In the cases of tlahfo:A and 'Dover, the cost will be inet by levying a special rate on the locality, while two=thirds of the charges will be recovered from the locality in the case of T6-librd ge. A loan is also being recommended in connexion with the purcliase of the 20 premises now used for the DOVER COUNTY SCHOOL FOR GIRLS. Two-thirds of thlb cost will in accordance with the Committee's usual practice, be recovered from the looality. loan of £500 sanctioned by the County Council last November for. the, .Eree tion of additional Workshops at the ERITH TECHNICAL INSTITUTE is not sufficient, 25 and_,the Council are asked, instead, to sanction a loan of M0. Here agaiii, the cost will be recovered from the locality, but in order to enable the Council to borrow tills ir1o11.ey it,is necessary that an arrangement should be made with the Urban District Council to secure for the County Council some certainty as to tenure. At the ;present-moment the lease of the Institute can be terminated at three moiiths' notice. 30 and consequently the sanction of the Local Government Board could not, be obtained to the raising of -a loan for the erection of these Workshops. The Committee are in communication with the Urban District Council of Erith with a view to removing tlris difficulty in the way of raising a loan and recommend that the seal of the Cbuncil be affixed to any necessary document after approval by the Clerk of the 35 CotuiWCouncil. As 'to !the suggested loan in connexion with the levelling of the proposed Plying fields at Dover and the erection of a pavilion, &c., this expenditure, so far aeiit is in respect of the Boys' ScxooL, will be recovered by means of a special rate, and two-thirds of that portion of the expenditure which is properly attributable to 40 t1?e;C'TIRLS' SCHOOL will also be recovered from the locality. It is recommended that t^ ^expenditure be charged as to. two-thirds to the Boys' School and as to one-third to the Girls' School. With regard to the capital expenditure in connexion with which the Committee do not recommend the raising of a loan, the item of £58, for the provision of a Cycle 45 Shed at the BROMLEY COUNTY SCHOOL FOR Boys , will be recovered by a special rate on ^he 'Borough of Bromley. Higher Education. THE RATING IiIMIT.-The Committee understand that the full produce of the lid-Higher Education Rates to be raised during the year commencing 1(,)th February, 50 1113, and ending 18th February, 1914, will, with the special rates to be -raised during such year under Section 18 (1) (a) of the Education Act, 1902, exceed the permitted limit of 2d. in the pound, after making the necessary allowance of 5 per cent. for the cost of collection, by the amount of £1,530. ^8/7/13 43rd^Report. 68

The Committee believe that, .when the County Council agreed to a full rate of 2d. being levied in respect of Higher Education, there was no, 'intention that the amount of that rate- should be limited either by the amount of the SpecWl Rates levied under Section 18 (1) (a) of the Education Act, 1902, or by the -arbitrary deduc- tion of 5 per cent. for loss on collection, which has been imposed by an order of the rJ Local Government Board: Unless their work is to be unduly hampered it is essential that the Committee should have at their disposal the full ainount which Would be produced by a rate of- 2d., in the pound, and they accordingly recommend that the County Council appl-^- to the Local Government Board for their consent to the Council exceeding the lin^ 1 t) referred to by the amount of £1,530 for the year in question, and also recommeiu,: that the County Council ask for the.Boai•d's consent, with regard to future years, i the Council raising by Higher Education Rates a suni equal to the full produce of General County 2d. Rate, irrespective of the amounts raised by Special Rates and the prescribed deduction of 5 per cent. for loss on collection. 15

BECK ENHAM.-Proposed County School for Girls.-Penge Contribution. -'1';e Committee in their Forty-first (Special) Report, submitted to the County Council &a their meeting on the 12th March, 1913, stated that they were approaching the Pe^i;e Urban District Council with. a view to obtaining from them a contribution towards 20 the annual loan charges to be incurred in respect of the suggested County School for. Girls at Beckenham. Representatives of the Committee have met representatives of the Penge Ul-ball District Council and they have agreed as follows:- That Penge shall pay £175 per annum towards the loan charges in connexion 225 with the proposed new County School for Girls at Beckenham on condition that accommodation is provided for a total of 200 pupils, and that 50 places are available for fee-paying pupils, scholarship pupils, and free place pupils from Penge. The Committee recommend that the Seal of the County Council be affixed to an 30 4 Agreement between the Kent County Council and the Penge Urban District Council on these lines after it has been approved by the Clerk of the County Lou'ncil.

BROMi,EY.-In view of the fact that the Agreements between the County Council and the Bromley Borough Council expire on the 31 st July, 1913, the Committee have 35 decided that no further Agreement with the Borough Council should be entered into, but that, if necessary, they should enter into a formal lease for the occupation of the various buildings held.from the Corporation for purposes of. Higher Education, and that in the event of rent ;being required in respect of any of the prelilises, tile amount should be recovered from. the locality by means of a special rate. The Committee have conferred with Representatives of the Bromley Borough 4^^ Council, and it has been arranged that a lease of the buildings held from the Borough Council shall be prepared. It is recommended that the seal of the County Council be affixed to the documents after they have been approved by the Clerk of the County Council. 45 CHATHAM.-Scholarships for Day Technical Classes.-The Chatham Borough Council have notified the Committee that they wish to provide 20 Scholarships annually, tenable for two years, with a possible extension for a third year, at Day Technical Classes. The Committee consider that .,the scholarships would greatly assist the work of Further Education in the district, and as there is no available 50 69 43rd Report. balance of the local penny rate they recommend that the cost of these scholarships be met by the levy of a special rate on the district., The Borough Council have expressed their approval of this proposal. SEVEN oAr.s.-Proposed Building for Special Subjects and Further Education..- The Committee have had under consideration the question of the provision of 5 a,ecomniodation suitable for Special. -Subjects .( Elementary Education) and for Classes for Further Education, and at a conference between Representatives of the Com- mittee and Representatives of the Sevenoaks Urban District Council the-following arrangement was arrived at:- J). The Committee to erect on the sife opposite the Free Library a building 1O for Special Subjects and Fui•tl>cr Education, the estimated cost of the Scheme not to exceed £4,000. (2) The Urban District Council not to require the building to be set back more tharl ten feet from " The 1) rive," and (3) The Urban District Council to contribute three-fourths of the loan charges 15 in respect of the Elementary Education Loan involved, and froin the product of the Id. rate available for Higher Education a surn which with the three-fourths of Elementary Loan Charge would amount to £260, the amount of this contribution to be dependent on the cost not exceeding ^4,000. 20 These proposals are subject, of course, to confirmation by the Sevenoaks Urban District Council, and are also subject to the amount to be contributed out of the local Id. rate being calculated on the assumption that all the loans will be repay- able on the annuity system. In all probability the loans raised in connexion with that part of the building chargeable to Elementary Education will be repayable oil the instalment system, i.e., the payment of a fixed annual instalment of principal, together with interest on the balance, and under proposal (3) as set out above, this would involve a fluctuating contribution out of the local ld. rate towards the cost chargeable to Higher Education. 1 t is understood that this arrangement is acceptable to the Sevenoaks Urban District Council. Iil the event of an agreement 30 being arrived at on the above mentioned lines, the Committee recommend that the seal of the Council be affixed to any necessary document after its approval by the .Clerk of the County Council.

Audit, 1911-12. The Committee have received a copy of the Auditor's Report on their accounts 35 for the year ended. 31st March, 1912. With regard to the points raised, there does not appear to be any reason why the proposal of the Auditor as to a transfer being made in respect of fees due from the Education Committee on account of prosecutions should not be adopted, and steps are being taken accordingly. 40 The large balance in the hands of the County Council and the Education Committee in respect of Higher Education on the 31st March, 1912, (£34,910 18s. 5d.) was not caused by the desire to create a sufficient working balance, but was due to the fact that during the year 1911-12 the Committee received a large aniount of arrears in respect of whisky money, as to which there was considerable 4r-^ uncertainty at the time the Budget was prepared. The balance has now been reduced 'to about £20,000, and will probably be still further reduced before the close of the current financial year. A. transfer is as a rule made each year in respect of the use of Elementary `Schools for Evening Classes, but it was not possible to ascertain the figure before the 50 accounts were closed for the year 1911-12. 28 7/13 43xd Rep;oxt. 70

Education : (Choice of Em'pioyment), A,et4-,1919. ^: . BROMLEY.-The Committee have adopted a Scheme for. the. ecise of powers under the Education ,(Choice of Employment) Act,t ,191-0; in respect of ;thetBbrough 30 of Bromley., The Scheme, which is similar to that now in, operation, in,,Penge, has been approved by the Board of Education, under Section:l of. the Act, and the Scheme will be administered by a Juvenile Employment Sub-conlmitteq;tfl,berappointed: by the Committee in accordance with the Scheme. MAIDSTONE.-The Committee have agreed to delegate powers under the Act to 35 the Maidstone Borough Council for a further period - of' one year to date from 1st August, 1913. CONSTITUTION.-The following have been appointed members of the Folkestone Juvenile Employment Sub-committee since the date of the last Report, viz. :- Representatives of the Folkestone Local Higher Education Sub-committee:- 40 The Hon. SECONDARY SCHOOLS.-Revised,Scales of Fees.-The Committee have decided that when certain structural improvements have been carried out the fees at the Erith and 45 Gravesend County'Schools shall be increased in accordance with the following.revised Scales, viz :- Per Annum. COUNTY SGHOO]`. FOII__G-IRt.S, BROMLEY.-The Board of Education have approved the proposal for :improving the Hockey Field. The tender of Messrs. J. Podger & Son,- amounting to £26 10s. (being the lowest), has been accepted for the erection of 2() fencing over the stream which runs at the rear of the School. Half the cost will be paid by the owner of 'the adjoining land. COUNTY SCIIOGL FOR Boys, BxoMLEY.-The Committee have given their approval to the provision at this School of an additional cycle shed to accommodate 50 bicycles at an estimated cost of £58. 25 GRAM14iAR SCHOOL.-Grant in Aid.-Year ending 31st March, 1914.- The Comnlittee have paid an instalment of -t250 on account of the annual grant in aid of the DA.RTFORD . CapiqY Sexooz,, on BOYS AND GIRI.B, Dov^it.-The Board of Education have stated that theI$nd to be acquired for Playing Fields in connexion with the COUNTY 30 Saaaor, FOJt BOYS AND Gntl.s is generally satisfactory for the purpose. P$,0$o$ED COUNTY' SCHOOL FOit Boys, GILLINGHAM.--The Committee have had befoxe them the question of providing a COUNTY ScHOOZ. FOR Boys at Gillingham, and 35 in Ws counexiori a Public Enquiry was held at the Town Hall on the 27th May, 1913, by, *e following members on behalf of the Committee, viz.:-Mr. F. S. W. Cornwallis, Mr. W. W. Berry, Mr. 0. E. d'Avigdor-Goldsmid, and Mr. E. W. Hussey, llfr.. Cornwaflis acting as Chairman. The Board of Education, the Gillingham Borough Council, the Chatham Borough 'Council, the Governors of the Rochester 40 Uatbernatical School, and the Local Higher Education Sub-committee were officially represented, and there wasa large attendance of the general public. As a result of the Enquiry, which was of an exhaustive character, the repre- sentatives of the -Committee reported they were unable to recommend the Committee to proceed with the erection of a at Gillingham, largely on the 45 VQUnd that 'the financial position, in the absence of any very strong demand and the certainty that the school would fill quickly, did not justify action at the moment. The Committee have adopted the report, and have therefore decided to take no further steps at present in regard to the proposal. The tender amounting ,to V,621, for the erection of the proposed buildings (being the lowest). has. been accepted. 20 A reduction of the cost, which exceeds the amount allowed -by the Committed, will be effected by modifications in the specification which will not affect the teaching - accommodation, but in order,, in'accordance with. the wishes of the Local Committee; to preserve the architectural features of the elevation upon which tenders were invited, the extra -cost, estimated - at-1350, will be' charged. upon the district. 25 COAL MINES ACT, 1911.-As.the result of a conference with `representatives of the Managers of Collieries in East Kent, the Committee have decided to establish next Session cl'asses in Elementary Coal'-Mining and Gas:Testing at Dover,-Eythorne and Nonington. It is understood that a sum of £40 will be contributed on behalf of the Collieries towards the cost of the classes for the first' year; and that a similar 30 amount- -will -be contributed in respect of a second year should the classes. be continued. The matter was referred to the Managers-, who obtained a report from ,.r, inde- pendent architect, and asked the Committee whether they would be prep.;red to accept plans by this ^,rehitect which would fulfil the requirements of the Pn^,,rd of Education with regard to the existing buildings. This report was foravarde(' to the Board of Education, with an enquiry whether the Board with: the informat7r2n then 5 before them would agree to any scheme for the alteration of the present builc ^ ngs. In reply the Board of Education stated -that -after perusing the repo:-'. of the independent architect and comparing it with the report- of the Committee'-, Archi- tect, they saw no reason to modify the•opinion previously expressed by th ,in, and that the Committee would do well to discontinue the use of the building, e;^ pecialj3T 10 as the Board, with these reports before them, would have great-hesitation in approv- ing the extensive scheirne ^of' alteration which would be necessary-in order to ineet the requirements already communicated to the Committee. COUNCIL SCHOOL. 15 SHOREHAM.-'The Board of Education having called attention to the interference with the light caused by the heavy frames and the diamond panes at the Ix!-,ANTS COUNCIL SCHOOL,- the Managers have asked that the lighting and ventilation be improved without interference with the diamond windows. The Committee have. decided upon the provision of five dormer windows to 20 meet the requirements of the Board as regards lighting and ventilation, subject to the landlord':a consent being obtained. The estimated cost of the work is £40.. SOUTHBOROUGH.--The Board of Education have approved the Committee's proposals for the acquisition of the Star Rooms for use as a Special Subjects Building 25 and the plan of alterations to the building. The amount previously authorised by the Council to be expended upon alterations was £100, but owing to,.: the.. requirements s of the Board of Educatx on, and the necessity for providing for equipment and for the repair of the pi'emises, a further eapertditure of about $65 will be neccessary. 30 STAPLEHURST. -The tender of Messrs. Jas. Wood. & Sons, amounting to £268, (being the lowest), has been accepted for the erection of the new cloakroom at the COUNCIL SCHOOL. TENTEItDEN. ^The Committee in May last reported that they had received a letter from the agent of the owner of the site in respect of which compulsory powers were 35 being sought, offering an alternative site. On giving the matter full consideration the Committee decided that the alter- native site was not desirable and they accordingly withdrew their provisional offer, TONiiRIDGD.-(a) The School formerly, known as the Tonbridge Wesleyan School has been recognised by the Board of Education as a COUNCIL So1IooL upon its 40 transfer Lo the Committee on the 22nd April, 1913, and has been put on the Annual Grant List accordingly. The school is now known as TONBRIDGE, BARDEN COUNCIL SCHOOL and for purposes of management has been grouped with Tonbridge Slade and Sussex Road Council Schools. 45 (b) The Board of Education have approved plans of the BARDEN COUNCIL ScHooi, embodying certain alterations which were required to be carried out. The plans show accommodation for 240 older scholars and 158 infants. As a result of this Public Enquiry, the Committee informed the Board of Education that they were not disposed to agree to the proposal of the Trustees, and requested the Board of Education to give authority for. the erection of a Co UNC i r. Cleaning of Schools. 3^ 1 The Committee have for some time had under consideration the question of the issue of instructions to Managers with regard to the cleaning and care of school premises, with the object of securing more healthy conditions for the children and the better preservation of the school buildings. Great difficulty has been felt in drawing up any uniform regulations on account of the varying circunistances as to 35 the character of the premises, system of sanitation, and conditions of labour in the case of different schools. A series of rules has now been drawn up by the Committee after consultation with the Architect and the School Medical Officer, and copies are being issued to Managers with an explanatory letter expressing a hope that the rules will be followed 40 so far as they are applicable to the circumstances of each school.

CERTIFIaATED TEACHERS SERVING AS UNCERTIFICATED TEACHERS .-The Committee 50 have given consideration to the question of tha salaries of certificated teachers swho baae accepted appointments as uncertificated teachers, and they have decided, that 2817/13 43rd Report. 80

as from the 1st May, 1913, these teachers be allowed the maximum salary of the uncertificated grade, and that certificated teachers who accept similar appointn,,,"-"nts thereafter be allowed salary at the same rate. Such teachers will, if, and when,. they obtain subsequently appointmeniti as certificated teachers, receive in accordance with paragraph 10 of the scale, the 5 minimum salary applicable to their grade together with half .the increment for e-very year, oof. service since becoming certificated, with the exception of the first year. Following this decision, the Committee have amended clause 11 of the Scale of -:Salaries so that it 'shall read as follows :- 11. (a) Certificated teachers who hold or accept appointments as uncertificated teachers will receive the 10 maximum salary allowed in the case of uncertificated teachers. (b) College trained teachers acting as certificated teachers, pending the result of the exu.;:ina- tion, will receive salary at the maximum rate provided by this scale for uncertificated teI: ^iers, Upon,the result of the examination becoming known, arrears of salary from the date upon -:vhich the teacher is recognised by the Board of Education, or from the date of engagement if subsequent 15 thereto, will be paid at the rate assigned by this scale to a teacher qualified by such examinat= -.n. In the clause as it stood before amendment, sub-sections (a) and (b) had bet;-)me obsolete by reason of alterations in the Code. SCALES OF OLD SCHOOL BOARDS. - Two cases have been considered by the Committee in which a question has been raised as to what salary will be payable in 20 the case of a Teacher who in 1905 elected to remain under the Scale of an old School Board and who now obtains an appointment as.an assistant at another Scl;ool. The Committee have decided that a Teacher who applies for an appointment as assistant at a School which is not under the same body of Managers as the one at which he or she is at the time serving shall be deemed -to make such application for 25 appointment at the salary precribed by,the Committee's Scale, notwithstanding that .the Teacher may be at the time receiving salary according to a different Scale. 6 3 GOLDSMITHS' COLLEGE.-The Committee have selected 25 teachers from Gold- -smiths' College for appointment,.of whom three have already received permanent appointment in the County. These teachers are to be employed by the Committee 30 on supply until they shall have obtained permanent posts in the County area or until the 31st December.

Curriculum. SWIMMING.-The Committee in January, 1911, introduced new Regulations with regard to the teaching of Swimming -as a school subject. Prior to this date the 35 subject was taught in only 'a very few cases. The Comnnittee's Rules allow all children who are not less than 11 years of age, or who are in Standard IV. or a higher Standard, to join a Swimming Class. The class must be in charge of a competent teacher who is generally a member either of the school staff or of the staff at the" baths. 40 The Committee pay l d. for each attendance at the baths. Returns for the year 1912 are, with two exceptions, now available, and show that swimming was taught in 12 Centres in-the County, that 36 Schools (mostly in Urban areas) took part -in the instruction, and that 1,597 boys and 606 girls attended swimming baths, there being a total of 22,820 attendances. 45 Of the. boys 578, or 38 per cent., and of the. girls 177, or 29 per cent., learned to swim 10 yards or upwards as a result of the instruction given. The total cost to the Committee was about X,95 for the year. In the majority of cases the^ baths' used were Public Baths ; but in one or two cases arrangements were made with Workmen's Clubs for the use of the bath 50 attached to the institution. .• In one case'use is made of 'a=disused gravelpit; a`dressing shed has been built, and a " cradle " for reducing the _dejtli of the porid"hus been constructed almost 2s17/13 81 ' 43rd Report. entirely by the head master- of one of the neighbouring schools arid his scholars, and. as there,were no bath fees to pay the- Committee made a contribution towards the expenses incurred. Tool-SHEDS.-In view of the frequent demand for tool-sheds in connexion with GARDENING CLASSES, a specification has been prepared of a standard pattern tool-shed 5 and competitive prices have been obtained by advertisement. The lowest price was submitted by Messrs. Bolton & Paul, who undertake to make the sheds and deliver them. to any station in Kent for the sum of £5 5s. for each shed. SUGGESTIONS TO TEACHERS AND OTHERS. - A further instalment of the AO "Suggestions " on "Winter' Work for School Gardening Classes" has been pnb- lished by the Board of Educa,tiou. The Committee have sent. copies to all teachers and others who are provided AYU copies of the Board's .`` Suggestions." GOUDHURST.-The Committee have agreed to establish a CENTRE for the teaching Of SPECIAL SUBJECTS at GOudhurst, to be available for the schools in the iielgllbour- hocd, provided the Managers of the respective schools see no objection to the necessary charges on the locality in respect of rent and the cost of conveying the children. SWANSCOA'IBE.-The Committee in December last agreed that accommodation for 20

instruction in Special Subjects for Swanecombe C. of E., Swanscombe Greenl ► ithe C. of E., Swanscombe Galley Hill and Swanscombe Knockhall Council Schools, could be provided by the erection of a SPECIAL SUBJECTS BUILDING at KNOCKHALL COUNCIL SCHOOL. • The Managers of the Galley Hill School have iiow offered, at an annual rent. of 25 £5, two rooms at the Church House, one of which is at present in use for Special Subjects. The Committee propose to accept this offer, subject to the settlenient of Lei-ills proposed by the landlord. Alterations and fittings involving a.n expenditure of about £50 Will be necessary. 30 School Attendance. RETIIRNS.-The Committee submit returns in Appendix 7, pages 103 to 105, showing the comparative state of attendance during the months of April, 11^i.y, and June, 1913, in the various School Attendance Districts.

ATTENDANCE AT SPECIAL CLASSES.-The Committee have had before tlletu a let.ler 35 from A Local School Attendance Committee asking what is the policy of the Coni- nlittee with regard to the compulsory attendance of children at Special Classes. The Committee have informed them that the 'ordinary by-laws 'applicab(e to attendance at Elementary Schools should be enforced in the case of attendance at Special Classes. 40 CHIDDINGTONE.-The Committee have agreed to provide a conveyance for about 15 children attending the CAUSEWAY SCHOOL from outlying districts. , TENTERDEN.-On the recommendation of the Local School Attendance Corn- mittee, the Committee have decided to rearrange the work of school attendance i>> .this district. The work will now be carried out by two attendance officers, instead 45 of four as hitherto. Medical Inspection. - RETURN.-The Committee submit in Appendix 8, pages 106 to 108, a summary of the results of the medical inspection of - school children who have been examined during the period from the 31 st March to -tlie 28th June, 1913. - - 50 ANNUAL REPORT:-Copies of- the Fifth Annual Report of the''Schooi Medical Officer have been issued and are being circulated to all members of the Council who have not already received copies. 28/7/13 43rd Report. 82

X-RAY TREATMENT OF I3,INGwoRbi.-In June last, the Committee agreed to arrangements being made with a private practitioner at Folkestone for the X-Ray treatment of cases of ringworm at one guinea a case.

The Committee have now received an offer .from the Superintendent of ,Hospital to arrange for the X-Ray treatment of not more than 2 children a«•.•:_;k at 5 this hospital. The only cost to the Committee will be the railway fares c>;' the children who are recommended for treatment, the Hospital Authorities having a,•reed to accept such fees as the Committee under the arrangement now in force rt^^.,eive from the parents.

The Committee have accepted the offer, and have authorised such arrange:,rents 10 being made as may be desirable for the treatment of children at this hospital. 1

MEDICAL TREATMENT. -The Committee have for some time had ;:nder consideration an application from the Kent County Ophthalmic Hospital for a;;rant from. the Committee in respect of the treatment carried out by the hospi;l in consequence of the operation of the Committee's scheme of School Medical Service. 15

The Committee have now decided to make, subject to the consent of the 13^oard of Education, a grant of 25 guineas to the hospital.

This expenditure is additional to that sanctioned by the Council in August last.

MEDICAI. INSPECTORS.-In order to fill the vacancies caused by the appoindinent of Dr. Fox as Assistant School Medical Officer, and the resignations of Dr. 13errY 20 (ternporary whole time officer appointed in succession to Dr: Peyton), Dr. Sunderland, Medical Inspector for Bexley. Urban District and Dr. Vernon, Medical Inspector for Ashford Urban District, and in consequence of the re-arrangement of the district of Dr. Watts, the Committee have made the following arrangements :-

(1) Mr. W. R. Dunstan, M.B., M.R.C.S., L.R.C.P., D.P.H., and Mr. R. Holmes, 25 B.A., M.B., B.Ch., B.A.O., M.D. (Dublin), D.P.H. (Victoria) have been appointed as whole time Medical Inspectors at the usual salaries. Drs. Dunstan and Holmes will take up their duties in September. (2) Dr. Watts on his appointment as Medical Officer of Health for Ashford Urban District included that district in his area for 30 Medical Inspection and will give up to Dr. Holmes the Rural. District of Hollingbourne. (3) Dr. Outred has been appointed as part time Medical Inspector for tlle district of Hoo, as fronz.the lst July.

'ASHFORD.-The attention of the Committee has been called to the abnormal 35 number of cases of ringworm in Ashford, and, with a view to remedying the epidemic and obviating the loss of grant, they have appointed a nurse in this district for a period not exceeding three months, and sanctioned the hiring of a room for inspection purposes.

SITTIN(IBUURNE.-The Committee have had before them all application for a 411 money grant from the Sittingbourne Children's Care Committee.

In.;viewrof .the-expenditure that will be involved in carrying out the proposals ,aaready., adopted by. the. Committee with regard to their scheme of amelioration, and the small amount of grant promised by the Board of Education, the Conimittee, while fully appreciating the work of the Sittingbourne Care Committee, have 45 informed them that they-are unable to recommend any grant out of County funds.

Local School Attendance Committees.

The Committee have appointed the various Local School Attendance Committees for tl_:e'three years ending the 30th June, 1916. Eiacli Local School Attendance Committe will consist of one representative of the Kent Education Committee, such County Aldermen and County Councillors resident in, or representing, the district as are willing to serve, and the persons or repi-,=sentatives nientioned in colunin three of the schedule attached as Appendix 10, pages, 109 and 110 to this report. The following districts have been at pres,ent omitted :- bAItTFORD.--Pending a Local Conference which has been postponed. until 10 March next, the Local Committee for this district having resigned. Hoo.-For whicli district ther e has for several years been^no Local Committee, ROMNEY MARSH. - Pending the question of the abolition of the Local Committee.

Printing.

SCHOOL ATTENDANCE CERTIFICATES.-The Committee afteradvertlSing in county and other papers received tenders for a reprint of 50,000 copies of School -Attendance Certificates. The tenders ranged from £71 5s. to £187. The Committee report that the estimate of £72 10s. submitted by the present contractors, Messrs. Wintcingham, 20 Burnett & Co., Grimsby, who have given every satisfaction, has been accepted. The Comaiittee are pleased to report a still further reduction in the price of this certificate-the estimate last accepted being £75.

PRINTING CONTRACTS, HIGHER EDUCATION SUB-COM1\iITTEES.-The Committee report the arrangement of the contracts for the printing requirements of Local Sub- 25 committees for Higher Education during the session 1913-14 as set out in Appendix 10, page l`ll.

CONTRACT FOR PRINTING MINUTES AND REPORTS.-In connexion with the terms arranged when renewing the Contract, the Committee have decided to exercise their option .and have agreed to terminate the present contract for printing Minutes and 30 Reports in September next provided that, 'after advertising for tenders, a suitable contract can be arranged.

Adirertising.

The* Committee have now completed their revised list of county newspapers in which. their advertisements may be inserted under the new scheme for advertising. 35 The list of papers is set out in Appendix 11, pages 112 and 113.

Higher - Education.

The Committee report that they have a.cce;)ted the following estimates :-- Messrs. Crossley Bros.'estiniate of ^E11 6 for a " G i l l " new type G as B l; ,_^;ine, 8'8 b h.p., and Messrs: Buck & liickman's estimate of ;i^22 16s. 8d. for a lathe and chur: and fitting.

Books, Stationery and Apparatus. 10 PORTABLE WASH STAND..-'1'l1e Committee have given conSirleration to the quit ,:,6011 of the payment of an account for the`.suhply:of a portable N^-:asli stand to.a voh^:;tarv school. The Committee are of opinion that this is liot. an article which tlic: are called upon to provide and accordingly informed the Managers that they were urable to pass the account for payment. LOCAL PURCHASE.-The Committee have had under consideration various 15 accounts for goods obtained locally, without authority, by the Managers of certain Voluntary Schools which could have been supplied by the Committee's contractors much more cheaply. The Conimittee report that they find no reason for departing from their customary procedure in such cases, that is, to refund to the Managers that particular amount only which would have been expended had the goodsbeen provided 20 by the Committee's contractors. H&mMOCKS.-The Committee report that they have considered an application from a certain body of. Managers for the supply of hammocks or mats for the use of infants, and ;that they have authorised the supply of two inexpensive washable rugs.

Fuel, Lighting and Cleaning. 25 COAL AND.:COKE SUPPLY.-The Committee report that contracts have been-entered into for the supply of coal alid coke for the year lst July,.1913-3Otli June, 1914, and submit the following particulars for the information of the Couilcil. The same procedure as in. previous years was adopted as regards advertising for tenders and dividing the county into contract areas. After advertising in papers 30 throughout the county, and circularising all coal merchants who had in previous years submitted tenders, the Committee report that they have received applications for tender forms from 124 firms, 107 of whom submitted 327 tenders. -' Of these, 53 separate coal merchants had been successful in obtaining a share of the contract for the 110 districts into which the County was divided: 35 A comp^u•ative return showing the price of coal and coke for the years 1913-1914 and 1012-1913 is set out in appendix 12, pages 114 and 115.

Furniture.

FURNISHING OF NEW VOLUNTARY SCHOOLS.-With further. reference to tlie 411 Committee's 38th Report to the Council the. Committee now report the receipt of the foll-Owingletter. ^7th May, 1913), from the Local C overnment..l3oard in the-tnatter of the recent decision of the -Court of Appeal that the liability for the provisiou of furnitllre for new Voluntary Schools rests upon the Local Education Authority :- "I am directed by the Local_Government Board to advert to your letter of the 45 25th ultimo, with reference to the case of Rex v Easton, ex parte Oulto>>, and in reply to inform y6u that the Piesident stated on the 14th February last, in reply, tto 'a qiiestioii in the House of Commons that he had consulted the President of the Board of Education and it had been decided not to carry the case further." 50 as/4/13 85 43rd Report.

The Committee take this to mean that the question is to be considered as settled. They are therefore accepting i•espoiisibifity in all such cases. The decision, however, has not, the Committee are advised, any retrospective effect. Applications for re- payment of amounts paid by Managers previous to the date at which the original judgment in the above-mentioned case was delivered have accordingly been 5 refused.

(a) PRINCIPAL'S QUARTERLY REPORT.

The number and distribution of the students for the present term which will end on July 19th, is as follows :- Kent (including Wye), 42;_ Surrey, 34; other counties and abroad, 73; total R149. The classes from which the students are drawn are as follows : Farmers 18 Landowners 8, other persons connected with agriculture 8, other occupations 55, not specified 60. There 'have been two serious cases of illness-one of appendicitis, in which an operation wa,s successfully performed, and one resulting from a motor cycle accident due to a collision with a motor van. I am glad to say that both cases are progressing satisfactorily. Thei Development Commissioners have agreed to make a grant of- £6;000 for the purpose of completing the research and teaching buildings of the College (12,500 as grant and £3,500 . as a loan on commercial terms, 32 per cent. interest and if per cent. sinking fund on athirty years' basisi,.but have intimated that moneys received from them_ must not be used for " domestic " expenditure. An anonymous donation of £500 has also been received for " the extension of the research work of _ the College in any direction at the.-discretion of the Principal." Crots.-A generally good seed time for corn was experienced, and crops got a firm hold,of the ground before the drought set in. Four acres of late sown oats have suffered severely as a result of the drought. All other cereal crops are of a uniformly hlgh level, with one field outstanding, this an exceptionally heavy crop of Blue Cone wheat. The crops of clover were good, one of the Silks fields yielding over three tons of hay per acre. The meadow crops were an improvement on last season, and have been gathered in good order.. The improvernent in quality of the herbage noted last year is still more noticeable in the present year's crop. The early potato crop has been somewhat disappointing. Early planting was followed by very cold wet weather, somewhat irregular growth resulting. The crop is on very thin land where the drought has been severely felt. The first potatoes raised yielded two-and-a-half tons per acre, and these sold at .0 per ton. A fifty per cent. heavier crop is now being lifted. Both second earlies and maincrops have been sprayed. Experiments are being made using various Dry Sprays. against the Wet Spraying which has proved of great,st value here in past years. Root crops are fairly good. Marigolds came up a rather thin plant. The gaps -are now filled with cabbages. The crop looks very healthy, and the plants are growing . rapidly. Swedes are good. Small areas of Kale and Kohl Ra' are promising.' Cabbages are a good crop. The land as cleared of Early Potatcl:>.; is being planted up with various kinds of cabbages intended for winter keep for -i:eep; Kale, Maize and Rape have been sown as catch crops, after Rye, Winter Ta:•.; and Spring Tares respectively.

REPORT ON THE FRUIT AND Hops.

FRUIT.-The general work in the Fruit Plantation during this has consisted chiefly of hoeing and spraying. The weather being favourable, t',<. ;:;::d has been kept quite clean from weeds. A considerable quantity of sprayiw;^ ?!:;.s been carried out. The gooseberries have been sprayed throughout four times ;^. ,=h Lime. Sulphur, which has apparently been successful in keeping American 'i()A_,seberry Mildew absolutely in check. Most varieties of apples have been spraycC".' twice for Apple Scab, while all the apples and plums have been washed with lbi^:-:.;Dougall's Fruit Tree Wash for Aphis. The result of fruit sold and the general fruit prospects are as follows e-- Styawberyies.- Crop poor; many plants dried up owing to want of r:^in. Prices realised 3d. to 5d. per lb. in punnets. Raspberries.-Crop very good. Prices: realised 3d. to 4d. per lb. in ;3uinnets. Gooseberries.-Crop very good. Prices realised 3s. to 3s. 6d. per ha',` sieve. Black Currants.-Crop Good; 3d. per lb. in chip baskets. Logaybeyries.=Crop very good; 2d. to 3d. per lb. in chip baskets. Affiifs.-Bramley's Seedling, Newton Wonder, Lane's Prince Albert have very good crops'; Worcester Pearmain and Bismarck are light. Plums.-A very short crop. Damsons.-A failure. Hops.-The bine looks fairly well, and has improved considerably since the recent rain. Fish Guano to the extent of about 4 cwts. per acre was applied in May. The garden, with the exception of the young hops, has been washed for aphis seven times-the blight being very bad at times. The bine has, however, cleaned up well since the. last washing..
