TOLEDO - Toledo Edison Co. said Wednesday its financial health and ability to provide good service would be jeopardized if it contin- ues to lower electric rates. The city and Toledo Edison have been negotiating since August on a possible rate reduction package. If an agreement isn't reached, the city could take steps to set up a municipal power system. Toledo Edison spokesman Rick Kelly said the company can't con- tinue lowering rates. Toledo Edison reduced rates last year and has agreed not to raise them through 1995. Kelly said the company has offered energy efficiency and conser- vation programs in exchange for being the sole supplier of electricity in Toledo for the next five years. The package would cost Toledo Edison about $12 million through 1997. The company estimates that the programs would save cus- tomers $30 million to $35 million in that time. Kelly said the plan includes offering discounts to customers to buy energy-conserving light bulbs, and helping commercial and in- dustrial customers finance energy-saving improvements. "Toledo Edison has reduced its rates in 1991, frozen its rates through 1995, and now we're offering to help customers reduce their bills even more," Kelly said. "We've made a significant financial commitment in this proposal for bill-reduction programs, and these are the kind that have been proven to work." Councilman Michael Ferner said the city should reject Toledo Edison's offer. He said he would urge the council to move ahead with plans to create a municipal power system. "We don't need to have Centerior [Energy Corp.] robbing us all year and then insult us with a few tokens when their monopoly is threatened," Ferner said.
