Station WAOC was unable to locate or make available any Issues-Programs lists after the 1st quarter (Jan-March) 2006. Station WFOY was unable to locate or make available any Issues-Programs lists after the 3rd quarter (July-Sept) 2006. There was no evidence at the main studio that Stations WAOC and WFOY had ever maintained Issues-Programs lists after March and December 2006, respectively.

A bad thing about crime statistics before and after the abo- lition of capital punishment is that there is no way of knowing how many people were prevented from committing serious crimes because of the threat of the death penalty. I do not think there is anyone who would gladly place his life on the line in return for what he might get out of committing a crime. Actions of the courts and the legislature over the past few years have primarily been directed at making it more difficult for the law enforcement officer to arrest an individual and for the state attorney to prosecute him. With all the interest in pro- tecting the individual who commits a crime, we have forgotten about protecting the individuals who are the victims of the viewpoint crimes. They have no protection under the law. A The reinstatement of capital punishment would be one way to give some protection to the prospective victims of serious DETERRENT crime. I think a man should be given a chance. But when he has time to get a gun, find ammunition for it, and then use it to TO CRIME commit a crime, he does not deserve a second chance.
