After successful completion of the mammoth task of Census 2001, and declaring the Provisional Population Totals - Paper 1 of Jammu & Kashmir State in the month of March 2001, it gives me great pleasure to present Provisional Population Totals - Paper 2 containing rural-urban population, sex ratio, literacy rate, child population of the State, Districts and Tehsils.

Census operation in India is one of the largest administrative exercise of its kind. It has 130 years of glorious history and has the reputation of authenticity and coverage in its uninterrupted succession ever since the first synchronized census was held in 1872. It reflects the ground realities and whatever data collected is due to the immense hard work put in by thousands of Enumerators, Supervisors, Deputy Charge Officers, Charge Officers and Principal Census Officers at the village/tehsil/district level.

Census in India is conducted under Census Act, 1948. Therefore, census data cannot be expected to fulfil the aspirations of different sections of society and other interested parties having specific interests. It gives only the number of people with their living conditions and individual characteristics 'wherever and in whatever condition they were during the census period' as per actual ground position and it leaves no scope for anyone to expect that it should be favourable to some particular interest.

CHAPTER I

GEOGRAPHICAL LOCATION OF JAMMU & KASHMIR

GEOGRAPHICAL LOCATION

The State of Jammu & Kashmir is situated in extreme north of India between 32°-15' to 37 -OS' latitude north and 72 -35' to 80 -20' longitude east. It is bounded by China in the north and east, by Afghanistan in the north-west and by Pakistan in the west. Punjab and States border it in the south.

Jammu & Kashmir State has a geographical area of 222,236 sq.kms. comprising 6.93 per cent of the total Indian territory which includes 78,114 sq. kms. under illegal occupation of Pakistan and 5,180 sq.kms. illegally handed over by Pakistan to China and 37,555 sq. kms. under illegal occupation of China in Leh (Ladakh) district. The population figures exclude population of areas under unlawful occupation of Pakistan and China where Census could not be taken. Thus in an area of 101,387 sq. kms., 10,069,917 people inhabit, which forms a density of99 persons per sq. km. The division of rural- is 100,436.9 sq.kms. rural and 950.1 sq. kms. urban with density of population 75 and 2,637 respectively. Leh (Ladakh) district has the distinction of being the largest district area-wise, in India (45,110.0 sq. kms.) with second lowest density at 3 persons per sq. km, after Lahut and Sipiti in Himachal Pradesh which has the lowest density of2 persons per sq. km.

The 101,387 sq. km. area of State is demarcated into 14 districts, 59 tehsils and 121 C.D. blocks which is further delimited into 2,661 panchayats, 75 urban areas and 6,652 villages. The 75 towns include 7 urban agglomerations also. The following 11 tehsils are entirely rural :-

*Population-wise Zanskar tehsil has the distinction of being the smallest tehsil in India with a population of 12,167 persons only.

In 1981 Census, the number of tehsils was limited to 50 , 25 each in Jammu and Kashmir Province. After 1981 Census, 9 more tehsils have been carved out from the existing tehsils, increasing the number of tehsils to 59. 5 new tehsils in Jammu Province and 4 new tehsils in Kashmir Province have been created as shown on the next page:

Baramula district has the highest number oftehsils (8). Leh (Ladakh) district has the sole tehsil ofLeh which is also the largest tehsil in India, area-wise (45,110 sq.kms. *)

The state of Jammu and Kashmir has returned a population of 10,069,917 persons in Census 2001. The State population in 1981 was 5,987,389 persons, thus it has added a population of 4,082,528 Le. 68.19 per cent since 1981 Census.

The Paper 2 of Census 2001 presents the rural and urban division of Census data. The basic unit of rural area is the revenue village having definite surveyed boundaries and a definite Hadbast number. The revenue village may be comprised of several hamlets but the data is presented for the entire village as one unit.

In addition, the State comprises of 75 urban areas, the details of which are given in the subsequent paragraphs.

The rural-urban proportion of population during 1981 Census was 78.95 per cent (4,726,986) and 21.05 per cent (1,260,403) respectively. In Census 2001, the proportion of rural-urban population has shown 3.83 per cent tilt towards the urban population and the rural population constitutes 75.12 per cent of the total population whileas the urban population has gone up from 21.05 per cent in 1981 to 24.88 per cent in 2001.

The State has added 98.77 % (1,244,906) in its urban population during the last two decades. In the rural areas it has increased its population by 60.03% (2,837,622). There is a difference of 38.74%. This indicates that during the last 20 years more urbanisation has taken place and the people from rural areas preferred to migrate towards the towns. The reason could be for employment, education, trade etc. Another reason is that 17 new urban areas have been notified which constitute a population of 108,915 i.e. 1.08 %of the total Populatuion and the remaining 2.75 % could be due to the above given reason.

It has been marked that during 1911 and 1921 there is a decline in urban population though the de­ crease was as low as 764 persons. The reason could be due to declassification of some of the urban areas.

The table below shows the sex-wise percentage of rural-urban population to the total population of the State in 1981 and 2001 :-

13 The 1981 Census returned a growth rate of 4.69 % in urban population. During Census 2001, an increase of 0.25 % has been noticed. Thus the annual urban growth rate has gone upto 4.94 %. This shows an annual addition of 62,245 persons to the urban population.

During 1981 Census the annual growth rate of rural population was observed 2.58 % which has shown an increase of 0.42 % during Census 200 I and the annual growth rate of rural population has reached 3 %.

The table below gives a comparison of rural· urban male-female population ratio to total population of 1981 and 2001 :.

There is a marginal increase of 0.83 % in female population in rural areas since 1981 Census. But, on the other hand, it shows a decline of 1.53 % in urban areas.

URBAN AREAS

Areas re'cognised as urban in the census include all places with , corporations, cantonment boards, town areas and notified areas, in the State 72 such statutory urban areas exist. Apart from this, 3 Census towns have been identified and recognised. A census town is such area which satisfies the following criteria :.

1. A minimum population of 5,000;

2. At least 75 % of the male working population engaged in non· Agri"ultural and allied activities

3. A population density of at least 400 per sq. km. or 1,000 per sq. mile.

URBAN AGGLOMERATION

i) Urban agglomeration is a city or town with a core town of a minimum population of 50,000 with a continuous out-growth, the part of growth being outside the statutory limits but falling within the boundaries of the adjoining village or villages; or

ii) Two or more adjoining towns with their out-growths as in (i) above;

or

iii) A city and one or more adjoining towns with their out-growths all of which form continuous spread;

17 iv) Also the contiguous areas made up of other urban as well as rural administrative units should have mutual socio-economic links with the core town;

v) In all probability, this entire area should get fully urbanised in a period of two or three decades

vi) It must form a continuous urban spread constituting a town and adjoining urban out-growths or two or more physically contiguous towns together with the continuous well recognised urban out-growths, if any, of such towns.

Srinagar Urban Agglomeration with the popUlation of971 ,357 has the highest urban population in the state spread over two neighbouring districts viz; Badgam and Pulwama. Next is the Jammu Urban Agglom­ eration which has the population of 607,642 confined to its district territorial limits only.

In 1981 Census, there were only two Urban Agglomerations viz; Srinagar and Jammu. During Census 2001 the following five towns have also qualified as U.As. on the strength of their population and urban over-spill ;-

4. Udhampur

5. Kathua

As stated earlier, in 2001, there are 75 towns in Jammu and Kashmir State of which 2 fall in class I, 4 in class II, 7 in class III, 20 in class IV, 23 in class V and 19 in class VI categories, the two capital cities of the state viz; Srinagar and Jammu have not changed their status and continued to retain their respective position as class I town since 1961. There was no class II town in 1981, whereas in 2001, the towns of Anantnag, Baramula, Sopore and Udhampur attained the status of class II town on the basis of population from their previous position of class III category town. 7 urban areas of Bandipore, Leh, Punch, Rajauri, Bari Brahmana, Jammu C. B. and Kathua T.C. have qualified as class III category from their previous position of class IV. As is discernible from Table-3 has the highest urban population with 930,136 persons constituting 78.59% of the total population of the district followed by Jamtnu district with 698,674 urban population which forms 44.45% ofthe district total population. Kupwara ranks lowest with an urban population ratio of3.96 % to the district's population.

SEX RATIO

The sex ratio of Jammu and Kashmir State both in respect of rural and urban areas has shown decline during 1901 - 1931. It was noticed 6 during 1901 - 1911 and 6 during 1911 - 1921. It has further declined by 5 persons during 1921 - 1931. This decline in rural areas was 1Q while as in urban areas it was 25. Thereafter it started gradual improvement and during 1981 Census the improvement in rural areas was noticed 21 females per 1,000 males since 1931. In urban areas it was 91 females per 1,000 males. 1931 Census observed the female sex ratio in urban areas as low as 784 per 1,000 males. During the last 100 years the improvement was only 13 persons in urban areas i.e.1.6%. In rural areas the improvement was 39 persons i.eAA%. However, during the last 20 years i.e. since 1981 the improvement is 3% in rural areas whileas there is a decline of 53 persons in urban areas i.e. 5.3%.

29 It is quite astonishing that during the last eight Censuses of the country till 1971 Census was showing the sex-ratio exceeding equality line in favour of females have drifted to as low as 861 in rural areas and 643 in urban areas. Kargil district has started declining sex ratio since 1951 Census. 1961 Census observed a sex ratio of935 which was lowest till then. During 1971 Census some improvement was noticed but it again showed decline in 1981 with 853 females per 1,000 males. However, slight improvement was shown in 2001 Census but the ratio is lower than 1961 return.

In Jammu province, most of the districts have returned poor sex ratio particularly in the districts of Jammu and Kathua, it was lowest in 1901 and maintained this position right upto 2001. The urban areas of Jammu in particular returned 626 in 1901 which touched the lowest when it returned 622 in 1931 and increased to 887 in 1981. It however, again declined to 832 in 2001.

SEX RATIO IN CHILD POPULATION

In Census 2001, the sex ratio among child population has shown a marginal incline towards female child. As will be noticed from tehsil-wise figures in table-4, as many as 12 tehsils have more than 1,000 females per 1,000 males. The highest return given in sex ratio in urban areas is in Gulmarg tehsil with 1460 females per 1,000 males, while Sunderbani has returned the lowest ratio with 716 females per 1,000 males. Sunderbani has the lowest sex ratio in rural area also followed by Hiranagar.

Among the districts, Jammu has the lowest child population sex ratio with 816 female child to 1,000 male child preceded by Kathua with 851 whileas the following districts have crossed the line of equality in favour of female child in 2001 :-

It is quite interesting to note that Badgam district has returned almost identical sex ratio between male and female child with a difference of only 17 child in favour of male.

Jammu returned a lowest sex ratio in rural areas at 824 among child population. In urban areas, no district has crossed the equality line. Even Pulwama and Kupwara have shown lower sex ratio with 965 and 908 in urban areas in 2001. However, Leh tehsil distinguishes itself by returning a higher sex ratio in urban areas with 966 and Kathua with the lowest sex ratio of 789.

CHILD POPULATION (0-6 AGE GROUP)

CHILD POPULATION

The child population in 0-6 age group constitute 14.21 % of the total population of the State. Punch district has the highest child population with 17.67% to the total population followed by with 17.25%. Leh with the lowest child population of 6. 16 % is followed by Srinagar district 10.13% and Pulwama with 12.09%. This indicates more urbanisation and literacy-less' children. The national average of child popu­ lation is 15.37% to the total population. The child population in the StateslUnion Territories of the country ranges from as low as 10.58% in Goa to as high as 19.84% in Meghalaya State to the total population.

In this chapter, we deal with the rural and urban break up of child population. The following table gives the percentage of rural and urban child population to total child population in 2001 :-

82.01% of the child population live in rural areas whileas 17.99% in urban areas. Though the urban population to the total population of the State is 24.88%, whileas the rural population is 75.12%. The percentage of rural child population to total rural population is 15.52 and that of urban population is 10.28. This reflects that in urban areas people are more inclined towards family planning while in rural areas it is not finding much favour.

The ratio of child population (0-6 age group) to the total population during 1981 was 19.24% which has shown a downward trend to 14.21 % during Census 2001 which is an indication that the people are becoming more conscious of the population explosion. The increase in literacy rate may be one of the factors of people becoming more conscious about family planning.

The above table, indicates the ratio of child population in urban areas to the total population, in 1981 was 16.40% which has gone down to 10.28% during 2001 in 20 years, the child population marked a decline of 6.12 % in urban areas. The decline in rural areas is observed at the rate of 4.48% in Census 2001.

LITERACY 46 LITERACY

Census 2001 data indicates 4,704,252 literate persons out of a total population of 10,069,917 giving an overall literacy rate of 54.46%. The corresponding figures in the last Census held in 1981 was 1,596,778 literates (30.64%).

The national literacy rate stands at 65.38% as pcr census 2001. The State of Jammu and Kashmir has enhanced its literacy by 23.82 % from 30.64% in 1981 to 54.46% in 2001 but still lags behind the national average by 10.92%. Amongst the 35 States/Union Tcrritories of India, the Jammu and Kashmir ranks 33. The highest literacy rate in the country is in at 90.92% and the lowest is in at 47.53% followed by lharkhand with 54. J 3%.

The table given below shows the changing pattern of literacy in Jammu & Kashmir State since 1981 :-

Since 1981 Census, the literacy rate in the State has made substantial progress but still lags far behind the national average. It has marked an increase of24.29% and 23.45% in respect of male and female literacy respectively during the last two decades. The rural males have taken lead over urban males by 3.56%. This could be attributed to more coverage of educational facilities in the rural areas. The literacy rate among males in rural areas has increased by 23.99% since 1981 Census. In respect of urban males, thereis·an­ increase of20.43% only. Similarly, the literacy progress among the female is noticed higher in rural areas by 1.73 % than the urban areas. It has jumped from 12.19% to 35.09% since 1981 which is almost three-fold and marked an increase of 22.90%.

In urban areas, the female literacy has crossed 60% in Census 2001. It is noticed at 62.22% which is an increase by 21.17 % since 1981.

Among rural literacy, tops the table with 71.95% followed by Kathua with 62.64%. Surprisingly, Srinagar district falls at the bottom. This could be due to the impact of the militancy. All the districts which were affected by militancy have returned a low literacy rate. In the districts of Rajauri and Punch where the militancy has picked up in late 1990's have topped the urban literacy rate whileas Badgam remains at the bottom with 57.1 1% in urban areas. Except Badgam, all the towns have crossed 60 % mark in literacy with Punch at the top with 88.84% followed by Rajauri with 86.72%.

Out of the 14 districts of State, 6 districts have returned higher literacy rate than the state average of 54.46 % (48.22 % in rural and 72.17 % in urban areas). The below given table depicts the highest and lowest literacy rate of the tehsils for males and females :-

48 Bashohli tehsil () tops the table with 87.93% in male literacy whileas Sonawari tehsil (Baramula district) is at the bottom with 39.01 %. The difference between the highest and the lowest literacy rate is 48.92% which is quite alarming. Bashohli tehsil (Kathua district) has a total male population of 49,355 out of which 87.93% are literates whileas Sonawari tehsil with a male population of 77,397, only 39.01 % are literates. The male literacy rate of Bashohli tehsil during 1981 was just 31.13% and it has jumped to 87.93 % during the last two decades. Sonawari tehsil has returned male literacy rate at 19.92% in 1981 and has enhanced its literacy rate to 39.01 % but still remains at the bottom. Tehsil Bashohli has shown an increase of 56.80% whileas Sonawari tehsil has shown an increase of just 19.09% during tpe last twenty years.

In rural areas, tehsil Sunderbani (Rajauri district) has the highest literacy rate among the males with 83.67%. The male population of Sunderbani tehsil is 26,427. Sonawari tehsil with the male population of 67,674 in rural areas has the lowest literacy rate with 37.85%. The gap between the two is 45.82%. The male literacy rate of tehsil Sunderbani rural area was 45.38% and it has achieved a progress of 38.29% since 1981. The rural male literacy rate in Sonawari tehsil during 1981 Census was 19.92 %. It has shown an increase of just 17.93%.

Sunderbani tehsil with the urban population of 3,072 leads the table of male literacy in urban areas with 96.06% whileas Sonawari tehsil with the urban population of 10,656 is the lowest in male literacy rate with 46.05% in 2001. The gap between the two is 50.01 %. In 1981 Census, Sunderbani tehsil male literacy rate in urban area was 65.95% whileas Sonawari tehsil was not having any urban area during 1981 Census.

Among the female literacy, Jammu tehsil (Jammu district) heads the table with 72.97% whileas Goal Gulab Garh () has the lowest rate with 16.77%. Jammu tehsil has a female population of 391,595. Out of this population, 72.97% are literate. So for Goal Gulab Garh tehsil (Udhampur district) is concerned, it has a female population of 69,482 out of which only 16.77% are literates.

In 1981 Census, Jammu tehsil had a female literacy rate of 40.44 % which has gone up by 32.53% during the last 20 years.

Ranbirsingh Para tehsil (Jammu District) with the female population of 79,390 shows the highest literacy rate with 67.85% among its female folk of rural areas whileas Goal Gulab Garh has the lowest literacy rate of 16.77 % among its 69,482 females of rural areas.

Among the urban areas, Bhaderwah tehsil in Dada district with a female population of 29,172 has returned the highest literacy rate among females of urban areas with 93.91%, while as Pahalgam tehsil () recorded the lowest female literacy rate with 20.66 % among urban females though the number of females in urban areas is very low (2,627).

The female literacy of Bhaderwah tehsil (Dada district) in 1981 Census was 45.75% in urban areas, which has jumped to 93.91 % since then. It is unimaginable that the difference between the lowest and the highest literacy rate is 73.25% among females of urban areas.

Out of 59 tehsils, 24 tehsils have returned over 70% literacy rate among females of urban areas in 200 1 and all these tehsils incidentally are from Jammu province except Leh tehsil of Kashmir province which has a female literacy rate of 72.47% in urban areas.

- - - Sonawari tehsil (Baramula district) recorded second lowest literacy rate among its female popUlation of 73,312 in urban areas with 22.42% in 200 1, whileas in 1981 the female literacy rate of Sonawari was as

49 low as 3.30%. The second highest literacy recorded among females of urban areas are Sunderbani with 86.80% and Nowshehra with 86.17%. Udhampur tehsil with a female populatuion of 34,245 in urban areas has recorded literacy rate of 79.87% while in 1981 it had recorded the urban female literacy rate 58.08%.

Of the 59 tehsils, of the State 32 tehsils have shown female literacy rate in rural areas below 30% out of which 22 tehsils are in Kashmir province. Surprisingly out of which 21 tehsils are in Kashrhir valley and the Zanskar tehsil in Kargil district. The remaining 10 tehsils belong to Jammu province. The population of these tehsils constitute:

Urban males 1,354,852

Rural females 454;052

Urban females 490,401

Total Population 3,944,817

Out of the 47 tehsils having urban areas, 40 tehsils have recorded above 70% literacy rate among their urban male popUlation. The following tehsils have recorded literacy rate among their urban male popUlation above 90 %.

7. Udhampur 8. Chenani 9. Rajauri 10. Nowshehra 11. Sunderbarii

Thirty (30) tehsils in rural areas have recorded literacy rate among male population above 60% out of which only 6 tehsils fall in valley. Rest of the tehsils belong to Jammu province. Twelve (12) tehsils of have recorded above 70 % literacy rate among male population in rural areas. None of the tehsils of has recorded above 70% literacy rate among its rural male population.

The difference between the highest rural and highest urban literacy rate of females is 26.06% while as that of male is 12.39%.

The lowest of rural and highest of urban difference between the male is 58.21 %.

The highest of urban female and lowest of rural female is 77 .25% which is definitely a very big gap.

The difference between highest and the lowest literacy of rural male is 45%. Similarly the difference between highest and the lowest literacy rate of rural female is 51 % and in respect of urban areas the differ­ ence is 50.01 % in respect of male and 73.25% in respect of female and it is quite alarming.
