The Andhra Pradesh Metropolitan Region and Urban Development Authorities Act, 2016 (Act No. 5 of 2016) 2. G.O.Ms. No.26 MA&UD (H) Department, dated 08.02.2016. 3. From the District Collector, Chittoor District Lr.Roc.No.108/2019/G1, dated 24.01.2019 4. From the Director of Town and Country Planning, Andhra Pradesh, No.2920/16/P, dated 30.01.2019. & & & O R D E R: The Andhra Pradesh Metropolitan Region and Urban Development Authorities Act, 2016 (Act No. 5 of 2016) has come into force w.e.f 08.02.2016 by virtue of notification issued in G.O. 2nd read above. 2. In the reference 3rd and 4th read above, the District Collector, Chittor Dist. and the Director of Town & Country Planning, AP, Guntur has requested the Government for constitution of Palamaneru-Kuppam- Madanapalli Urban Development Authority (PKM-UDA) with Head Quarters at Madanapalli, with a jurisdiction of 12 Mandals covering 376 villages and three (03) Urban Local Bodies i.e., Madanapalli, Palamaner and Punganur Municipalities with an extent of 2435.50 Sq.Kms and population of 10,17,399 as per 2011 census under Sec. 3 & 4, Chapter-II of Andhra Pradesh Metropolitan Region and Urban Development Authorities Act, 2016. 3. Government after careful examination of the matter have decided to declare the area of 2435.50 Sq. Kms covering three (03) Urban Local Bodies i.e., Madanapalli, Palamaner and Punganur Municipalities and 376 villages in 12 Mandals in Chittoor District as given in notification – I and constitute Palamaneru-Kuppam-Madanapalli Urban Development Authority (PKM-UDA) with Head Quarters at Madanapalli Town as given in notification – II are appended to this G.O. 4. The Urban Development Authority shall function from the office in Madanapalli Town with the support of its staff. The expenditure towards establishment and other secretarial assistance shall be completely borne by Palamaneru-Kuppam-Madanapalli Urban Development Authority (PKM- UDA). Initially, the Urban Development Authority shall function with the grants of Development fund and Revolving fund. Later, with their own revenue. 1 5. The modalities for Development of lands, Preparation of Master Plan and Zonal Development plans, Acquisition and disposal of lands, Inspection and penalties etc., shall be followed as per the provisions of the Andhra Pradesh Metropolitan Region and Urban Development Authorities Act, 2016 (Act No.5 of 2016). 6. The appended notification will be published in an Extraordinary issue of the Andhra Pradesh Gazette, dated:12.02.2019. 7. The Commissioner of Printing, Stationery and Stores Purchase, Andhra Pradesh, Vijayawada is requested to supply 10 copies of the Extra- ordinary issue of the Andhra Pradesh Gazette. 8. The Finance (FMU,I&I, EF&MA) Department, Secretariat, Velagapudi Sf/Sc. // FORWARDED :: BY :: ORDER // SECTION OFFICER APPENDIX NOTIFICATION In exercise of the powers conferred by sub-section (1) of section 3 of the Andhra Pradesh Metropolitan Region and Urban Development Authorities Act, 2016 (Act No.5 of 2016), the Government of Andhra Pradesh having regard to the need for the promotion of development 2 activities relating to as a Urban Development Authority to achieve the objectives of the region witnesses tremendous growth in the domains of Industries, Imports and Exports etc. hereby specify a special Urban Development Area for the area comprised of Madanapalli, Palamaner and Punganur Municipalities with the jurisdiction covering 376 villages in 12 Mandals in Chittoor District with Head Quarters at Madanapalli Town and with an extent of 2435.50 Sq. Mts and population of 10,17,399 and villages as specified in the following Annexure to this notification to be a Urban Development Area for the purpose of the said Act and the said Area shall be called as “Palamaneru-Kuppam-Madanapalli Urban Development Authority (PKM-UDA)”.     Restoring Trust – The Kuppam Kalanjia Samakhya Experience - J.Dharmendra kumar, Managing Director, Kuppam kalanjia Samakhya Background of the location Chittoor district of Andhra Pradesh in Rayalaseema region was characterized by backwardness and poor performance in basic social indicators. Kuppam is one of the mandal in Chittor district, which is in the extreme corner of AP, surrounded by Tamilnadu on eastern and southern sides and on west by Karnataka. In order to strengthen the existing DWCRA groups and regularize the systems DRDA has approached DHAN Foundation and made an agreement in the month of Nov. 99. The main objective of this project was graduating the existing DWCRA groups in to savings and credit groups and promotion of mandal level federation. DHAN Foundation would act as an implementing agency and has agreed to implement the project. DRDA, chittoor would provide necessary guidance and promotional cost for implementing the project in installment on half-yearly basis. Dhan entered in the month of January 2000 with the objective of initiating a process of demonstrating successful establishment of savings and credit groups which will emerge in to a self managed federation to provide financial services to the poor. At present Kuppam Kalanjia Samakhya is working with 253 groups in 104 villages with 3536 and 10 restructured cluster development associations. The starting scenario Kuppam mandal is located in a very remote and backward area in Andhra Pradesh. The socio-economic status of the people, especially women is very low. The link canal is proposed to pass through the Kaluvaya, Rapur, Dakkili, Venkatagiri mandals of Nellore district; Srikalahasti, Thottambedu, Pitchattur and Nagari mandals of Chittoor district of Andhra Pradesh state, Tiruttani taluk of Tiruvallur district; Arakonam taluk of Vellore district; Cheyyar and Vandavasi taluks of Tiruvannamalai district; Kancheepuram, Uthiramerur taluks of Kancheepuram district; Tindivanam, Gingee, Villupuram, Tirukoilur taluks of Villupuram district; Ulundurpettai, Vridhachalam, Tittagudi taluks of Cuddalore district; Udaiyarpalayam, Ariyalur taluk of Perambalur district; and Lalgudi taluk of Tiruchchirappalli district of Tamil Nadu state.The link canal alignment passes through Pennar basin, Streams between Pennar and Palar basins, Palar basin and streams between Palar and Cauvery basins. The link canal takes off from the right flank of Somasila dam with a full supply level of 95.420 m. and runs parallel on right side of the Kandaleru flood flow canal, upto RD 10 km. The canal generally runs in south direction till it out-falls into Grand Anicut across Cauvery River at RD 529.190 km. The results stated that the pH -1 of the samples ranges from 6.21-8.34 and EC is ranging between 0.50-4.32 dSm .
