The APDP was formed in 1994 to organize efforts to seek justice and get information on the whereabouts of missing family members. It presently consists of family members of about one thousand victims. APDP actively campaigns for an end to the practice and crime of involuntary and enforced disappearances at local, national and international platforms. Members of the APDP have been engaged in documenting enforced disappearances in Kashmir since 1989 and have collected information on over one thousand such cases, so far. On the 10th of each month families of the disappeared come together under the aegis of APDP to hold a public protest in Srinagar to commemorate the disappearance of their loved ones and to seek answers from the state about the whereabouts of the missing persons. A mini India with rich cultural diversity and heritage of more than 34 different ethnic groups and with a history of more than 2000 years old, it was once a princely state till it merged with the Union of India on 21st September, 1949 (effective from October 15, 1949) and eventually got the statehood status in 1972. Nearly 2 decades after its merger with the Union of India, Manipur started getting embroiled in conflict with a number of insurgent groups. Insurgency started from the 1960s with valley based groups like UNLF, PLA, PREPAK, KCP, KYKL etc the agenda and demands basically to secede from the Indian Union and restore the pre-merger status. Over the years several other groups especially hill based Naga groups, Kuki groups and valley based Muslim groups each with their set of demands and agenda started raising war against the government pegging the total figure of Insurgent groups operating in this small state from the 1960s to the early 2010s to an astounding more than 60 which in itself is quite a phenomenon.

The Education Department had made it mandatory that the Tricolor must be hoisted in every school and college. For the first time, teachers were seen taking part in parades and singing the national anthem. All educa- tional institutions had been asked to take videos of the I-Day celebrations as part of the Azadi Amrit Mahautsav. The video was supposed to be uploaded online on a link provided by the UT Administration. Flag hoisting events were reported from length and breadth of Kashmir Valley. The Tricolour was unfurled for the first time in almost all government offices across Jammu and Kashmir.

It seems that the human right violations, impunity and human sufferings in Kashmir are not issues in a country like India where human life doesn’t count. Unfortunately, the idea didn’t take off for different reasons. It would have been ideal and important if the study would have been initiated by Indian civil society members. Despite more than two decades, Indian state’s control of Kashmir with its massive army has not worked for India. It is unlikely that India can sustain Kashmir militarily, where the freedom movement has progressed into the third generation. History tells us that all occupational countries have to give up on the military occupation however powerful such countries have had been. India cannot afford such militarized control over Kashmir for long. India is a country which is far ahead in poverty than many Sub-Saharan African countries and yet, it is obsessed with retaining Kashmir through violence and deceit, particularly the ruling class who fear that secession or resolution of J&K will have domino-effect in other states (North East, Punjab etc) in India and that it will set into motion the process of balkanization of India.

They are not only abused by partners and other family members, but they are treated as a different and marginalized sect of society. While talking about Kashmir, the escalation of political turmoil led to the displacement of minority communities, mainly the Kashmiri Hin- dus, from Kashmir. The weak democracy in Jammu and Kashmir and the majority-minority dynamics in the state led to the displacement of about three lakh persons (primarily Hindus) from the valley in 1989. It is more than two decades since the displacement of minorities from Kashmir, and their prolonged living in the new locations has resulted in social and cultural changes post-displacement. The shift to a new location has significance in analysing how the traditional structures and practices are redefined in the new locations. An atmosphere of fear and threat developed in Kashmir after the alleged rigging in the 1987 state assembly elections and this heightened the frustration of a large number of Kashmiri youth due to malpractices of the government.
