1. Overview Picton is one of the most deprived wards in the City. The ward has one of the most diverse populations in the city, proving popular to students, BME groups and new communities moving into . However, there remain considerable worklessness, health, housing and community safety issues in the ward which will require long‐term solutions.

Population Picton 2009 population was 17,002. The ward’s population has increased by 0.8% (130 residents) since 2002. The ward has one of the most diverse populations in the city with 22.5% of its population from BME groups. The wards’ population is young and transient, with 73.9% of its population of working age compared with 68.8% for Liverpool. The area is home to many new communities in the City and is also popular with students, reflecting the high proportions of private rented accommodation.

Deprivation, Picton shows high levels of overall deprivation with over three quarters (76.4%) of neighbourhoods in the ward falling within the most Income and deprived 5% of neighbourhoods nationally. At £21,315 Picton has the second lowest average household income of all Liverpool ward. Child Poverty Income levels in the ward fell by over 8% between 2009 and 2010. Over half (51.9%) of all children living in Picton ward are classed as living in poverty. This is more than twice the national average. The incidence of child poverty has increased slightly in Picton in recent years.

Unemployment Picton had 2,971 workless residents in February 2011. The worklessness rate (23.2%) is above the Liverpool average (21.8%) and nearly double the national rate of 12.3%. Half of the ward’s workless residents (1,489) are claimants of Incapacity Benefit /Employment Support Allowance. In September 2011, Picton’s JSA claimant rate was 8.5%. This is above the city wide average of 7.0% and more than double the national rate (3.9%). The ward’s unemployment rate has increased significantly over the last year, reflecting the impact of the recession.

Housing Picton ward contains 8,394 residential properties. A third of these (32.5%) are Registered Social rented properties, which is slightly above the city average of 26.8%. The number of long term vacant properties in he ward has fallen significantly, but at 6.9% of all dwellings remains twice the city average of 3.5%. The vast majority of dwellings in the ward (94%) are in Council Tax Band “A”, while house prices in Picton are significantly lower than the City average.

Crime The overall crime rate in Picton (94.2 per 1000 residents) is below the city average (104.5), with vehicle crime particularly low in the ward. Crime rates are improving in the ward. Overall crime fell by 8.4% between 2009 and 2011 – 147 fewer incidents. The number of incidents of anti‐social behaviour fell by 13.8% (140 fewer incidents) over this period.

Health Poor health is a particular issue in Picton, Mortality rates in Picton are the highest in Liverpool and more than double the national average. Poor male health is a particular issue, with high male mortality rates for strokes, coronary heart disease and circulatory diseases. Among females, lung cancer and bronchitis, emphysema and other COPD are particular issues. Life expectancy for Picton residents is nearly 2.5 years below the city average and just under 6 years less than the national average.

Education In 2010, 35% of pupils resident in Picton achieved 5+ A*‐C grades including Maths and English, which is significantly below the Liverpool average (53.0%). Attainment has improved by 10.5 percentage points between 2006 and 2010, which is below the average city improvement (15.7). Three of the five schools where pupils may be attending in the area have attainment levels above the city average.

4. Deprivation

• The Index of Multiple Deprivation 2010 (IMD2010) is a measure of Liverpool Index of Multiple Deprivation 2010 deprivation nationally and provides a means of ranking areas relative to each other.

• Picton shows a high level of overall deprivation with four fifths (79.4%) of the ward falling into the most deprived 10% nationally. This is significantly higher than the city‐ wide average (49.6%) and means that some 13,500 Picton residents live in some of the most deprived areas of England.

• Three quarters of the ward (76.4%) is in the most deprived 5% of areas nationally. This is more than double the city ‐wide average.

• 5.7% of the ward falls in the most deprived 1% of neighbourhoods nationally.

• Although deprivation levels remain high, since 2007 Picton ward has seen improvement, with a shift in its neighbourhoods out of the worst 1%, 5% and 10% nationally.
