OUTREACH INITIATIVES The following outreach initiatives were completed by the SEU during the reporting period: A. Management Training The Vice President of Human Resources for Salem Media Group conducts monthly Human Resource network training sessions via teleconference and PowerPoint presentations, which includes a review of EEO policies and compliance. The SEU’s Business Manager participates in these training sessions each month and routinely communicates with the SEU’s General Manager and other management team members to keep all employees apprised of the company and SEU’s policy on equal employment. B. Job Fairs On February 10th, 2021, the SEU’s General Manager attended an in-person job fair with multiple employers present at Norris Conference Centers in San Antonio, TX. As a media sponsor of this event, Salem Media Group received a prime spot with high traffic and our logo was placed on all career fair marketing materials for this event. The General Manager talked to potential applicants, handed out employment information, and collected resumes of those who were interested in applying for jobs in the broadcasting industry. On March 15th, 2021, the SEU’s General Manager and Business Manager attended a virtual diversity job fair through HireX in San Antonio, Texas. Salem Media Group participated as a media sponsor. There were multiple employers participating in this job fair event, including Salem San Antonio. The General Manager provided information on careers within Salem and in radio. Resumes were collected online at this event. C. Other Activities On March 27th, 2021, the SEU’s entire staff held a community event at Traders Village in San Antonio, TX. The General Manager and Business Manager spoke to community members and potential applicants at a Salem San Antonio hiring booth at the event. Employment applications and information pertaining to job opportunities in broadcasting were distributed by the Business Manager. .

Washington, DC 20554 Re: MM Docket No. 00-244 Dear Ms. Dortch: Yesterday, Jack Goodman, Karen Kirsch and the undersigned of NAB; Brian Madden of Leventhal, Senter & Lerman; and Greg Masters and Chris Robbins of Wiley Rein & Fielding met with Susan Eid and Alex Johns to discuss the definition of radio markets. We made the following points: · Due to the scattered location and widely varying signal strength of radio stations, any method of defining radio markets will produce a certain number of anomalies. The current market definition method has produced only a small number of anomalies in comparison to the large number of radio transactions since 1996. The current method is also stable in operation, well understood by the industry, and accurately identifies the stations that potentially compete against each other for listeners and advertisers. Adopting a revised market definition will only create a different and unpredictable set of anomalies. · The Commission lacks the authority to alter its radio market definition at this juncture. Because Congress in 1996 addressed local radio ownership limits and did not change the Commission’s well-established interpretation of what constitutes a radio market, then that interpretation should, under existing court precedent, be regarded as the interpretation intended by Congress. Certainly the Commission should not alter its market definition to cut back on the level of local radio consolidation expressly approved by Congress in 1996. · The Commission should not adopt Arbitron radio markets, for a variety of reasons.
